Future Focused – Policing the Police

It’s the economy, Stupid!
Quotation from Presidential Candidate Bill Clinton’s 1992 response to a question on voters’ primary issue.

Actually, there are other issues too, when considering why people flee from their Caribbean homeland and pursue life as a foreigner in the Diaspora – for some countries, according to a World Bank report, the vast majority of the college-educated population (60 to 81 percent) have fled. As was related in the Clinton quote, the primary reason is economic, but there are security concerns as well.

This commentary is about optimizing the police and security apparatus in the Caribbean region. If the region is to transform from its dysfunctional past to a brighter future, we must address regional security as strenuously as we address regional economics.

This discussion aligns with a motivation of the movement behind the book Go Lean…Caribbean – available to download for free – to dissuade Caribbean citizens from abandoning their homelands and invite the Diaspora to return, to repatriate. The movement describes the “Push” and “Pull” reasons why people leave in the first place, as follows:

  • “Push” refers to people who feel compelled to leave, to seek refuge in a foreign land. “Refuge” is an appropriate word; because of societal defects, many from the Caribbean must leave as refugees – think Crime Victims, Domestic-abuseLGBTDisabilityMedically-challenged– for their life, liberty and pursuit of happiness. For these people, it is like “they are on fire” and need to stop-drop-and-roll.
  • “Pull”, on the other hand refers to the lure of a more prosperous life abroad; this is mostly economic in nature as people are emigrating on the false perception that they can have a better “home” abroad.

Yes, while deficient economics – the primary reason – may affect the wallet, security deficiencies may affect life-and-death. Deficiencies – not enough – are not the only problem with Caribbean security measures; sometimes the problem is too much, as in “abuses”. All in all, there is the need to Police the Police – see the definitions of the noun and the verb in Appendix B – to give help and support, yes, but accountability too. Why the checks-and-balances? “No justice, no peace”. (See the depiction of unrestrained police abuse in the Appendix VIDEO below).

The Go Lean book therefore focuses on the future and how we can assuage both economics and security inequities. At the outset, this Future Focused book states (Page 3) that the economy of the Caribbean is inextricably linked to the security of the region. Therefore any economic action plan must also include a security pact to implement the mechanisms to ensure greater homeland protections. These efforts must monitor and mitigate against power abuses, economic crimes, systemic threats and also facilitate natural disaster planning and response agencies.

Every Caribbean member-state has a police/security entity, and yet there are so many security inadequacies. The future must therefore include better solutions and better deliveries. The Go Lean book provides a 370-page turn-by-turn guide for forging a new future; it details “how” to adopt new community ethos, plus the strategies, tactics, implementations and advocacies so as to formulate change, to deviate from the current path and foster a brighter-better-safer future. This would mean reforming and transforming the police and security apparatus. This Go Lean book serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU) to elevate the societal engines, including the optimization of the regional security apparatus and justice institutions.

There is currently a regional security apparatus, but it is very deficient! Consider the news article in Appendix A below, depicting the IMPACS investigation of Police excessive force/extra judicial killings (12) in St. Lucia. IMPACS is the formal name for the CARICOM agency with the anti-crime scope. IMPACS = Implementation Agency for Crime and Security.

Improving or elevating the regional security apparatus, is a mandate of this Future Focused roadmap; the plan is to Police the Police.

We accept that all is not well in the Caribbean – in fact the region is in crisis – but it can get better … in the future. We have challenges and opportunities. The Future Focus allows us to work to assuage the challenges. This is what the Go Lean book presents, a workable roadmap to effect change in all societal engines. In fact, the roadmap features these 3 Future Focused prime directives:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to ensure public safety and protect the resultant economic engines.
  • Improve Caribbean governance to support these engines, including a separation-of-powers between the member-states and CU federal agencies.

The Go Lean book features this excerpt-summary (Page 23) of Security Principles:

This roadmap for Caribbean integration declares that peace, security and public safety is tantamount to economic prosperity. This is why an advocacy for the Greater Good must be championed as a community ethos. A prime precept is that it is “better to know than to not know” – this implies that privacy is secondary to security. A secondary precept is that bad things will happen to good people and so the community needs to be prepared to contend with the risks that can imperil the homeland.

Rampant crime and security inadequacies can drive good people away from their beloved homelands … to settle in as refugees in foreign lands, where their prospects for life is only one of marginalization, until the next generation. We must do a better job of protecting our people here at home; and we must protect the protectors; and protect the people from the protectors. These are the challenges – heavy-lifting – of shepherding society in a pluralistic democracy.

Despite the American territorial status, this threat is still ever-present in Puerto Rico. They need the full protection of a technocratic Caribbean Union Trade Federation.

    The United Nations Security/Peacekeeping Forces in Haiti did some good … and some bad. Their personnel needed to be held to account for their impropriety. There is a greater need for a local/regional security solution, for the protections and accountability – there is a Military Justice eco-system embedded in the CU/Go Lean roadmap.
  • Grenada Diaspora Bails-out National Police with Protective Gear
    Who do national Police Forces call now when they have a problem bigger than they can handle with their resources? The answers are limited. This demonstrates the need for a better regional security apparatus – this is the CU/Go Lean roadmap – to support the local police institutions – to step in, step up and help out.
  • Securing the Homeland – On the Ground
    The CU/Go Lean roadmap calls for the acquisition and deployment of advanced security systems (hardware and software). Many of the cutting-edge solutions allow the security forces to do more with less.
  • Waging a Successful War on ‘Terrorism’
    The threat of terrorism is just too big for community policing. The solutions require a bigger effort than what any one Caribbean member-state can muster alone. The CU/Go Lean roadmap provides a technocratic regional option.
  • Prisoners for Profit – Abuses in the Prison Industrial Complex
    The human rights of prisoners are easily abused and their labors exploited without the proper stewardship in the security apparatus. The CU/Go Lean security roadmap considers lessons learned from the ugly US history.
  • Justice Strategy: Special Prosecutors / Commissions of Inquiries … et al
    Security engines are complicated to implement in society; they require a political process, consensus-building and compromise. But abuses abound! So there must be checks-and-balances and escalation for conflict resolutions. The CU/Go Lean roadmap calls for optimized justice institutions based on best practices from other societies.

The effort, as detailed in this commentary: to better secure the homeland and optimize justice institutions, is designed to lower the “push-pull” factors that lead to the current atrocious Caribbean brain-drain rate.

In addition, “power” is often associated with abuse, so there is the plan to “check” those with power, and the security institutions.

Can we improve community policing in the Caribbean homeland? Can we better protect those protecting society? Can we provide checks-and-balances on those who wield the power?

Yes, we can!

Though this is not easy – heavy-lifting – it is conceivable, believable and achievable.

This is the kind of Future Focused efforts that are needed to reform and transform Caribbean society – we must Police the Police – to make our homelands better- safer places to live, work and play. 🙂

Appendix A – National Security Minister cautions against identifying officers in IMPACS investigation

The National Security Minister [of St. Lucia] has advised journalists against exposing the identity of the police officers currently being questioned as part of the IMPACS investigation. [(CARICOM Implementation Agency for Crime and Security)].

Hermangild Francis says the officers have not been charged and could become targets in their communities.

“To go around showing persons pictures who have not even been charged or anything like that is unfair and a very dangerous precedent that is being set. So I want to make an appeal to the press that they refrain from showing the photographs of anybody that the DPP [(Director of Public Prosecutions)] will speak to,” Francis said.

Three officers have been brought in for questioning as the Officer of the Director of Public Prosecutions seeks to bring an end to the IMPACS case amid mounting pressure from the United States and the European Union.

Former Prime Minister Dr Kenny Anthony had in 2013 commissioned an investigation by the Caribbean Community IMPACS agency into alleged extra judicial killings by members of the Royal Saint Lucia Police Force (RSLPF).

The killings occurred under a special police operation dubbed “operation Restore Confidence” instituted during a period of heightened criminal activity.

In an address to the nation on March 8, 2015 on certain aspects contained in the report, Anthony said, among other things, that the police staged fake encounters and planted evidence in the 12 fatal shootings that took place.

In August 2013, the United States suspended all forms of assistance to the RSLPF, citing allegations of serious human rights violations.

Francis is concerned that publishing images of the officers being questioned in the matter could place their lives in jeopardy.

“A lot of persons are going to be brought in for questioning; some persons who were involved and some people who were not involved. And by showing the photographs of everybody who goes to the DPP is jeopardizing the lives and the safety of the majority of these officers,” he added.

Caribbean proposes new US-Caribbean trade initiative

Many Caribbean member-states feature a governmental structure of democratic socialism; (see Appendix below).

In some places, socialism is a bad word – think Venezuela – but other states feature an advanced prosperous country despite the socialism tag – think Canada. In general, socialism can be depicted as a scale with leftist communism on one end and right-wing capitalism on the other end. The observation and analysis of these varying states during good times and bad times is that the left-leaning socialism countries tend to suffer from a lot of societal abandonment, especially when things go bad, for the reason as described by Margaret Thatcher above. (Consider for example, the Caribbean island of Barbuda, before their recent disaster, there was no private land-ownership).

So many Caribbean member-states have “run out of other people’s money”, thus ensuring a crisis. Alas, this …

The crisis in the Caribbean region right now is in response to Hurricanes Irma and Maria in September 2017 that have devastated many islands – think Puerto Rico, Barbuda and Dominica. It is a good time to re-think the affinity for democratic socialism. These natural disasters are forcing our region to re-think one of the hallmarks of capitalism; our policies on …

… Trade; American Trade to be exact.

Yet still, it becomes obvious what the problem is for so many Caribbean member-states, they seem to “just” want to spend other people’s money rather than do the heavy-lifting – Big Deal – of growing their own economy/wealth. Notice this theme in the news article here from the St. Lucia Times daily newspaper regarding the urgings of their Prime Minister Allen Chastanet:

Prime Minister Chastanet discussed the recent hurricanes that have devastated parts of the Caribbean, rebuilding the Caribbean and Caribbean – US relations.

He said recent events have showed that the Caribbean needs to diversify in terms of its sources of food, pointing to a shutdown of the American hub for several days.

“The support has had to come from the south because while we were going through this, you had two hurricanes heading up north. And literally Miami was on a shutdown. So unfortunately the American hub got shutdown almost for ten days out of Miami.  And so it really has shown us that we need to diversify ourselves a bit and maybe look a bit more to Panama in terms of supplies of food,” Chastanet.

Chastanet said the resilience of the Caribbean is very strong and the region will band together to recover from the disasters.

Chastanet proposed the establishment of a new private sector led initiative what would allow US companies to invest in St Lucia tax free and have their resources sent back home without facing heavy US government taxes.

He said there are great investment opportunities in the Caribbean for American companies.

“Can we not get an incentive, and that’s what we’re in discussions with the US about, that if US companies invest into the Caribbean, that those investments in our books are always tax free that the US allow those funds to be repatriated back into the US tax-free, only on those investments. So 1, it accomplishes getting the funds back into the United States of America. It creates an avenue for the private sector to participate in this growth and brings a lot of money to the table, Chastanet said.

Prime Minister Chastanet is expected to address the UN General Assembly today.

As related, the Prime Minister of St. Lucia – also Chairman of the Organization of Eastern Caribbean States and a governing stakeholder of CariCom – wants to “count America’s money”! He is lobbying for a law – in the US – in which American investors will have tax concessions on their tax obligations to the US Treasury. (There would be no benefit to the US in this scheme).

He is the Chief Executive of a Caribbean member-state urging the US government to skip on their revenue collections so as to benefit the Caribbean; in effect he is “counting” America’s government revenues. See the full interview in the Appendix VIDEO below.

It should be noted that there is no such bill in the US Congress proposing these measures; so this is not lobbying. Rather the imagery of this whole appeal is just that of a foreign Head of Government begging for money with a sign that reads:

“Will NOT work for food”.

No, this is not the branding or image we should want to project to the watching world. But rather, the Honorable Prime Minister’s earlier words reflect the ethos we really need to portray:

Chastanet said the resilience of the Caribbean is very strong and the region will band together to recover from the disasters.

Rather than looking to the US to solve our problems, we want to band together – an interdependence – and work for our own remediation. This is the theme of the book Go Lean…Caribbean and the accompanying blog-commentaries. “Band together” should have been the only appeal at the United Nations. These words should have been echoed in public forums and private discussions with other Caribbean leaders. The Go Lean movement describes this “banding” as a confederation of the 30 Caribbean member-states, including the 2 US Territories of Puerto Rico and the US Virgin Islands. This formation of a Single Market and accompanying Security Pact would usher in the economic empowerments and security/emergency optimization that the region needs.

The book Go Lean…Caribbean – available to download for free – serves as a roadmap for the introduction and implementation of this confederation, the technocratic Caribbean Union Trade Federation (CU). This complex organization structure is designed for the elevation of Caribbean society – for all member-states. This CU/Go Lean roadmap has these 3 prime directives:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion and create 2.2 million new jobs.
  • Establishment of a security apparatus to ensure public safety and protect the resultant economic engines.
  • Improve Caribbean governance to support these engines, including a separation-of-powers between the member-states and CU federal agencies. This includes Self-Governing Entities, bordered campuses that practice pure capitalism.

The book stresses that reforming and transforming the Caribbean societal engines can be successful, but only if it is a regional pursuit – all the member-states band together. This was an early motivation for the roadmap, as pronounced in the opening Declaration of Interdependence (Pages 12 – 13):

i.   Whereas the earth’s climate has undeniably changed resulting in more severe tropical weather storms, it is necessary to prepare to insure the safety and security of life, property and systems of commerce in our geographical region. As nature recognizes no borders in the target of its destruction, we also must set aside border considerations in the preparation and response to these weather challenges.

xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiv. Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

Our appeal to the PM of St. Lucia and to the leaders of all the other member-states:

This is not our first hurricane nor will it be our last. We must recover from these ones and be prepared for others, a lot more of them. “Begging” should not be our recovery plan!

On the other hand, the Go Lean book provides 370-pages of turn-by-turn instructions on “how” to adopt new community ethos, plus the strategies, tactics, implementations and advocacies to execute so as to reboot, reform and transform the societal engines of Caribbean society.

The branding of the CU is a Trade federation, so there is emphasis for optimizing trade for the Caribbean region. Yes, there is tactical plan to establish trade routes beyond Miami-to-the-Caribbean. The Go Lean roadmap posits that with the close proximity of Trinidad to the South American country of Venezuela (7 miles), there could be an elaborate network of transportation options to facilitate the shipment of goods (and passengers) into the Singe Market.

This roadmap is a Big Deal / Big Idea for the Caribbean region; in many ways, the community commitment for the Caribbean may be similar to the American commitment in the 1960’s to Go to the Moon. The Go Lean book relates this on Page 127:

The Bottom Line on Kennedy’s Quest for the MoonOn 25 May 1961, US President John F. Kennedy announced his support for the American Space program’s “Apollo” missions and redefined the ultimate goal of the Space Race in an address to a special joint session of Congress:

  • “I believe that this nation should commit itself to achieving the goal, before this decade is out, of landing a man on the moon and returning him safely to the earth”.

His justification for the Moon Race was both that it was vital to national security and that it would focus the nation’s energies in other scientific and social fields.

This quest was succeeded. At 10:56 pm EDT, on 20 July 1969, the first human (American Astronaut Neil Armstrong) ventured out of the Apollo 11 landing craft and set foot on the Moon declaring: “one small step for man, one giant leap for mankind“.

Other countries have had subsequent moon landings.

Can we get the support of the Prime Minister of St. Lucia and the other Heads of Government throughout the whole region for our “Moon Shot” equivalent, our Big Deal / Big Idea? This is the actual title of one advocacy in the Go Lean book. Consider the specific plans, excerpts and headlines here from Page 127, entitled:

In summary, it is only logical to expect any stewards of society to “corral” the resources, assets and people of the community to effect change, to elevate. On the other hand, it is not logical to expect others to do it for us. This is a child’s expectation for his/her parents. This is inappropriate for independent Caribbean member-states. The aforementioned Economist, Paul Romer, asserted the appropriate strategic plan:

“Economic growth occurs whenever people take resources and re-arrange them in ways that are more valuable”.

Obviously, this economist was advocating a capitalist agenda, in contrast to the democratic socialism practice in the region.

There is only a 7-mile strait between the Caribbean island Trinidad of and its southern neighbor. It is only logical to consider that trade route when the northern route – Miami – is impeded. Such a tactical plan will allow for resiliency for post-disaster scenarios. A potpourri of transportation options – Union Atlantic Turnpike – to facilitate interstate commerce among the islands and coastal states is a better plan than begging for other people’s money.

To all you Caribbean leaders: Do not be surprised when a hurricane hits. Count on it! There will be more … such scenario’s. Climate Change is undeniable! Destructive storms will manifest! Bad actors will emerge. There is a need for security empowerments along with economic empowerments. The economic solution for the Caribbean cannot be: Counting other people’s money.

Now is the time for all of the Caribbean – the leaders and the people – to lean-in for the empowerments described here in the book Go Lean…Caribbean. It is conceivable, believable and achievable to prosper ourselves where planted here in the region; to reform and transform and make our own homeland a better place to live, work and play. 🙂

Appendix – Democratic Socialism

Democratic socialism is a political ideology that advocates political democracy alongside social ownership of the means of production, often with an emphasis on democratic management of enterprises within a socialist economic system.

Democratic socialists see capitalism as inherently incompatible with the democratic values of liberty, equality and solidarity; and believe that the issues inherent to capitalism can only be solved by superseding private ownership with some form of social ownership. Ultimately, democratic socialists believe that reforms aimed at addressing the economic contradictions of capitalism will only cause more problems to emerge elsewhere in the economy, that capitalism can never be sufficiently “humanized” and that it must therefore ultimately be replaced with socialism.[1][2]

Democratic socialism is distinguished from both the Soviet model of centralized socialism and from social democracy, where “social democracy” refers to support for political democracy; the nationalization and public ownership of key industries but otherwise preserving and strongly regulating, private ownership of the means of production; regulated markets in a mixed economy; and a robust welfare state.[3] The distinction with the former is made on the basis of the authoritarian form of government and centralized economic system that emerged in the Soviet Union during the 20th century,[4] while the distinction with the latter is made on the basis that democratic socialism is committed to systemic transformation of the economy while social democracy is not.[5]

The term “democratic socialism” is sometimes used synonymously with “socialism” and the adjective “democratic” is often added to distinguish it from the LeninistStalinist and Maoist types of socialism, which are widely viewed as being non-democratic in practice.[6]

Democratic socialism is not specifically revolutionary or reformist, as many types of democratic socialism can fall into either category, with some forms overlapping with social democracy, supporting reforms within capitalism as a prelude to the establishment of socialism.[7] Some forms of democratic socialism accept social democratic reformism to gradually convert the capitalist economy to a socialist one using pre-existing democratic institutions, while other forms are revolutionary in their political orientation and advocate for the overthrow of the bourgeoisie and the transformation of the capitalist economy to a socialist economy.[8]

Relation to economics

Democratic socialists have espoused a variety of different socialist economic models. Some democratic socialists advocate forms of market socialism where socially-owned enterprises operate in competitive markets and in some cases are self-managed by their workforce. On the other hand, other democratic socialists advocate for a non-market participatory economy based on decentralized economic planning.[38]

Democratic socialism has historically been committed to a decentralized form of economic planning opposed to Stalinist-style command planning, where productive units are integrated into a single organization and organized on the basis of self-management.[39]

Contemporary proponents of market socialism have argued that the major reasons for the failure (economic shortcomings) of Soviet-type planned economies was the totalitarian nature of the political systems they were combined with, lack of democracy and their failure to create rules for the efficient operation of state enterprises.[40]

ENCORE: America’s Race Relations – Spot-on for Protest

The protest action of “Kneeling during the National Anthem” has become huge.

This issue was also huge this day last year – with the below blog-commentary – when NFL quarterback Colin Kaepernick began this protest. What is different now? A lot! Starting with the President of the United States, Donald J. Trump. He seems to want to take America backwards by asserting that NFL players who take a knee should be fired.

Go Lean Commentary – Time To Go – Spot-on for Protest

Here’s an interesting little-known tidbit about Abraham Lincoln – the liberator and emancipator of the American slaves:

Initially, he felt that the freed slaves needed to leave America. He felt that they would never be treated as equals in the land that had previously held them as slaves for 250 years. He advocated for places like the Caribbean (Haiti & British colonies), Central America (Belize & Panama), South America (Guyana) or Africa (Liberia).

Now, 150 years later, perhaps his thinking was “spot-on”.

These 150 years since the formal emancipation has seen a continuous suppression, repression and oppression of the Black race in America. Could they have had a better disposition in the Caribbean, with its Black majority rule?

This commentary asserts that it is easier for the Black-and-Brown populations in the Caribbean to prosper where planted in the Caribbean, rather than emigrating to foreign countries, like the United States.

We agree with Abraham Lincoln’s gut instinct; he was “spot on”.

This point aligns with the book Go Lean…Caribbean, which states that while the blatant racist attitudes and actions may now be considered politically incorrect, the foundations of institutional racism in the US have become even more entrenched. The book supports the notion that the Caribbean can be an even better place to live for the Caribbean’s Black-and-Brown populations, once we make the homeland a better place to live, work and play.

There is the need to optimize the economic, security and governing engines in the Caribbean region. This commentary is 1 of 3 from the movement behind the book Go Lean … Caribbean, in consideration of the rhymes-and-reasons to repatriate back to the Caribbean homeland. The other commentaries detailed in this series are as follows:

All of these commentaries relate to the Caribbean image and disposition as a majority Black region. No racial supremacy is advocated in this book nor by this movement. The motivation is simply for the Greater Good. This is defined as …

the greatest good to the greatest number of people which is the measure of right and wrong.” – Jeremy Bentham (1748-1832).

The Go Lean book and movement serves as a roadmap for the introduction of the technocratic Caribbean Union Trade Federation (CU). The CU is set to optimize Caribbean society through economic empowerment, yes, but there are security and governing dynamics as well. Therefore the Go Lean roadmap has 3 prime directives:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to ensure public safety, justice assurances and protect the economic engines.
  • Improve Caribbean governance to support these engines.

The Go Lean roadmap posits that the Caribbean region is in crisis now, and so many are quick to flee for refuge in foreign countries. But the “grass is not necessarily greener on the other side”; life in the US, for example, is definitely not optimized for the Caribbean’s Black-and-Brown. It is “spot-on” that there is need for protest, anguish and outright fear for the interactions of Black men and the American police/law enforcement establishment.

The Go Lean book asserts that every community has bad actors. The Caribbean has bad actors; and the US has bad actors. But because of the obvious need for reform and to transform the region, it may be easier to effect change at home, than in the foreign country of the US.

Besides, many (non-Black) people in the US, don’t even think they need to change anything. They think there is no problem – everything is fine – notwithstanding the proliferation of Cop-On-Black killings. Hall of Fame coach Mike Ditka has leveled blistering criticism at Colin Kaepernick’s decision to kneel during the national anthem, saying he has “no respect” for the San Francisco 49ers quarterback whose protest has sparked a national discussion over racial injustice, inspired dozens of NFL players to follow suit and landed him on the cover of Time magazine.

“I think it’s a problem, anybody who disrespects this country and the flag,” the longtime NFL coach said in a radio interview on KRLD-FM in Dallas. “If they don’t like the country, if they don’t like our flag, get the hell out. That’s what I think.

“I have no respect for Colin Kaepernick. He probably has no respect for me, that’s his choice. My choice is that I like this country, I respect our flag, and I don’t see all the atrocities going on in this country that people say are going on.

“I see opportunities if people want to look for opportunity. Now if they don’t want to look for them, then you can find problems with anything, but this is the land of opportunity because you can be anything you want to be if you work. Now if you don’t work, that’s a different problem.”

The 76-year-old Ditka, who was inducted into the Pro Football Hall of Fame in 1988, is one of two people in NFL history to win a league title as a player, an assistant coach and a head coach. He graduated from local hero to Chicago icon during an 11-year coaching stint with the Bears that included the team’s only Super Bowl win during the 1985 season, then retired permanently after a failed comeback with the New Orleans Saints in 1999.

A well-known conservative, Ditka publicly flirted with running against Democratic candidate Barack Obama, then a state senator, for the open seat in the US Senate vacated by Illinois senator Peter Fitzgerald in 2004. No one then could have imagined how the election would ultimately propel Obama to the presidency in four years’ time.

“Biggest mistake I’ve ever made,” he told the Dickinson Press in 2013. “Not that I would have won, but I probably would have and he wouldn’t be in the White House.”

In March, Ditka called Obama “the worst president we’ve ever had”.

“Barack Obama is a fine man,” he added. “He’s pleasant, he’d be great to play golf with. He’s not a leader.”

The protagonist in this drama is NFL Quarterback Colin Kaepernick; he has started a protest against the treatment of African-Americans in the US. He asserts that too many unarmed Black Men has died, as of recent, by the hands of White Police Officers. While others share this view, including the African-American President of the US Barack Obama, Mr. Kaepernick is voicing his protest by refusing to stand during the singing of the national anthem at the start of his NFL football games. This protest has fostered a lot of attention … and discord to this issue.

The underlying injustice of Cop-on-Black killings is acute. There is a need for community outrage; it is “spot-on” that anyone would protest. Kudos to Colin Kaepernick! Since he started his protest stance on August 26, 2016, at least 15 more “Black men have been killed by law enforcement officers” as of September 20, 2016; (but there has been 2 more highly publicized killings since this posting: Keith Lamont Scott in Charlotte, North Carolina, and Terence Crutcher in Tulsa, Oklahoma).

The foregoing article gives the instruction for people to leave who do not agree with the American status quo. But can they really? Could the liberated slaves in Lincoln’s day leave for elsewhere? How about the countless cries over the centuries and decades for Black American Nationalism; (as in Marcus Garvey)? Was there an alternative homeland for their consideration? This reminds us of the movie dialogue from the 1982 movie An Officer and a Gentlemen. Remember this exchange:

Foley: You can forget it! You’re out!

Mayo: Don’t you do it! Don’t! You… I got nowhere else to go! I got nowhere else to g… I got nothin’ else.

Seriously, for the majority of Black America, they have no where else to go. The Caribbean Diaspora who represent 1 in 11 Blacks in the US, on the other hand, have the option of repatriating home.

We welcome them! We declare that it is “Time to Go“. We are hereby preparing for their return – fixing our defects – monitoring our “bad actors”.

We have to consider that police officers can also be “bad actors”. The book contends that the Caribbean must better prepare for bad actors, that we will see more of them. With the plan for economic success, comes the eventuality of even more bad actors, just as a result of economic success. This point is pronounced early in the book with the Declaration of Interdependence (Page 12) that claims:

x.   Whereas we are surrounded and allied to nations of larger proportions in land mass, populations, and treasuries, elements in their societies may have ill-intent in their pursuits, at the expense of the safety and security of our citizens. We must therefore appoint “new guards” to ensure our public safety and threats against our society, both domestic and foreign. The Federation must employ the latest advances and best practices of criminology and penology to assuage continuous threats against public safety. The Federation must allow for facilitations of detention for [domestic and foreign] convicted felons of federal crimes, and should over-build prisons to house trustees from other jurisdictions.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes, including piracy and other forms of terrorism, can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

The Caribbean appointing “new guards”, or a security pact to ensure public safety and justice assurance is a comprehensive endeavor, that will encapsulate the needs of all Caribbean stakeholders: governments, institutions and residents.

An important mission of the Go Lean roadmap is to dissuade the high emigration rates of Caribbean citizens to the American homeland. Secondly, there is a mission to encourage the repatriation of the Caribbean Diaspora back to their ancestral homeland.

This means being conscious of why people flee – “push” and “pull” reasons – and monitoring the societal engines to ensure improvement – optimization. (“Push” refers to the societal defects in the Caribbean that moves people to want to get way; and “pull” factors refer to the impressions and perceptions that America is better).

An increased perception that “one would be shoot by a White police officer” should lower the “pull” factor. We would think …

Underlying to the Go Lean/CU prime directive of elevating the economics, security and governing engines of the Caribbean, is the desire to make the Caribbean homeland, a better place to live, work and play. We know “bad actors” will emerge – even as law enforcement officers – so we need to be “on guard”.

We want proactive and reactive mitigations for abuse of power. We want to ensure our Caribbean communities are safe for our stakeholders (residents and visitors). We entreat the American forces to work towards remediating their own defects. But fixing the US is not within our scope; fixing the Caribbean is our only mission.

Saying that it is “Time to Go“, must mean that we are ready to receive our oft-scattered Caribbean Diaspora. Are we ready, now?

Frankly, no …

… but were are ready, willing and able to start the change process, to reform and transform. This was the intent of the book Go Lean … Caribbean. The book contends that the Caribbean must prepare for the return of all of our people, back to these shores. This means people in a good disposition and bad (sick, aged, unemployed, destitute, imprisoned, etc.). This point is pronounced early in the book with the Declaration of Interdependence (Pages 12 & 13) that claims:

xiii. Whereas the legacy of dissensions in many member-states … will require a concerted effort to integrate the exile community’s repatriation, the Federation must arrange for Reconciliation Commissions to satiate a demand for justice.

xviii. Whereas all citizens in the Federation member-states may not have the same physical abilities, reasonable accommodations must be made so that individuals with physical and mental disabilities can still access public and governmental services so as to foster a satisfactory pursuit of life’s liberties and opportunities for happiness.

xix. Whereas our legacy in recent times is one of societal abandonment, it is imperative that incentives and encouragement be put in place to first dissuade the human flight, and then entice and welcome the return of our Diaspora back to our shores. This repatriation should be effected with the appropriate guards so as not to imperil the lives and securities of the repatriated citizens or the communities they inhabit. The right of repatriation is to be extended to any natural born citizens despite any previous naturalization to foreign sovereignties.

xxvi. Whereas the Caribbean region must have new jobs to empower the engines of the economy and create the income sources for prosperity, and encourage the next generation to forge their dreams right at home, the Federation must therefore foster the development of new industries, like that of ship-building, automobile manufacturing, prefabricated housing, frozen foods, pipelines, call centers, and the prison industrial complex. In addition, the Federation must invigorate the enterprises related to existing industries like tourism, fisheries and lotteries – impacting the region with more jobs.

“New Guards” for Public Safety
The CU implements the anti-crime measures and provides special protections for classes of repatriates and retirees. Crimes against these special classes are marshaled by the CU, superseding local police. Since the CU will also install a penal system, with probation and parole, the region can institute prisoner exchange programs and in-source detention for foreign governments, especially for detainees of Caribbean heritage.

The Go Lean roadmap was composed with the community ethos of the Greater Good foremost; for all peoples – Black, Brown, White, Yellow, Red. We advocate for a color-blind society …

… and justice for all.

This is an American concept … in words only. In practice, America has always fallen short in its delivery of justice and opportunities for its Black-and-Brown populations. There is so much that America does right, that we want to model; there is so much that America does poorly, that we want to mitigate. The “grass is not greener on the other side”. Effort is needed anywhere, everywhere, to improve society. But for the Black-and-Brown of the Caribbean, more success from less effort can be expected in the Caribbean than in the US; the underlying foundation of racism in America may be just too hard to unseat.

All Caribbean stakeholders are hereby urged to lean-in to this Go Lean/CU roadmap to elevate the Caribbean; to make our homeland a better place to live, work and play. 🙂

After Irma, America Should Scrap the ‘Jones Act’

The Caribbean has just been devastated by Hurricane Irma – the longest Category 5 storm recorded in modern times – it wreaked catastrophic havoc in BarbudaSaint BarthélemySaint MartinAnguilla, Puerto Rico and the Virgin Islands as a Category 5 hurricane[4][5] .

There is the need for relief, recovery and rebuilding!

This title, “After Irma, America Should Scrap the Jones Act” – in the news article in the below Appendix referring to the temporary waiver of the law – is also a familiar advocacy from this commentary, from the movement behind the book Go Lean…Caribbean – available to download for free. A previous blog-commentary declared:

Stupidity of the Jones Act
The Jones Act mandates that for a ship to go from one US port to another US port it must be American-made and American flagged. Also, for foreign ships to trade in US Territories, they must first journey to a foreign port before they could journey to another American port to transport goods. This seems “stupid”; but the adherence to this law keeps American maritime commerce options afloat; this means someone is getting paid; … a distortion in the reality of Puerto Rico-[Virgin Islands]-to-US Mainland trade.

The Go Lean movement asserts that the US Territories in the Caribbean deserve better; they deserve the full exercise of the free market, not just now for the hurricane relief-recovery-rebuilding but all the time. This is why we call the ‘Jones Act’ stupid and strongly urge for its repeal. These US Territories – make that colonies – are pressed between a rock and a hard place, their best hope for survival and prosperity is to grow-up from their American neo-colonial status.

What? How? When? Where? All these questions and more are answered in the Go Lean book. The book serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU), for the elevation of Caribbean society – for all member-states. This CU/Go Lean roadmap has these 3 prime directives:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion and create 2.2 million new jobs.
  • Establishment of a security apparatus to ensure public safety and protect the resultant economic engines.
  • Improve Caribbean governance to support these engines, including a separation-of-powers between the member-states and CU federal agencies.

The Go Lean book posits that devastating hurricanes – like Irma – will now be the norm. This problem is too big for any one Caribbean member-state alone to contend with. The book therefore stresses that reforming and transforming the Caribbean societal engines must be a regional pursuit. This was an early motivation for the roadmap, as pronounced in the opening Declaration of Interdependence (Pages 12 – 13):

i. Whereas the earth’s climate has undeniably changed resulting in more severe tropical weather storms, it is necessary to prepare to insure the safety and security of life, property and systems of commerce in our geographical region. As nature recognizes no borders in the target of its destruction, we also must set aside border considerations in the preparation and response to these weather challenges.

xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiii. Whereas many countries in our region are dependent OverseasTerritory of imperial powers, the systems of governance can be instituted on a regional and local basis, rather than requiring oversight or accountability from distant masters far removed from their subjects of administration. The Federation must facilitate success in autonomous rule by sharing tools, systems and teamwork within the geographical region.

xxiv. Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

The Go Lean book provides 370-pages of turn-by-turn instructions on “how” to adopt new community ethos, plus the strategies, tactics, implementations and advocacies to execute so as to reboot, reform and transform the societal engines of the American Caribbean Territories and all of Caribbean society. Puerto Rico and the USVI had problems before Irma; their daily life is filled with troubles and strife. While they need the ‘Jones Act’ to be waived for this hurricane relief-recovery-rebuilding effort, even more they need the ‘Jones Act’ repealed for everyday life.

This commentary commences a 4-part series on the Aftermath of Hurricane Irma. This storm was devastating to the Atlantic tropical region, the Caribbean and US State of Florida. There are a lot of mitigation and remediation efforts that can be done to lessen the impact of storms. Sub-Title: The century-old law restricting trade between U.S. ports is a costly failure.

CU Blog - After Irma, America Should Scrap the Jones Act - Photo 1Another big hurricane, another temporary waiver of the Jones Act — the 1920 law mandating that goods and passengers shipped between U.S. ports be carried in U.S.-flagged ships, constructed primarily in the U.S., owned by U.S. citizens, and crewed by them or by U.S. legal permanent residents.

Circumstances did indeed demand a new stay on this dumb law — but it would be better to get rid of it altogether, as Senator John McCain and others have argued.

The Jones Act was meant to ensure that the U.S. has a reliable merchant marine during times of national emergency. It has devolved into a classic protectionist racket that benefits a handful of shipbuilders and a dwindling number of U.S. mariners. It causes higher shipping costs that percolate throughout the economy, especially penalizing the people of Alaska, Guam, Hawaii and Puerto Rico.

Despite the law, the U.S. merchant fleet has continued to shrink. Today there are only about 100 large ships that meet its requirements — and many of them are past their best. In part because of the high cost of using Jones Act vessels, coastal shipping has steadily declined, even though it would otherwise be more efficient in many cases than trucks and railroads. The act distorts trade flows, giving imports carried by foreign ships an edge over goods shipped from within the U.S. Proposed extensions of the law could threaten the development of offshore energy resources as well as exports of U.S. oil and natural gas.

Defenders of the law say its effects are uncertain because there’s too little data. The Federal Reserve Bank of New York suggests a way to put that right: Give a five-year Jones Act waiver to Puerto Rico. That would provide data for a more rigorous analysis while giving the island’s battered economy a lift. Short of outright repeal, Congress could also revisit the law’s ancient, burdensome rules on crew sizes and much else. If the law remains, its focus should be on restoring the vibrancy of coastal maritime commerce, not on counting ships and sailors.

Economics aside, one might ask, isn’t the Jones Act vital for national security? Hardly. Much of the U.S. Ready Reserve Fleet is foreign-built. Very few Jones Act ships are the roll-on, roll-off kind that the military wants. To be sure, the U.S. has sound strategic reasons for maintaining some shipbuilding capability — but smarter support narrowly directed to that purpose would be cheaper and fairer than a trade law that does so much pointless collateral harm.

The latest waiver is slated to expire this week. Modernizing the law would be a step forward. But the best thing to do with the Jones Act is scrap it.

What does the lyrics of this song mean? (See VIDEO here). The analysis is that it is poetic and prophetic. The song has a personal indictment and a community indictment. The lyrics directly address a young girl who stumbles into a party lifestyle; being victimized by abusers or “pimps”. The warning is that she would be considered nothing more than a commodity – to be counted on for illicit profits – rather than a real human with hopes and dreams. As for the community indictment, this submission on SongMeanings.com conveys an insightful point:

General Comment
I’ve always had the impression that this song is about Jamaica, Bob’s mother-country, and its contradictions, described through the technique of personification. If this were the case, most of the girl’s attributes and actions would refer to the whole community of Jamaicans and not to a single person, as it first appears. What makes this song so beautiful is the sadness, tenderness and pride of Marley’s lyrics and voice, as he describes his people’s use and abuse of drugs, its innate tendency to smile, have fun and carry on in spite of the poverty, violence and harshness which characterizes life in that country, and above all its vulnerability to the lies, deception and empty promises of politicians and elites in general, a vulnerability which forces most people into a lifelong submission and which gives this song its title.

There is a vulnerability to lies, deception and empty promises in the Caribbean. Other people have raised money under the guise of helping our region, but then only kept the monies for themselves … mostly. There is the need for philanthropy, charitable donations and community development, but we need to take the lead for this ourselves, rather than the potential of being victimized by others.

This is not a theory; this is a fact! Remember the $500 million raised by the American Red Cross to benefit Haiti after the 2010 Earthquake; the money mostly disappeared with little manifestation in Haiti. 🙁

Perhaps this is a by-product of the attitude of depending on “other peoples money”; this is so familiar in the Caribbean. For the past 50 years of Caribbean integration movements (West Indies Federation, Organization of Eastern Caribbean States and Caribbean Community or CariCom), the focus had been on soliciting aid – begging – from the richer North American and European nations.

Today, our message to Caribbean stakeholders is: Grow Up Already!

Truly, at what point is it expected that we would mature and take care of our own responsibilities?

Answer: Now! Half-pass now!

This point was eloquently conveyed in a previous blog-commentary, where it related how Caribbean member-states use “development funds” (International Aid) for budgetary support for the governments to fulfill their responsibilities in the Social Contract. As a reminder, this implied Social Contract refers to the arrangement where citizens surrender some of their freedoms and submit to the authority of the State in exchange for protection of remaining natural and legal rights. This contract authorizes the State to raise revenues from taxes and fees, but “one cannot get blood from a stone”. The 30 Caribbean member-states are mostly all Third World countries; they hover near the poverty line.

Yet still, the book Go Lean … Caribbean asserts it is high-time for this region to grow up and adapt best-practices to elevate our society. We can improve all societal engines: economics, security and governance. This theme is weaved throughout the Go Lean book which serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU). This Go Lean/CU roadmap has the vision of elevating Caribbean society by optimizing these engines. Observe the prime directives as published in the book:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant engines and mitigate internal and external “bad actors”.
  • Improvement of Caribbean governance to support these engines, including a separation-of-powers between the CU federal government and the member-states.

The Bible states …

… “anyone with ears to hear should listen and understand!” – Matthew 11:15; New Living Translation.

This does not mean that gleaning the wisdom of the fallacy of other people taking the lead for our development will eliminate our poverty. No; we are still a region of Third Word countries; that same Bible translation continues that “you will always have the poor among you” –  Matthew 26:11. We simply need to take the lead ourselves of soliciting aid, collecting the aid and managing the distribution of that aid and the resultant accountability. This is no “rocket science”; in fact, it is no science at all. It is mostly an art, and there are competent role models who perform these functions well; we only need to adapt their best-practices.

Consider this company Brewco Marketing; they consider themselves “the marketing vehicle for America’s most trusted brands”. This is a fitting analysis as this company currently conducts marketing campaigns to raise money to benefit impoverished people in several Caribbean countries, the Dominican Republic for example.

cu-blog-charity-management-grow-up-already-photo-6Brewco Marketing Group – see Appendix VIDEO below – is a leading experiential marketing company specializing in strategy, design, in-house fabrication, activation and program management. They provide these marketing services for other companies: for-profit corporations and not-for-profit charities. One such client is Compassion International, a Christian child sponsorship organization dedicated to the long-term development of children living in poverty around the world. They are headquartered in the US city of Colorado Springs, Colorado; but they function in 26 countries such as Bolivia, Colombia, Mexico, Haiti, Kenya, India and the Dominican Republic. According to the Wikipedia page on this charity, (retrieved September 12, 2016), this organization provides aid to more than 1,700,000 children.

Bravo Compassion International! See an example here of the type of faith-based advocacy Compassion International is conducting in our Caribbean region; in this case, the Dominican Republic: http://changetour.compassion.com/experience-dominican-republic/    

But, consider that Compassion International outsources to a for-profit marketing firm – Brewco – to solicit funding. What is Brewco’s motivation? Simple: Profit.

While not impugning any bad motives to Brewco or Compassion International, this commentary asserts for self-sufficiency, that “charity begins at home”. This is a basic prerequisite for a mature society.

This consideration aligns with the strategies, tactics, implementations and advocacies of the book Go Lean…Caribbean. The declaration is that the Caribbean must be front-and-center in providing for our own solutions. The alternative of someone else taking the lead for our solution, despite how altruistic the motives, seems to be lacking…every time! Consider this encyclopedia detail on criticism of “Child Sponsorship” charities:

Critics have argued that child sponsorship could alienate the relatively privileged sponsored children from their peers and may perpetuate harmful stereotypes about third-world citizens being helpless. They also claim that child sponsorship causes cultural confusion and unrealistic aspirations on the part of the recipient, and that child sponsorship is expensive to administer.[8][9] This latter problem has led some charities to offer information about a “typical” child to sponsors rather than one specifically supported by the sponsor. In some cases charities have been caught sending forged updates from deceased children.[10]

The Effective Altruism community – social movement that applies evidence and reason to determining the most effective ways to improve the world – generally opposes child sponsorship as a type of donor illusionGivewell – American non-profit charity evaluator – describes sponsorship thusly:[11]

  • Illusion: through an organization such as “Save the Children“, your money supports a specific child.
  • Reality: as “Save the Children” now discloses: “Your sponsorship contributions are not given directly to a child. Instead, your contributions are pooled with those of other sponsors to provide community-based programming for all eligible children in the area.”

Considering this reality, we exclaim to the Caribbean: Grow up already!

The Go Lean book declares (Page 115) that:

“Haiti [in particular and the Caribbean in general] – should not be a perennial beggar; the Caribbean should not be perennial beggars, but we do need capital/money, especially to get started”.

The Go Lean movement (book and blogs) posits that the Caribbean must not be vulnerable to these American Crony-Capitalistic forces.

We do not need some external entity fleecing the public in our name – under the guise of charities but retain vast majorities of the funding as administrative costs – executive salary and bonuses – rather than the intended benefactors.

The Caribbean must do better!

The book Go Lean…Caribbean pursues the quest to elevate the Caribbean region through economic, security and governing empowerments. This includes oversight and guidance for Non-Governmental Organizations (NGO’s) in the region. The Go Lean/CU roadmap provides for better stewardship for the Caribbean homeland; and it describes NGO’s as additional Caribbean stakeholders. Governance to this vital area is part of the maturity our region must show; it is not about independence, but rather it conveys the community ethos of interdependence. This point was pronounced early in the Go Lean book, in the opening Declaration of Interdependence (Pages 11 & 14) with these acknowledgements and statements:

xi.   Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xii. Whereas the legacy in recent times in individual states may be that of ineffectual governance with no redress to higher authority, the accedence of this Federation will ensure accountability and escalation of the human and civil rights of the people for good governance, justice assurances, due process and the rule of law. As such, any threats of a “failed state” status for any member state must enact emergency measures on behalf of the Federation to protect the human, civil and property rights of the citizens, residents, allies, trading partners, and visitors of the affected member state and the Federation as a whole.

xxxiii. Whereas lessons can be learned and applied from the study of the recent history of other societies, the Federation must formalize statutes and organizational dimensions to avoid the pitfalls of [other] communities.

This is the quest of CU/Go Lean roadmap: to provide new guards for a more competent Caribbean administration … by governmental organizations and non-governmental organizations. Under this roadmap, NGO’s would be promoted, audited and overseen by CU administrators. The CU would be legally authorized as “deputies” of the member-state governments.

The Go Lean book stresses key community ethos, strategies, tactics, implementations and advocacies necessary to turn-around the eco-systems of Caribbean governance. These points are detailed in the book as follows:

So the Caribbean experience with Charity Management in the past and at present is not ideal. How do we apply this insight to impact our future executions?

The primary strategy for improving Charity Management is to keep the administration local; this includes the fund development and the decision-making.

Looking at the great models and samples from Compassion International and Brewco Marketing, can we deploy mobile trailers and immersive exhibits? Can we deploy smart phone apps or tablets with walk-along narration to convey the desperate need for international aid in the Caribbean? Can we foster an eco-system with monthly billing, credit card transactions, or text-message billing?

Yes, we can …

… and this is the “grown up” thing to do, after being burned so often by outsiders.

The Go Lean roadmap seeks to empower and elevate Caribbean societal engines. We have a lot to do, the Go Lean book describes it as heavy-lifting. We see the American Crony-Capitalism in action. We do not want to follow their lead. We want to learn from their good and bad examples and models. (It is out-of-scope for the Go Lean movement to fix America). We simply want to fix our Caribbean society to be more self-reliant, both proactively and reactively.

Our quest is simple, a regional effort to make the Caribbean homeland a better place to live, work and play. 🙂

A ‘Clear and Present Danger’ sounds ominous…

There should be no question as to intent or consequence if the situation goes unimpeded.

The ‘Clear and Present Danger’ doctrine is a concept in jurisprudence, which has bearing on everyday life for everybody. It refers to not just a potential danger but one that will likely cause a catastrophe if not immediately obstructed or neutralized.

This phrase was suggested as a test of harmful speech by the US Supreme Court Justice Oliver Wendell Holmes in the 1919 case of Schenck v. United States. In delivering the court’s unanimous decision upholding the conviction of a Socialist Party Officer (who encouraged resistance to the World War 1 Draft) under the Espionage Act (which suppressed Free Speech), Justice Holmes noted that the “character of every act depends upon the circumstances in which it is done.” He went on to say that, “when a nation is at war many things that might be said in time of peace are such a hindrance to its effort that their utterance will not be endured so long as men fight and that no court could regard them as protected by any constitutional right.” (Source: http://www.businessdictionary.com/definition/clear-and-present-danger.html)

How would this concept in jurisprudence relate to the everyday life for the average person in the Caribbean?

This consideration is presented in conjunction to mitigations and remediation for protecting the Caribbean homeland. The assertion in the book Go Lean … Caribbean (Page 23) is that with the emergence of new economic engines, “bad actors” will also emerge thereafter to exploit the opportunities, with good, bad and evil intent. But the book warns against more than just bad people, rather “bad actors”; thusly referring to corporate entities, natural disasters (hurricanes are assigned people names) and other “random acts” (think “red tides”, pandemics, etc.). The book relates that this is a historical fact that is bound to be repeated … again and again.

This point is pronounced early in the book with the Declaration of Interdependence (Page 12) that claims:

i.     Whereas the earth’s climate has undeniably changed resulting in more severe tropical weather storms, it is necessary to prepare to insure the safety and security of life, property and systems of commerce in our geographical region. As nature recognizes no borders in the target of its destruction, we also must set aside border considerations in the preparation and response to these weather challenges.

ii.    Whereas the natural formation of the landmass for our lands constitutes some extreme seismic activity, it is our responsibility and ours alone to provide, protect and promote our society to coexist, prepare and recover from the realities of nature’s occurrences.

x.   Whereas we are surrounded and allied to nations of larger proportions in land mass, populations, and treasuries, elements in their societies may have ill-intent in their pursuits, at the expense of the safety and security of our citizens. We must therefore appoint “new guards” to ensure our public safety and threats against our society, both domestic and foreign. The Federation must employ the latest advances and best practices … to assuage continuous threats against public safety.

xii. Whereas the legacy in recent times in individual states may be that of ineffectual governance with no redress to higher authority, the accedence of this Federation will ensure accountability and escalation of the human and civil rights of the people for good governance, justice assurances, due process and the rule of law. As such, any threats of a “failed state” status for any member state must enact emergency measures on behalf of the Federation to protect the human, civil and property rights of the citizens, residents, allies, trading partners, and visitors of the affected member state and the Federation as a whole.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes, including piracy and other forms of terrorism, can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

The Caribbean appointing “new guards”, or a security pact to ensure public safety includes many strategies, tactics and implementations considered “best-practices”. We must be on a constant vigil against these “bad actors”, man-made or natural. This necessitates being pro-active in monitoring, mitigating and managing risks. Then when “crap” does happen, the “new guards” will be prepared for any “Clear and Present Danger“. The Go Lean book describes an organization structure with Emergency Management functionality, including Unified Command-and-Control for Caribbean Disaster Response, Anti-crime and Military Preparedness.

Wait! Wasn’t this done before? Didn’t the Caribbean region member-states come together – September 1, 2005 – and establish a security apparatus so as to assuage public safety risks and threats?

Yes, this is part of the CariCom (Caribbean Community) effort. The Go Lean book and these blogs commentaries have consistency railed against the ineffectiveness and inefficiency of CariCom and its regional organs.

The Caribbean Disaster Emergency Management Agency (CDEMA)[1] is an inter-regional supportive network of independent emergency units throughout the Caribbean region; see Appendix below. Originally formed as the Caribbean Disaster Emergency Response Agency (CDERA) it under-went the name change to CDEMA in September 2009.

What about regional defense?

There is a regional initiative branded the Regional Security System (RSS); it is an international agreement for the defense and security of the eastern Caribbean region. The Regional Security System was created out of a need for collective response to security threats, which were impacting on the stability of the region in the late 1970s and early 1980s. On 29 October 1982 four members of the Organisation of Eastern Caribbean States—namely, Antigua & Barbuda, Dominica, St. Lucia, and St. Vincent & the Grenadines—signed a memorandum of understanding (MOU) with Barbados to provide for “mutual assistance on request”. The signatories agreed to prepare contingency plans and assist one another, on request, in national emergencies, prevention of smuggling, search and rescue, immigration control, fishery protection, customs and excise control, maritime policing duties, protection of off-shore installations, pollution control, national and other disasters and threats to national security. Saint Kitts & Nevis joined following independence in 1983, and Grenada joined two years later.

These two initiatives CDEMA and RSS constitutes the regional security solutions for the Caribbean. “Our thimble runneth over!”

What is the problem with CDEMA, RSS and CariCom? For starters these regional efforts, the Caribbean Community, does not represent the full community of the Caribbean; not even half of the Caribbean. Consider here:

CU Member states not included or participating in CDEMA, RSS or CariCom:

  • Cuba
  • Dominican Republic
  • US Territories (Puerto Rico, US Virgin Islands)
  • Dutch Territories (ABC Islands: Aruba, Bonaire, Curacao; SSS Islands: Saba, Saint Marteen; Saint Eustatius)
  • French Territories (Guadeloupe, Martinique, St. Barthélemy, St. Martin)

Secondly, CariCom has extreme funding challenges; the regional construct depends on income derived almost exclusively from grants from the American federal government (US-AID), Canadian agencies and the EU’s Development Fund (EDF). After 40 years of CariCom, it can be concluded that the CariCom Secretariat and regional organs fail to meet the needs of the Caribbean people, even for the people in its participating member-states. They are a great “talking head”; nothing more. The Go Lean book quotes an internal report (Page 92) complaining of the severe weaknesses of the regional construct, stating their tendency to announce decisions over new initiatives as if full implementation were imminent, resulting in a so-called “implementation deficit”.

Obviously, the established security solution is not fully established and does not really solve any threats; therefore the region is not secured.

This reality is pronounced early in the Go Lean book (Page 8) with this declaration regarding the promoters of the Go Lean movement, that they are …

… not affiliated with the CariCom or any of its agencies or institutions. This movement is not an attempt to re-boot the CariCom, but rather a plan to re-boot the Caribbean… This movement was bred from the frustrations of the Diaspora, longing to go home, to lands of opportunities. But this is not a call for a revolt against the governments, agencies or institutions of the Caribbean region, but rather a petition for a peaceful transition and optimization of the economic, security and governing engines in the region.

The Go Lean book is a petition for change and optimization, serving as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU). The CU would roll the charters of CDEMA, RSS and CariCom into one consolidated, integrated and collaborated effort. The CU is set to optimize Caribbean society through economic empowerment, and also homeland security in the region, since these are inextricably linked to this same endeavor.

Therefore the Go Lean roadmap has 3 prime directives:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines and theCaribbean homeland.
  • Improvement of Caribbean governance to support these engines.

The CU Homeland Security forces have to always be “on guard”, on alert for real or perceived threats. The legal concept is one of being deputized by the sovereign authority for a role/responsibility in a member-state. So when “crap” happens these CU forces are expected to aid, assist, and support local resources in these member-states when called on. But, when a member-state is the problem, in terms of malfeasance, misfeasance or nonfeasance, the “Clear and Present Danger” mandate should be invoked. As a security apparatus, there should also be certain defined threats that would be designated as primarily assigned to the CU; this would apply in a Declaration of War against a known state-sponsored enemy.

But the world has now changed; there is the new threat of an unknown, non-state-sponsored enemy: the scourge of terrorism. Consider the situation in the United States, we all know of the World Trade Center attacks on September 11, 2001, but since then terrorist attacks have actually been a constant threat in the US. In a recent blog/commentary, it was reported that there were 17  terrorist attacks against the American homeland in this decade alone, since 2010. Surely the threat of terrorism is a “clear and present danger” in the US.

The CU treaty calls for the mitigation of terrorism to be a constant charter for the CU Homeland Security forces.

For most of the Caribbean, we are allied with the US; we even have two US Territories “smack-dab” in the middle of our archipelago. So the American terrorist-enemies are very much our enemies. Therefore the CU/Go Lean roadmap posits that the region must prepare an optimized security apparatus for its own security needs. This time for real!

The request is that all Caribbean member-states empower a security force to execute a limited scope on their sovereign territories. The legal basis for this empowerment is a Status of Forces Agreement (SOFA), embedded at the CU treaty initiation, thereby authorizing the CU Homeland Security Department for its role and responsibility for all the “crap” that could happen to the peace and prosperity of the Caribbean people. The CU Trade Federation would lead, fund and facilitate a security force, even encapsulating existing armed forces (full-time or part-time/reserves) as needed, at the discretion of the CU Commander-in-Chief.

The existing Caribbean Security initiatives have failed the region. Despite the existence of agencies like the CDEMA and RSS, the CariCom has not ascended to prominence in local communities. Most people do not even know these agencies exist. It is not seen, heard or felt. This is not the level of governance the Caribbean region needs; we need more; we need better. Previous Go Lean commentaries have meticulously detailed the overall failure of CariCom.

Perhaps the problem is economics (funding)? Or perhaps the security enablement (legal authorization to act)? Or perhaps, its the governance and administration? There are many questions; the only answer that matters is the solutions must address the Clear and Present Dangers.

Consider these monumental episodes and events in the Caribbean region that have occurred in the recent past; the expectation is that they would have invoked the “Clear and Present Danger” clause for engagement from the CDEMA entity. Was there a noticeable Caribbean-Regional presence in response to these disastrous events?

There are also examples of Industrial Incidents – Chemical Spills – not on the CDEMA list; (the exclusion is inexcusably surprising). These would have gotten the attention of CU Emergency Management agencies, as these also pose a “Clear and Present Danger”. This sample list is just for Jamaica:

The presence of this regional construct has not been felt in most of the Caribbean member-states. They have emerged more as an after-the-fact data collector. The burden of direct remediation, beyond the direct member-state, is elusive in the Caribbean homeland. Consider this short-list of emphatic disasters that, to date, have remained unmanaged and unresolved, despite the  “Clear and Present Dangers”:

There is a difference between effectiveness and efficiency. It is easy for an individual or small group to simply deliver on a plan; that is efficiency. Effectiveness would be to get the buy-in from all stakeholders, so as to complete the needed collaboration, consensus-building and compromise. That is heavy-lifting.

All in all, the failures of CariCom, CDEMA and RSS are attributable to this one premise: “Too little, too late”.

It is time for more and better. By contrast, the CU‘s requirement for the SOFA is “Step One, Day One” in the Go Lean roadmap. The CU organization must be empowered for proactive and reactive management of natural disasters, industrial accidents, bacterial & viral pandemics and terrorism-related events. Published on Jun 19, 2012 – This is the third film based on Tom Clancy’s high-tech espionage potboilers starring CIA deputy director Jack Ryan. Harrison Ford, returning to the Ryan role after his first go-round in 1992’s Patriot Games, is assigned to a delicate anti-drug investigation after a close friend of the President (a Reaganesque Donald Moffat) is murdered by a Colombian drug cartel. When Ryan discovers that the President’s wealthy friend was in league with the cartel, the President’s devious national security adviser (Harris Yulin) and an ambitious CIA deputy director (Henry Czerny) send a secret paramilitary force into Colombia to wipe out the drug lords. The force is captured and then abandoned by the President’s lackeys. It falls to Ryan to enter Colombia and rescue them, aided only by a renegade operative named Clark (Willem Dafoe), with both his life and career on the line.

The adoption of a “Clear and Present Danger” mandate is reflective of a technocratic work edict and community ethos. We can and must do better!

The advocacy to adopt the structure of a technocracy is reflective of this commitment to do better. The term technocracy is used to designate the application of the scientific method to solving social and economic problems. The CU must start as a technocracy, not grow into a technocracy – too much is at stake – lives are involved; see Appendix B below of Haiti’s Earthquake Photos.

All of the Caribbean is hereby urged to lean-in to this roadmap, to make the Caribbean safer and make the region a better destination to live, work and play.

There has been a major natural disaster – Hurricane Harvey and subsequent flooding – in the US State of Texas this week. Many individuals and institutions are now scrambling to provide relief to the victims in the area.

It is during the worst of times that we see the best in people.

This statement needs to be coupled with the age old proverb: “The Road to Hell is Paved with Good Intentions“…

… especially when it comes to disaster relief.

In previous blog-commentaries promoting the book Go Lean…Caribbean, it was established that “bad things happen to good people”; (i.e. ‘Crap Happens’ – So What Now?, Managing a ‘Clear and Present Danger’). Yes, disasters are a reality for modern life. The Go Lean book posits that with the emergence of Climate Change  that natural disasters are more common place.

In addition there are earthquakes …

… these natural phenomena may not be associated with Climate Change, but alas, they too are more common and more destructive nowadays. (People with a Christian religious leanings assert that “an increase of earthquakes is a tell-tale sign that we are living in what the Bible calls the “Last Days” – Matthew 24: 7).

$500 Million In Haiti Relief - Photo 1The motives of the Go Lean book, and accompanying blogs is not to proselytize, but rather to prepare the Caribbean region for “bad actors”, natural or man-made. The book was written in response to the aftermath and deficient regional response following the great earthquake in Haiti on January 12, 2010. Many Non-Government Organizations (NGO) embarked on campaigns to shoulder a response, a relief and rebuilding of Haiti. Many people hold the view that those efforts did a lot of harm, along with some good.

In a previous blog-commentary, it was reported how the fundraising campaign by one group, the American Red Cross, raised almost US$500 million and yet only a “piddling” was spent on the victims and communities themselves.

Now we learn too that many good-intentioned people donated tons of relief supplies that many times turned out to be “more harm than help”. See the story here in this news VIDEO; (and/or the Narration Transcript/photos in the Appendix below):

Posted April 24, 2016 – Many of the well-meaning articles Americans donate in times of disaster turn out to be of no use to those in need. Sometimes, they even get in the way. That’s a message relief organizations very much want “us” to heed. This story is reported by Scott Simon, [on loan from] NPR. (VIDEO plays best in Internet Explorer).

This commentary asserts that more is needed in the Caribbean to facilitate good disaster relief, in particular a technocratic administration. This consideration is the focus of the strategies, tactics, implementations and advocacies of the Go Lean…Caribbean book. The declaration is that the Caribbean itself must be agile, lean, and optimized in providing its own solutions for disaster recovery. The alternative, from past experiences like in this foregoing VIDEO, is that others taking the lead for our solution seem to fall short in some way … almost every time!

The Caribbean must now stand up and be counted!

The Go Lean book declares (Page 115) that the “Caribbean should not be perennial beggars, [even though] we do need capital/money to get started”, we need technocratic executions even more.

What is a technocracy?

This is the quest of the Go Lean movement. The movement calls for a treaty to form a technocratic confederation of all the 30 member-states in the Caribbean region. This will form a Single Market of 42 million. The consolidation and integration allows for economies-of-scale and leverage that would not be possible otherwise. “Many hands make a big job … small”. But it is not just size that will define the Caribbean technocracy but quality, efficiency and optimization as well.

According to the Go Lean book (Page 64), the …

“… term technocracy was originally used to designate the application of the scientific method to solving social and economic problems, in counter distinction to the traditional political or philosophic approaches. The CU must start as a technocratic confederation – a Trade Federation – rather than evolving to this eventuality due to some failed-state status or insolvency.”

The book Go Lean…Caribbean serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU) to provide better stewardship for the Caribbean homeland. The foregoing VIDEO describes the efforts of non-governmental organizations (NGO) in shepherding disaster reliefs. These NGO’s are stakeholders in this Caribbean elevation roadmap. Even though many of the 30 member-states are independent nations, the premise of the Go Lean book is that there must be a resolve for interdependence among the governmental and non-governmental entities. This all relates to governance, the need for this new technocratic stewardship of regional Caribbean society. The need for this resolve was pronounced in the opening Declaration of Interdependence (Pages 11 & 14) with these acknowledgements and statements:

i.    Whereas the earth’s climate has undeniably changed resulting in more severe tropical weather storms, it is necessary to prepare to insure the safety and security of life, property and systems of commerce in our geographical region. As nature recognizes no borders in the target of its destruction, we also must set aside border considerations in the preparation and response to these weather challenges.

ii.    Whereas the natural formation of the landmass for our lands constitutes some extreme seismic activity, it is our responsibility and ours alone to provide, protect and promote our society to coexist, prepare and recover from the realities of nature’s occurrences.

x.   Whereas we are surrounded and allied to nations of larger proportions in land mass, populations, and treasuries, elements in their societies may have ill-intent in their pursuits, at the expense of the safety and security of our citizens. We must therefore appoint “new guards” to ensure our public safety and threats against our society, both domestic and foreign. The Federation must employ the latest advances and best practices … to assuage continuous threats against public safety.

xi.   Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xii. Whereas the legacy in recent times in individual states may be that of ineffectual governance with no redress to higher authority, the accedence of this Federation will ensure accountability and escalation of the human and civil rights of the people for good governance, justice assurances, due process and the rule of law. As such, any threats of a “failed state” status for any member state must enact emergency measures on behalf of the Federation to protect the human, civil and property rights of the citizens, residents, allies, trading partners, and visitors of the affected member state and the Federation as a whole.

xxxiii.   Whereas lessons can be learned and applied from the study of the recent history of other societies, the Federation must formalize statutes and organizational dimensions to avoid the pitfalls of [other] communities.

This is the quest of CU/Go Lean roadmap: to provide new guards for a more competent Caribbean administration … by governmental organizations and non-governmental organizations. (NGO would also be promoted, audited and overseen by CU administrators). The Caribbean must do better!

Our quest must start “in the calm”, before any storm (or earthquake). We must elevate the societal engines the Caribbean region through economic, security and governance empowerments. In general, the CU will employ better strategies, tactics and implementations to impact its prime directives; identified with the following 3 statements:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines and the Caribbean homeland.
  • Improvement of Caribbean governance to support these engines.

The Go Lean book calls on the Caribbean region to be more technocratic: collectively self-reliant, both proactively and reactively. Appendix Transcript – When disaster relief brings anything but relief

When Nature grows savage and angry, Americans get generous and kind. That’s admirable. It might also be a problem.

“Generally after a disaster, people with loving intentions donate things that cannot be used in a disaster response, and in fact may actually be harmful,” said Juanita Rilling, director of the Center for International Disaster Information in Washington, D.C. “And they have no idea that they’re doing it.”

Rilling has spent more than a decade trying to tell well-meaning people to think before they give.

In 1998 Hurricane Mitch struck Honduras. More than 11,000 people died. More than a million and a half were left homeless.

And Rilling got a wake-up call: “Got a call from one of our logistics experts who said that a plane full of supplies could not land, because there was clothing on the runway. It’s in boxes and bales. It takes up yards of space. It can’t be moved.’ ‘Whose clothing is it?’ He said, ‘Well, I don’t know whose it is, but there’s a high-heeled shoe, just one, and a bale of winter coats.’ And I thought, winter coats? It’s summer in Honduras.”

Humanitarian workers call the crush of useless, often incomprehensible contributions “the second disaster.”

In 2004, following the Indian Ocean tsunami, a beach in Indonesia was piled with used clothing.

There was no time for disaster workers to sort and clean old clothes. So the contributions just sat and rotted.

CU Blog - Logistics of Disaster Relief - Photo 1“This very quickly went toxic and had to be destroyed,” said Rilling. “And local officials poured gasoline on it and set it on fire. And then it was out to sea.”

“So, rather than clothing somebody, it went up in flames?” asked Simon.

“Correct. The thinking is that these people have lost everything, so they must NEED everything. So people SEND everything. You know, any donation is crazy if it’s not needed. People have donated prom gowns and wigs and tiger costumes and pumpkins, and frostbite cream to Rwanda, and used teabags, ’cause you can always get another cup of tea.”

You may not think that sending bottles of water to devastated people seems crazy. But Rilling points out, “This water, it’s about 100,000 liters, will provide drinking water for 40,000 people for one day. This amount of water to send from the United States, say, to West Africa — and people did this — costs about $300,000. But relief organizations with portable water purification units can produce the same amount, a 100,000 liters of water, for about $300.”

And then there were warm-hearted American women who wanted to send their breast milk to nursing mothers in Haiti after the 2010 earthquake.

“It sounds wonderful, but in the midst of a crisis it’s actually one of the most challenging things,” said Rebecca Gustafson, a humanitarian aid expert who has worked on the ground after many disasters.

“Breast milk doesn’t stay fresh for very long. And the challenge is, what happens if you do give it to an infant who then gets sick?”

CU Blog - Logistics of Disaster Relief - Photo 2December 2012, Newtown, Connecticut: A gunman killed 20 children and six adults at Sandy Hook Elementary School. Almost instantaneously, stuff start arriving.

Chris Kelsey, who worked for Newtown at the time, said they had to get a warehouse to hold all the teddy bears.

Simon asked, “Was there a need for teddy bears?”

“I think it was a nice gesture,” Kelsey replied. “There was a need to do something for the kids. There was a need to make people feel better. I think the wave of stuff we got was a little overwhelming in the end.”

And how many teddy bear came to Newtown? “I think it was about 67,000,” Kelsey said. “Wasn’t limited to teddy bears. There was also thousands of boxes of school supplies, and thousands of boxes of toys, bicycles, sleds, clothes.”

Newtown had been struck by mass murder, not a tsunami. As Kelsey said, “I think a lot of the stuff that came into the warehouse was more for the people that sent it, than it was for the people in Newtown. At least, that’s the way it felt at the end.”

Every child in Newtown got a few bears. The rest had to be sent away, along with the bikes and blankets.

CU Blog - Logistics of Disaster Relief - Photo 3There are times when giving things works. More than 650,000 homes were destroyed or damaged in Hurricane Sandy in 2012. Thousands of people lost everything.

Tammy Shapiro is one of the organizers of Occupy Sandy, which grew out of the Occupy Wall Street movement.

“We were able to respond in a way that the big, bureaucratic agencies can’t,” Shapiro said.

When the hurricane struck, they had a network of activists, connected and waiting.

“Very quickly, we just stopped taking clothes,” Shapiro said. Instead, they created a “relief supply wedding registry.”

“We put the items that we needed donated on that registry,” said Shapiro. “And then people who wanted to donate could buy the items that were needed. I mean, a lot of what we had on the wedding registry was diapers. They needed flashlights.”

Simon asked, “How transportable is your experience here, following Hurricane Sandy?”

“For me, the network is key. Who has the knowledge? Where are spaces that goods can live if there’s a disaster? Who’s really well-connected on their blocks?”

Juanita Rilling’s album of disaster images shows shot after shot of good intentions just spoiling in warehouses, or rotting on the landscape.

“It is heartbreaking,” Rilling said. “It’s heartbreaking for the donor, it’s heartbreaking for the relief organizations, and it’s heartbreaking for survivors. This is why cash donations are so much more effective. They buy exactly what people need, when they need it.

“And cash donations enable relief organizations to purchase supplies locally, which ensures that they’re fresh and familiar to survivors, purchased in just the right quantities, and delivered quickly. And those local purchases support the local merchants, which strengthens the local economy for the long run.”

Disaster response worker Rebecca Gustafson says that most people want to donate something that is theirs: “Money sometimes doesn’t feel personal enough for people. They don’t feel enough of their heart and soul is in that donation, that check that they would send.

“The reality is, it’s one of the most compassionate things that people can do.”

Disaster Preparation: ‘Rinse and Repeat’

The reality of Caribbean life: we must contend with natural disasters, not of our making, “again and again”. The situation can be described as “Rinse and Repeat“.

Climate Change is not of our making, but it is our problem. Truth be told, it is not just our problem alone; the whole planet is affected. It is what it is!

Some communities have done a better job than others in preparing for the unavoidable:

“Some communities”? “Better job“? That is not us … in the Caribbean!

As related in a previous Go Lean commentary, our Caribbean region has failed … in our managing this Agent-of-Change:

… we do not have the luxury of “sticking our head in the sand” and pretending that these problems will simply go away. The region has been devastated with this dysfunction and mis-management. Some 70% of Caribbean college-educated citizens have already fled their homelands in an undisputed brain drain. It’s time now to manage change differently than the Caribbean has done as of late. It’s time now to “Go Lean”.

The book Go Lean…Caribbean – available to download for free – serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU), for the elevation of Caribbean society – for all member-states. This CU/Go Lean roadmap has these 3 prime directives for us to do a better job:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion and create 2.2 million new jobs. This includes an efficient Emergency Management apparatus to ensure business continuity.
  • Establishment of a security apparatus to ensure public safety and protect the resultant economic engines.
  • Improve Caribbean governance to support these engines, including a separation-of-powers between the member-states and CU federal agencies. We can “move” member-state governments simply through funding, rankings and ratings.

The book stresses that reforming and transforming the Caribbean societal engines must be a regional pursuit. This was an early motivation for the roadmap, as pronounced in the opening Declaration of Interdependence (Pages 12 – 13):

Whereas the earth’s climate has undeniably changed resulting in more severe tropical weather storms, it is necessary to prepare to insure the safety and security of life, property and systems of commerce in our geographical region. xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiv. Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

Emergence of the Caribbean Union
Lean-in for the Caribbean Single Market & Economy initiative as the Caribbean Union Trade Federation. This allows for the unification of the 30 member-states into one market, thereby spreading the risk and premium base across a market of 42 million people. The Caribbean member-states have Hurricane Katrina styled disasters (relatively speaking) every year.

Caribbean Emergency Management Agency – Federal Disaster Declarations
Modeled after FEMA in the US, this agency will be charged with the preparation, response and reconstruction for the regions for the eventual manifestations of hurricanes, earthquakes, tsunamis, flooding and other declared disasters, natural and man-made like medical epidemic, drought, pollution, oil spills, terrorism, etc.

Support Services for First Responders
Training, licensing and standards for Emergency Managers, Paramedics, Firefighters, Search and Rescue resources. For major disasters, some of these resources will come from international origins; they will need the support services (language translation, guides, maps, etc.) and coordination to maximize their results.

Animal Partner Training and Development
Maintain plantations for the training, development and boarding of “search & rescue” dogs, cadavers dogs and other service animals (horses, mules, pigs, etc.) so that there will be local resources within the region. (We cannot always depend on international responses in light of other regions experiencing their own disasters). These animals need not be owned by any one member-state, they can be on loan from CU resources.

Siren Warnings & Notifications
The CU will install tornado-style alarms/sirens in all major municipalities. In addition, the CU will implement tsunami warning messaging (emails/text) in coastal areas & seismic meters throughout the region in the affected “fault-line” areas.

Airlift & Sealift Authorizations
The CU Emergency Management Agency can license, regulate and authorize (air & sea) vessels and vehicles for emergency deployment in a disaster zone, before during and after the disastrous event.

JUA-style Insurance Fund
The fiduciary management of premiums and claims to allow the immediate response for reconstruction after disasters. These financial services, sidecars traded in markets can be direct or indirect as in reinsurance or insurer-of-last-resort.

Economic Crime Enforcement During and After Disasters
The CU will police, investigate and prosecute price gouging, insurance red lining and other economic crimes of both the “white collar” and “blue collar” variety. Once a CU-member-state declares a Disaster Emergency, new rules (quasi-Marshall Law) goes into effect. The CU will review and prosecute the actions of civilians and institutions alike.

Disaster Declaration Loans
Once there’s a Federal Disaster Declaration, the CU will make funds available for low-interest loans for communities to fund reconstructions. With tourism as a major “cash crop” the goal will be to restore the locality as a tourist destination as soon as possible, as even the perception of prolonged disaster damage can affect future bookings and travel plans.

Building Codes and Standards
Through peer review, the CU will regionalize the standards of building codes to assuage the threat of hurricanes and earthquakes, ensuring a higher survivability rate in the Caribbean islands. Due to economic pressures, when buildings and homes cannot be retrofitted, they will be rated for evacuation during hurricane warnings, or earthquake after-shocks.

The Caribbean must foster a better disaster preparation and response apparatus. We must do it now! Lives are at stake.

Just look at our American neighbors – they are suffering right now in the Greater Metropolitan area of Houston, Texas.

Fix ‘Climate Change’ – Yes, We Can

We do not have the resources (time, talent and treasuries) to fix Climate Change for the planet ourselves, but we can fix it in our Caribbean region. This is a “Lesson in History” that our community has learned … from back in 1863:

There is an important lesson to learn in considering the history of the American Civil War. The war was fought over the issue of slavery. This was an ugly institution for those condemned as slaves. In the United States, that ugly disposition extended beyond the slaves themselves to the entire Black race. Though individuals could be set free, laws in the country could push them back into slavery without any due process. This was the case with the “Fugitive Slave Act of 1850″. Any Black person could be detained as a runaway slave and returned to any alleged Slave Master in the South; no matter any proof or the truth, or lack there-of. In many jurisdictions, a Black man could not even testify against white people. (This was the basis for the autobiographical book – by Solomon Northup – and movie “12 Years A Slave”).

To be Black in the America of those days, one “could not win, could not break-even and could not get out of the game”. There was no neutral destination in America. The optimal option was the only option, to work towards the end of slavery.

For this reason many Blacks joined the war effort, at great sacrifice to themselves and their community. This was a matter of principle! There is an important lesson for the Caribbean from this history[1] :

    The 54th Regiment Massachusetts Volunteer Infantry was an infantry regiment that saw extensive service in the Union Army during the American Civil War. The regiment was one of the first official African-American units in the United States during the Civil War.

Remediating and mitigating Climate Change will be a battle. We need our own “Voluntary Infantry“ in this fight.

“We have a dog in this fight” – English language slang.

In the Caribbean, we must confederate and implement the institutions to work to remediate and mitigate Climate Change. We must “join in this fight”; we must Go Green and we must Go Blue. We have to be prepared for natural disasters – they will come … assuredly every season, some Caribbean destination will be impacted. We must be prepared to:

Rinse and Repeat.

If we are ready, to quickly respond, offer relief and rebuild – so as to guarantee the business continuity – we would then do a better job in our quest to make our homeland a better place to live, work and play. 🙂

Hurricane Flooding – ‘Who Knew?’

“Just keep living” – Old Wives’ Tale by “my late Mother-in-law”

Those 3 words reflected the wisdom of an 80 year-old woman. It simply meant:

If you do not see the logic, common sense or best-practice of some advice, just keep living and life will eventually convince you.

This sage advice is presented in contrast to the new President of the United States, Donald J. Trump, who in the first 100 days of his administration encountered a failure with trying to introduce new Health Care legislation. His response was:

Who knew “Health Care” was so complicated. – CNN

This is not a commentary about Health Care, but rather Hurricane Flooding preparation, response and mitigation. Once again, the American President has proven that he has not learned that wisdom exhibited by my now-deceased Mother-in-Law. On this occasion of a Category 4 storm – see photos and VIDEO’s of Hurricane Harvey in the Appendix below – drowning Southeast Texas with volumes and volumes of water (surge, rain and river flooding) – he exclaimed that this flooding was “unexpected”:

With all due respect Mr. President, it is the same with “Hurricane Flooding” as it was with Health Care:

Who Knew? Everybody – paying attention – knew!

Yes, this is “throwing shade” at President Trump, but this is a fair judgement as he made a cardinal mistake when assessing the seriousness of hurricanes and tropical storms; he is a Climate Change denier. This commentary previously related how this President declared – on June 1: the start of Hurricane Season – that he is withdrawing the US from the one international effort designed to abate Climate Change: the Paris Accord. That blog-commentary warned:

This is a matter of security; perhaps we [(Caribbean)] should not look to the US to take the lead for our own fate. This is so familiar … and a Hot Topic today as European member-states are contemplating how much they can look to the US for leadership for their security needs.

This was the assertion of the book Go Lean…Caribbean; available to download for free. xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiv. Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

Lessons from Colorado: Black Ghost Towns – “Booker T. turning in his grave”

Whatever a man sows, that he will also reap. – The Bible – Galatians 6:7

Or stated otherwise:

If you sow wheat, you will reap wheat … during the harvest.

Barring any extra-natural intervention, a roadmap that is based on this natural law should indeed experience success. And yet, Booker T. Washington – one of the most influential African-American leaders in the history of the country – is probably “turning in his grave”, when considering the actuality of so many Black townships that were formed in his wake.

The book Go Lean…Caribbean makes an important point about the African experience in the US; it is one of deferred gratification, not to expect an immediate return, result and consequence; the reap-what-you-sow mantra had been irrelevant.

There is a Lesson in History that Caribbean communities must consider. One commentator, activist and comedian summarized it as the “home court advantage”:

The world is mourning the passing of this comedian, Dick Gregory at age 84 (October 12, 1932 – August 19, 2017). Among the many accomplishments in his full life was this one declaration – quoted in a previous Go Lean commentary – on November 27, 1963 when President Lyndon Johnson announced at a Joint-Session of Congress that he would continue with the recently assassinated John Kennedy’s Civil Rights agenda:

“Twenty million American Negroes unpacked”.

He thereby acknowledged that until that moment – in the 1960’s – the United States of America was really not home for the minority African-American populations. No, White America had the “home-court advantage”.

This “home-court advantage” is in contrast with the straight-forward, natural and moral precept … mentioned at the outset. That precept was vocalized by Booker T. Washington. He advocated an economic empowerment plan to “prosper where planted”. This was sound, if not for the actuality of White Supremacy in early 20th Century America.

Booker T. Washington and W.E.B. Du Bois … were [both] very important in the history of civil rights for African-Americans. They both wanted the same elevation of their community – [the “Way Forward”] – in American society, but they both had different strategies, tactics and implementations.

Washington’s biggest legacy is the Tuskegee University (Tuskegee Institute in his day). Du Bois’s legacy stems from his co-founding the NAACP (National Association for the Advancement of Colored People).

The conclusion … is that the journey for full citizenship for African-Americans took 100 years from the time of the Washington / Du Bois chasm. No matter the detailed approach, 100 years is still 100 years.

From the point of view of the Caribbean and the publishers of Go Lean…Caribbean, we side with both civil rights leaders in aspirations, but lean towards Booker T. Washington in strategies. Underlying to Mr. Washington’s advocacy, was for the Black Man to remain in the South, find a way to reconcile with his White neighbors and to prosper where he was planted.

The point from a Caribbean perspective is “the more things change, the more they remain the same”. We have problems in the Caribbean to contend with, many of which we are failing miserably. But our biggest crisis stems from the fact that so many of our citizens have fled their Caribbean homelands for foreign (including American) shores.

The purpose of this commentary is not to fix America, it is to fix the Caribbean. But the push-and-pull factors are too strong coming from the US. We must lower the glimmering light, the “pull factors”, that so many Caribbean residents perceive of the “Welcome” sign hanging at American ports-of-entry. A consideration of this commentary helps us to understand the DNA of American society: un-reconciled race relations in which Black-and-Brown are still not respected.

The logical conclusion: stay home in the Caribbean and work toward improving the homeland. The US should not be the panacea of Caribbean hopes and dreams.

Booker T. Washington advocated this strategy: prosper where you’re planted.

After 100 years, and despite an African-American President, we must say to Mr. Booker T. Washington: We concur!

The history and legacy of one of the Booker T’s inspired Black townships – Dearfield, Colorado – is commemorated in the Black American West Museum and Heritage Center in Denver, Colorado. This historicity – see encyclopedic details here – is one of the lessons learned from developments in Denver and the State of Colorado. This is the theme of this series of commentaries on lessons that have been learned by Caribbean stakeholders visiting, observing and reporting on this US State of Colorado.

Dearfield is a “ghost town” and a historically black majority settlement in Weld County, Colorado, United States. It is 30 miles (48 km) east of Greeley. The town was formed by Oliver T. Jackson who desired to create a colony for African Americans; [he was inspired by the ideals set forth in Booker T. Washington’s book “Up from Slavery”; see Appendix below]. In 1910, Jackson, a successful businessman from Boulder, filed on the homestead that later became the town and began to advertise for “colonists.” The name Dearfield was suggested by one of the town’s citizens, Dr. J.H.P. Westbrook who was from Denver. The word dear was chosen as the foundation for the town’s name due to the precious value of the land and community to the town’s settlers.[2]

The first settlers of Dearfield had great difficulty farming the surrounding pasture and endured several harsh seasons. However, by 1921, 700 people lived in Dearfield. The town’s net worth was appraised at $1,075,000. After several prosperous years, the Great Depression arrived and the town’s agricultural success significantly declined. Settlers began to leave Dearfield in order to find better opportunities. By 1940, the town population had decreased to 12, only 2% of the town’s 1921 population. Jackson desperately attempted to spur interest in the town, even offering it for sale. However, there was little interest in Dearfield. Jackson died on February 18, 1948.

A few deserted buildings remain in Dearfield: a gas station, a diner, and the founder’s home. In 1998, the Black American West Museum in Denver began to make attempts to preserve the town’s site. It is a Colorado Registered Historic Landmark. A 2010 monument next to one of the remaining buildings contains information about the history of the site.

A 2001 state historical marker [3] at U.S. Route 85 mile marker 264 near Evans, Colorado, includes a panel with the history of Dearfield.

There were other Black townships as well; consider: Allensworth, California, Boley, Oklahoma, and Nicodemus, Kansas.

What befell these towns?

Agents of Change

This is a strong point of contention in the Go Lean book (Page 45). It asserts that the modern world does NOT stand-still; change is ever-present. The Agents of Change that befell the Black townships of that era were mostly:

  • Geo-political – An early round of globalization where focus, investments and jobs  shifted away from the farms to the factories in the cities.
  • Technology – Agricultural science and methods changed; i.e. fertilizers, seeds, etc.
  • Climate Change – In the early 1930’s, a pervasive drought afflicted the High Plains of the Mid-West United States, creating the Dust Bowl; this was exacerbated by bad farming practices, that cause the disaster to linger longer than best-practices dictated.

  • Racism and White Supremacy could have been considered among these Agents of Change, though this societal defect remained unresolved and un-reconciled in American society, no matter the location, North-South or Urban-Rural. In the Caribbean, we have so much in common and so much in contrast with this community of Dearfield, and the other towns who suffered the same Ghost Town fate. For starters, we have our own Ghost Towns. We also have Agents of Change (Globalization, Technology, Climate Change and the Aging Diaspora) to contend with. So we have to build-up our Caribbean homeland so that our people can “prosper where planted”. But we do have a home-court advantage that Dearfield et al never enjoyed; we have a majority Black population.

This book Go Lean… Caribbean, serves as a roadmap for the introduction and implementation of the Caribbean Union Trade Federation (CU), which represents change for the region. The CU/Go Lean roadmap has 3 prime directives:

  • Optimization of the economic engines in order to grow the regional economy and create 2.2 million new jobs.
  • Establishment of a security apparatus to ensure public safety and protect the resultant economic engines.
  • Improve Caribbean governance – including best practices in town planning and agricultture – to support these engines.

The Go Lean roadmap provides turn-by-turn directions on how to forge this change in the region for a reboot of the Caribbean societal engines: economy, security and governance. This roadmap is presented as a planning tool, pronouncing this point early in the Declaration of Interdependence with these statements: (Pages 12 – 13):

The Go Lean book calls for the elevation of Caribbean society, to re-focus, re-boot, and optimize all the societal engines so as to make the 30 member-states of the Caribbean a better place to live, work and play.  Thank you Colorado for these lessons from your past, present and future on how we can better shepherd our society.

Your land is a great place to visit, but it is not our home. But still, you have shown us that nation-building is heavy-lifting and that we need good role models to follow.

This also applies to other people’s history. There are so many lessons that the Caribbean can learn from other communities: best practices and bad practices. Let’s pay more than the usual attention to these lessons.

We need all the help we can get. The bad old days of Caribbean dysfunction must end. We must work to do better, to be better.

Book Review: Up from Slavery

Washington sharing his personal experience of having to work to rise up from the position of a slave child during the Civil War, to the difficulties and obstacles he overcame to get an education at the new Hampton Institute, to his work establishing vocational schools—most notably the Tuskegee Institute in Alabama—to help black people and other disadvantaged minorities learn useful, marketable skills and work to pull themselves, as a race, up by the bootstraps. He reflects on the generosity of both teachers and philanthropists who helped in educating blacks and Native Americans. He describes his efforts to instill manners, breeding, health and a feeling of dignity to students. His educational philosophy stresses combining academic subjects with learning a trade (something which is reminiscent of the educational theories of John Ruskin). Washington explained that the integration of practical subjects is partly designed to reassure the white community as to the usefulness of educating black people.

This book was first released as a serialized work in 1900 through The Outlook, a Christian newspaper of New York. This work was serialized because this meant that during the writing process, Washington was able to hear critiques and requests from his audience and could more easily adapt his paper to his diverse audience.[1]

Washington was a controversial figure in his own lifetime, and W. E. B. Du Bois, among others, criticized some of his views. The book was, however, a best-seller, and remained the most popular African American autobiography until that of Malcolm X.[2] In 1998, the Modern Librarylisted the book at No. 3 on its list of the 100 best nonfiction books of the 20th century, and in 1999 it was also listed by the conservative Intercollegiate Review as one of the “50 Best Books of the Twentieth Century”.[3]

Plot summary

Up from Slavery chronicles more than forty years of Washington’s life: from slave to schoolmaster to the face of southern race relations. In this text, Washington climbs the social ladder through hard, manual labor, a decent education, and relationships with great people. Throughout the text, he stresses the importance of education for the black population as a reasonable tactic to ease race relations in the South (particularly in the context of Reconstruction).
