These are the bedrock principles of economic decision-making. Or should be …

… but when it comes to Caribbean economics, the rules seem to be different … 🙁

  • There is demand for food supplies for Caribbean foreign visitors
  • The supply to feed foreign visitors are also sourced from foreign originators.

In fact, as reported in this one article in November 2010, there is a sophisticated supply chain eco-system for just Carnival Cruise Lines – responsible for 8 to 9 million annual unique Caribbean visitors, per 2012. See the details of that article here:

  • Every day 2,550 fresh eggs are consumed by Holland America’s Eurodam, 2,100 guests and 900 crew.
  • A whole county in Iowa raises all its cattle for sale to Carnival Cruise Lines.
  • On board Carnival Dream, passengers eat of 28,730 shrimp every week.
  • 6,200 cocktails and 15,000 coffees are drunk on Costa ships every week.
  • On board MSC Fantasia class ships, 2,000 different recipes are used on a seven-day cruise.
  • 280 bottles of free champagne, 10lbs of caviar and 120lbs of lobster are devoured on  Seabourn ships (Legend/Pride/Spirit) over seven nights.
  • On an average P&O Ventura 14-day cruise, 3,096 passengers and 1,200 crew will eat some 171,840 main meals.
  • During an eight-night cruise on board Fred. Olsen’s Boudicca630 litres of ice cream will be eaten.
  • On a typical 10-day cruise, the shopping list for Crystal Symphony includes over 60 tonnes of food-stuffs to be purchased and delivered to dock in the few hours on turnaround day.

It is not known exactly how much Spam was consumed by passengers on the stranded Carnival Splendor in November 2010; [it had to be towed to its San Diego-California home base after engines caught fire off the Mexican Rivera coast].

A whole county in Iowa? (This was reported back in 2010 reflecting activity for the years leading up to 2010, but it does give some insights as to scope of the operation). Iowa is part of the American Midwest region – the bread basket of America:

… I understand that Carnival has cut a deal with an new meat supplier. I read that last April [2010], Carnival began using J&B Foods of Albertville, Minnesota as their meat supplier.

I didn’t know this until a couple of weeks ago A friend told me he is a Senior Butcher for the company and was he said that Carnival contract had increased their production over 30%. Do you see the opportunity here, in supplying the demand for beef for the cruise ships traversing the Caribbean?

If one cruise line is willing to enact supply agreements that engage a whole region (Iowa), surely Caribbean stakeholders can deploy the necessary cattle operations (ranching, slaughter, butchering, warehousing and distribution) to satisfy the existing demand for a Caribbean cruise eco-system. We have one primary advantage that cannot be ignored:

Location, location and location.

Raising cattle is not “Rocket Science” – we can do it here! With the ability to transform one or more BIG member-states – Belize, Cuba, Guyana, and/or Suriname – into the region’s bread baskets, we can scale-up beef productions with minimal time, talent and treasures to supply the cruise industry’s demand; (and our own demand-supply needs).

If we cannot “have all of the pie, then maybe just some slices”.

As we present a series every month, this entry is commentary 3 of 5 considering Food Security for the Caribbean. The goal is first to Feed Ourselves after which we should foster Trade to an export market. Servicing the cruise industry is within this Trade strategy. The 2013 Go Lean book presents a roadmap – an economic plan – to introduce and implement a regional solution – the Caribbean Union Trade Federation (CU) – to ensure Food Security. The book posits that we can satisfy the “supply and demand” dynamics. On the Supply-side, we can put the implementations in place to have our own bread baskets … finally. Among the 30 participating member-states there are some that are more suited – lower opportunity costs – to ramp-up an agri-business eco-system. The strategy is to make the regional investments there, in one or several of those states.

On the Demand-side, there is the tactic of collective bargaining. This activity is already planned in the quest to reform and transform the cruise tourism industry. This was related in a previous Go Lean blog-commentary; see an excerpt here:

Some of the most popular cruise destinations include the Bahamas, Jamaica, Cayman Islands and Saint Martin. Alone, these port cities/member states cannot effect change on this cruise line industry. But together, as one unified front, the chances for success improves exponentially. The unified front is the Caribbean Union Trade Federation (CU). The term Union is more than a coincidence; it was branded as such by design. The Go Lean book serves as a roadmap for the introduction and implementation of the CU.

The vision of this integration movement is for the region to function as a Single Market. The quotation from the Go Lean book continues in advocating that the Caribbean member-states (independent & dependent) lean-in to this plan for confederacy, convention and collaboration. This is Collective Bargaining 101.

This is a wise yet simple plan: Make the Caribbean Cruise industry an offer they cannot refuse

… the same or better quality for beef at a lower price (with minimal transport or logistical expenses).

10 Ways to Impact Cruise Tourism

1 Lean-in for the Caribbean Single Market Confederation Treaty
The unification of the region into one market will allow for collective bargaining with the cruise industry. No one single island nation-state would have the clout of a unified market – the industry needs the Caribbean more than the Caribbean needs the industry. The ports-of-calls need to be able to generate more revenue from the visiting passengers, but the cruise line have embedded rules/regulations designed to maximize their revenues at the expense of the port-side establishments, like on-board duty free shops, prohibitions against buying island alcohol and tobacco products. Such actions would often violate anti-trust rules/laws in most modern democracies.
2 Quality Assurance Programs
The CU will regulate and enforce high standards among the port-side establishments, therefore eliminating the need for cruise lines to “curry favor” with merchants. A Charge-back eco-system and quality assurance programs like surveys for passenger feedback will be used and the results published extensively.
3 e-Purse Settlement with Central Bank in Caribbean Dollars
4 Port-side Risk Mitigations
5 Disabled Passengers Accommodations
6 Emergency Management Proactive and Reactive Services

The CU market of 42 million people also has vacation needs. Cruises should be able to start/end locally in the region, for example a passenger should be able to join a cruise in the Bahamas and complete the circuit back in the Bahamas. The Caribbean represents different cultures, languages, urban and rural destinations, therefore many taste can be accommodated. An alignment with tender boats can also accommodate eco-tourism hand-off to/from cruise ships. These are among the service offerings for collective bargaining negotiations.

Raising cattle is not “Rocket Science” – we can do it here! What an opportunity? We can reform and transform our agricultural deliveries so as to better Feed Ourselves with lower costs and greater variety in our Food Supply. Then, we get to also improve our pocketbooks by trading foodstuffs with our Cruise Line business partners.

Our intent – as communicated in the outset of the Go Lean book – is simple yet providential (Page 4):

The CU should better provide for the region’s basic needs (food, clothing, energy and shelter), and then be in position to help supply the rest of the world.

Tourism is a great business model; we get to generate a lot of foreign currency. But then, we “stupidly” turn around to give it away for products and commodities that we can/should really fulfill ourselves.

Not wise!

Let’s wisen up. Let’s lean-in to this Go Lean roadmap … and Feed Ourselves and our guest. This is how we make our Caribbean homeland a better place to live, work and play. 🙂

Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

xxx.   Whereas the effects of globalization can be felt in every aspect of Caribbean life, from the acquisition of food and clothing, to the ubiquity of ICT, the region cannot only consume, it is imperative that our lands also produce and add to the international community, even if doing so requires some sacrifice and subsidy.

One Step Closer: e-Money Solutions

Old: A penny saved … is a penny earned!
New: A penny saved … is a penny!

Don’t get it twisted! While the discipline of savings is a positive ethos, the end result of saving a penny is still just a penny. The goal must be to match the good ethos with some real financial resources:

  • A $Million saved, is a $Million earned
  • A $Billion saved, is a $Billion earned
  • A $Trillion saved, is a $Trillion earned

The assessment of the 2013 book Go Lean…Caribbean is that we need to foster the positive community ethos to save and invest – we need to be more Future Focused. At the same time, we also need to avail ourselves of the leverage of a regional Single Market economy for the 30 Caribbean member-states, rather than just one (1) little country by itself.

This commentary is advocating that the ethos that needs to be fostered is the adoption of Electronic Money schemes.

As related in a previous blog-commentary about Payment Cards

…”there is now the opportunity to transform the industrial landscape of Caribbean communities; we can install controls so as to better manage our economy and industrial landscape. Among the many strategies and tactics discussed by this Go Lean movement, there is this one irresistible prospect of introducing electronic money (e-Money) or Payment Cards through out the region. So, instead of cash, industrial stakeholders will do most transactions … electronically.

This changes everything!

With an e-Money/Payment Cards deployment, there would be so many benefits; consider these possibilities:

  • Functional – Payroll and Government Benefits can be easily loaded; credit programs can also be added.
  • Universality – whether its e-Money or Payment Cards, all financial transactions can be executed.
  • Portability – e-Money can be used in Cyberspace and in the real world transactions (merchant POS, ATMs).
  • Security – Smartchips and PIN options can ensure against unauthorized use.
  • Resilience – card-to-card transactions can be conducted even with no online connection – think Block-chain.
  • Risk-aversion – The informal economy and Black Markets are mitigated, thereby fostering tax revenues.
  • Far-reaching – Benefits outside of the payment transaction; the scheme increases the money supply (M1), which increases available bank capital for community investments.

The Payment Service Provider license was issued after Island Pay met the qualifications  of the Regulations and Guidelines of the Central Bank’s mandatory requirements set out in the “Payment Instruments (Oversight) Regulations, 2017” that came into force on July 21th, 2017.

Island Pay has been granted the first license under these new Regulations.

This First Step – regulatory framework – is just One Step closer to the vision of a regional e-Money currency for the full Caribbean. Yes, we can …

Conceive, Believe, Achieve
We have conceived this e-Money plan, and now we see the regulatory framework being put in place. This was the intent of the Go Lean book, to serves as a roadmap for the introduction and implementation of the Caribbean Union Trade Federation (CU) and the aligning Caribbean Central Bank (CCB), the issuer of Caribbean Dollar (C$). This Go Lean/CU/CCB roadmap depicts e-Money and Payment Cards as a hallmark of technocratic efficiency, with the agility to manage this deployment. This will affect all aspects of Caribbean society – economics, security and governance.

This reality of e-Money fits in with the quest of the Go Lean roadmap, to optimize all these societal engines. Notice how that aforementioned previous Go Lean blog-commentary identified vital areas in society that would be affected:

  • e-Government – The CU is prescribed as the regional administrator for ICT for the Single Market of 30 states and 42-million people. While the Caribbean Central Bank (CCB) will manage the region’s M1, they will embrace the e-Government mandate, calling for card-based, electronic payment options for all federal transactions and encouraging this mode for state/municipal/private facilitations as well. This means that the Caribbean dollar (C$) will be mostly cashless, an accounting currency much like the first years of the Euro. The CCB will settle all C$ electronic transactions (MasterCard-Visa style or ACH style) and charge interchange/clearance fees. – This scheme is fully defined on Page 198.
  • Cruise line passengers using smart-chips – The cruise industry needs the Caribbean more than the Caribbean needs the industry. But the cruise lines have embedded rules/regulations designed to maximize their revenues at the expense of the port-side establishments. The CU solution is to deploy a scheme for smartcards (or smart-phone applications) that function on the ships and at the port cities. This scheme will also employ NFC technology – see Appendix VIDEO below; (Near Field Communications; defined fully at Page 193 – so as to glean the additional security benefits of shielding private financial data of the guest and passengers. [This scheme will incentivize more spending among cruise line passengers.]
  • Electronic Commerce
    This holds the promise of “leveling the playing field” so that small merchants can compete against larger merchants. To facilitate e-Commerce, purchased merchandise must get to their destinations as efficiently as possible. The CU’s implementation of the Caribbean Postal Union allows for better logistics for package delivery. – Defined fully on Page 201.
  • Internet Marketplace / Social Media – The CU‘s web portal, www.myCaribbean.gov, will grant free access, email, IM, and profile pages for CU stakeholders, even normalizing communications thru social media sites. This will facilitate internet commerce activities in the region, as the CU will have hot data on profiles, habits and previous activities, thereby creating opportunities for measured marketing. – Defined fully on Page 198.
  • Government Benefits / Electronic Benefits Transfer (EBT) – This sub-system allows State welfare departments to issue benefits via magnetically encoded payment cards, used in the United States and the United Kingdom. Common benefits provided (in the United States) via EBT are typically of two general categories: food and cash benefits. – Defined fully on Page 353.
  • Unemployment Benefits – The CU‘s mandate for e-Delivery and e-Payment will make the unemployment benefits process more effective and more efficient. Claimants will be able to apply online or on the phone, and payments will be disbursed to debit/payment cards, as opposed to paper checks. (Payments will be in Caribbean dollars, even in Puerto Rico and the US Virgin Islands)- Defined fully on Page 89.
  • Remittance Solutions for Diaspora – By pursuing the e-Government / e-Payment strategy, the Caribbean Diaspora will be able to remit transfers back home by just loading values onto C$ payment cards [for free]. This simplified system will minimize transfer fees and furnish [Foreign Currency] (Fx) controls. – Defined fully on Page 154.

Having these many instances of electronic money solutions means that there must be a technocratic settlement / clearing entity. Enter the Central Bank of the Bahamas for the Bahamian offering. But for a regional deployment, Go Lean roadmap, we would need a regional Central Bank, enter the CCB.

Within its 370-pages, the Go Lean book provides details of the community ethos to adopt, plus the strategies, tactics, implementations and advocacies that are necessary to execute in order to deliver e-Money solutions to the Caribbean region. The book re-affirms the mantra that Internet & Communication Technologies (ICT) can be used as a great equalizer so that small nation-states can compete against large nation-states.

One Step closer, is good progress, and is better than going in the wrong direction. An e-Money transformation will transform the economic landscape for the Caribbean region. This is good; our region needs a reboot!

In general, rebooting the region’s economics is not a new subject for this Go Lean movement; both the book and previous blog-commentaries have stressed rebooting. While every societal engine needs to be rebooted – including security and governance – all changes will stem from our economic initiatives. This was related in the opening of the Go Lean book as follows (Page 3):

The CU Trade Federation is a technocracy, empowered to reboot the economic engines of the member-states, by fostering new industries (new “purse”) across the entire region and deploying solutions to better exploit the opportunities of the global trade market.

Deploying e-Money solutions will be heavy-lifting; but it is worth all the hard work. Let’s lean-in to the Go Lean roadmap to reboot our economic-fiscal-monetary engines. Let’s build on this First Step; one country down, 29 more to go. (See the Appendix below, entitled “Island Pay Launches its first Caribbean Mobile Payment Solution in The Bahamas using Samsung technology”). xxiv.  Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

xxvii. Whereas the region has endured a spectator status during the Industrial Revolution, we cannot stand on the sidelines of this new economy, the Information Revolution. Rather, the Federation must embrace all the tenets of Internet Communications Technology (ICT) to serve as an equalizing element in competition with the rest of the world. The Federation must bridge the digital divide and promote the community ethos that research/development is valuable and must be promoted and incentivized for adoption.

Unequal Justice: Student Loans Could Dictate Justice

Education is all the rage for elevating individuals in society … to be more prosperous, to earn more and have a better life. This is why we send children to school starting at Age 5; and encourage them to work hard and do their homework …

… and why we invest in Student Loans so that they can get a college education.

But there is Unequal Justice in this eco-system.

Quick: Do you see the injustice in this situation?

You get a $30,000 Student Loan to go to college … for 2 years … for an Associates Degree. Afterwards, you have no job, a worthless degree and $30,000 in debt. – See the narrative in the Appendix VIDEO.

That is an economic injustice – welcome to the dispositions of Millennials in America in 2019; (actually the last 20 years). But America is not the only community experiencing dysfunction and economic injustice due to Student Loans. We have a lot of dysfunctions in the Caribbean too. Title #1: Student debt holds back many would-be home buyers – April 30, 2014

“Of the many factors holding back young home buyers … none looms larger than the recent explosion of college debt”.

The book Go Lean … Caribbean serves as a roadmap for the introduction and implementation of the Caribbean Union Trade Federation (CU), for the economic optimization in the region. If the target of the book is the Caribbean, why does this article about American student loans weigh so heavy in a consideration of Caribbean economics?

There are lessons to be learned here! Not just for student loans, but also regarding education policy. This issue is pivotal to the economics of the Caribbean region.

Classic economic policy promotes that education has a direct effect on a community’s economy and the standard-of-living, quantified as each increased-grade-level, raises GDP by 3 percent (Appendix C2Page 258). But, the Go Lean roadmap posits that this rule is not true for the Caribbean, because of the debilitating emigration rate, the brain drain in which our educated population flees for foreign shores, or worse, students that do not return after matriculating – despite using funding from their Caribbean homeland. These are all investments with no return. In short, the economy of the Caribbean can be impacted by the activity of this recent-student population, when they repatriate; but when they emigrate, they hurt the economy.

… education funding policies adversely affect major areas of the economy, in this case home-buying. The cause-and-effect paradigm is direct, within 5 to 10 years after graduation; a former student should be planning to buy a house. Apparently the [American] macro economy is dependent on this relationship. According to the foregoing [an embedded] article, the National Association of Realtors (NAR) identified student debt as a key factor in soft demand for home-buying this spring (2014).

Title #2: A Lesson in Economic Fallacies – Student Loans As Investments – July 9, 2016

The Bahamas Education Loan Authority (ELA) is owed over $155 million in outstanding loan payments for its student loan scheme, with a default rate of 75 percent.

This Caribbean community should now be saying: “Give me my money!”

However, this commentary extends the criticism further: The money being demanded is the principal and maybe even some interest amounts due. But student loans are supposed to be investments in the young people of the community. This commentary trumpets the reality of Caribbean student loans as a fallacy: Where is the return on these investments?

This commentary asserts that those who advocate to remediate Caribbean economics needs to avoid a series of Economic Fallacies.

The movement behind the book Go Lean…Caribbean have addressed Income Inequality and the contribution of Student Loans to this plight. It is our position here that the eco-system of Student Loans can be a “weather vane” of justice in society; one that reflects the direction of society and can possibly effect the direction.

Weather vane
weather vanewind vane, or weathercock is an instrument used for showing the “direction of the wind“. It is typically used as an architectural ornament to the highest point of a building. The word “vane” comes from the Old English word “fana” meaning “flag”.

Although partly functional, weather vanes are generally decorative, often featuring the traditional cockerel design with letters indicating the points of the compass.

Student Loans can indicate the “direction of the winds” of society.

  • Loans are debt, paying for past activities for a government service that used to only be a marginal expense (and free in some countries). See this point from that previous Go Lean commentary:

  • Student Loans are investments, preparing for the future. Those who pursue higher education always enjoy a higher pay-rate than without. The prospects of this Return on Investment motivates people and incentivizes them to follow prescribed courses of action;  social justice and development advocacies can be urged. The member-states of the Caribbean region are urged to follow the model of the US Federal Perkins Loans – defined here:

    The Bottom Line on Perkins Loans
    A Federal Perkins Loan is a need-based student loan offered by the US Department of Education to assist American college students in funding their post-secondary education. Perkins Loans carry a fixed interest rate of 5% for the duration of the ten year repayment period. The Perkins Loan Program has a nine-month grace period, so that borrowers begin repayment in the tenth month upon graduating, falling below half-time status, or withdrawing from their college or university. Because the Perkins Loan is subsidized by the government, interest does not begin to accrue until the borrower begins to repay the loan.
    As of the 2009-2010 academic year, the loan limits for undergraduates are $5,500 per year with a lifetime maximum loan of $27,500. For graduate students, the limit is $8,000 per year with a lifetime limit of $60,000 (including undergraduate loans).
    Perkins Loans are eligible for Federal Loan Cancellation for teachers in designated low-income schools, as well as for teachers in designated teacher shortage areas such as math, science, and bilingual education. This cancellation also applies to Peace Corps Volunteers. Cancellation typically occurs on a graduating scale: 15% for year 1, 15% for year 2, 20% for year 3, 20% for year 4, 30% for year 5. These percentages are based on the original debt amount. Thus after 3 years of service, one would have 50% of their original debt cancelled.

Student Loans can also dictate justice, by the priority that society places on them and the incentives and mandates provisioned for participating students (deferments, cancellations and postponements). This is how Student Loans can dictate the “direction of the winds” of society.

We need to make sure the “game is not rigged”, and we can abate and mitigate unequal economic structures.

The best counter-strategy for Income Inequality is a thriving Middle Class. The best way to get to the Middle Class is through educational empowerments; (see Appendix below). Appendix – Education and Economic Growth

The relationship between economic growth and education has been one of the central threads of economic analysis. Both Adam Smith in the 18th century and Alfred Marshall in the 19th century, two important figures for the economics profession, addressed the question of how individual investments in “education” influence the wealth of nations. Throughout the 20th century, as Krueger and Lindahl (2001) point out in their survey of these issues, modern professional economists have been attempting to develop empirical estimates of the relationship between education and economic growth. Some of the most famous names in late 20th century economics made their reputations studying the question of individual returns to investment in education. Jacob Mincer (1974), Gary Becker (1964) and a long list of researchers inspired by their work have produced hundreds of books and papers.

Much of this literature is highly technical in the sense that it uses formal econometric models to test hypotheses using empirical data. The bottom line of this impressive work is that the economic evidence supports the view that both public and private returns to investment in education are positive—at both the individual and economy-wide levels. The vast technical literature on this subject can be subdivided into two general areas:

  1. The micro-economic literature looks at the relationship between different ways of measuring a person’s educational achievement and what they earn. Most studies show consistent results for what can be called the private or personal payoff from education. For individuals this means that for every additional year of schooling they increase their earnings by about 10%. This is a very impressive rate of return.
  2. The macro-economic literature examines the relationship between different measures of the aggregate level of educational attainment for a country as a whole and, in most cases, the standard measure of economic growth in terms of GDP. Once again, most studies find evidence of higher GDP growth in countries where the population has, on average, completed more years of schooling or attains higher scores on tests of cognitive achievement. However, as will be explained in somewhat greater detail below, given the diversity of national experiences, particularly over time, it is hard to settle on one figure for the rate of return at a social level.

After Dorian, ‘Fool Me Twice’ on Flooding

A Caribbean island – the Northern Bahamas island of Grand Bahama – just got hit with a once in a lifetime Category 5 Hurricane Dorian. Once in a lifetime for a dog (average life span 12 – 15 years), but not for a human (average lifespan 70 – 80 years). No, this island was equally devastated by the following storms:

  • Hurricane Frances (August 2004) – Several feet of water flooded the international airport at Freeport.[28] In the Bahamas, insurers and reinsurers estimated industry insured losses at about $300 million (2004 dollars).[29]
  • Hurricane Jeanne (September 2004) – Because Hurricane Frances struck only about two weeks prior, numerous houses were still patched with plastic sheeting on their roofs, while other residents were still living with neighbors or relatives. Officials urged residents in low-lying homes to evacuate. Shelters were set up at the churches and schools on Abaco Islands, Eleuthera and Grand Bahama.
  • Hurricane Wilma (2005) – The hurricane produced hurricane-force winds[38] and a powerful storm surge, flooding southwestern coastal areas of Grand Bahama and destroying hundreds of buildings. In western settlements on the island of Grand Bahama, graves were washed up with skeletal remains lying in the streets. Damage totaled about $100 million almost entirely on the western half of the island. The central portion of Grand Bahama, including in and around Freeport, reported minor to moderate damage, while the eastern end received little to no damage.[39]

Get it?! Fool me once, shame on you; fool me twice, shame on me!

Who’s fooling who?

The culprit here is Mother Nature, yes, but there are other stakeholders to blame; think:

  • Public Works / Infrastructure – Surely with such a preponderance to flood, storm water management and solutions must be put in place. Think: levies, dykes, sea walls, and parks as storm retention ponds; see VIDEO below.
  • Insurance Companies – Reports are that insurance carriers are reticent to cover flood casualty; see Appendix below.

So ‘Shame on Freeport’ for not remediating the threats of storm surge, in the 15 years since Hurricane Frances. This is NOT the product of learning from the “Cautionary Tales” of the many low-lying urban areas around the world; think New Orleans, Louisiana, USA or the European country of Holland (or The Netherlands).

Flood control is not a luxury for those communities, nor should it be for Grand Bahama Island; it must be embedded in the Way Forward for Freeport. According to a previous blog-commentary, “there is a thesis that flooding could be prevented”. The Dutch experience and their historicity in flood control provides lessons-learned for us; (see the Appendix VIDEO on the lessons from The Netherlands).

More than just low-lying communities are affected; every coastal community needs to be On Guard. See the mitigation plans here being pursued in some communities, with the adoption of spill-ways and retention ponds to handle storm surges:

Posted September 17, 2019 – Flooding from storm surges and heavy rainfall can be one of the most devastating effects of storms — and scientists say Climate Change is making those storms worse. Often, engineers build barriers like sea walls and levees to protect coastal cities. But now, there’s a new, prettier approach: public parks that are also storm-resistant.

One of those parks, Hunter’s Point South Park, sits on the edge of New York’s East River. The park boasts rows of seasonal plants, winding paths, and breathtaking views. But that’s not all: the flower beds disguise a ditch and filtration system that captures water and slowly releases it back into the river; synthetic turf absorbs water, too.

“In a big, heavy storm, we almost have a half a million gallons of water being held here, detained, until the tide or the storm leaves, and then it goes right back to the river,” said Tom Balsley, who designed the park with Michael Manfredi and Marion Weiss.

The Go Lean book addressed the heavy-lighting that Caribbean communities need to do to strengthen their infrastructure for the realities of this new threatening world, where coastal flooding is a constant. There is the need to reboot our Public Works!

The book posits that a Caribbean region Public Works reboot may be too big for any one member-state alone; there is the need to consolidate and confederate a Single Market entity to successfully reform and transform our societal engines. That Single Market entity is the Caribbean Union Trade Federation (CU). This is the actual title of one advocacy in the Go Lean book. 1 Lean-in for the Caribbean Single Market entity: Caribbean Union Trade Federation (CU)
The CU is chartered to unify the Caribbean region into one single market of 42 million people across 30 member-states, thereby re-engineering the economic engines in and on behalf of the region, including a currency & monetary union. This new eco-system allows for the design, funding and construction of Public  Works and Infrastructural projects. …There are a number of inter-state projects that must be coordinated on the federal level. There will also be projects that are “Too Big for One State” that will be facilitated by the CU. …

3 Pipelines and PCP (Pneumatic Capsule Pipeline)
4 Regional Power Grid
5 Self-Governing Entities (SGE)

The CU will promote and administer SGE’s throughout the region; these include industrial parks, hospitals, prisons, scientific labs, foreign military bases. SGE’s are only subject to CU laws, so they are self-regulated in terms of zoning and monopolies. Thus the SGE’s will yield many Public Works initiatives, spin-off jobs and economic activities.

The UN grants the CU the monopoly rights for an Exclusive Economic Zone, so the focus must be on quality delivery. The CU plan is to liberalize management of monopolies, with tools like ratings/rankings against best practices. Plus technological accommodations for ICT allows for cross-competition from different modes (satellite, cable, phone).

A Single Market and currency union will allow for the emergence of viable capital markets for stocks and bonds (public and private), thereby creating the economic engine to fuel growth and development. This forges financial products for “pre” disaster project funding (drainage, levies, dykes, sea walls) and post disaster recovery (reinsurance sidecars)

In summary, we do not want to be fools by NOT preparing for the next flood. It is coming! This should be a real concern for all Caribbean communities; this especially should be a priority for Freeport, Grand Bahama, Bahamas:

You have been hit with a 20 foot storm surge … twice! Now – no excuses – you must build levies, dykes, sea walls and storm-resistant parks as depicted in the foregoing VIDEO.

Insurance companies will be disinclined to write flood-casualty policies without such a mitigation – they are not fools. Their business model is all about identifying risks, mitigating and managing risk:

  • Hurricane Dorian is “definitely the biggest event” that we have encountered – See story in the Appendix below.
  • “Bahamian property and casualty insurers, which have relatively thin capital bases of their own compared to their developed country counterparts, buy huge quantities of reinsurance annually to help spread/minimize the risks they underwrite”. – Source.
  • “… we need to be aware of things like flooding, prepare accordingly and pay attention to it.” – Source.
  • Reinsurance‘ is a vital industrial strategy for the Caribbean Way Forward; see previous blog-commentary here.

So to Freeport, and the rest of the Caribbean, if you do NOT want to become a Ghost Town, you must engage these mitigations. This is how we can make our homeland a better place to live, work and play, by working together to reboot our infrastructure to ensure that after the inevitable storms, we can still rebuild, restore and recover. 🙂

Who We Are

Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiv. Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

Appendix – Title: $500m Dorian Payout ‘Biggest I Have Seen’

Insurers yesterday estimated that Hurricane Dorian claims payouts could “easily exceed” $500m, with one top executive revealing: “It’s definitely the biggest event I’ve ever seen.”

Tim Ingraham, Summit Insurance Company’s president, told Tribune Business that the industry wanted the damage assessment and claims process “to be moving a lot quicker” but had been frustrated by the difficulties associated with accessing the parts of Abaco hardest hit by the category five storm.

His counterpart at RoyalStar Assurance, Anton Saunders, added that the entire Bahamian property and casualty industry was “trying every possible solution” to get loss adjusters into Marsh Harbour and the surrounding Abaco cays so that the process of damages and claims assessment could begin in earnest more than a week after the battering from Dorian.

Pledging that claims will be “fairly paid” based on each individual insurance contract, Mr Saunders reassured Bahamian homeowners and businesses that RoyalStar and the other local underwriters would “stand by them through thick and thin”.

He also urged clients “not to be alarmed” by the release from AM Best, the international insurance credit rating agency, that placed four property and casualty insurers – Bahamas First, RoyalStar, Security and General Insurance and Summit – “under review” as a result of the likely nine-figure claims payouts that will result from the devastation inflicted by Dorian.

“There’s going to be a significant number of people uninsured or underinsured. In the past a large number of persons have been underinsured, but we can’t speak to this loss precisely because it’s very difficult to get into … ”

Mr Ingraham and Mr Saunders differed on whether Dorian’s payout will impact Bahamian property and casualty premium rates moving forward, with the former arguing it was likely to contribute to an increase and the latter deferring an answer until RoyalStar spoke to its reinsurers.

After Dorian, The Science of Power Restoration – Encore

The Caribbean is in crisis now; our region has just been devastated by Hurricane _______; it has wreaked catastrophic havoc in certain destinations: __________.

The foregoing was an exact sentence composed in September 17, 2017 in a previous blog-commentary. We are able to repeat this phrase again and again and fill in the blanks with the name of the storm and locations.  This is the reality of Caribbean tropical life, while arguably the greatest address in the world, the ever-present threat of hurricanes is our annual reality.

So the version of the foregoing sentence for September 2019 is as follows:

The Bahamas is in crisis now; our region has just been devastated by Hurricane Dorian; it has wreaked catastrophic havoc in certain destinations: the Bahama islands of Great Abaco and Grand Bahama.

The current situation on the ground is miserable. As always, there is an urgent need for infrastructure to be restored:

  • Power
  • Water
  • Telephone
  • Transportation

The recovery from this storm, as always, starts with the restoration of electrical power. There is an Art and a Science to this functionality. Let’s focus on the science; see the Encore of that previous blog-commentary

Go Lean CommentaryAfter Irma, The Science of Power Restoration

The problem with hurricanes – and there are many – is that it takes a long time for the storm preparation and response (relief, recovery and rebuilding). On average, the storm’s preparation takes 3 days; this includes provisioning, installing protective shutters, hoarding water and gasoline. The response on the other hand can take days, weeks, months and dread-to-say, years.

The most uncomfortable part of the storm response is undeniable waiting for electrical power to be restored.

In general, the good-bad-ugly scale of memories of previous storms tend to be tied to the length of time it took for power to be restored. The peak of the hurricane season is the very hot months of August/September; there is the need for air-conditioning.

The Caribbean is in crisis now; our region has just been devastated by Hurricane Irma; it has wreaked catastrophic havoc in certain destinations: Barbuda, Saint BarthélemySaint MartinAnguilla, Puerto Rico, the Virgin Islands and Florida. Consider the encyclopedic details in Appendix A below and these questions:

  • How long did/will it take for power to be restored now after Hurricane Irma?
  • How can we reform and transform our Caribbean communities to ensure the efficiency of ‘Power Restoration’?

There is an art and science to the subject of ‘Power Restoration’; actually mostly science. The ‘art’ applies to the efficient deliveries of the management of the restoration process. The science considerations are extensive, starting with the entire eco-system of energy deliveries. As related in a previous blog-commentary

… no one doubts that the inventory of basic needs include “food, clothing and shelter”. But modernity has forced us to add another entry: “energy”. In fact, the availability and affordability of energy can impact the deliveries of these order basic needs.

… In our region, energy costs are among the highest in the world. The book Go Lean… Caribbean relates (Page 100) how the Caribbean has among the most expensive energy costs in the world, despite having abundant alternative energy natural resources (solar, wind, tidal, geo-thermal). The Caribbean eco-system focuses on imported petroleum to provide energy options and as a result retail electricity rates in the Caribbean average US$0.35/kWh, when instead it could be down to US$0.088/kWh. …

With such a 75% savings … there is definitely the need to adapt some of the scientific best practices for energy generation and consumption. In a previous blog-commentary, it was confessed that one of the reasons why people flee the Caribbean region, is the discomforts during the summer months … hot weather, and the lack of infrastructure to mitigate and remediate the discomfort, is identified as one of the reasons for the brain drain/societal abandonment.

One motivation of the movement behind the book Go Lean… Caribbean – available to download for free – is to facilitate a turn-around of economic, security and governing engines of the Caribbean region to do better with power generation, distribution and consumption. The Go Lean book serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU). This Go Lean roadmap has 3 prime directives:

This commentary continues the 4-part series – this is 3 of 4 – on the Aftermath of Hurricane Irma. There are a lot of mitigation and remediation efforts that can be done to lessen the impact of this and future storms. Despite the manifested threats of Climate Change-fueled hurricanes, we want to make the Caribbean homeland a better place to live, work and play. This is going to take some heavy-lifting to accomplish, but we can be successful. Yes, we can. This quest is detailed early on in the Go Lean book’s Declaration of Interdependence, as follows (Page 11 – 13):

This repatriation should be effected with the appropriate guards so as not to imperil the lives and securities of the repatriated citizens or the communities they inhabit. The right of repatriation is to be extended to any natural born citizens despite any previous naturalization to foreign sovereignties.

The Go Lean book asserts that Caribbean stakeholders must find a Way Forward; they must institute better systems, processes and utilities to deliver electrical power (energy) despite the reality of hurricanes. Though power will go off – electricity and water is a bad combination – ‘Power Restoration’ must be a priority. Therefore Caribbean communities must adopt different community ethos, plus execute key – and different – strategies, tactics, implementations and advocacies to reform and transform.

This Way Forward must therefore fulfill these 2 requirements:

    According to a previous blog-commentary: “there is a thesis that flooding could be prevented. Yes, indeed! This is the experience and historicity of the Dutch people, the European country of the Netherlands or Holland.”
    Even in the low-lying American city of New Orleans, Louisiana there is the practice of pumping out excess water to mitigate and remediate flooding; see this depicted in the VIDEO in Appendix B below.
  • Implementation of a Caribbean Regional Power Grid

    Power distribution is important for any mitigation-remediation plan. The problem with hurricane toppling trees and power lines is unavoidable – it is what it is – a better solution is to deliver electricity underground or underwater, as illustrated in the above photo. The Go Lean roadmap calls for an extensive smart Power Grid and a region-wide Utility Cooperative. This would allow for alternate power generation and electrical distribution. See sample of an underground/underwater “Power Cable” product depicted in the VIDEO in Appendix C below.

Many other communities have done a good job of optimizing their electrical utility grid. They execute strategies, tactics and implementations to mitigate the risk of power outages; then remediate any crises with technocratic deliveries to facilitate ‘Power Restoration’.

The experience of enduring hurricanes is never pleasant. As such, we do not invite people to fly down from northern locations to pass storms with us. In fact, when there is a Hurricane Watch, the practice is to evacuate tourists and visitors. We evacuate our high-risk residents as well; (kidney dialysis patients, senior citizens, anyone that cannot endure the loss of electronic-based health instruments). This is a best-practice.

Why do we only evacuate just a limited group from the islands?

We assume that everyone else can endure.

Hah, lol …

But actually, with such high post-hurricane abandonment rates, as reported previously, it is obvious that everyone loses patience. So any improvement in the ‘Power Restoration’ experience would be a win-win; it would improve our communities’ endurance and make our Caribbean homeland better places to live, work and play. 🙂

Appendix A – Hurricane Irma Devastation

  • In Barbuda, Hurricane Irma caused catastrophic damage on the island; it damaged or destroyed 95% of the island’s buildings and infrastructure, leaving Barbuda “barely habitable” according to Prime Minister Gaston Browne. Everyone on the island was evacuated to Antigua, leaving Barbuda uninhabited for the first time in modern history.[3]
  • In St. Martin, on 6 and 7 September 2017 the island was hit by Hurricane Irma (Category 5 at landfall), which caused widespread and significant damage to buildings and infrastructure. A total of 11 deaths had been reported as of 8 September 2017.[12][13] France’s Minister of the InteriorGérard Collomb, said on 8 September 2017 that most of the schools were destroyed on the French half of the island. In addition to damage caused by high winds, there were reports of serious flood damage to businesses in the village of Marigot. Looting was also a serious problem. Both France and the Netherlands sent aid as well as additional police and emergency personnel to the island.[14][15][16] The Washington Post reported that 95% of the structures on the French side and 75% of the structures on the Dutch side were damaged or destroyed.[17][18] Some days after the storm had abated, a survey by the Dutch Red Cross estimated that nearly a third of the buildings in Sint Maarten had been destroyed and that over 90 percent of structures on the island had been damaged.[19] Princess Juliana Airport was extensively damaged but reopened on a partial basis in two days to allow incoming relief flights and for flights that would take evacuees to other islands.[20]
  • In Anguila, the eye of the storm pass over it on September 6. Many homes and schools were destroyed, and the island’s only hospital was badly damaged.[163] The devastation was particularly severe in East End, where the winds uprooted scores of trees and power poles and demolished a number of houses. … One death was reported on the island.[163] According to [sources], Anguilla’s economy could suffer at least $190 million in losses from the hurricane.[129]
  • Puerto Rico avoided a direct hit by the Category 5 Hurricane Irma on September 8, 2017, but high winds caused a loss of electrical power to some one million residents. Almost 50% of hospitals were operating with power provided by generators.[133]
  • Damage in the British Virgin Islands was extensive. Numerous buildings and roads were destroyed on the island of Tortola, which bore the brunt of the hurricane’s core.[172] Irma’s effects in the U.S. Virgin Islands were most profound on Saint Thomas. Due to its normal reliance on electricity from Saint Thomas, the island [of St. John] was left without power.
  • In the Florida Keys, the hurricane caused major damage to buildings, trailer parks, boats, roads, the electricity supply, mobile phone coverage, internet access, sanitation, the water supply and the fuel supply. … As of 6:41 p.m. EDT on September 10 over 2.6 million homes in Florida were without power.[232]

Thank you Chef José Andrés for pulling out all the stops to feed the people of the Bahamas during this, their most desperate hour.

Why does he help? Why does he do “this”? Just because: People gotta eat!

Posted September 4, 2019 – The renowned chef’s non-profit World Central Kitchen is one of the aid groups spearheading relief efforts in the stricken island nation. CBS Reports.

Chef José Andrés did the same thing in Puerto Rico, after Hurricane Maria; and in Haiti after the 2010 Earthquake. He has been a great benefactor for all of the Caribbean – and he does not even have a Caribbean heritage.

Yes, one man can make a difference! The 2013 book Go Lean…Caribbean posits that one person – an advocate – can change the world (Page 122). It relates:

Who We Are
The movement behind the Go Lean book – a non-partisan, apolitical, religiously-neutral Community Development Foundation chartered for the purpose of empowering and re-booting economic engines – stresses that reforming and transforming the Caribbean societal engines must be a regional pursuit. This was an early motivation for the roadmap, as pronounced in the opening Declaration of Interdependence (Pages 12 – 14):

i. Whereas the earth’s climate has undeniably changed resulting in more severe tropical weather storms, it is necessary to prepare to insure the safety and security of life, property and systems of commerce in our geographical region. As nature recognizes no borders in the target of its destruction, we also must set aside border considerations in the preparation and response to these weather challenges.

xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xii. Whereas the legacy in recent times in individual states may be that of ineffectual governance with no redress to higher authority, the accedence of this Federation will ensure accountability and escalation of the human and civil rights of the people for good governance, justice assurances, due process and the rule of law. As such, any threats of a “failed state” status for any member state must enact emergency measures on behalf of the Federation to protect the human, civil and property rights of the citizens, residents, allies, trading partners, and visitors of the affected member state and the Federation as a whole.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiv. Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

xxxiii. Whereas lessons can be learned and applied from the study of the recent history of other societies, the Federation must formalize statutes and organizational dimensions to avoid the pitfalls …. On the other hand, the Federation must also implement the good examples learned from [successful] developments/communities.

José Ramón Andrés Puerta
 (born 13 July 1969) is a Spanish-American[1] chef often credited with bringing the small plates dining concept to America.[2] He owns restaurants in Washington, D.C.Los AngelesLas VegasSouth Beach, FloridaOrlandoNew York City, and Frisco, Texas. Andrés is the founder of World Central Kitchen, a non-profit devoted to providing meals in the wake of natural disasters.[3] He was awarded a 2015 National Humanities Medal at a 2016 White House ceremony.[4]

Andrés planned to open a restaurant in the Trump International Hotel in Washington, DC, in 2016. After Donald Trump made disparaging comments about Mexicans in June 2015, Andrés withdrew from the contract with the Trump Organization, which then sued him.[13] Andrés counter-sued, and the parties reached a settlement in April 2017.[14] Andrés remains an outspoken critic of Trump.[15][16]

World Central Kitchen
In response to the 2010 Haiti earthquake, Andrés formed World Central Kitchen which provides healthy food to families and individuals touched by disasters.[17] Since its founding, the NGO has organized meals in the Dominican RepublicNicaraguaZambiaPeruCubaUganda, and in Cambodia.[3]

In January 2019 Andrés opened a World Central Kitchen on Pennsylvania Ave, Washington DC to feed federal workers that were furloughed during the government shutdown.[18]

Puerto Rico Hurricane Maria response
Andrés emerged as a leader of the disaster relief efforts in Puerto Rico in the wake of Hurricane Maria in 2017. His efforts to provide assistance encountered obstacles from FEMAand government bureaucrats, so instead, “we just started cooking.”[19] He organized a grass-roots movement of chefs and volunteers to establish communications, food supplies, and other resources and started serving meals. Andrés and his organization World Central Kitchen (WCK)[20] served more than two million meals in the first month after the hurricane.[21][22][23] WCK received two short term FEMA contracts and served more meals than the Salvation Army or the Red Cross, but its application for longer term support was denied.[24][25]

For his efforts in Puerto Rico, Andrés was named the 2018 Humanitarian of the Year by the James Beard Foundation.[26] He wrote a book about the experience called We Fed an Island: The True Story of Rebuilding Puerto Rico, One Meal at a Time.[27]

Disaster Relief: Helping, Not Hurting – Encore

It’s happened again …

… a Climate-Change-infused hurricane has devastated the Commonwealth of the Bahamas; every year there seems to be one Caribbean country after another who suffers this fate; think Barbuda, Puerto Rico, etc.. In this case, it is the deadly Category 5 Hurricane Dorian.

Now it is time for the response:

  • Rescue
  • Relief
  • Recovery
  • Rebuilding

The appeal has gone out for aid … and supplies…

… but the truth of the matter, the best way to help is to just write a check or submit a credit card. The call for supplies can be interpreted in “oh so many wrong ways”. This theme was thoroughly detailed in a previous blog-commentary from April 26, 2016 in support of Haiti’s 2010 Earthquake Relief; it is only appropriate to Encore that submission now because …

It is during the worst of times that we see the best in people.

This statement needs to be coupled with the age old proverb: “The Road to Hell is Paved with Good Intentions“…

… especially when it comes to disaster relief.

In previous blog-commentaries promoting the book Go Lean…Caribbean, it was established that “bad things happen to good people”; (i.e. ‘Crap Happens’ – So What Now?, Managing a ‘Clear and Present Danger’). Yes, disasters are a reality for modern life. The Go Lean book posits that with the emergence of Climate Change  that natural disasters are more common place.

In addition there are earthquakes …

… these natural phenomena may not be associated with Climate Change, but alas, they too are more common and more destructive nowadays. (People with a Christian religious leanings assert that “an increase of earthquakes is a tell-tale sign that we are living in what the Bible calls the “Last Days” – Matthew 24: 7).

$500 Million In Haiti Relief - Photo 1The motives of the Go Lean book, and accompanying blogs is not to proselytize, but rather to prepare the Caribbean region for “bad actors”, natural or man-made. The book was written in response to the aftermath and deficient regional response following the great earthquake in Haiti on January 12, 2010. Many Non-Government Organizations (NGO) embarked on campaigns to shoulder a response, a relief and rebuilding of Haiti. Many people hold the view that those efforts did a lot of harm, along with some good.

In a previous blog-commentary, it was reported how the fundraising campaign by one group, the American Red Cross, raised almost US$500 million and yet only a “piddling” was spent on the victims and communities themselves.

Now we learn too that many good-intentioned people donated tons of relief supplies that many times turned out to be “more harm than help”. See the story here in this news VIDEO; (and/or the Narration Transcript/photos in the Appendix below):

Posted April 24, 2016 – Many of the well-meaning articles Americans donate in times of disaster turn out to be of no use to those in need. Sometimes, they even get in the way. That’s a message relief organizations very much want “us” to heed. This story is reported by Scott Simon, [on loan from] NPR. (VIDEO plays best in Internet Explorer).

This commentary asserts that more is needed in the Caribbean to facilitate good disaster relief, in particular a technocratic administration. This consideration is the focus of the strategies, tactics, implementations and advocacies of the Go Lean…Caribbean book. The declaration is that the Caribbean itself must be agile, lean, and optimized in providing its own solutions for disaster recovery. The alternative, from past experiences like in this foregoing VIDEO, is that others taking the lead for our solution seem to fall short in some way … almost every time!

The Caribbean must now stand up and be counted!

The Go Lean book declares (Page 115) that the “Caribbean should not be perennial beggars, [even though] we do need capital/money to get started”, we need technocratic executions even more.

What is a technocracy?

This is the quest of the Go Lean movement. The movement calls for a treaty to form a technocratic confederation of all the 30 member-states in the Caribbean region. This will form a Single Market of 42 million. The consolidation and integration allows for economies-of-scale and leverage that would not be possible otherwise. “Many hands make a big job … small”. But it is not just size that will define the Caribbean technocracy but quality, efficiency and optimization as well.

According to the Go Lean book (Page 64), the …

“… term technocracy was originally used to designate the application of the scientific method to solving social and economic problems, in counter distinction to the traditional political or philosophic approaches. The CU must start as a technocratic confederation – a Trade Federation – rather than evolving to this eventuality due to some failed-state status or insolvency.”

The book Go Lean…Caribbean serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU) to provide better stewardship for the Caribbean homeland. The foregoing VIDEO describes the efforts of non-governmental organizations (NGO) in shepherding disaster reliefs. These NGO’s are stakeholders in this Caribbean elevation roadmap. Even though many of the 30 member-states are independent nations, the premise of the Go Lean book is that there must be a resolve for interdependence among the governmental and non-governmental entities. This all relates to governance, the need for this new technocratic stewardship of regional Caribbean society. The need for this resolve was pronounced in the opening Declaration of Interdependence (Pages 11 & 14) with these acknowledgements and statements:

i.    Whereas the earth’s climate has undeniably changed resulting in more severe tropical weather storms, it is necessary to prepare to insure the safety and security of life, property and systems of commerce in our geographical region. As nature recognizes no borders in the target of its destruction, we also must set aside border considerations in the preparation and response to these weather challenges.

ii.    Whereas the natural formation of the landmass for our lands constitutes some extreme seismic activity, it is our responsibility and ours alone to provide, protect and promote our society to coexist, prepare and recover from the realities of nature’s occurrences.

x.   Whereas we are surrounded and allied to nations of larger proportions in land mass, populations, and treasuries, elements in their societies may have ill-intent in their pursuits, at the expense of the safety and security of our citizens. We must therefore appoint “new guards” to ensure our public safety and threats against our society, both domestic and foreign. The Federation must employ the latest advances and best practices … to assuage continuous threats against public safety.

xi.   Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. This is the quest of CU/Go Lean roadmap: to provide new guards for a more competent Caribbean administration … by governmental organizations and non-governmental organizations. (NGO would also be promoted, audited and overseen by CU administrators). The Caribbean must do better!

Our quest must start “in the calm”, before any storm (or earthquake). We must elevate the societal engines the Caribbean region through economic, security and governance empowerments. In general, the CU will employ better strategies, tactics and implementations to impact its prime directives; identified with the following 3 statements:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines and the Caribbean homeland.
  • Improvement of Caribbean governance to support these engines.

Uploaded on Mar 30, 2011 – [In 2009], Transportation Manager Chip Chappelle volunteered to help The UPS Foundation coordinate an ocean shipment of emergency tents from Indiana to Honduras. Since then, he has managed the logistics of humanitarian aid from every corner of the world to help the victims of floods, tsunamis, earthquakes, hurricanes and cyclones.

The campaign was launched on November 5, 2012 by the Ad Council and supported by the coalition — which includes CIDI, the U.S. Agency for International Development, InterAction, the UPS Foundation and National Voluntary Organizations Active in Disaster.

The Go Lean book calls on the Caribbean region to be more technocratic: collectively self-reliant, both proactively and reactively. Appendix Transcript – When disaster relief brings anything but relief

When Nature grows savage and angry, Americans get generous and kind. That’s admirable. It might also be a problem.

“Generally after a disaster, people with loving intentions donate things that cannot be used in a disaster response, and in fact may actually be harmful,” said Juanita Rilling, director of the Center for International Disaster Information in Washington, D.C. “And they have no idea that they’re doing it.”

Rilling has spent more than a decade trying to tell well-meaning people to think before they give.

In 1998 Hurricane Mitch struck Honduras. More than 11,000 people died. More than a million and a half were left homeless.

And Rilling got a wake-up call: “Got a call from one of our logistics experts who said that a plane full of supplies could not land, because there was clothing on the runway. It’s in boxes and bales. It takes up yards of space. It can’t be moved.’ ‘Whose clothing is it?’ He said, ‘Well, I don’t know whose it is, but there’s a high-heeled shoe, just one, and a bale of winter coats.’ And I thought, winter coats? It’s summer in Honduras.”

Humanitarian workers call the crush of useless, often incomprehensible contributions “the second disaster.”

In 2004, following the Indian Ocean tsunami, a beach in Indonesia was piled with used clothing.

There was no time for disaster workers to sort and clean old clothes. So the contributions just sat and rotted.

CU Blog - Logistics of Disaster Relief - Photo 1“This very quickly went toxic and had to be destroyed,” said Rilling. “And local officials poured gasoline on it and set it on fire. And then it was out to sea.”

“So, rather than clothing somebody, it went up in flames?” asked Simon.

“Correct. The thinking is that these people have lost everything, so they must NEED everything. So people SEND everything. You know, any donation is crazy if it’s not needed. People have donated prom gowns and wigs and tiger costumes and pumpkins, and frostbite cream to Rwanda, and used teabags, ’cause you can always get another cup of tea.”

You may not think that sending bottles of water to devastated people seems crazy. But Rilling points out, “This water, it’s about 100,000 liters, will provide drinking water for 40,000 people for one day. This amount of water to send from the United States, say, to West Africa — and people did this — costs about $300,000. But relief organizations with portable water purification units can produce the same amount, a 100,000 liters of water, for about $300.”

And then there were warm-hearted American women who wanted to send their breast milk to nursing mothers in Haiti after the 2010 earthquake.

“It sounds wonderful, but in the midst of a crisis it’s actually one of the most challenging things,” said Rebecca Gustafson, a humanitarian aid expert who has worked on the ground after many disasters.

“Breast milk doesn’t stay fresh for very long. And the challenge is, what happens if you do give it to an infant who then gets sick?”

CU Blog - Logistics of Disaster Relief - Photo 2December 2012, Newtown, Connecticut: A gunman killed 20 children and six adults at Sandy Hook Elementary School. Almost instantaneously, stuff start arriving.

Chris Kelsey, who worked for Newtown at the time, said they had to get a warehouse to hold all the teddy bears.

Simon asked, “Was there a need for teddy bears?”

“I think it was a nice gesture,” Kelsey replied. “There was a need to do something for the kids. There was a need to make people feel better. I think the wave of stuff we got was a little overwhelming in the end.”

And how many teddy bear came to Newtown? “I think it was about 67,000,” Kelsey said. “Wasn’t limited to teddy bears. There was also thousands of boxes of school supplies, and thousands of boxes of toys, bicycles, sleds, clothes.”

Newtown had been struck by mass murder, not a tsunami. As Kelsey said, “I think a lot of the stuff that came into the warehouse was more for the people that sent it, than it was for the people in Newtown. At least, that’s the way it felt at the end.”

Every child in Newtown got a few bears. The rest had to be sent away, along with the bikes and blankets.

CU Blog - Logistics of Disaster Relief - Photo 3There are times when giving things works. More than 650,000 homes were destroyed or damaged in Hurricane Sandy in 2012. Thousands of people lost everything.

Tammy Shapiro is one of the organizers of Occupy Sandy, which grew out of the Occupy Wall Street movement.

“We were able to respond in a way that the big, bureaucratic agencies can’t,” Shapiro said.

When the hurricane struck, they had a network of activists, connected and waiting.

“Very quickly, we just stopped taking clothes,” Shapiro said. Instead, they created a “relief supply wedding registry.”

“We put the items that we needed donated on that registry,” said Shapiro. “And then people who wanted to donate could buy the items that were needed. I mean, a lot of what we had on the wedding registry was diapers. They needed flashlights.”

Simon asked, “How transportable is your experience here, following Hurricane Sandy?”

“For me, the network is key. Who has the knowledge? Where are spaces that goods can live if there’s a disaster? Who’s really well-connected on their blocks?”

Juanita Rilling’s album of disaster images shows shot after shot of good intentions just spoiling in warehouses, or rotting on the landscape.

“It is heartbreaking,” Rilling said. “It’s heartbreaking for the donor, it’s heartbreaking for the relief organizations, and it’s heartbreaking for survivors. This is why cash donations are so much more effective. They buy exactly what people need, when they need it.

“And cash donations enable relief organizations to purchase supplies locally, which ensures that they’re fresh and familiar to survivors, purchased in just the right quantities, and delivered quickly. And those local purchases support the local merchants, which strengthens the local economy for the long run.”

Disaster response worker Rebecca Gustafson says that most people want to donate something that is theirs: “Money sometimes doesn’t feel personal enough for people. They don’t feel enough of their heart and soul is in that donation, that check that they would send.

What Went Wrong? Failing the Lessons from ‘Infrastructure 101’ – Encore

“You must have been absent that day when they gave out brains” – Stinging criticism from a High School Bully.

We have all had to contend with bullies during the days of our upbringing. What insult did they toss at you?

Put downs
Name calling
“Mama” jokes

“What doesn’t kill you, makes you stronger”. We all survived the bullying experiences, but did we learn? From a Caribbean perspective, we must be cognizant that our development has been arrested; we have defects and dysfunctions in every aspect of Caribbean life. What Went Wrong?

Were we truly absent that day that brains were given out? Answer that question as the personification of the Caribbean region. Because it truly seems as though our personified Caribbean was absent on the days that “Economic Principles” were taught. These principles have been ratified again and again. There are lessons that we must learn .. and apply in our Caribbean society. We cannot make progress without them; here they are – high level – from the book Go Lean…Caribbean (Page 21):

  • People Choose
  • All Choices Involve Costs
  • People Respond to Incentives in Predictable Ways:
    Incentives are actions, awards, or rewards that determine the choices people make. Incentives can be positive or negative. When incentives change, people change their behaviors in predictable ways.
  • Economic Systems Influence Individual Choices and Incentives:
    People cooperate and govern their actions through both written and unwritten rules that determine methods of allocating scarce resources. These rules determine what is produced, how it is produced, and for whom it is produced. As the rules change, so do individual choices, incentives, and behavior.
  • Voluntary Trade Creates Wealth
  • The Consequences of Choice Lie in the Future

Once we learn the “Economic Principles” then we learn the lessons from Infrastructure 101; we learn how important it is for governments to always prioritize Big Capital investments – think bridges, tunnels, highways, ports, etc.

The focus must always be on the future.

This is What Went Wrong in the Caribbean’s development; we have not always been future-focused. We may have only ever “put out fires”, rather than investing for the long term benefit of future citizens. Think about it:

How many tunnels, highways, nuclear power plants, solar farm and wind turbine arrays do we truly have in the Caribbean member-sates?
Answer: Minimal.

The movement behind the Go Lean book posits that we can confederate and deputize the Infrastructure 101 eco-system for the whole region.

Here are some interesting rankings about India:

World largest population: # 2 – 1.2 Billion people (Only behind China)

Ease of doing business? # 132 (2015; 130 for 2016; see Appendix B)

That gap, between 2 and 132, is a wide chasm for India to bridge.

What is this country to do? And what lessons can we learn from them, here in the Caribbean?

(Though our population is so small, our Ease of Doing Business rating is equally depressing; the best Caribbean option is Jamaica at 64).

The answer is investment!

Working for a Return on Investments is one of the driving forces of the book (and movement) Go Lean … Caribbean. The book asserts that in order to get the optimal return on any investment a community must adopt the appropriate “community ethos”, the fundamental spirit of a culture that drives the beliefs, customs and practices of its society. In this case, the identifying ethos is: Deferred Gratification.

This is a ribbon of development along a route from Delhi to Mumbai, that traverses 6 (internal) states in India; see Appendix A. (India is a Federal Republic, with a President over the federal government, while states are led by governors). This plan so resembles the roadmap for the for the Caribbean Union Trade Federation (CU). The Go Lean book serves as a roadmap for the introduction and implementation of the CU.

This commentary is the 3 of 3 from the Go Lean movement on the subject of Infrastructure Policy. As related in previous submissions in this series, the assertion is that “if we build it, they will come”. This is a movie metaphor, yes, but it accurately depicts the surety of investing in capital infrastructure projects; or perhaps even more poignant, it conveys the surety of failure of not investing. A dynamic personality, Amitabh Kant has conceptualized and executed the positioning and branding of Kerala as “God’s Own Country” and later the “Incredible !ndia” campaign. Both these campaigns have won several International awards and embraced a host of activities — Infrastructure development, product enhancement, changes in organizational culture and promotional partnerships based on intensive market research. He has structured large infrastructure projects for diversification of India’s tourism product and sourced international funding through the Asian Development Bank (ADB), Japanese Bank for International Cooperation (JBIC) and UNDP.
During his tenure as Chairman and Managing Director, India Tourism Development Corporation (ITDC) he radically restructured the organization and turned it around into a highly profitable commercial enterprise. He also has wide ranging experience in innovative technical and financial structuring of Private — Public — Partnership in infrastructure projects and implemented the Calicut Airport project based on User’s fee, the BSES Kerala Power project and the Mattanchary Bridge project.

As demonstrated here in India, big infrastructure projects are necessary community investments – a “quantum leap” with a $90 Billion industrial corridor along 1500 kilometers. Is it possible for the Caribbean to consider such deployments?

Yes! The book Go Lean … Caribbean details exactly how the Big Infrastructure Projects for our region are to be conceived and achieved, (Page 127), with Self-Governing Entities and Exclusive Economic Zones. Most importantly, the roadmap details a plan to fund the projects.

The Go Lean/CU movement champions the cause of building and optimizing the overall Caribbean infrastructure. According to the foregoing VIDEO, it is important to identify and qualify funding sources for such ventures. There is the need for “new guards” for the Caribbean in this perspective. So there is the expectation that integrating and consolidating to a Single Market will contribute to the fulfillment of the Go Lean prime directives, defined here as follows:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines.
  • Improve Caribbean governance – including the funding of capital projects – to support these engines.

The Go Lean roadmap anticipates the opportunities of major infrastructure investments. However, the roadmap recognizes that many of the projects envisioned for the region may be too big for just one member-state alone; that it will take regional – super-national coordination. This point is highlighted in the opening Declaration of Interdependence, (Pages 12 & 14):

xiv.    Whereas government services cannot be delivered without the appropriate funding mechanisms, “new guards” must be incorporated to assess, accrue, calculate and collect revenues, fees and other income sources for the Federation and member-states. The Federation can spur government revenues directly through cross-border services and indirectly by fostering industries and economic activities not possible without this Union.

xxvi.  Whereas the Caribbean region must have new jobs to empower the engines of the economy and create the income sources for prosperity, and encourage the next generation to forge their dreams right at home, the Federation must therefore foster the development of new industries … impacting the region with more jobs.

xxix.  Whereas all Caribbean democracies depend of the free flow of capital for municipal, public and private financing, the institutions of capital markets can be better organized around a regional monetary union. The Federation must institute the controls to insure transparency, accounting integrity and analysis independence of the securities markets, thereby shifting the primary source of capital away from foreign lenders to domestic investors, comprising institutions and individuals.

The CU mission is to plan, fund, deploy and maintain infrastructure projects that are too big for any one member-state alone. Crossing borders will mean including member-states of various legalities: some independent member-states and some dependent overseas territories. This brings to the fore an array of issues, like legislative authority and currency. The Go Lean/CU regional roadmap undoubtedly calls for a common currency strategy; thusly, it calls for the establishment of the allied Caribbean Central Bank (CCB) to manage the monetary and currency affairs of each member-state in the region, independent or dependent territory. The Go Lean book describes the breath-and-width of the CCB as a technocratic institution with better stewardship, than in the recent past. From the outset, this stewardship was envisioned and pronounced in the same Declaration of Interdependence (Page 13):

xxiii. Whereas many countries in our region are dependent OverseasTerritory of imperial powers, the systems of governance can be instituted on a regional and local basis, rather than requiring oversight or accountability from distant masters far removed from their subjects of administration. The Federation must facilitate success in autonomous rule by sharing tools, systems and teamwork within the geographical region.

xxiv.  Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

xxv.   Whereas the legacy of international democracies had been imperiled due to a global financial crisis, the structure of the Federation must allow for financial stability and assurance of the Federation’s institutions. To mandate the economic vibrancy of the region, monetary and fiscal controls and policies must be incorporated as proactive and reactive measures. These measures must address threats against the financial integrity of the Federation and of the member-states.

The CU roadmap drives change among the economic, security and governing engines. These solutions are as new community ethos, strategies, tactics, implementations and advocates; sampled as follows:

The Caribbean region must learn this important lesson from the country of India: infrastructure is not optional. Put in the infrastructure in advance and it brings growth; it becomes an investment. But play catch-up afterwards and it bears a heavy cost burden.

The Caribbean is arguably the best address on the planet, but for modern life and conveniences, and to better compete with the rest of the world regarding trade and culture, we need to upgrade our infrastructure, and then keep pace with industrial best-practices. We need to make these investments. The returns on these investments are jobs and economic empowerments; (think entrepreneurship).

There is no choice to “opt-out”. If we do not invest, our people will “opt-out” instead, as has been the past experience, especially evident with our societal abandonment rate (brain drain) of 70%.

This past – our status quo – cannot continue as our future.

We must do better!

India did … so can we.

Ease of doing business is a real metric. We can “inch up” the chart and elevate our business eco-system accordingly; India increased from 132 to 130 in 2016.

The governments, institutions and businesses are hereby urged to “lean-in” for the deployments/empowerments as described in the book Go Lean … Caribbean. This is our “quantum leap”; the solutions herein are conceivable, believable & achievable. Yes, we can, “build it and they – progress – will come” to make the Caribbean a better place to live, work and play. 🙂

Appendix A – Delhi-Mumbai Industrial Corridor Project

The Delhi-Mumbai Industrial Corridor Project is a planned State-Sponsored Industrial Development Project of the Government of India. It is one of the world’s biggest infrastructure projects with an estimated investment of US$90 billion and is planned as a hi-tech industrial zone spread across seven states along the 1,500 km long Western Dedicated Freight Corridor which serves as its backbone.[1]

It includes 24 industrial regions, eight smart cities, two airports, five power projects, two mass rapid transit systems and two logistical hubs.[1] The eight investment regions proposed to be developed in Phase I of DMIC are Dadri-Noida-Ghaziabad (in UP); Manesar- Bawal (in Haryana); Khushkhera-Bhiwadi-Neemrana and Jodhpur- Pali-Marwar (in Rajasthan); Pithampur-Dhar-Mhow (in MP); Ahmedabad-Dholera Special Investment Region (SIR) in Gujarat; the Shendra-Bidkin Industrial Park and Dighi Port Industrial Area in Maharashtra.[1]

India needs to employ over 100 million people within the next decade and so this project assumes vital importance to develop manufacturing centres that could employ millions.

The ambitious Delhi Mumbai Industrial Corridor (DMIC) has received major boost with India and Japan inking an agreement to set up a project development fund. The initial size of the Fund will be ₹10 billion (US$148.6 million). Both the Japanese and Indian governments are likely to contribute equally. The work is already underway and progressing at a rapid pace, with the Dedicated Freight Corridor expected to be completed by 2017.[2]

What Went Wrong? Asking ‘Why’ is Important – Encore

“There is something wrong in the Caribbean.”

These are the opening words of the 2013 book Go Lean … Caribbean. So what is wrong? What went wrong? When did it go wrong? And just for “kibbles-and-bits”: What can we do about it?

These are very important questions that the stewards of the Caribbean must consider and be honest with the answers. The truth as to “what went wrong” is as important as a Physician’s (Doctor’s) diagnosis and treatment plan. If its the right assessment then the right therapy can be put in place.

This is the purpose of this July series from the movement behind the Go Lean book. (Every month – continuous since June 2015 – there is a comprehensive series on the width-and-breath of Caribbean life: past, present and future). This month, the focus is on the “History of the Caribbean Societal Dysfunctions – What Went Wrong”. Other societies – think Japanese aggression or Nazi Supremacy dreams – have had defects and have addressed their shortcomings and have resulted in turn-around. This has not been true of most of the Caribbean; we have not remediated many of the problems that dated back to the origins of our society. We must get past the societal defects if we want to have a future. In fact, there is no guarantee that there will be a future, unless we do the heavy-lifting to reform and transform our society. What went wrong? We need to know. The opening sentence in the book made the declarative statement that “something is wrong” and then goes on to explain that the problem is societal abandonment:

… instead of the world “beating a path” to these doors, the people of the Caribbean have “beat down their doors” to get out.

Why do Caribbean citizens abandon their homelands?

This question was asked before …

… in a previous Go Lean blog-commentary; it found that the answer to the question raises another question; then answering that new question raised another one. Go Lean Commentary Being Lean: Asking the Question ‘Why’ 5 Times

“The Caribbean is arguably the greatest address on the planet”, as declared in the book Go Lean…Caribbean. (This “greatest” attribute is defined for terrain, culture and hospitality). Yet the region has an unconscious-able brain drain rate, where 70 percent of the tertiary-educated population has fled.

Why!?

This question has been asked repeatedly! Many times the published answers are really describing the symptoms and not the root-causes. In the end, the answer is not so easy! The Go Lean book defines it as heavy-lifting. The Go Lean approach is an examination of the word “Lean”. In the book the word is presented as a noun, a verb and an adjective; all inclusive of the agile concept. The lean/agile concept is an understanding that value is a derived-result from a continuously optimizing key process, that repeats as a cycle .. again and again.

The Go Lean book (Page 4) relates that …

… lean thinking changes the focus of management from optimizing separate technologies, assets, and vertical departments to optimizing the flow of products and services through entire value streams that flow horizontally across technologies, assets, and departments to customers.

One expression of the lean methodology that can be used to dissect/”add value” to the key question (” Why such a high brain drain rate”) in this commentary is the iterative interrogative technique: 5 Why’s. See details of this agile-lean technique below. Using this technique, the 5 Why’s needs to be extended to 7 actual Why questions, as follows:

Problem: Why do Caribbean citizens abandon their homelands?

  1. “Push and Pull” reasons. “Push”, as in people fleeing to find refuge and “pull” in the perception (though false) that life is better on foreign shores. Why?
  2. Societal defects – in the region – are so acute. Why?
  3. Societal engines (responsible for economics, security & governance) not optimized. Why?
  4. Colonial Masters did not engage best-practices. Why?
  5. Foreign Policy in the colonies was to just keep them dependent. Why?
  6. Colonizers promoted home country commerceMercantilism; slavery in the colonies, but not at home (i.e. Serfism, French Revolution). Why?
  7. European Community Ethos: OK to exploit African Race as declared by Pope Innocent VIII.

5 Whys is an iterative interrogative technique used to explore the cause-and-effect relationships underlying a particular problem.[1] The primary goal of the technique is to determine the root cause of a defect or problem by repeating the question “Why?” Each question forms the basis of the next question. The “5” in the name derives from an empirical observation on the number of iterations typically required to resolve the problem.

The technique was formally developed by Sakichi Toyoda and was used within the Toyota Motor Corporation during the evolution of its manufacturing methodologies. In other companies, it appears in other forms. Under Ricardo Semler, Semco practices “three whys” and broadens the practice to cover goal setting and decision making.[2]

Not all problems have a single root cause. If one wishes to uncover multiple root causes, the method must be repeated asking a different sequence of questions each time.

The method provides no hard and fast rules about what lines of questions to explore, or how long to continue the search for additional root causes. Thus, even when the method is closely followed, the outcome still depends upon the knowledge and persistence of the people involved.

The questioning for this example could be taken further to a sixth, seventh, or higher level, but five iterations of asking why is generally sufficient to get to a root cause. The key is to encourage the trouble-shooter to avoid assumptions and logic traps and instead trace the chain of causality in direct increments from the effect through any layers of abstraction to a root cause that still has some connection to the original problem. Note that, in this example, the fifth why suggests a broken process or an alterable behaviour, which is indicative of reaching the root-cause level.

It is interesting to note that the last answer points to a process. This is one of the most important aspects in the 5 Why approach – the real root cause should point toward a process that is not working well or does not exist.[3] Untrained facilitators will often observe that answers seem to point towards classical answers such as not enough time, not enough investments, or not enough manpower. These answers may be true, but they are out of our control. Therefore, instead of asking the question why?, ask why did the process fail?

A key phrase to keep in mind in any 5 Why exercise is “people do not fail, processes do”.

Rules of performing “5 Whys”

In order to carry out the 5-Why analysis properly, following advices should be kept:

  1. It is necessary to engage the management in 5 Whys standard in the company. For the analysis itself, remember about right working group. Also consider facilitator presence for more difficult topics.
  2. Use paper or whiteboard instead of computers.
  3. Write down the problem and make sure that all people understand it.
  4. Distinguish causes from symptoms.
  5. Take care of the logic of cause-and-effect relationship.
  6. Make sure that root causes certainly lead to the mistake by reversing the sentences created as a result of the analysis with the use of expression “and therefore”.
  7. Try to make our answers more precise.
  8. Look for the cause step by step. Don’t jump to conclusions.
  9. Base on facts and knowledge.
  10. Assess the process, not people.
  11. Never leave “human error”, “worker’s inattention”, etc. as the root cause.
  12. Take care of the atmosphere of trust and sincerity.
  13. Ask the question “why” until the root cause is determined, i.e. such cause the elimination of which will cause that the error will not occur again.[7]

Criticism

While the 5 Whys is a powerful tool for engineers or technically savvy individuals to help get to the true causes of problems, it has been criticized … as being too basic a tool to analyze root causes to the depth that is needed to ensure that they are fixed.[8] Reasons for this criticism include:

  • Tendency for investigators to stop at symptoms rather than going on to lower-level root causes.
  • Inability to go beyond the investigator’s current knowledge – cannot find causes that they do not already know.
  • Lack of support to help the investigator ask the right “why” questions.
  • Results are not repeatable – different people using 5 Whys come up with different causes for the same problem.
  • Tendency to isolate a single root cause, whereas each question could elicit many different root causes.

These can be significant problems when the method is applied through deduction only. On-the-spot verification of the answer to the current “why” question before proceeding to the next is recommended to avoid these issues. In addition, performing logical tests for necessity and sufficiency at each level can help avoid the selection of spurious causes and promote the consideration of multiple root causes.[9]

Wow, the root cause “Why Caribbean citizens abandon their homelands” is tied to the community ethos and embedded racial inequalities in the ancient European world. Now that we know – thanks to the iterative interrogative technique – we can deploy new community ethos plus new strategies, tactics, implementations and advocacies to turn-around Caribbean failings into opportunities for success.

The Go Lean book identifies Toyota Motor Company as a role model for deploying agile/lean methodologies in delivering quality. Quality delivery is a mission of the Go Lean movement. The book serves as a roadmap for the introduction and implementation for the technocratic Caribbean Union Trade Federation (CU). As a federal government, there will be the need to employ agile/lean methodologies to ensure that a small organizational footprint can provide the facilitations to enhance the region’s economic, security and governing engines. For a regional population of 42 million, the plan is to only engage 30,000 federal civil servants, but with a lot of systems and agile methodologies. That is lean!

By being lean, the stewards of this new Caribbean can fulfill the Go Lean vision: a better region to live, work and play. In the end, we would dissuade the brain drain, and then eventually invite the Diaspora to return, to repatriate to their ancestral homelands.

The Go Lean book was constructed with community ethos – national spirit that drives the character and identity of its people – in mind, plus the execution of strategies, tactics, implementation and advocacies to keep the regional government lean. The Go Lean roadmap presents the CU as a real organizational structure. Go Lean Commentary – YouTube Millionaire: ‘Tipsy Bartender’

“Out with the old; in with the new” …

… media that is.

The transformation to new media has taken hold. More and more people are consuming electronic media; so much so that it is becoming the mainstay for communications and entertainment.

This reference to electronic media conveys visual images; that means television, yes  …

CU Blog - YouTube Millionaires - TipsyBartender - Photo 2… but today, there is also the ubiquity of the internet, with its many video streaming services. The “new” in new media refers more to this medium than it does TV.

This is the change that has come to the world … and the Caribbean.

The book Go Lean … Caribbean advocates for the Caribbean region to better prepare to exploit the agents of change affecting the world. The book specifically identified technology and globalization among those agents (Page 57). It then declares that the region needs to move to the corner of preparation and opportunity.

Here – this commentary – is an example of the full manifestation of this “corner”. Identifying how – and why – networks can emerge without the need for investment into network infrastructure. The old adage is “where there’s a will, there’s a way”; but now there is only the need for the “will”, as the “way” is already in place, ubiquitous and fully accepted.

The Go Lean book relates how we are now able to have a network without the “network”. Many models abound on the world-wide-web. Previously, this commentary identified the World Wrestling Entertainment (WWE) and ESPN-W; now the focus is the platform of YouTube, and the millionaires that have emerged. The YouTube network is delivered via the internet-streaming only.

This platform allows for nimble individuals and enterprises, the “fast and the furious”, to exploit the tenets of Internet Communications Technologies (ICT). So this platform – or even a homegrown duplicate as in the www.myCaribbean.gov portal defined in the Go Lean book – demonstrates how we in the Caribbean can elevate our eco-systems of ICT, entertainment, television, and economics.

This commentary presents the profile of one member of the Caribbean Diaspora – Bahamas – who serves as a role model for his exploitation of YouTube videos: Skyy John.

Skyy John has successfully brought the party to YouTube. The 37-year-old Bahamian has found online success thanks to TipsyBartender, a channel on which he teaches viewers how to craft a variety of mixed drinks. John’s videos tend to have several elements in common: They feature colorful beverages, feature attractive women as John’s assistants, and convey a fun-loving atmosphere. This formula has proven to be a hit with the online audience. TipsyBartender, which is partnered with the Tastemade network, now has more than 1.4 million subscribers. Here’s what John had to say about that:

Tubefilter: How does it feel to have one million subscribers? What do you have to say to your fans?

Skyy John: It feels amazing, humbling and empowering when you think of that many people supporting what you do.

I would like to tell each one of them that I love you, and you’re all very special to me. To celebrate hitting one million subscribers, I set up a meet and greet at a local bar. I bought everyone drinks and shots all night because it’s the least I could do to show my appreciation.

TF: How did you get started on YouTube?

SJ: In the early days of YouTube I had an idea for a talk show – I shot a really low budget pilot of it and posted it online. The response was good, so I kept making videos where I’d go around and interview people. As a means of diversifying my content, since I was a bartender, I’d show people how to make one or two cocktails. A friend of mine, Monroe, said “Hey, why don’t you start a bartending channel?” I said, “That’s a good idea,” and TipsyBartender was born.

TF: What made you decide to include women in all your videos?

SJ: When you come to the TipsyBartender channel and you watch an episode, yes I always have an attractive female cohost, and to the new viewer who thinks they’re there for looks, it’s much deeper than that. Behind the scenes, the show has been primarily powered by women, in terms of working out the format, designing the style of thumbnails, choosing the drinks that we make – it’s all been women. Without that very important female touch, the TipsyBartender show that you see today would not exist. I’d like to give a special thanks to Marjane and Emma, the two that really helped me create what you see today. TipsyBartender will always be home to women from all over the world who don’t get a chance in any other medium.

TF: When you create your videos, how do you balance entertaining your audience with conveying your recipes?

SJ: We maintain a very delicate balance between entertainment and education. We keep our recipes simple, which allows us to focus on the entertainment more. Our goal is to learn and have fun while doing it. We are, after all, a party channel.

TF: What in your mind is the most important component of a good cocktail?

SJ: The most important component of a good cocktail is you – the person that I’m serving. You have to like what I’m giving you. The easiest way to accomplish that is to build a cocktail using some ingredients that you already enjoy. You like Kool Aid? I’ll build around that. If you like ice cream, I’ll build around ice cream. You like Gatorade? I’ll build around that. Whatever you like, I’ll use – and that mentality is what makes me a pariah in the world of mixology because most mixologists feel that they know better than you what you should be drinking. They’ll give you a cocktail with aged whiskey, organic basil, handcrafted bitters, ice from the Alps, and tell you that “Hey, this is the most perfect best greatest drink ever!” What if that person you’re serving it to doesn’t like any of that s**t? Only you know what you like. You’re drinking the drink, I’m just working with you – i’m not a mixologist. I’m here to have fun and make cocktails. Drinking is supposed to be enjoyable, not feel like a damn chemistry exam.

TF: There don’t seem to be a ton of drinks channels on YouTube. Why do you think it’s not a more common category?

SJ: Because it’s very difficult to do. Drink-making is not that exciting because it’s very difficult to present it in an interesting format. Luckily, we’ve been able to get it right and to keep people interested, and every day we strive to continue doing what we’re doing and make our audience grow.

TF: What is your favorite cocktail you’ve made on your channel?

SJ: There are too many to list. Some of the favorite drinks I made were the rainbow shots, because that was difficult to learn how to do. Definitely some of the jungle juices because they’re pretty crazy, and believe it or not it requires a lot of math and planning to make the appropriate amounts in large quantities. Some of the jello shots we’ve made for sure. My favorites would probably have to be ice cream drinks or drinks based around rum, especially coconut rum.

TF: When you’re out bartending, do you ever get recognized as “that guy from the Internet”?

SJ: All the time – but I don’t bartend in a bar anymore. I actually got fired because of TipsyBartender. I was spending so much time on the show, so much time editing that I needed to get my shifts covered. Working in L.A. you got people covering shifts all the time, so it wasn’t really a problem at first. I was called into work for a meeting and they said I hadn’t been there in a few months – I said “I’ll get back to work, don’t worry I got you,” –  but I didn’t realize that they were monitoring me. They discovered that in four months following our meeting, I only worked once. So I got the call saying “Go mix drinks man, we’ll handle the bar.”

TF: What’s next for your channel? Any fun plans?

SJ: TipsyBartender morphed into a truly global brand where we have tons of fans all over the world, primarily because we focused on Facebook, where videos are very easily shared. We’re now approaching 7 million fans that are highly engaged in what we do. Our Facebook engagement is higher than that of all the biggest liquor brands around the world combined! Our next step for us is to take our cocktails and products around the world. We’re also in the developing stages of creating a Kickstarter to fund our first bar in L.A.

The actuality of YouTube and the role model of Skyy John is a lesson for the Caribbean; there is heavy-lifting required to transform society. The book Go Lean…Caribbean serves as a roadmap for the introduction and implementation of the Caribbean Union Trade Federation (CU), a technocratic federal government to administer and optimize the economic/security/governing engines of the region’s 30 member-states. In addition, there is the vision for the Caribbean Postal Union (CPU), the focus of which is to coordinate regional mail plus the www.myCaribbean.gov portal to offer email and social media functionality for all Caribbean stakeholders: 42 million residents, 10 million in the Diaspora and even the 80 million tourists-visitors.

The Go Lean roadmap accepts the precept that one person can make a difference in society. What’s more, that one person does not have to be a genius – in the way society measures genius – they only need to be committed and disciplined. That is the example of Skyy John, committed and disciplined in the occupation of bartending, not exactly a STEM field (Science, Technology, Engineering and Mathematics), but impactful nonetheless.

Bartending is more art than science.

This Go Lean economic empowerment roadmap strategizes to create a Single Media Market to leverage the population of the entire region, an audience of 42 million people across 30 member-states and 4 languages consuming cutting-edge ICT offerings. YouTube provides a great role model for the CU‘s executions; making the regional implementation of social media and internet streaming, www.myCaribbean.gov, economically viable. This means jobs and entrepreneurial opportunities.

At the outset, the roadmap recognizes the need for ICT development and job creation with these statements in the opening Declaration of Interdependence (Page 13 & 14):

xxi. Whereas the preparation of our labor force can foster opportunities and dictate economic progress for current and future generations, the Federation must ensure that educational and job training opportunities are fully optimized for all residents of all member-states, with no partiality towards any gender or ethnic group. The Federation must recognize and facilitate excellence in many different fields of endeavor, including sciences, languages, arts, music and sports. This responsibility should be executed without incurring the risks of further human flight, as has been the past history.

xxvi. Whereas the Caribbean region must have new jobs to empower the engines of the economy and create the income sources for prosperity, and encourage the next generation to forge their dreams right at home, the Federation must therefore foster the development of new industries… . In addition, the Federation must invigorate the enterprises related to existing industries like tourism, fisheries and lotteries – impacting the region with more jobs.

xxvii. Whereas the region has endured a spectator status during the Industrial Revolution, we cannot stand on the sidelines of this new economy, the Information Revolution. Rather, the Federation must embrace all the tenets of Internet Communications Technology (ICT) to serve as an equalizing element in competition with the rest of the world. The Federation must bridge the digital divide and promote the community ethos that research/development is valuable and must be promoted and incentivized for adoption.

xxviii. Whereas intellectual property can easily traverse national borders, the rights and privileges of intellectual property must be respected at home and abroad. The Federation must install protections to ensure that no abuse of these rights go with impunity, and to ensure that foreign authorities enforce the rights of the intellectual property registered in our region.

In the Go Lean book and previous blogs, the Go Lean movement asserted that the market organizations and community investments to garner economic benefits of ICT are within reach, with the proper technocracy. The eco-system for streaming videos is inclusive of the roadmap’s quest to make the Caribbean region a better place to live, work and play.

Now is the time for all of the Caribbean to lean-in to the following community ethos, strategies, tactics, implementations and advocacies detailed in the book Go Lean…Caribbean to deliver the solutions to elevate the Caribbean region through ICT:

This Go Lean roadmap is committed to availing the economic opportunities of ICT but the roadmap is bigger than just videos; its a concerted effort to elevate all of Caribbean society. The CU is the vehicle for this goal, this is detailed by the following 3 prime directives:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines.
  • Improve Caribbean governance to support these engines.

This Go Lean roadmap looks for the opportunities to foster interest that may exists in specific endeavors, and then explore the business opportunities around servicing that demand. This is the example that the ‘Tipsy Bartender’ (Skyy John) provides for his Caribbean neighbors – though he now lives in Los Angeles, California. Oh, how much better to foster these passions right here at home in the Caribbean region.

This quest is conceivable, believable and achievable, but it is not easy; it is heavy-lifting. This is the quest of Go Lean/CU roadmap, to do the heavy-lifting to make the Caribbean a better place to live, work and play. 🙂
