Commerce of the Seas – Lessons from Alang (India)

Go Lean Commentary

Despite our beautiful vistas in the Caribbean – with our sun, sand and sea – not everywhere is paradisiac. Some locations are just plain ordinary, or even Less-Than. Tourism is the region’s Number 1 economic activity, but there are certain areas where tourists should not venture. This is true for agricultural areas and certain industrial zones.

The movement behind the book Go Lean…Caribbean wants to add another type of “not for tourists” industrial zone to the Caribbean landscape: Ship-breaking Yards.

Just that combination of words – “Ship” + “Breaking” – connotes some negative images. The lessons we learned from the Indian port city of Alang is that Ship-breaking is dirty; see the encyclopedic reference here:

In the past three decades, its beaches have become a major worldwide centre for ship breaking. The longest ship ever built, Seawise Giant, was sailed to and beached here for demolition in December 2009. [1]

Marine salvage industry
The shipyards at Alang recycle approximately half of all ships salvaged around the world.[2] It is considered the world’s largest graveyard of ships.[3] The yards are located on the Gulf of Khambat, 50 km (31 mi) southeast of Bhavnagar. Large supertankerscar ferriescontainer ships, and a dwindling number of ocean liners are beached during high tide, and as the tide recedes, hundreds of manual laborers move onto the beach to dismantle each ship, salvaging what they can and reducing the rest to scrap.

The salvage yards at Alang have generated controversy about working conditions, workers’ living conditions, and the impact on the environment. One major problem is that despite many serious work-related injuries, the nearest full service hospital is 50 km (31 mi) away in Bhavnagar.

Future
Japan and the Gujarat government have joined hands to upgrade the existing Alang shipyard. The two parties have signed a Memorandum of Understanding, which focuses on technology transfer and financial assistance from Japan to assist in the upgrading of operations at Alang to meet international standards. This is a part of the Delhi Mumbai Industrial Corridor, a larger partnership between the Japanese and Gujarat government. Under this plan, Japan will address the environmental implications of ship breaking in Alang, and will develop a .marketing strategy. The project is to be carried out as a public-private partnership. The project’s aim is to make this shipyard the largest International Maritime Organisation-compliant ship recycling yard in the world.

The dirty nature of these industrial endeavors, as depicted in Alang, provides a negative lesson that we want to learn from to avoid all perilous consequences of doing this business in a “wrong” manner.

Another lesson we learn from Alang is that Ship-breaking work (jobs) is consistent and steady. There are many ships that have lived out their usefulness and now need to be dismantled for scrap; the more labor available, the more ships to break. This is such a positive lesson for us to learn right now, as the Caribbean region is badly in need of jobs. The economic engine involves salvaging the scrap metal (and other materials) for recycling.

The challenge is to embrace the commerce of Ship-breaking for the positives, while avoiding the negatives.

Challenge accepted! (The foregoing relates the welcoming support from Japan for clean ship-breaking).

The book Go Lean…Caribbean serves as a roadmap for the introduction and implementation of the Caribbean Union Trade Federation (CU). This would be the governmental entity for a regional Single Market that covers the land territories of the 30 member-states, and their aligning seas; (including the 1,063,000 square miles of the Caribbean Sea). The Go Lean/CU roadmap features this prime directive, as defined by these 3 statements:

  • Optimization of the economic engines to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect public safety and ensure the economic engines of the region, including the seas.
  • Improvement of Caribbean governance to support these engines in local governments and in Self-Governing Entities, including a separation-of-powers between the member-states and CU federal agencies.

This commentary posits that there are opportunities for the Caribbean to better explore the “Commerce of the Seas”, to deploy International Maritime Organisation-compliant shipyards. There are so many lessons that we can learn from the Economic History of other communities’ exploitation of the high seas. The reference to “Commerce” refers to the economic interest of the 30 member-states in the Caribbean region. There is the need for more commercial opportunities that would impact the community with job and entrepreneurial empowerments. Ship-breaking could be providential!

Ship-breaking can provide high tech, mid tech and low tech jobs; especially if the salvage operation is executed in a technocratic manner. The Art & Science of technocratic ship-breaking versus dirty-breaking (i.e. Alang) was previously detailed in a blog-commentary on August 14, 2014. … ship-breaking activities in Third World countries, like Bangladesh, pose harm to the environment, workers and remaining systems of commerce. But when executed correctly, as in Brownsville-Texas, ship-breaking can be all positive. There are benefits in applying the appropriate best practices in handling hazardous materials. The tons of toxic waste (asbestos) can be properly managed and disposed of, with the proper eco-system surrounding the industry. The CU will facilitate the eco-system, especially with the Self-Governing Entities (SGE) concept for shipyards. This is covered in the Go Lean book under the auspices of “turn-around” industries, a federally regulated/promoted activity.

So there is a way to perform ship-breaking – one expression of maritime commerce – in a lean, clean manner while guaranteeing safety for the workers and profit for the investors.

This is the win-win … of the Go Lean roadmap.

The Go Lean book/roadmap was published in November 2013 with a vision for a new industrialization for the region. The quest is for the region to cooperate, collaborate and convene so as to accomplish more as a unified Single Market than may be possible alone. Not one of the Caribbean member-states – all Third World – can do ship-breaking right. It would quickly denigrate to the Alang and Bangladesh models. But together, leveraging the interdependence – so much more can be accomplished. This was the vision of the opening Declaration of Interdependence in the book. Here, the need for regional coordination and integration was pronounced as the basis of reforming and transforming Caribbean society.

xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xxvi. Whereas the Caribbean region must have new jobs to empower the engines of the economy and create the income sources for prosperity, and encourage the next generation to forge their dreams right at home, the Federation must therefore foster the development of new industries, like that of ship-building…. In addition, the Federation must invigorate the enterprises related to existing industries like … fisheries … – impacting the region with more jobs.

Reforming and transforming the Caribbean is the quest. The Go Lean book explains “how”, providing 370-pages of turn-by-turn instructions on “how” to adopt new community ethos for economic regionalism, and “how” to execute the right strategies, tactics, and implementations to reboot, reform and transform the maritime commerce to benefit Caribbean society.

All Caribbean member-states are islands or coastal territories – they can all be candidates for maritime salvaging (ship-breaking) operations – even all at the same time. While there is a large footprint of “cheap” ship-breakers in Asia, not as many proliferate in the Western Hemisphere. It is a perfect time to explore these opportunities.

This is not tourism! Ship-breaking activities are not paradisiac nor inviting so they should be limited to shipyards, not beaches.

This is commerce!

There is a need to transform maritime commerce for the Caribbean region; we can get more economic activity from this sector; the Go Lean book projects 15,000 new direct jobs in the shipbuilding and/or ship-breaking activities. The possibility of these new jobs is hope-inspiring. At last we can arrest the societal abandonment where men and women leave the community looking for any kind of work.

This is Commerce of the Seas; we saw how previous generations of Caribbean people lived off the sea; we can again, with these creative expressions of maritime commerce.

This plan is conceivable, believable and achievable. We urge all Caribbean stakeholders – governments, business owners and workers – to lean-in to this roadmap for economic empowerment. We can make the Caribbean homeland and seas better places to live, work and play. 🙂

MS Pacific Princess is a voyage send possessed by Princess Cruises and worked by Princess Cruises and P&O Cruises Australia. She was inherent 1999 by the Chantiers de l’Atlantique shipyard in Saint-Nazaire, France as MS R Three for Renaissance Cruises.

The vessel initially entered operation in 1999, with Renaissance Cruises. The ship was not claimed by the organization, ownership rather living with a gathering of French speculators, who rented the ship to the organization. In late 2001, the whole Renaissance armada was seized by lenders.

In late 2002, Princess Cruises sanctioned the R Three, alongside sister transport R Four (now Ocean Princess). Both vessels entered operation before the end of 2002. The contract ended toward the end of 2004, at which time both vessels were acquired by Princess Cruises. Gabi Hollows renamed the ship Pacific Princess in Sydney on 8 December 2002.
This ship has been the subject of a state help choice by the European Commission: Decision 2006/219.

Commerce of the Seas – Shipbuilding Model of Ingalls

The ‘Law of Supply-and-Demand’ is almost as natural as the ‘Law of Gravity’; leave it alone and it will pre-determine what will happen … in the marketplace. But just like the ‘Law of Gravity’ can bend and be defied (think airplanes and rockets), so too the ‘Law of Supply-and-Demand’ can bend and be defied. A great example of defying ‘Supply-and-Demand’ is the Crony-Capitalism (subsidies and protectionist schemes) in the highly-protected Ship-Building industry. (See the Appendix below regarding OECD Ship-Building Industry monitoring efforts).

Look at the numbers in the 2 photos above. It is apparent that the US distorts the Supply-and-Demand factors for Ship-Building in its market; their protectionist laws prevent the international market from supplying domestic shipping needs. Ship-Building can be a strategic industry! The book Go Lean…Caribbean asserts that 15,000 new direct jobs can be created with strategic endeavors for the Ship-Building industry in the region. (Even more indirect jobs applies – multiplier rate of 3-to-1).  The Go Lean book calls for the elevation of Caribbean economics, positing that governmental entities must stimulate and incubate this industry. The book surveyed the world looking for industrial opportunities that could be fully explored in the Caribbean region where the natural resources of the region could be considered; the region is known for sun, sand and sea.

Tourism is a natural assumption for utilizing these “sun, sand and sea“ resources, but with the recent inadequacies of this industry, there needs to be more diversity in our commercial offerings; ship-building – which needs the sea – was identified as an ideal supplement and alternative for regional commerce. This reference to “regional commerce” refers to the economic interest that the 30 member-states in the Caribbean have to consider to provide job and entrepreneurial opportunities for its people. So this Ship-Building focus prioritizes the “Commerce of the Seas” concept. There are many Lessons in Economic History for the Caribbean to glean by considering the actuality of this industry. Let’s consider the role model of just one American shipbuilding entity: Ingalls Shipbuilding Company in Pascagoula, Mississippi. Ingalls Shipbuilding is a shipyard located in Pascagoula, Mississippi, United States, originally established in 1938, and is now part of Huntington Ingalls Industries. It is a leading producer of ships for the United States Navy, and at 12,500 employees, the largest private employer in Mississippi.

History

In 1938, Ingalls Shipbuilding Corporation was founded by Robert Ingersoll Ingalls, Sr. (1882–1951) of Birmingham, Alabama, on the East Bank of the PascagoulaRiver in Mississippi.[1] Ingalls was located where the Pascagoula River runs into the Gulf of Mexico. It started out building commercial ships including the USS George Clymer (APA-27), which took part in Liberty Fleet Day 27 September 1941. In the 1950s Ingalls started bidding on Navy work, winning a contract in 1957 to build 12 nuclear-powered attack submarines.

Litton Industries acquired Ingalls in 1961, and in 1968 expanded its facilities to the other side of the river. Ingalls reached a high point of employment in 1977, with 27,280 workers. In April 2001, Litton was acquired by the Northrop Grumman Corporation.[2]

On August 29, 2005, Ingalls facilities were damaged by Hurricane Katrina; most of the ships in dock and construction escaped serious harm. While shipbuilding was halted for a while due to the destruction of many buildings, most vehicles, and the large overhead cranes, the facility continues to operate today.

On March 31, 2011, Northrop Grumman spun off its shipbuilding sector (including Ingalls Shipbuilding) into a new corporation, Huntington Ingalls Industries.

In 2015, Ingalls Shipbuilding Company signed a contract with US Navy for new destroyers, littoral combat ships and new landing craft. USS John Finn (DDG-113) was one of the first destroyers was launched on March 28. Company also is building Ralph Johnson (DDG 114), Paul Ignatius (DDG 117) and Delbert D. Black (DDG 119).

On March 21, 2015, the new San Antonio LPD 17-class amphibious ship John P. Murtha (LPD 26) was ceremonially christened. The vessel having been launched on October 30 and scheduled to be delivered in 2016.

On March 27, 2015, the shipyard received construction contracts for their next destroyers. Ingalls Shipbuilding Company was awarded a $604.3 million contract modification to build the yet-to-be-named DDG 121.

On March 31, 2015, the shipyard also received another contract with a $500 million fixed price to build the eighth National Security Cutter (NSC) for the US Coast Guard. Most of them will be under construction until 2019. The cutters are the most advanced ships ever built for the Coast Guard. [3]

On June 30, 2016, Ingalls Shipbuilding signed a contract with US Navy to build the U.S. Navy’s next large-deck amphibious assault warship. The contract included planning, advanced engineering and procurement of long-lead material, is just over $272 million. If options are exercised, the cumulative value of the contract would be $3.1 billion.[4]

Considering that 90% of all trade transports by water, there is natural demand for shipbuilding. There is a lot of supply as well.

Ingalls Shipbuilding Company is a definite beneficiary of government-aided commerce in the US; most of their shipbuilding engagements are government contracts. They are a leading producer of ships for the US Navy or Coast Guard, and at 12,500 employees, the largest private employer in Mississippi. As related in the first commentary in this series, the Jones Act has protected maritime commerce and shipbuilding for American stakeholders like Ingalls.

It is ‘high tide’ for the Caribbean to engage some protectionism strategies. Considering that the Caribbean region is the #1 market for the Cruise Line industry, collective bargaining should be prioritized to direct some shipbuilding business to local entities in this industry. The book Go Lean… Caribbean posits that as a unified region – a Single Market – the power of collective bargaining is possible. The book serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU) with the charter to facilitate jobs in the region. We should explore the benefits of the shipbuilding (and ship-breaking) industry. This aligns with the CU charter; as defined by these 3 prime directives:

  • Optimization of economic engines in order to grow the regional economy to $800 Billion and create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic.
  • Improve Caribbean governance to support these engines.

Early in the Go Lean book, this responsibility to create jobs was identified as an important function for the CU with this pronouncement in the Declaration of Interdependence (Pages 14):

xxiv.  Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

xxvi.  Whereas the Caribbean region must have new jobs to empower the engines of the economy and create the income sources for prosperity, and encourage the next generation to forge their dreams right at home, the Federation must therefore foster the development of new industries, like that of ship-building…. In addition, the Federation must invigorate the enterprises related to existing industries tourism, fisheries and lotteries – impacting the region with more jobs.

Accordingly, the CU will facilitate the eco-system for Self-Governing Entities (SGE), an ideal concept for shipyards, with its exclusive federal regulation/promotion activities.

The Go Lean movement (book and blogs) also details the principle of job multipliers, how certain industries are better than others for generating multiple indirect jobs down the line for each direct job on a company’s payroll. In a previous blog-commentary, it was related that the shipbuilding industry has a job-multiplier rate of 3.0. So once the job-multiplier rate is applied to the 15,000 direct shipbuilding jobs, generating 45,000 indirect jobs, the full economic impact is 60,000. This is transforming!

The Go Lean book provides 370-pages of turn-by-turn instructions on “how” to reform and transform the Caribbean, starting first with how to adopt new community ethos, plus the strategies, tactics, implementations and advocacies to execute so as to transform the maritime commerce to benefit Caribbean society. Lean-in for Caribbean Integration
The CU will allow for the unification of the region into one market, creating an economy of 30 member-states, 42 million people and 2010 GDP over $800 Billion. All of the member-states are either islands or coastal, therefore there are lots of coastline and harbors. Boats, yachts and ships are therefore plentiful in the region. Consistent with the CU’s mission for globalization, the region cannot just consume these vessels; we must create and build as well. There is a history of boat-building in the islands (slopes, schooners, clippers), but what had been missing to forge a formidable industry is the capital and the community “will”. The CU will now fill those gaps. The CU will tap the capital markets to secure long-term funding (stocks/bonds), prepare the labor force for advanced skill-sets, and negotiate treaties with “mature” EU states (i.e. Holland, Ireland) for master-apprentice labor-coaching. Boats, yachts and ships are considered durable goods, the opposite of planned obsolescence. …

Ferry Operations – Demand & Supply
The CU envisions a fleet of ferries, to service the individual islands, in a scheme dubbed “Union Atlantic Turnpike”. The proliferation of scheduled ferries, synchronized with trains and trucks will depict a continuous logistic network. This constitutes the demand for ferries. The CU will henceforth award the contracts for building and maintaining the ferries to local industry players – this constitutes the supply. The CU will therefore foster a ship-building “incubator”.

Spin-off Strategy – Low-risk Contracts
The CU vision is to deploy a “spin-off” strategy for ship-owning patrons. The CU region needs ships. Therefore, the CU will incentivize patrons to “go local” with their ship-building/maintenance needs. A domestic ship-building industry is a great source of skilled/high-wage jobs. So there are many ways to exploit the cost-benefit equation for a win-win.

Cruise Ship Dry-Dock – Let’s Make-A-Deal
The Caribbean region is the Number One market for the Cruise Line industry. Big expenses for Cruise Lines are port charges and landing fees. The CU will offer rebates and incentives for the Cruise Lines to use local dry-docks for retro-fittings and refurbishing.

Sailboats – For Every Man
The history of Caribbean boat building is rich with sailing crafts; cruise ships evolved from local Banana-Boats. The CU will channel that history, passion and ethos for the region to design/develop best-inbred sailboats, big and small.

Regattas – More than Just Winning a Race
The history of the region has highlighted ships, boats and boat building. There is the tradition of Regattas, used to showcase the islands boat building prowess. [199] The CU now intends to feature Regattas in the same manner that automakers feature auto racing (NASCAR, IndyCar, Formula-One), as a demonstration platform for their art and science.

Maritime Emergencies – Professional Response
The CU will deploy the necessary equipment and training for the ship-building industry to respond to maritime emergencies in the region. Therefore a disabled cruise ship will have the rapid response of “support-barges”, tug boats, dredging equipment, portable generators. This effort will be marshaled by the CU Emergency Management Agency.

The CU will foster shipbuilding as an industrial supplement and alternative to tourism. We have the resources (waterscapes, ports and harbors), the skills and the passionate work-force. We only need the Commerce of the Seas. The Caribbean people are now ready for this industrial empowerment. But we need to be cautious as to which role model we emulate. The US does provide material support and subsidies to their shipbuilding industry, but their protection laws – i.e. the Jones Act – have nullifies the positive effects of a Free Market. While other countries build and launch hundreds of ships every year, the US model only produce 2. That’s a lot of missing jobs, and artificially induced high prices.

In the Caribbean, we must do better. Fortunately, we do not have the Crony-Capitalism of the Jones Act to deter us. We can follow other – better – models to progress our societal investments in this industry. This is the assertion of the Go Lean roadmap.

We hereby urge all Caribbean stakeholders – governments and citizens – to lean-in to this Go Lean roadmap to foster this industrial development, so that our region can be a better homeland and seas to live, work and play. 🙂

Appendix – The OECD Council Working Party on Shipbuilding

(OECD = Organization of Economic Cooperation and Development)

The OECD Council Working Party on Shipbuilding (WP6) seeks to progressively establish normal competitive conditions in the industry. It encourages transparency through data collection and analysis, and seeks to expand policy dialogue with non-OECD economies that have significant shipbuilding industries. WP6 is the only international body that can influence and guide government policies by identifying and, where possible, eliminating factors that distort the shipbuilding market.

The Working Party is chaired by Ambassador Elin Østebø Johansen, Permanent Representative of Norway to the OECD. Participating OECD members are: Denmark, Finland, Germany, Italy, Japan, Korea, Netherlands, Norway, Poland, Portugal, Sweden and Turkey. Croatia and Romania are full participants in the Working Party, and the Russian Federation participates as an observer. The European Commission, representing the European Union, also participates in WP6 meetings.

What does the Working Party on Shipbuilding do?
The WP6 has placed a high priority on encouraging policy dialogues, and on establishing close working relationships with non-OECD economies. In particular, these economies were invited to participate on an equal footing with OECD members in the negotiations on a shipbuilding agreement that ran from 2002 until 2005, and Brazil, China, Croatia, the Philippines, Romania, the Russian Federation, Chinese Taipei and Ukraine participated in those negotiations. Although the negotiations were eventually halted, a close working relationship has continued with all of these economies.

The WP6 organizes regular workshops aimed at facilitating the exchange of information on policy and industry developments, and as well as the economies already mentioned, other participants have come from India, and Indonesia, amongst others.

The WP6 has also worked closely with industry groups representing shipbuilders, ship owners, ship operators and trade union interests, so that a wide range of perspectives can be taken into account by WP6 members during their formulation of policy responses to address issues and challenges faced by the global shipbuilding sector.

What is the relevance of the Working Party to non-OECD economies and industry?

While the world’s shipbuilding industry has been through a period of record production, it was severely affected by the 2008 global financial crisis, and recent years have seen very low levels of new orders received by virtually all shipyards. The global industry now faces a number of challenges, most notably global excess capacity, which will place the economic viability of the industry under pressure in some parts of the world.

Persistent worldwide overcapacity may encourage governments to provide support through subsidies and other measures, as well as spur other market distorting practices, which can create major structural problems even in the most efficient shipbuilding industries. But potential market distortions can be addressed through close co-operation among economies with significant shipbuilding sectors and the active involvement of industry.

The accusation is that the Caribbean – as a region, a people, and a culture – features a parasite status rather than the preferred protégé status. This would mean we only glean the economic activity left over from the other “host” countries; we would also consume the offerings and trends of these more advanced economy countries, rather than dictate our own trends.

This accusation … is mostly true!

But alas, there is a spark of hope in our Caribbean region. There are a number of corporate entities that do dictate trends in the region and throughout the world. The book Go Lean…Caribbean addressed this trend and identified one such company, Jamaica-based ATL Group, the owners of Sandals/Beaches Resorts, an Office Equipment business, Honda automobile dealerships and the media company behind The Jamaica Observer newspaper. But now, we consider another one, this time we focus on the transnational corporation, GraceKennedy Group of Companies who operate in the food and financial sectors.

But first, we must consider the definition of transnationalism:

Transnationalism as an economic process involves the global reorganization of the production process, in which various stages of the production of any product can occur in various countries, typically with the aim of minimizing costs. Economic transnationalism, commonly known as Globalization, was spurred in the latter half of the 20th century by the development of the internet and wireless communication, as well as the reduction in global transportation costs caused by containerization. Multinational corporations could be seen as a form of transnationalism, in that they seek to minimize costs, and hence maximize profits, by organizing their operations in the most efficient means possible irrespective of political boundaries.

multinational corporation is an organization that owns or controls production of goods or services in one or more countries other than their home country.[2]

What Drives Transnationalism?
Some argue that the main driver of transnationalism has been the development of technologies that have made transportation and communication more accessible and affordable, thus dramatically changing the relationship between people and places. It is now possible for immigrants to maintain closer and more frequent contact with their home societies than ever before. However, the integration of international migrations to the demographic future of many developed countries is another important driver for transnationalism. Beyond simply filling a demand for low-wage workers, migration also fills the demographic gaps created by declining natural populations in most industrialized countries. Today, migration accounts for 3/5 of population growth on western countries as a whole. And this trend shows no sign of slowing down. Moreover, global political transformations and new international legal regimes have weakened the state as the only legitimate source of rights. Decolonization, coupled with the fall of communism and the ascendance of human rights, have forced states to take account of persons qua persons, rather than persons qua citizens.

Immigrant Transnational Activities – When immigrants engage in transnational activities, they create “social fields” that link their original country with their new country or countries of residence. These social fields are the product of a series of interconnected and overlapping economic, political, and socio-cultural activities. As for economic transnational activities, these include business investments in home countries and monetary remittances from source countries. The Inter-American Development Bank (IDB) estimates that in 2006 immigrants living in developed countries sent home the equivalent of $300 billion in remittances, an amount more than double the level of international aid. This intense influx of resources may mean that for some nations development prospects become inextricably linked- if not dependent upon – the economic activities of their respective Diasporas.

The GraceKennedy Group of Companies, started in 1922, is based in Kingston, Jamaica, but they are one of the Caribbean “largest and most dynamic corporate entities” in the region. Though they are based in Jamaica, they generate a lot of their global revenue – from food services and financial services – from the rest of the globe. They depend on globalization – economic transnationalism – in order to be an ongoing concern. Their marketing slogan is “Jamaican born; global bound”. They own 60 subsidiaries – see partial list in the Appendix below – and affiliated companies across the Caribbean, Africa, UK, North and Central America; they are a model of a transnational corporation. Published on Feb 10, 2012 – Jamaican conglomerate Grace Kennedy is celebrating 90 years of existence. The Gleaner recently toured its Harbour Street corporate office and learnt what drives the company’s success.

The history of this company traces a parallel arch of change in the Caribbean region for the 20th Century:

The company does not only appeal to the Jamaican community (domestic or Diaspora) or not only to the Anglo-speaking Caribbean; they also strategize for the Hispanic communities. In that vein, as reported in the foregoing VIDEO, in 2014 CU Blog - GraceKennedy - Caribbean Transnational Corporation - Photo 6GraceKennedy acquired La Fe Foods Inc., a top Hispanic consumer foods company – especially dominant in the frozen food category – in the US.

This transnational corporation aligns with the vision for societal elevation in the book Go Lean … Caribbean. These two visions actually parallel:

  • GraceKennedy – To be a Global Consumer Group delivering long term consumer and shareholder value, through brand building and innovative solutions in food and financial services, provided by highly skilled and motivated people.
  • Go Lean – To integrate and unify the Caribbean region into a Single Market Economy, enabling the homeland to be the best address on the planet, inviting our young people to participate in the effort to make our home the best place to live, work and play in the future. – Page 45.

The Go Lean book serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU). This is a call for confederating, collaborating and convening the 30 member-states of the region – despite the language or colonial legacy – into a Single Market; and for one federal governmental entity to optimize the economic, security and governing endeavors. This would also mean optimization of the food supply and financial services landscape. The Go Lean/CU roadmap creates the atmosphere for many more transnational corporations – homegrown and foreign – to emerge and thrive. This is part-and-parcel of the prime directives (3) of the CU/Go Lean roadmap:

  • Optimization of the economic engines – facilitating the growth in corporate citizens – in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines.
  • Improvement of Caribbean governance to support these economic engines, reflecting a separation-of-powers between CU agencies and member-state governments.

The CU seeks to facilitate better mastery of the advanced fields of economics by incentivizing, incubating and fostering entrepreneurial efforts, small-to-medium-businesses (SMB) and large multi-national corporations. This is how to create new jobs; jobs are not created by governments, but yet, the governmental administrations can implement the right climate to spur industrial and corporate growth. The job-creation solutions for the Caribbean, are not so much dependent on a specific government, but rather good corporate guidance.

A goal of the Go Lean/CU roadmap is to attract more transnational corporations, to establish a footprint in the Caribbean. How? Why? Why will they come to the Caribbean under the Go Lean/CU regime when they will not come now under the status quo? One answer is the structure of Self-Governing Entities (SGE), and Exclusive Economic Zones (EEZ). SGE refers to dedicated, bordered grounds that are ideal for corporate campuses, research laboratories, industrial bases (like shipyards, factory plants). The SGE structure will require a hybrid governance involving the CU federal agencies and local administrators influence– at the start-up.

The book Go Lean … Caribbean asserts that SGE’s and the EEZ can be strategic, tactical and operationally efficient for elevating Caribbean society – creating jobs. These points are pronounced early in the book with this Declaration of Interdependence (Pages 11 thru 14), with these statements:

v. Whereas the natural formation of our landmass and coastlines entail a large portion of waterscapes, the reality of management of our interior calls for extended oversight of the waterways between the islands. The internationally accepted 12-mile limits for national borders must be extended by International Tribunals to encompass the areas in between islands. The individual states must maintain their 12-mile borders while the sovereignty of this expanded area, the Exclusive Economic Zone, must be vested in the accedence of this Federation.

xxiv.  Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

xxv.   Whereas the legacy of international democracies had been imperiled due to a global financial crisis, the structure of the Federation must allow for financial stability and assurance of the Federation’s institutions. To mandate the economic vibrancy of the region, monetary and fiscal controls and policies must be incorporated as proactive and reactive measures. These measures must address threats against the financial integrity of the Federation and of the member-states.

xxvi.  Whereas the Caribbean region must have new jobs to empower the engines of the economy and create the income sources for prosperity, and encourage the next generation to forge their dreams right at home, the Federation must therefore foster the development of new industries, like that of ship-building, automobile manufacturing, prefabricated housing, frozen foods, pipelines, call centers, and the prison industrial complex. In addition, the Federation must invigorate the enterprises related to existing industries tourism, fisheries and lotteries – impacting the region with more jobs.

xxx. Whereas the effects of globalization can be felt in every aspect of Caribbean life, from the acquisition of food and clothing, to the ubiquity of ICT, the region cannot only consume, it is imperative that our lands also produce and add to the international community, even if doing so requires some sacrifice and subsidy.

Though there is a need for more jobs, there is a legitimate fear to inviting more corporations. There are real-life experiences and stories of abuse in mono-industrial communities – Company Towns. Abuse by the “super-rich” is implied in the old adage: “golden rule is he who has the gold makes the rule”. But the Go Lean roadmap is designed to mitigate abuses of plutocracies. This is the advantage of the SGE structure; it allows for better promotion, oversight, and governance for transnational corporate expressions. These SGE’s would be regulated solely by the technocratic CU; there would be features like advanced monitoring (intelligence gathering) and embedded protections for whistleblowers.

These job-creation empowerments will impact every aspect of Caribbean life throughout the Caribbean.

This commentary asserts that industrial development is hard-work. It is difficult now to get Direct Foreign Investors to consider individual Caribbean member-states, but with this new approach of a regional Single Market, a leveraged Caribbean – 42 million people – can be more attractive, appealing and inviting. Despite the appeal, executing this Go Lean/CU roadmap will still be hard; the book describes the effort as heavy-lifting.

This Go Lean movement, fostering a new Caribbean business climate, hereby applauds the corporate stakeholders at the GraceKennedy Group of Companies. We invite them to partner with us to make the Caribbean region a better place to live, work and play. But there is the need for a cautionary warning to them: the change that is coming has “plus & minus” ramifications for their business model.

There are aspects of the Go Lean roadmap that will not be good for some of GraceKennedy’s business model, remittances in particular. (While a GraceKennedy subsidiary is the regional partner representing Western Union in the Caribbean, the Go Lean book – Page 270 – introduces new electronic payment schemes that will lessen the need to pay for money transfers). It is clearly apparent in the Go Lean book, that change is not always good; sometimes it brings unintentional consequences. So if we know change is happening, it is best to get ahead of it. This point was stated poignantly at Page 252:

Opportunities abound; even if there is only little commerce to exploit now, there is opportunity enough in the preparation for the coming change. So act now! Get moving to that place, the “corner” of preparation and opportunity.

With the execution of this Go Lean roadmap, the Caribbean region sends a message to the business world: Change is afoot. There will be new partnerships and collaborations for corporate stakeholders. A message is sent to the Caribbean people as well: there are solutions to these complex problems befalling our society. Whereas the Caribbean may have been a parasite before, now we can function in the role of a protégé.

Like all parasites, their healthy disposition depends on a healthy disposition of the hosts. The Caribbean has been in crisis; therefore the parasitic people have fled – the Caribbean’s “brain drain” and Diaspora has grown as a result – not good. The successful execution of this roadmap will affect this disposition as well. We will and must do better! Optimizing the economic, security and governing engines in the region will lower the abandonment rate. This will also constitute change – good change – for the region.

The Caribbean homeland will then be a better place to compete globally and present more favorable options for our youth to stay home in the region.

Now is the time for all Caribbean stakeholders – corporate citizens included – to lean-in for the optimizations and empowerments described in the book Go Lean … Caribbean. This roadmap is conceivable, believable and achievable. 🙂

Zika’s Drug Breakthrough

As related previously, the Zika virus is proving to be a real “4-Letter” word. Many repercussions have emerged in all aspects of societal life: economics, security and governance. The virus first activated in Brazil, then in the Caribbean. Now, there are reported incidences in Florida.

Considering the economic consequences (tourism), is there any surprise that there is a breakthrough in drug treatment for Zika, and what’s more that this breakthrough is emerging from Florida. This aligns with a previous commentary, that only at the precipice …

CU Blog - Zika Drug Breakthrough - Photo 1A team of researchers from Florida State University, Johns Hopkins University and the National Institutes of Health has found existing drug compounds that can both stop Zika from replicating in the body and from damaging the crucial fetal brain cells that lead to birth defects in newborns.

One of the drugs is already on the market as a treatment for tapeworm.

“We focused on compounds that have the shortest path to clinical use,” said FSU Professor of Biological Science Hengli Tang. “This is a first step toward a therapeutic that can stop transmission of this disease.”

Tang, along with Johns Hopkins Professors Guo-Li Ming and Hongjun Song and National Institutes of Health scientist Wei Zheng identified two different groups of compounds that could  potentially be used to treat Zika — one that stops the virus from replicating and the other that stops the virus from killing fetal brain cells, also called neuroprogenitor cells.

One of the identified compounds is the basis for a drug called Nicolsamide, a U.S. Food and Drug Administration approved drug that showed no danger to pregnant women in animal studies. It is commonly used to treat tapeworm.

This could theoretically be prescribed by a doctor today, though tests are still needed to determine a specific treatment regimen for the infection.

Their work is outlined in an article published Monday by Nature Medicine.

Though the Zika virus was discovered in 1947, there was little known about how it worked and its potential health implications — especially among pregnant women — until an outbreak occurred in South America last year. In the United States, there have been 584 cases of pregnant women contracting Zika, though most of those are travel related. As of Friday, there have been 42 locally transmitted cases in Florida.

The virus, among other diseases, can cause microcephaly in fetuses leading them to be born with severe birth defects.

“It’s so dramatic and irreversible,” Tang said. “The probability of Zika-induced microcephaly occurring doesn’t appear to be that high, but when it does, the damage is horrible.”

Researchers around the world have been feverishly working to better understand the disease — which can be transmitted both by mosquito bite and through a sexual partner — and also to develop medical treatments.

Tang, Ming and Song first met in graduate school 20 years ago and got in contact in January because Tang, a virologist, had access to the virus and Ming and Song, neurologists, had cortical stem cells that scientists needed for testing.

The group worked at a breakneck pace with researchers from Ming and Song’s lab, traveling back and forth between Baltimore and Tang’s lab in Tallahassee where they had infected the cells with the virus.

In early March, the group was the first team to show that Zika indeed caused cellular phenotypes consistent with microcephaly, a severe birth defect where babies are born with a much smaller head and brain than normal.

They immediately delved into follow-up work and teamed with NIH’s Zheng, an expert on drug compounds, to find potential treatments for the disease.

Researchers screened 6,000 compounds that were either already approved by the FDA or were in the process of a clinical trial because they could be made more quickly available to people infected by Zika.

“It takes years if not decades to develop a new drug,” Song said. “In this sort of global health emergency, we don’t have time. So instead of using new drugs, we chose to screen existing drugs. In this way, we hope to create a therapy much more quickly.”

All of the researchers are continuing the work on the compounds and hope to begin testing the drugs on animals infected with Zika in the near future.

The research was supported by the National Institutes of Health, FloridaStateUniversity, EmoryUniversity and the Maryland Stem Cell Research Fund.

Other institutions contributing to the research are the Zhejiang University School of Medicine in China, Emory University and the Icahn School of Medicine. Emily Lee, a Florida State University graduate student working with Tang, shared the first authorship position with Assistant Professor of Biology at Emory Zhexing Wen and NIH scientist Miao Xu.

Somehow, when it comes to Zika and tourism, there seems to always be some inconvenient truths. This is not the first time, inconvenient truths have emerged with this pandemic; and it will not be surprising if this is not the last time.

The book Go Lean…Caribbean relates that there are economic and security consequences tied to public health crises. It relates the bitter experiences of cancer and the quest to optimize the treatment options for Caribbean citizens. As demonstrated by cancer, and now Zika, health crises bring a lot of governmental complications.

The book does not purport to be a roadmap for public health, but rather a roadmap for elevating Caribbean society by optimizing the economic, security and governing engines in the region. Yet, within this roadmap is the strategy to incentivize medical research and facilitate treatment options and workable solutions. In fact this roadmap invites the community spirit to encourage research and development (R&D), and to invite role models like Professor Hengli Tang and the medical research team at the university in the foregoing story.

The Go Lean book serves as a roadmap for the implementation and introduction of the technocratic Caribbean Union Trade Federation (CU). The CU‘s prime directives are identified with the following 3 statements:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the economic engines, including the monitoring and response of epidemiological threats.
  • Improve Caribbean governance to support these engines, including a separation-of-powers between CU agencies and member-states.

One feature of the Go Lean roadmap is the emphasis on community ethos. The book explains, that the Caribbean communities must adopt a fundamental spirit, an underlying sentiment, that would inform the beliefs, customs, and practices to embrace research and development. A community ethos for R&D must be purposeful; we cannot accidentally fall into it..

Another feature of the Go Lean roadmap is the adoption of Self-Governing Entities (SGE). These are to be featured as dedicated, bordered grounds that are ideal for medical research and treatment campuses. SGE requires a hybrid governance involving the CU federal agencies and local administrators – at the start-up.

The Go Lean roadmap clearly relates that healthcare and pharmaceutical drug research are important in the quest to make the Caribbean a better place to live, work and play. At the outset of the Go Lean book, in the Declaration of Interdependence (Page 11), these points are pronounced as essential for the Caribbean:

viii.   Whereas the population size is too small to foster good negotiations for products and commodities from international vendors, the Federation must allow the unification of the region as one purchasing agent, thereby garnering better terms and discounts.

ix. Whereas the realities of healthcare and an aging population cannot be ignored and cannot be afforded without some advanced mitigation, the Federation must arrange for health plans to consolidate premiums of both healthy and sickly people across the wider base of the entire Caribbean population. The mitigation should extend further to disease management, wellness, obesity and smoking cessation programs.

Kudos to the research team at Florida State University; they have responded at a time of crisis for the State of Florida – the only American State with live Zika mosquitoes – and have forged a solution. This is a fine lesson for the Caribbean to learn …

… Zika is a crisis, and a “crisis would be a terrible thing to waste”.

One local community, Wynwood, in Miami is ground-zero for the Zika battleground. Their current disposition is that business output in the affected areas has been retarded. As related in this article, this summer season has been slower than normal – the peak time is in the winter months:

The foregoing news article and VIDEO-AUDIO productions provide an inside glimpse into the medical research discipline. Obviously, the motivation of the medical research is to protect the economic engines of the Florida economy. The State was at the “precipice and only then, has the needed empowerment” emerged.

The Go Lean roadmap posits that more R&D is needed in the Caribbean too. We need the community ethos to prioritize and encourage careers in science, technology, engineering and mathematics/medicine (STEM). We have a Zika problem in the Caribbean region too. We need innovations too. We need R&D at our educational institutions and SGE campuses.

This is an issue of economics, security and governance…

… and this is a familiar drama:

  • Ebola – While not an American problem, when American citizens become afflicted in 2014, the US response was inspiringly genius, deploying a potential cure within a week.
  • SARS – During the “heyday” of the SARS crisis, travel and transport to Hong Kong virtually came to a grinding halt! Hong Kong had previously enjoyed up to 14 million visitors annually; they were a gateway to the world. The SARS epidemic became a pandemic because of this status. Within weeks of the outbreak, SARS had spread from Hong Kong to infect individuals in 37 countries in early 2003.s

The CU has the prime directive of optimizing the economic, security and governing engines of the Caribbean region. The foregoing article and VIDEO-AUDIO productions depict that research is very important to new medical innovations and break-throughs. This is the manifestation and benefits of Research & Development (R&D). The book describes this focus as a community ethos and promotes R&D as valuable for the region. The Go Lean roadmap does not purport to be an authority on medical research best practices. This economic-security-governance empowerment plan should not direct the course of direction for epidemiology or pharmacological research and/or treatment. But this war against Zika has dire consequences for tourism-based economies – this descriptor fits most of the Caribbean. So we must pay more than the usual attention to the issue. And we must incentivize those with the passion … and genius to make an impact in this area.

The champions for this issue in the Caribbean might come down to the contributions of just a few people, or maybe just one. This is the reality of genius qualifiers. Not everyone can do it. So those who cannot, need to step aside and not abate those that can. Epidemiology or pharmacological research & development is no time for egalitarianism.

Now is the time for all of the Caribbean, the people and governing institutions, to lean-in for the empowerments in the book Go Lean … Caribbean. This is a Big Idea for the region, one where SGE’s, R&D and geniuses can soar. We can make the Caribbean a better place to live, work, heal and play. 🙂

A Lesson in Economic Fallacies – Self-regulation of the Centers of Economic Activity

A lot of communities have one spot – a center of economic activity – that must be protected, promoted and regulated. Though they could, these centers do not normally refer to “downtown”. They refer to alternate destinations, like an industrial site (factory, quarry, mine, harbor, etc.), designated district, education campus, medical establishment (hospital or clinic), corporate park and most common in countries with tourism-based economies, a hotel resort property.

That one geographic spot would be the economic engine for the community.

In the modern world, this reality can apply in either urban or rural settings; some small towns are designated “Company Towns” – see the model of Hershey, Pennsylvania in the VIDEO in Appendix A – where the entire community revolves around the one center of economic activity. (For Hershey, first the Chocolate Factory and then the Amusement Park). These centers of economic activities must be protected; but rather than the walls of ancient cities, today the protections are regulations.

A series of fallacies have emerged in regards to protecting economic engines.

We have all heard these one-liners:

1. “I’m from the Federal Government and I’m here to help” – Ronald Reagan tongue-in-cheek Campaign Attack against excessive government regulation; 1980.

2. “Cut taxes on the rich and they will always do the right thing” – Mantra for Trickle Down Economics.

Both of these ‘ultra free market’ principles have been adequately debunked by the actuality of market performance. They are among the economic fallacies that we must now acknowledge … along with this most notable mantra:

3. Industry stakeholders will always observe best-practices and desist from bad practices because damage to their industry will only damage their own bottom-line.

But we all know the truth, the historicity of the events leading up to the 2008 Housing Bubble and Great Recession; these same stakeholders could not resist the temptation for easy profits from the securitization trend.

No doubt, self-regulation is one of the biggest fallacies.

We are able to accurately conclude that self-regulation does not work in banking … because of the way the governments underwrite risk in the banking system. Leading up to 2008, when the Wall Street banks took risks, they gained (profit) from the upside but the taxpayers were the ones left with the costs of bail-outs when things went wrong – Too Big to Fail.

The purpose of the book Go Lean … Caribbean is the elevation of the economic engines in the region. The book serves as a 5 year roadmap to foster new developments and empowerments in the region. To be successful in the execution, there must be some degree of oversight and shepherding. The book refers to an agile regulatory framework structured with technocratic efficiency and effectiveness; and then dubs the strenuous effort as heavy-lifting.

This commentary is the 5 of 6 from the Go Lean movement on the subject of Economic Fallacies. As related in the first submission on this series, the situation in the Caribbean region is likened to the imagery of an animal foraging for food, but then gets distracted and “chases a squirrel up a tree”. The squirrel in the tree will never be a meal; it is just a waste of time and energy for the animal. This analogy conveys the waste of time associated with a frivolous and fallacious pursuit. All of these commentaries are economic in nature.

They refer to rules for managing the valuable resources of time, talents and treasuries. There are rules for winning and rules for losing. Normally these fallacies are discernible after the fact, not before hand. So examining the experience of other communities can be extremely helpful to our Caribbean quest. This is a mission of the Go Lean book, to teach lessons from how other communities have handled economic crises and apply the best-practices in the Caribbean.

This book Go Lean…Caribbean serves as a roadmap to introduce and implement the technocratic Caribbean Union Trade Federation (CU) and Caribbean Central Bank or CCB (a cooperative of central banks), to serve as a regional super-national entity to shepherd the economic, security and governing engines of the 30 member Caribbean states. Being technocratic includes studying and applying best-practices, while avoiding fallacies in governing oversight. There is a lot to learn from the study of self-regulation in the banking industry, especially before, during and after the catastrophic events of 2008 . Now is a good time for this review of crisis as the economy has recovered in some places, though it still lingers in the Caribbean.

There was a lot of mistakes leading up to 2008 – especially in the banking and financial sectors – so there is a lot of wisdom to glean. Among the flawed practices, was the fallacy that the banking industry would self-regulate.

It seems so laughable now. This is why it is important to apply lessons learned from this experience. So in the Go Lean roadmap, self-regulation is replaced with CU/CCB oversight of banking and these controlled centers of economic activity.

In additional to regional banking, the roadmap calls for the installation of centers of economic activity or Self-Governing Entities (SGE) as job-creating engines in many communities; these sites are ideal for technology laboratories, medical campuses, corporate parks, industrial sites, educational facilities and other forms of establishments situated inside bordered facilitates. These types of installations will thrive under the strategies and tactics of the Go Lean roadmap. They allow for an efficient process to launch and manage projects and physical installations in the region, but the SGE concept does require governmental concurrence and maybe even public approvals – referendums – at the launch of these initiatives.

There is a lot of jurisprudence for the management of these centers of economic activity. For example, in the US, company-towns, though private, are still required to fulfill constitutional obligations. The legal concept is termed “state actors”. See the encyclopedic reference on state actors here:

In United States law, a state actor is a person [or company] who is acting on behalf of a governmental body, and is therefore subject to regulation under the United States Bill of Rights, including the FirstFifth and Fourteenth Amendments, which prohibit the federal and state governments from violating certain rights and freedoms.

Although at first blush the term would seem to include only persons who are directly employed by the state, the United States Supreme Court has interpreted these amendments and laws passed pursuant to them to cover many persons who have only an indirect relationship with the government. Controversies have arisen, for example, over whether private companies that run towns (the “company-town”) and prisons (traditionally a state function) can be held liable as state actors when they violate fundamental civil rights. This question remains unresolved, but the Supreme Court has held private citizens to be liable as state actors when they conspire with government officials to deprive people of their rights.

Conversely, in National Collegiate Athletic Association v. Smith, the Supreme Court has found that the National Collegiate Athletic Association is not a state actor for the purposes of 28 U.S.C. 1983 because it was national, rather than acting on behalf of one state actor. For the purposes of a Bivens action, however, it might still be a state actor.[1]

The 1989 case of DeShaney v. Winnebago County was decided on the basis of the state action doctrine. Social workers separated a young son Joshua from his abusive father Randy, but concluded there was not enough evidence for a permanent separation, and later reunited son with father; later, the father beat his son into a persistent vegetative state. The Supreme Court ruled that despite involvement by state social workers, the state of Wisconsin was not a state actor and was therefore not responsible. Accordingly, theFourteenth Amendment protections did not apply, according to constitutional scholar John E. Finn.[1]

Unlike state actors, private actors are generally not required to afford individuals the constitutional rights mentioned above. In nearly all U.S. states, private shopping center owners can eject protesters from their land for trespassing, and private associations can eject members or deny admission to applicants, with no warning and for no reason. But in a handful of states, notably California, state constitutional protections and certain common law rights have been extended to limit private actors. California allows the peaceful exercise of free speech in private shopping centers (see Pruneyard Shopping Center v. Robins (1980)) and requires certain types of private actors to afford current or potential members a rudimentary version of procedural due process called fair procedure.

There are a number of situations where the United States Supreme Court has recognized the conduct of individuals or private organizations to be “state action,” and therefore subject to provisions of the Constitution such as Equal Protection, Due Process, or the First Amendment. The Supreme Court has held the following:

1. Merely opening up a business to the public is not state action, but the performance of a “public function” (a function that has been traditionally and exclusively performed by the state) is state action (Marsh v. Alabama, 326 U.S. 501 (1946));

2. If an individual or organization merely enters into a contract or asserts a contractual right outside of court it is not state action, but if an individual or organization sues to judicially enforce a contractual right it is state action (Shelley v. Kraemer, 334 U.S. 1 (1948));

3. If the government merely acquiesces in the performance of an act by a private individual or organization it is not state action, but if the government coerces, influences, or encourages the performance of the act, it is state action (Rendell-Baker v. Kohn, 457 U.S. 830 (1982));

4. If the government merely enters into a contract with an individual or organization for the goods or services, the actions of the private party are not state action, but if the government and the private party enter into a “joint enterprise” or a “symbiotic relationship” with each other it is state action (Burton v. Wilmington Parking Authority, 365 U.S. 715 (1961));

5. If government agencies are simply members of a private organization, the actions of the organization are not state action, but if the government is “pervasively entwined” with the leadership of the private organization, the acts of the organization are state action (Brentwood Academy v. Tennessee Secondary School Athletic Association, 535 U.S. 971 (2002)).

Self-Governing Entities are part-and parcel of the prime directives of the Go Lean roadmap, defined by these 3 statements:

  • Optimization of the economic engines – including SGE’s – in order to grow the regional economy to $800 Billion in GDP and create 2.2 million new jobs.
  • Establishment of a security apparatus – with regulations and oversight – to protect the resultant economic engines.
  • Improvement of Caribbean governance to support these engines and centers of economic activity; this reflects the separation-of-powers between CU agencies and member-state governments.

The issue of banking/financial regulation is important for this roadmap. Overseeing the financial elements SGE’s or “centers of economic activity” is also apropos for this Go Lean roadmap.

There is the need to protect SGE’s.

There is the need for (member-state) hands-off oversight for SGE.

The Go Lean roadmap embraces the practice of technocratic oversight for the region’s economic engines, especially within the borders of SGE’s. As a planning tool, the roadmap commences with a Declaration of Interdependence, pronouncing the need for regional integration (Page 11 & 14) to foster the foundation to forge a better future. The declarative statements are as follows:

xi.  Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xxi. Whereas the preparation of our labor force can foster opportunities and dictate economic progress for current and future generations, the Federation must ensure that educational and job training opportunities are fully optimized for all residents of all member-states, with no partiality towards any gender or ethnic group. The Federation must recognize and facilitate excellence in many different fields of endeavor, including sciences, languages, arts, music and sports. This responsibility should be executed without incurring the risks of further human flight, as has been the past history.

xxvi.  Whereas the Caribbean region must have new jobs to empower the engines of the economy and create the income sources for prosperity, and encourage the next generation to forge their dreams right at home, the Federation must therefore foster the development of new industries… In addition, the Federation must invigorate the enterprises related to existing industries … – impacting the region with more jobs.

The new banking regime has also been detailed in the Go Lean book. The same Declaration of Interdependence, pronounced the need for the consolidated oversight with these statements (Page 13):

xxiv.  Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

xxv.   Whereas the legacy of international democracies had been imperiled due to a global financial crisis, the structure of the Federation must allow for financial stability and assurance of the Federation’s institutions. To mandate the economic vibrancy of the region, monetary and fiscal controls and policies must be incorporated as proactive and reactive measures. These measures must address threats against the financial integrity of the Federation and of the member-states.

Change has now come to the Caribbean. The driver of this change is technology and globalization. As a region, the Caribbean cannot only consume the tradable products of the world’s markets; we must innovate and develop some products too. The structure of SGE’s are perfectly designed for this endeavor, where innovators and developers can maintain their “own world” so as to foster the best practices for Research & Development (R&D) with no intrusion from municipal or member-state authorities.

The Go Lean book and accompanying blogs declare that the Caribbean needs to learn lessons from other communities, especially when it comes to common sense regulations. See the Bank Supervision model portrayed in Appendix B – VIDEO.

In retrospect of 2008, the conclusion is that the fallacious self-regulation practice during the build-up of the housing crisis was not common sense. But self-regulation can work in a controlled environment. Now we see that for banking, the controlled environment is assured by keeping the focus on making sure banks bear the costs of the risks they underwrite. This corresponds with the quest of many intra-industry Self-Regulation Organizations.

These Self-regulation Organizations (SROs) can be highly effective enforcers and complement the role of governments, especially in environments where traditional regulators are underfunded; (this is the case with the current Caribbean member-state governments). However, the experts argue, this is only true if the following conditions are met:

  • The SROs are well-funded;
  • They are technologically advanced;
  • There is government oversight of the SRO and the end company;
  • They are held accountable;
  • They act within their authority; and
  • They are structured to avoid conflicts of interest.

As a result of globalization, the tools being used today to coordinate global financial markets regulation are very different than what most professionals learned about in school. In addition, there are ad hoc, informal agreements, rulemaking and codes of ethics that are more commonly being relied upon as opposed to arduously negotiated international treaties. This is why the oversight of the region’s banks is designated for the CCB and the regulation of SGE’s are designed for the lean technocratic CU Trade Federation. These moves will assuredly bring the benefits of SGE’s (jobs) to the Caribbean.

Now is the time for all of the Caribbean, the people, institutions and governments to lean-in for the empowerments described in the book Go Lean … Caribbean. We need to dissuade the economic fallacies, and engage the best-practices throughout the region. These executions will make the Caribbean region a better place to live, work and play. 🙂

Do we need to do more to make sure that we never have to experience another financial market and banking crisis like that in 2008-09, or have we done too much and thus prevented the European banking industry from being able to offer financial services to the real economy?

After a long phase of deregulation, a comprehensive re-regulation has been in vogue since 2009. At the global, European and national level, we have tackled almost everything that can limit, reduce or prevent risks to and risks caused by banks. The general public, politicians, academics, supervisors and even bankers – simply everyone – called for comprehensive and tough rules for banks and for their close supervision. But the mood seems to have changed over the past year. In Germany and Europe, more and more people are complaining of overregulation. In the rest of Europe, a connection is being made between the words “credit crunch” and “regulation”.

Many people yearn for a pause in regulation, would perhaps rather leave the market to regulate itself – rely on self-regulation.

Conclusions

I don’t think that you were much surprised by my saying that I don’t think much of lax regulation. Given the obvious tendency towards exaggeration and erroneous developments in financial markets, and the potential damage for the economy and society, good regulations are an indispensable prerequisite for ensuring that the financial sector is able to function properly in the long term. …

  • Childhood vaccinations

That last one is BIG. And noble. And maybe, just maybe viable.

The book Go Lean…Caribbean relates (Page 157) the statement that:

“1-in-3 Americans are due to be diagnosed with cancer … at some point. If 1-in-3 Americans are at risk, then surely Caribbean citizens cannot be far behind”.

This book does not assert to be a roadmap for treating cancer, but rather a roadmap for elevating Caribbean society by optimizing the economic, security and governing engines in the region. Yet, within this roadmap is the strategy to incentivize cancer research and facilitate treatment centers and workable solutions. In fact this roadmap invites role models like this philanthropist-billionaire Sean Parker – featured here in the following VIDEO and article:

Recently approved drugs have helped some patients sustain remission. But those first-generation therapies do not work for everyone, and scientists are trying to understand how to make them more effective.

“Very little progress has been made over the last several decades,” Parker said, referring to cancer drug research. “Average life expectancy has only increased three to six months with some of these drugs that cost billions to develop.”

Parker said the current system of cancer drug development discouraged the kinds of risk-taking that could lead to a major breakthrough.

The new institute “is paradigm shifting,” said Dr. Jedd Wolchok, chief of the melanoma and immunotherapeutics unit at Memorial Sloan Kettering Cancer Center.

He said it would alleviate the need for scientists to secure grants, which he said took up at least 30 percent of his time, foster collaboration among accomplished scientists and provide access to the newest information processing and data technology.

“I have no doubt this will allow us to make progress, and to make it much more quickly,” Wolchok said.

The Go Lean book serves as a roadmap for the implementation and introduction of the technocratic Caribbean Union Trade Federation (CU). The CU‘s prime directives are identified with the following 3 statements:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines.

The Go Lean roadmap calls for more medical R&D initiatives like what Mr. Parker is pursuing. The roadmap strategizes the adoption of Self-Governing Entities (SGE) to employ medical research and treatment campuses. These dedicated, bordered grounds are ideal for immuno-therapy research and treatment. We hereby extend the invitation to all innovators and facilitators who want to do more in cancer research to come to the Caribbean. These ones will find cooperative and supportive governing structures to facilitate their impact on the world. They can do more … against cancer.

The Go Lean book strategizes economic empowerment in the region, clearly relating that healthcare and pharmaceuticals research/developments are important in the quest to make the Caribbean a better place to live, work, heal and play. At the outset of the Go Lean book, in the Declaration of Interdependence (Page 11), these points are pronounced:

viii.  Whereas the population size is too small to foster good negotiations for products and commodities from international vendors, the Federation must allow the unification of the region as one purchasing agent, thereby garnering better terms and discounts.

ix.  Whereas the realities of healthcare and an aging population cannot be ignored and cannot be afforded without some advanced mitigation, the Federation must arrange for health plans to consolidate premiums of both healthy and sickly people across the wider base of the entire Caribbean population. The mitigation should extend further to disease management, wellness, obesity and smoking cessation programs.

xxviii.  Whereas intellectual property can easily traverse national borders, the rights and privileges of intellectual property must be respected at home and abroad. The Federation must install protections to ensure that no abuse of these rights go with impunity, and to ensure that foreign authorities enforce the rights of the intellectual property registered in our region.

Cancer is a crisis! The Go Lean book declares that a “crisis is a terrible thing to waste”. This premise is loud-and-clear from the foregoing VIDEO, that there is money to be made in this industry-space. But most importantly, there are lives to be saved.

The Go Lean roadmap posits that more innovations will emerge in the region as a direct result of the CU prioritization on science, technology, engineering and medical (STEM) activities on Caribbean R&D campuses and educational institutions. This is based on the assumption that intellectual properties (IP) registered in the Caribbean region will be duly respected around the world.

This IP protection mandate is a heavy-lifting task for the Caribbean Union Trade Federation. This is an example of the issues related to economic, security and governance that need to be managed in a technocracy.

The CU has the prime directive of optimizing these economic, security and governing engines of the Caribbean region. The foregoing article and VIDEO depicts that R&D is very important to medical innovations. So the roadmap thusly focuses on the community ethos to promote R&D as valuable for the region. The Go Lean book or movement does not purport to be an authority on cancer research or any medical best practices. No economic-security-governance empowerment plan should ever dictate the course of direction for cancer research and/or treatment. But the war on cancer has been stagnant for far too long; more needs be done. The solutions must be incentivized for private enterprises and private individuals – role models. The SGE structure invites innovations like that of Sean Parker and many others with this same passion … and some degree of genius.

Now is the time for all of the Caribbean, the people and governing institutions, to lean-in for the empowerments in the book Go Lean … Caribbean. This concept of Self-Government Entities (Page 127) is a Big Idea for the region. Change can really take hold, and thrive. Socio-Economic Change: Impact Analysis of SGE’s

Mastering socio-economic changes require strenuous effort – it is heavy-lifting. This submission completes the series – 3 of 3 – on this subject; previously, this commentary considered …

1. the manifestation of changes in everyday life – values, habits and nuances, looking across a timeline from the 1960’s versus today;

2. the high suicide rate among the elderly frustrated with acute changes.

This commentary considers that under the Go Lean roadmap, there will be many community investment endeavors; therefore many times there will be the need for “impact analyses”. The roadmap calls for the installation of Self-Governing Entities (SGE) as job-creating engines in many communities; these sites are ideal for technology laboratories, medical campuses, corporate parks, industrial sites, educational facilities and other forms of establishments situated inside bordered facilitates. These types of installations will thrive under the strategies and tactics of the Go Lean roadmap. They allow for an efficient process to launch and manage projects and physical installations in the region, but the SGE concept does require governmental concurrence and maybe even public approvals, as in referendums, at the initiation.

SGE’s are part-and parcel of the prime directives of the Go Lean roadmap, defined by these 3 statements:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion in GDP and create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines.
  • Improvement of Caribbean governance to support these engines.

As Wisconsin communities continue to grow, local officials and community members are constantly challenged by the need to balance fiscal, social, economic, and environmental goals. One aspect of this challenge is deciding how much and what types of new development the community can accommodate without compromising the day-to-day quality of life for residents. Socio-economic impact assessment is designed to assist communities in making decisions that promote long-term sustain-ability, including economic prosperity, a healthy community, and social well-being.

Assessing socio-economic impacts requires both quantitative and qualitative measurements of the impact of a proposed development. For example, a proposed development may increase employment in the community and create demand for more affordable housing. Both effects are easily quantifiable. Also of importance, however, are the perceptions of community members about whether the proposed development is consistent with a commitment to preserving the rural character of the community. Assessing community perceptions about development requires the use of methods capable of revealing often complex and unpredictable community values.

This chapter provides an overview of socio-economic impact assessment, including what it is, why it is important and guidance on how to conduct a socio-economic impact assessment.

WHAT IS SOCIO-ECONOMIC IMPACT ASSESSMENT?

A socio-economic impact assessment examines how a proposed development will change the lives of current and future residents of a community. The indicators used to measure the potential socio-economic impacts of a development include the following:

• Changes in community demographics;
• Results of retail/service and housing  market analyses;
• Demand for  public services;
• Changes in  employment and  income levels; and
• Changes in the aesthetic quality of the community.

Quantitative measurement of such factors is an important component of the socio-economic impact assessment. At the same time, the perceptions of community members about how a proposed development will affect their lives is a critical part of the assessment and should contribute to any decision to move ahead with a project. In fact, gaining an understanding of community values and concerns is an important first step in conducting a socio-economic impact assessment.

The socio-economic impacts of a proposed development on a community may actually begin the day the project is proposed. Changes in social structure and inter-actions among community members may occur once the new development is pro-posed to the community. In addition, real, measurable and often significant effects on the human environment can begin to take place as soon as there are changes in social or economic conditions. From the time of the earliest announcement of a pending policy change or development project, attitudes toward the project are formed, interest groups and other coalitions prepare strategies, speculators may lock up potentially important properties, and politicians can maneuver for position.

WHO SHOULD BE INVOLVED IN THE PROCESS?

Because socio-economic impact assessment is designed to estimate the effects of a proposed development on a community’s social and economic welfare, the process should rely heavily on involving community members who may be affected by the development. Others who should be involved in the process include community leaders and others who represent diverse interests in the community such as community service organizations, development and real estate interests, minority and low income groups, and local environmental groups. In addition, local agencies or officials should provide input into the process of assessing changes in the social environment that may occur as a result of the proposed development (e.g., providing estimates and information demographics, employment and service needs).

WHY CONDUCT A SOCIO-ECONOMIC IMPACT ASSESSMENT?

Conducting a social impact assessment is important for several reasons. In general, it is used to alert the community, including residents and local officials, of the impact and magnitude of the proposed development on the community’s social and economic well-being. The assessment can help communities avoid creating inequities among community groups as well as encourage the positive impacts associated with the development.

HOW TO CONDUCT A SOCIO-ECONOMIC IMPACT ASSESSMENT

The following section provides a two-step process for conducting a socio-economic impact analysis. The process is designed to establish a framework for evaluating cur-rent and future proposed developments in a community.

According to this VIDEO, there is an obvious potential for socio-economic studies to be abused. The goal of a socio-economic study is generally to bring about socio-economic development, usually by improvements in metrics such as GDP, life expectancy, literacy, levels of employment, etc.

The Go Lean roadmap embraces the practice of socio-economic studies – done right – it provides turn-by-turn directions on how to elevate the Caribbean economy while mitigating any pattern of abuse. As a planning tool, the roadmap commences with a Declaration of Interdependence, pronouncing the need for regional integration (Page 11 & 13) to foster the foundation to forge a better future. The declarative statements are as follows:

xi.  Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xxi. Whereas the preparation of our labor force can foster opportunities and dictate economic progress for current and future generations, the Federation must ensure that educational and job training opportunities are fully optimized for all residents of all member-states, with no partiality towards any gender or ethnic group. The Federation must recognize and facilitate excellence in many different fields of endeavor, including sciences, languages, arts, music and sports. This responsibility should be executed without incurring the risks of further human flight, as has been the past history.

xxvi. Whereas the Caribbean region must have new jobs to empower the engines of the economy and create the income sources for prosperity, and encourage the next generation to forge their dreams right at home, the Federation must therefore foster the development of new industries… In addition, the Federation must invigorate the enterprises related to existing industries … – impacting the region with more jobs.

Change has now come to the Caribbean. The driver of this change is technology and globalization. The Caribbean region cannot only consume the innovations being developed around the world; we must develop and innovate ourselves. The structure of SGE’s are perfectly designed for this endeavor; innovators and developers can create their “own world” so as to foster the best practices for Research & Development (R&D) with no intrusion from municipal authorities. This is a win-win! The bottom-line for the developers may be their “bottom-line”, but for the community, it would be the Greater Good.

This Go Lean roadmap seeks to implement the technocratic Caribbean Union Trade Federation (CU). While the CU/Go Lean effort is to harness the individual abilities of athletes to elevate their performance, the real focus is harnessing the economic impact for the relevant communities. Modern sports engagements cannot be analyzed without considering the impact on “dollars and cents” for the community. The Go Lean book calls for solid business plans to develop sports stadia and arenas at CU-owned Fairgrounds This intent was also pronounced early in the opening Declaration of Interdependence (Page 14):

xxxi. Whereas sports have been a source of great pride for the Caribbean region, the economic returns from these ventures have not been evenly distributed as in other societies. The Federation must therefore facilitate the eco-systems and vertical industries of sports as a business, recreation, national pastime and even sports tourism …

The Go Lean book envisions the CU – a confederation of the 30 member-states of the Caribbean chartered to do the heavy-lifting of empowering and elevating the Caribbean economy – as the landlord of many sports facilities within the SGE design. The book details the economic principles and community ethos to adopt, plus the executions of strategies, tactics, implementations and advocacies to forge Self-Governing Entities and sports enterprises in the Caribbean:

The Go Lean book and accompanying blogs declare that the Caribbean needs to learn lessons from other communities, especially when socio-economic studies have been used (or abused) to justify community investments in infrastructure.

The design of Self-Governing Entities allow for greater protections from Crony-Capitalistic abuses. While this roadmap is committed to availing the economic opportunities of sports and accompanying infrastructure, as demonstrated in the foregoing VIDEO, sport teams and owners can be plutocratic “animals” in their greed. We must learn to mitigate any plutocratic abuses; see the Appendix – Additional Reporting below.

Now is the time for all of the Caribbean, the people and governing institutions, to lean-in for the empowerments described in the book Go Lean … Caribbean. This roadmap will result in positive socio-economic changes throughout the region. Just consider the Fairgrounds SGE model; the end result for these ventures into the business of sports is projected as 21,000 direct jobs at Fairgrounds and sports enterprises.

Overall, with these executions, the Caribbean region can be a better place to live, work and play. As demonstrated by this discussion on sports stadia, there is a lot of economic activity in the “play” element; the same applies even greater with “live and work” elements. The practice of socio-economic studies must therefore be earnestly engaged in the Caribbean region, especially for projects involving community investments. This is not easy; this is part of the process to elevate the Caribbean region. This heavy-lifting – ensuring that investments get the proper return for the applicable stakeholders – is worth the effort; this ensures the Greater Good.  🙂

How to Train Your ‘Dragon’ – Freeport Version

The term ‘dragon’ has a deep and rich meaning in all of literature; see Appendix A for a list of different cultures with dragon mythologies.

Needless to say, there is no such creature, apart from the adorable Komodo Dragon, a big lizard native to South Pacific and Australasia region.

Even in scripture, the great Enemy, Satan the Devil is depicted as a Dragon; (Revelation 12:9). This commentary is not labeling any one person as a “Dragon”, but rather assigning the term “Dragon” to a “Dependence on Foreign Investors” or DFI.

So figuratively, the term “dragon” refers to an adversarial creature. This is where the relevance is to this commentary for the promotion of the book Go Lean…Caribbean. The book calls for the elevation of Caribbean economics, security and governance. It assesses many “dragon-like” challenges that stand in the way of progress and have resulted in near wholesale abandonment of so many communities.

One city of focus for this commentary is the 2nd city in the Bahamas, Freeport/Lucaya. This town is now undergoing a crisis in all three challenge factors (economics, security, and governance), and yet the book maintains that this “dragon can be trained’ see VIDEO below. Part of this crisis is the fact the certain tax-free provisions, real property tax and Business License, of the Hawksbill Creek Agreement (that led to the private development of Freeport) will expire on August 4, 2015. The national government is pondering renewal and extension; the ongoing stalemate, exacerbates the municipal crisis.

The book opens with the declaration that a crisis is a terrible thing to waste. For the Caribbean region there is not just one issue, but rather many negative/downward triggers, all which are addressed in the Go Lean book. While these challenges abound through out the region, Freeport’s exposure to these following triggers are more heightened than elsewhere:

  • Climate Change and threats from natural disasters
  • Decline of the American Middle Class, since the 2008 financial crisis
  • Decimation of the tourism product – measured decline in amenities like Golf and Casino Gambling.
  • Failure to diversify the economy with any industrial base
  • Emergence of powerful elite, the One Percent.
  • Bureaucratic hindrance of Foreign Direct Investors
  • Security threats from border encroachments of illegal immigrants.
  • Security threats of immigrants assimilating their adopted societies.

Harsh realities have now come to fruition in the Caribbean, but the town of Freeport have been hard hit with the full force of all of these dynamics. The book therefore posits that there is a need to re-focus, re-boot, and optimize the engines of commerce so as to make all the Caribbean a better place to live, work and play. While all the Caribbean needs to create jobs, this town of Freeport, has a greater need, more so than others.

Ship-building, in its many genres, is being promoted for adoption and incubation. This is just one of the advocacies identified, qualified and proposed in the Go Lean book. In total, there are 144 advocacies, catalogued in the areas of Community Ethos, Strategy, Tactics, Implementations, Planning, Economics, Government, Industries, Social, and Locations.

Normally DFI refer to Direct Foreign Investment, but in this case the “Dependence on Foreign Investors” is portrayed as a negative factor or pest – a dragon –  unless “trained”, caroled and controlled to harness the energy in a positive way.

Consider these news articles that describe the business climate and players for the Freeport landscape:

1. Freeport Plutocratic Benefactor – Sir Jack Hayward:

He passed away last week (January 13) at age 91. He was loved and hated in different circles, some even compared his racism to Adolf Hitler – perhaps a hyperbole. Sir Jack was also a principal owner in the Grand Bahama Port Authority*. So he wielded power as to the municipal affairs and economic development of this city.

2. Fleeing a “sinking ship”:

Sir Jack Hayward Jack arrived in Grand Bahama in 1956 to promote the development of Freeport and became a Vice-President of the Grand Bahama Port Authority; eventually he assumed the Chairmanship of the Board of Directors (after 2004). Until the convalescence before his death, he continued to play an active role in Freeport. Sir Jack was in negotiations to sell his family’s 50 per cent stake in the GBPA Group of Companies. Now that provisions of the Hawksbill Creek Agreement (HCA) need renewal from the national government, multiple “dragons” are now circling the City of Freeport.

3. At the precipice:

Community leaders in Freeport have declared that it would be “disastrous” if the national government fail to pursue HCA extension and allow the levy of real property taxes on GBPA licensees; “this would be another nail in Freeport’s coffin”. Freeport is now at the precipice – dragons are circling.

4. Roadmap for economic empowerments:

It is what it is, the book declares. It is only by accepting reality that real solutions can be forged: discovered, designed and deployed.  The book, and accompanying blogs posit that “dragons can be trained”. The sad state of affairs in Freeport can be turned around by the embrace of a “double down” strategy on the island’s nascent ship-building industry.

The current disposition for Freeport, Grand Bahama is dire. But there is a glimmer of hope with this industrial development of ship-building. A previous blog/commentary pushed hard on the idea of ship-building/ship-breaking for the Caribbean region; now this commentary advocates adding ship-breaking to the ship-building model for Freeport, and then “double-down” on this industry space … with incubators, stimulus grants, angel investors, R&D and other initiatives. This is the heavy-lifting described in the Go Lean book.

In this vein, the book Go Lean… Caribbean, serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU) with the charter to facilitate jobs in the region. We want to explore all the strong benefits of the ship-building/ship-breaking industry. This aligns with the CU charter; as defined by these 3 prime directives:

  • Optimization of economic engines in order to grow the regional economy to $800 Billion and create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic.
  • Improvement of Caribbean governance to support these engines.

Early in the Go Lean book, the responsibility to create jobs was identified as an important function for the CU with this pronouncement in the Declaration of Interdependence (Pages 14):

xxvi.  Whereas the Caribbean region must have new jobs to empower the engines of the economy and create the income sources for prosperity, and encourage the next generation to forge their dreams right at home, the Federation must therefore foster the development of new industries, like that of ship-building, automobile manufacturing, prefabricated housing, frozen foods, pipelines, call centers, and the prison industrial complex. In addition, the Federation must invigorate the enterprises related to existing industries tourism, fisheries and lotteries – impacting the region with more jobs.

The CU will facilitate the region’s eco-system for Self-Governing Entities (SGE) for shipyards. This approach calls for the establishment of industrial parks, corporate campuses and research parks in bordered territories; these structures would be inviting to the super-rich (One-Percent) and their resources. These entities would be governed solely by the technocratic CU. The approach is not to punish the One-Percent for their success nor cower to any special interests group at the expense of the greater population.

This roadmap explains how all 30 Caribbean member-states can elevate the economic engines (direct and indirect spin-off activities), by allowing the CU to assume jurisdiction for SGE’s in the region and the Exclusive Economic Zone (the 1,063,000 square miles of the Caribbean Sea). Freeport is ideal for SGE’s for ship-building/ship-breaking yards, with its vast array of canals and waterways.

The Go Lean book also details the principle of job multipliers, how certain industries are better than others for generating multiple indirect jobs down the line for each direct job on a company’s payroll. The shipyard industry has a job-multiplier rate of 3.0. So the creation of 15,000 direct jobs for the shipyard industry in the Caribbean region can have the multiplier effect of 45,000 jobs. That economic impact is the result of “training the dragons”.

How would the Caribbean create 45,000 jobs in the course of the 5-year roadmap? By adoption of different community ethos, plus the executions of key strategies, tactics, implementations and advocacies. The following is a sample:

The CU will foster industrial developments in support of alternative options to tourism. An important ingredient is the willingness of the people to engage. The CU/Go Lean will message to the Caribbean people, that the region is ready for this industrial challenge of ship-breaking.

The Caribbean is arguably the best address on the planet, but jobs are missing. With jobs, communities like the City of Freeport will be able to retain more of their citizens and suffer less abandonment. It’s all about people; Freeport has lost people and populations in the last few decades. The imagery of pests – dragons – come to mind that sneak away with young people during the night.

Time now for a change; time to train the dragons!

Whereas dragons are mythical, the Caribbean disposition, and Freeport’s, is no fairytale, no myth; this is real life. 🙂

Appendix B* Grand Bahama Port Authority (GBPA)

The Port Authority is a privately held corporation that acts as the municipal authority for Freeport, Grand Bahama Island, The Bahamas. The GBPA was created by the Hawksbill Creek Agreement of 1955. The GBPA is horizontally integrated with property development, municipal services, airport ( world’s largest privately owned airport), harbor operations, and shipyard concerns.

The Grand Bahama Port Authority is jointly owned by Sir Jack Hayward (50%) and the family of the late Edward St. George (1928 – 2004).The Ownership Structure also features a partnership with Hong Kong-based Hutchison Whampoa on the container port operations, and the resort area in the Lucaya section of the City.

Haiti to Receive $70 Million Grant to Expand Caracol Industrial Park

The book Go Lean … Caribbean introduces the terminology of Self-Governing Entities (SGE), but the concept already exists within the Caribbean. According to the following news article, these sites can be very impactful. In this case it is an industrial park in Haiti, but other versions exists:

The book Go Lean…Caribbean serves as a roadmap for the introduction and implementation of the Caribbean Union Trade Federation (CU) to provide a structure for multiple versions of SGE’s throughout the region. The book describes how these bordered site-zone-park-base-campus locales can function as economic engines for their host communities by transcending local limitations and administration.

This approach (strategy, tactic and implementation) represents the basis for change in the region, similar to how the Caracol Industrial Park has impacted change in Cap Haitien (Northern Haiti). The story here speaks to expansions of the Caracol site:

CU Blog - Haiti to Expand Caracol Industrial Park - Photo 1Haiti will be receiving $70 million in grant funding to expand its business facilities at the Caracol Industrial Park in the north of the country.

The funding is coming in the amount of $55 million from the Inter-American Development Bank, co-financed by the US government to the tune of $15 million.

The aim of the funding is to expand facilities and “create above-board jobs” in northern Haiti.

The programme aims to create 6,800 jobs by 2018 in companies operating out of the industrial park, according to the IDB, with 65 percent held by women.

The focus of the financing will be on the construction of buildings and factories for industrial activities, the IDB said, along with the expansion of roads and public services.

This Caracol project initiated with no help from the CU/Go Lean promoters, but the actuality of this project provided a lot of lessons learned … and a new commitment for best practices in these types of endeavors in the future; see “Highs and Lows of Caracol”  experiences in the Appendix below.

The economic impacts of SGE’s are undeniable. A previous Go Lean blog related how one SGE in Orlando Florida contributes $18.2 billion in annual economic activity to that State. The Go Lean roadmap seeks to now emulate the strategic, tacticals and implementation successes of SGE’s of other countries in the 30 Caribbean member-states. (The CU may have no jurisdictions of existing SGE-like facilities except for marshalling economic crimes for the region). The roadmap seeks to elevate the region with economic engines (direct and indirect spin-off activities), by assuming jurisdiction for new Self-Governing Entities in the region and the Exclusive Economic Zone (EEZ) of the 1,063,000 square miles of the Caribbean Sea. This approach allows for initiation, cooperation and coordination of SGE’s and the EEZ to effectuate change in the region, allowing these 3 prime directives:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion GDP and create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines, specifically in SGE’s and the EEZ.
  • Improve Caribbean governance to support these engines, with a separation-of-powers and SGE exclusivity.

Since the Go Lean book posits that one person can make a difference and positively impact society, the book advocates for a community ethos of investment in the “gifts” that individuals (domestic and foreign) “bring to the table”. The book identifies the quality of geniuses and relates worthwhile returns from their investments. This mode of study allows us to consider this example of contributions from many artists, scientists, industrialists and philanthropists around the world and their corporate/artistic creations. The book Go Lean … Caribbean asserts that SGE’s and the EEZ can be strategic, tactical and operationally efficient for elevating Caribbean society. These points are pronounced early in the book with this Declaration of Interdependence (Pages 11 and 14), with these statements:

v.      Whereas the natural formation of our landmass and coastlines entail a large portion of waterscapes, the reality of management of our interior calls for extended oversight of the waterways between the islands. The internationally accepted 12-mile limits for national borders must be extended by International Tribunals to encompass the areas in between islands. The individual states must maintain their 12-mile borders while the sovereignty of this expanded area, the Exclusive Economic Zone, must be vested in the accedence of this Federation.

The Go Lean roadmap requires new SGE projects to be negotiated with local and national governments in the affected geographic areas. A project may, or may not, align with community values from one place to another. Does a community cling to egalitarian values or allow individual achiever to rise-and-shine? The Go Lean messaging is important in this regard. The quest of the roadmap is to elevate the entire Caribbean, but reality and history shows that some climb the social-economic ladder faster, and some slower, than others. One size does not fit all!

So the Go Lean ethos is clear: there is a role for the contributions of one impactful person, institution or company, in this vision for the elevation and empowerment of the Caribbean homeland. The Go Lean … Caribbean roadmap invites these contributions. See Appendix below of the historic details of the Caracol project; the “good, bad and ugly”; this experience shows how SGE’s can easily impact a community, economically – bring in a lot of jobs; but the experience also shows how there are security and governing issues associated with these projects as well. This is why the Go Lean roadmap posits that there is the need for technocratic oversight for SGE’s.

Will the CU approach eliminate all risks and problems with these type of SGE projects? Of course not; but the CU will facilitate the accountability factors to ensure best practices. Considering the experiences in the Appendix below, will the CU mitigate minimum wage job placements? Again, of course not; wages are a representation of market forces: supply and demand. Citizens in Caribbean communities will have a choice: step into SGE grounds and accept their employment conditions or decline. The demand may be for higher wages to attract a ready work force; or the SGE operator/facilitator may enable its own supply of direct workers; then the community is limited to only indirect/spin-off economic benefits. This is reality of shepherding the Caribbean in a globalized economy. This heavy-lifting is the role of the CU.

Change has come to the Caribbean. All Caribbean stakeholders are hereby urged to lean-in to this win-win roadmap to make the Caribbean a better place to live, work and play.  🙂

Appendix – Caracol Industrial Park – Highs and Lows

Background: In 2012 the Caracol Industrial Park was built on a square mile, 600 acre, 246 hectare, site near Caracol. The $300 million project, which includes a 10-megawatt power plant, road, a water-treatment plant, worker housing in neighboring communities, and development of a port in nearby Fort-Liberté, was built with hurricane relief funds, a loan from the Inter-American Development Bank,[1] contributions by the United States government, and The Clinton Foundation. Bill Clinton and Hillary Clinton, United States Secretary of State, played central roles in supporting and promoting the project. The anchor tenant is SNH Global, S.A, a subsidiary of Sae-A Trading Co. Ltd, Sae-A, a global clothing manufacturer headquartered in South Korea.[2][3] It began operations in the fall of 2012 with an expected work force of 20,000[4]. The eventual workforce is projected to increase to near 65,000 and result in a expansion of population in the area. Social and environmental disruption is anticipated as the result of this hastily-planned project.[3][4]

Published on May 25, 2014 – The news website Tout Haiti reported last month that two prominent lawyers have petitioned Haiti’s Superior Court of Auditors and Administrative Disputes, demanding an audit of Bill Clinton’s management of the Interim Haiti Recovery Commission (IHRC). There are powerful interests that won’t want to see the petition succeed and it may go nowhere. But the sentiment it expresses is spreading fast. In the immortal words of Charlie Brown, Mr. Clinton has gone from hero to goat.

Four years after a magnitude 7.0 earthquake toppled the capital city of Port-au-Prince and heavily damaged other parts of the country, hundreds of millions of dollars from the State Department’s U.S. Agency for International Development (USAID), allocated to the IHRC, are gone. Hundreds of millions more to the IHRC from international donors have also been spent. Left behind is a mishmash of low quality, poorly thought-out development experiments and half-finished projects

A June 2013 Government Accountability Office report gave a barely passing grade to USAID’s Haiti reconstruction effort. It said $170 million was allocated to build a power plant and a port near the Caracol Industrial Park, not far from Cap-Haïtien. The two projects “are interdependent; each must be completed and remain viable for the other to succeed,” the GAO explained. The first phase of the power plant was completed on time and under budget. But the port construction was delayed by two years “due in part to a lack of USAID expertise in port planning in Haiti.” Projected costs, according to the report, say the estimated shortfall of $117 million to $189 million is larger than originally estimated. “It is unclear whether the Haitian government will be able to find a private sector company willing to finance the remainder of the project.”

Published on Oct 22, 2012 – WORKERS AT NEW CARACOL INDUSTRIAL PARK NOT BEING PAID MINIMUM WAGE

Despite the inauguration for the Caracol industrial park happening today, October 22, 2012, the first factory at the new Caracol industrial park in northern Haiti, Sae-A, began operations months ago. The new workers are being paid only 150 gourdes, or $3.75 US (less than $.50 an hour) for nine hours of work.

For months now, several hundered people have been working in the industrial park before the official launch. The employees, the majority of whom are young women, come from all over the region to work. While Secretary of State Hillary Clinton, Haitian government officials and others come together to celebrate the opening of the industrial park, the women who have been working there are calling for just wages and better working conditions.

Role Model Shaking Up the World of Cancer

Go Lean Commentary:

The book Go Lean…Caribbean relates the statement that “if 1-in-3 Americans are at risk for cancer, Caribbean citizens cannot be far behind”. (Page 157). Though well qualified, this statement does not need to be verified; everyone knows people that have battled or is battling cancer; (more frequently that we would care to admit). The disease often wins.

The book does not posit to be a roadmap for curing cancer, but rather a roadmap for elevating Caribbean society by optimizing the economic, security and governing engines in the region. Yet, within this roadmap is the strategy to incentivize cancer research and facilitate treatment centers and workable solutions. In fact this roadmap invites role models like medical researcher, bio-technology entrepreneur and billionaire Dr. Patrick Soon-Shiong, featured here in the following VIDEO and article:

The following is a script of the video produced for 60 Minutes Overtime by Magalie Laguerre-Wilkinson and Lisa Orlando.

[Dr. Patrick Soon-Shiong: We now have patients with pancreatic cancer that are free of metatheses for five years. How many people know of that?]

That’s Dr. Patrick Soon-Shiong. This week on 60 Minutes Dr. Sanjay Gupta profiles the renowned doctor and entrepreneur who is shaking up the cancer world with a revolutionary approach to treatment. Dr. Soon-Shiong, also known as Dr. Pat, is not just the wealthiest man in Los Angeles; he’s a partial owner of the Lakers. And a familiar face [at court-side and] in the team’s training room.

Draggan Mihailovich: You’re talking about a city that thrives on celebrity and status.

Magalie Laguerre-Wilkinson: He’s neither.

Draggan Mihailovich: He’s neither. You know, most people have no idea. They think it’s somebody involved in the entertainment industry. Or, you know, a movie producer or, you know, even an actor. And it’s Dr. Patrick Soon-Shiong.
Sanjay Gupta: I think Dr. Soon-Shiong is one of these guys who is probably used to having been the smartest guy in the room probably from a very young age.

One of the biggest challenges for Gupta and Mihailovich was how to give viewers a sense of what goes on in the mind of a medical genius.

They began by asking him about his ground-breaking cancer drug Abraxane.

Draggan Mihailovich: There was a white board there. He takes a marker and he starts, you know, as you saw at the beginning of the piece, and off he went. And this goes on for 45 minutes. I mean, it was as if your kid took, like, a bowl of spaghetti and threw it up against a white wall.

Sanjay Gupta: It was this idea that cancer patients lose weight. But why do they lose weight? Even if they eat the same number of calories or even double the calories that they used to eat, they could still be losing weight. Why? What Dr. Patrick Soon-Shiong was sort of thinking about was it’s the protein in the blood that is just sucked up by these cancers. So if the cancers love proteins so much, here’s an idea. Let’s stick the chemotherapy in the protein, and the protein’s now a Trojan horse around the chemo. So the cancer is happy. It’s being fed. It’s getting all this protein. Boom. Chemo goes off on the tumor. And all of a sudden, you got a very, very effective, potentially, therapy.

[Dr. Patrick Soon-Shiong: We have it approved in breast cancer, we have it approved in lung cancer and were talking about patients in pancreatic cancer, and melanoma.]

Sanjay Gupta: That’s Dr. Patrick’s mind.

Dr. Soon-Shiong believes that the conventional approach to classifying cancer according to its location in the body is short-sighted. He says it’s the mutation of the gene, what made it go haywire, that matters.

[Dr. Patrick Soon-Shiong: We need to reclassify cancers now to its molecular fingerprints.]

Magalie Laguerre-Wilkinson: He’s not just thinking out of the box. I mean, he’s creating a revolution.

Sanjay Gupta: He’s absolutely creating a revolution, and it involves so many different facets that are not just medicine. Quick example, when you’re talking about sequencing genomes of many, many patients — around the United States and around the world, that is a lot of data, you’re talking about 6 billion pieces of information for each patient. Right now, we move things through the Information Superhighway at about megabytes per second. He’s talking about wanting to do that in petabytes per second.

Magalie Laguerre-Wilkinson: Never heard of that.

Sanjay Gupta: You got megabytes. 1,000 megabytes is a gigabyte. 1,000 gigabytes is a terabyte. 1,000 terabytes is a petabyte. So you’re talking, you know, exponentially, more data per second. And he’s basically figured out ways and funded ways to make that happen. That’s part of what a revolution looks like.

[Dr. Patrick Soon-Shiong: Here we have the world’s fastest video camera, what we’ve done is to take the power of optics or the sun and created a rainbow from laser light.]

Draggan Mihailovich: He’s involved in the technology. He’s involved in immunotherapy.

[Sanjay Gupta: So you’re literally watching cancer cells die here?]

[Dr. Patrick Soon-Shiong: Correct.]

Draggan Mihailovich: He’s involved in circulating tumor cells. You know, he’s involved in metastatic cancers. He’s still involved in some respect with his original drug, Abraxane, and how that’s used in combination therapies. And the brain is always working with Patrick.

[Sanjay Gupta: Is there anything like this right now? I mean, is anyone doing this sort of.]

[Dr. Patrick Soon-Shiong: No, it’s in our lab. This is what you call the clinical translation world where 21st century exists today.]

Magalie Laguerre-Wilkinson: He comes across as incredibly confident and, if one has cancer, is he the only game in town?

Sanjay Gupta: I don’t think Doctor Pat is the only game in town, by any means. I think he’s someone who’s looking at trying to disrupt the whole system. I think there are a lot of great oncologists out there, and frankly, there are a lot of oncologists who not only believe what he’s doing is the right thing to do, but they’re doing it themselves. They’re doing it; it’s just its smaller scales. Patrick’s, sort of, belief is, “Look, I already think that this is what’s going to work.”

Magalie Laguerre-Wilkinson: He’s screaming it from the rooftops.

Sanjay Gupta: Screaming it from the rooftops, spending his own money.

[Dr. Patrick Soon-Shiong: Well, I haven’t really counted, but it’s close to a billion dollars.]

[Sanjay Gupta: A billion dollars?]

[Dr. Patrick Soon-Shiong: Billion dollars.]

[Sanjay Gupta: Where’s the government in all of this?]

[Dr. Patrick Soon-Shiong: Trust me, we tried. You know, since 2008, 2009, 2010, 2011, I was in Washington, I was at the White House, I was at Congress, I was everywhere. We have not received one penny of funding.]

Magalie Laguerre-Wilkinson: Is he an easily accessible physician?

Sanjay Gupta: There were times when I’d be riding along with him, his phone would ring and, it would be somebody who had been, sort of, referred to him by somebody, you know, one of those situations. And he’d be on the phone with them for 15-20 minutes. “Here’s what I think you need to do.”

Magalie Laguerre-Wilkinson: For the hundreds of thousands of people on chemotherapy, Dr. Soon-Shiong is not saying, “Stop what you’re doing.” But he’s pretty much on the edge of that.

Draggan Mihailovich: What he’s saying is, “Ask questions.” You know, is this the right thing to do. Because more and more what scientists and oncologists will tell you is that perhaps in some cancers, and I’m gonna qualify this. In some cancers, a heavy blast of chemotherapy may not necessarily be, you know, the long-term answer.

The Go Lean book serves as a roadmap for the implementation and introduction of the technocratic Caribbean Union Trade Federation (CU). The CU‘s prime directives are identified with the following 3 statements:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines.
  • Improve Caribbean governance to support these engines.

The Go Lean book asserts that one person can make a difference and maybe even change the world. The innovations and passions of Dr. Patrick Soon-Shiong may very well fit this advocacy. He is a role model for Caribbean innovators and scientists. We invite him; and others of his ilk, to impact the world from a Caribbean domicile. How?

One feature of the Go Lean roadmap is the adoption of Self-Governing Entities (SGE). These dedicated, bordered grounds are ideal for medical research and treatment campuses for resources like Dr. Soon-Shiong. We hereby extend the invitation to him … and all like-minded individuals looking for cooperative and supportive governing structures to facilitate their impact on the world.

The Go Lean book strategizes a roadmap for economic empowerment in the region, clearly relating that healthcare, and pharmaceuticals/cancer drugs research are important in the quest to make the Caribbean a better place to live, work, heal and play. At the outset of the Go Lean book, in the Declaration of Interdependence (Pages 11 & 14), these points are pronounced:

 ix.  Whereas the realities of healthcare and an aging population cannot be ignored and cannot be afforded without some advanced mitigation, the Federation must arrange for health plans to consolidate premiums of both healthy and sickly people across the wider base of the entire Caribbean population. The mitigation should extend further to disease management, wellness, obesity and smoking cessation programs.

xxvii.  Whereas the region has endured a spectator status during the Industrial Revolution, we cannot stand on the sidelines of this new economy, the Information Revolution. Rather, the Federation must embrace all the tenets of Internet Communications Technology (ICT) to serve as an equalizing element in competition with the rest of the world. The Federation must bridge the digital divide and promote the community ethos that research/development is valuable and must be promoted and incentivized for adoption.

xxviii.  Whereas intellectual property can easily traverse national borders, the rights and privileges of intellectual property must be respected at home and abroad. The Federation must install protections to ensure that no abuse of these rights go with impunity, and to ensure that foreign authorities enforce the rights of the intellectual property registered in our region.

Cancer is a crisis, and a “crisis would be a terrible thing to waste”.

This premise is loud-and-clear from the foregoing VIDEO. Dr. Soon-Shiong is already a billionaire from his development (and returns) of other cancer drugs (like Abraxane). This demonstrates that there is money to be made in this industry-space. Most importantly, however, there are lives to be saved.

The foregoing news article and VIDEO provides an inside glimpse into the cancer research discipline. Obviously, the innovators and developers of drugs have the right to glean the economic returns of their research. The Go Lean roadmap posits that more innovations will emerge in the region as a direct result of the CU prioritization on science, technology, engineering and medical (STEM) activities on Caribbean R&D campuses and educational institutions. This is based on the assumption that intellectual properties (IP) registered in the Caribbean region will be duly respected around the world.

This IP protection mandate, on behalf of all 30 member-states, is a heavy-lifting task for the Caribbean Union Trade Federation. (Cuban cancer drugs do enjoy this recognition at this time, despite the country’s irrelevance in American commerce).

This is an issue of economic, security and governance.

The CU has the prime directive of optimizing the economic, security and governing engines of the Caribbean region. The foregoing article and VIDEO depicts that research is very important to new medical innovations and break-throughs. This is the manifestation and benefits of Research & Development (R&D). The roadmap describes this focus as a community ethos and promotes R&D as valuable for the region. The Go Lean roadmap does not purport to be an authority on medical or cancer research best practices. The economic-security-governance empowerment plan should not direct the course of direction for cancer research and/or treatment. But the war on cancer has been stagnant for far too long; yet more can be done. As depicted in the foregoing article, the solutions are not coming from the governments, so the needed innovation must be incentivized from private enterprises. The SGE structure invites innovations like that of Dr. Soon-Shiong and many others with his passion…and genius.

Now is the time for all of the Caribbean, the people and governing institutions, to lean-in for the empowerments in the book Go Lean … Caribbean. This is a Big Idea for the region, that of Self-Government Entities (Page 127), in which R&D and Genius can take hold, and thrive. We can make the Caribbean a better place to live, work, heal and play. 🙂
