What is the weather right now in Amsterdam, London, Paris and/or Washington DC?

Do you know? Does it even matter?

Chances are, the people in those cities also do not think of the specificities of our weather in the Caribbean. They might think it is warm in the winter and hot in the summer, but they may not understand the flooding-drought cycles, the humidity or the pervasive threat of tropical cyclones: Hurricanes.

They do not know … and may not care.

This is the alarming dangers of having Overseas Masters; they may not appreciate the need or landscape for local efficiencies in our daily stewardship. They may not care about the details and thusly, may not even allow the audience for us to enunciate the challenges of our problems or the solutions. They may even veto regulations and measures on our end that are best practices because they might violate some political “day-dream” on their end.

The concern may be trivial … or it may be life-or-death. This issue is just another scenario where there is a Long Train of Abuse for colonial pawns … compared to their imperial-host counterparts.

Imagine this scenario …

… a Group Purchasing Agreement for Coast Guard boats is vetoed because a different manufacturer offers a better discount on their boats and snow removal equipment all bundled together.

This is our reality in the Caribbean. The need for us to deploy the best local governing strategy, tactic and implementation have never been greater, yet our hands may be tied for our own self-determination.

Now for an example approaching life-or-death. See this story below from Martinique in the French Caribbean. This is the grave matter of environmental poisoning, with a chemical not allowed in Metropolitan France but tolerated in the French Antilles. Grasp the summary from this excerpt:

“… the issue is how overseas territories get treated; there’s contempt, distance, condescension, lack of respect.”

“First we were enslaved. Then we were poisoned.” That’s how many on Martinique see the history of their French Caribbean island that, to tourists, means sun, rum, and palm-fringed beaches. Slavery was abolished in 1848. But today the islanders are victims again – of a toxic pesticide called chlordecone that’s poisoned the soil and water and been linked to unusually high rates of prostate cancer.

“They never told us it was dangerous,” Ambroise Bertin says. “So people were working, because they wanted the money. We didn’t have any instructions about what was, and wasn’t, good. That’s why a lot of people are poisoned.” He’s talking about chlordecone, a chemical in the form of a white powder that plantation workers were told to put under banana trees, to protect them from insects.

Ambroise did that job for many years. Later, he got prostate cancer, a disease that is commoner on Martinique and its sister French island of Guadeloupe than anywhere else in the world. And scientists blame chlordecone, a persistent organic pollutant related to DDT. It was authorised for use in the French West Indies long after its harmful effects became widely known.

“They used to tell us: don’t eat or drink anything while you’re putting it down,” Ambroise, now 70, remembers. But that’s the only clue he and other workers in Martinique’s banana plantations in the 1970s, 80s and early 90s had about the possible danger. Few if any were told to wear gloves or masks. Now, many have suffered cancer and other illnesses.

Chlordecone is an endocrine disrupter, meaning it can affect hormonal systems.

One of the world’s leading experts on the chemical, Prof Luc Multigner, of Rennes University in France, says epidemiological studies have shown increased risk of premature births and increased risk of adverse brain development in children at the exposure levels people in Martinique and Guadeloupe face through contaminated food consumption.

He also says: “There is enough toxicological and experimental data to conclude that chlordecone is carcinogenic.”

Following a detailed study Prof Multigner and colleagues conducted on Guadeloupe in 2010, he estimates chlordecone is responsible for about 5-10% of prostate cancer cases in the French West Indies, amounting to between 50 to 100 new cases per year, out of a population of 800,000.

Chlordecone stays in the soil for decades, possibly for centuries. So more than 20 years after the chemical ceased to be used, much of the land on Martinique cannot be used for growing vegetables, even though bananas and other fruit on trees are safe.

Rivers and coastal waters are also contaminated, which means many fishermen cannot work. And 92% of Martinicans have traces of chlordecone in their blood.

“You try to have a healthy kind of life. So maybe you will limit the effects of the poison. But you are not sure,” says historian Valy Edmond-Mariette, aged 31. “My friends and I were asking ourselves: do we really want children? Because if we give them breast milk, maybe they will have chlordecone in their blood. And I think nobody should be asking themselves this kind of question, because it’s awful.”

Production of chlordecone was stopped in the United States – where it was marketed as Kepone – as far back as 1975, after workers at a factory producing it in Virginia complained of uncontrollable shaking, blurred vision and sexual problems. In 1979, the World Health Organization classed the pesticide as potentially carcinogenic.

But in 1981 the French authorities authorised chlordecone for use in banana plantations in the French West Indies – and even though it was finally banned in 1990, growers lobbied for – and got – permission to carry on using stocks until 1993.

That’s why – for many Martinicans – chlordecone stirs up painful historical memories. “A lot of people talk about chlordecone like a new kind of slavery,” says Valy, whose own ancestors were enslaved. For two centuries, until 1848, Martinique was a colony that depended on the production of sugar by enslaved people. And in the late 20th Century, some of the big banana growers who used chlordecone were the direct descendants of those slave-owning sugar exporters, part of a small white minority known as the békés.

“Those are still the same group of people who have uncontested domination of the land,” says Guilaine Sabine, activist in a grassroots organisation called Zero Chlordecone Zero Poison. As well as campaigning for free blood tests for everyone on the island, members of the group have taken part in a new wave of protests over the last year aiming to draw attention to businesses that activists say have profited from the production and use of toxic pesticides. The demonstrations have been small, and some protesters have been convicted of violence against the police. But they reflect wider anger over the slow pace of France’s response to the chlordecone catastrophe.

It was only in 2018 – after more than 10 years of campaigning by French Caribbean politicians – that President Emmanuel Macron accepted the state’s responsibility for what he called “an environmental scandal”. He said France had suffered “collective blindness” over the issue. A law to create a compensation fund for agricultural workers has now been passed. But payouts haven’t started yet.

Martinique is an integral part of France, but one of the island’s MPs, Serge Letchimy, says it would never have taken the state so many years to react if there had been pollution on the same scale in Brittany, for example, or elsewhere in European France. “The issue is how overseas territories get treated. There’s contempt, distance, condescension, lack of respect.”

Prof Multigner says the original documents of the official body that authorised use of the pesticide in 1981 have disappeared for unknown reasons, hampering attempts to investigate how the decision was taken.

But the state’s representative on Martinique, Prefect Stanislas Cazelles, insists there was no discrimination against the islanders.

“The Republic is on the side of the oppressed, of the weakest here, just as in the European part of France,” he says.

The state is working to find ways to decontaminate the land – some scientists think chlordecone can potentially be biodegraded quite quickly – and ensure there is no trace of the pesticide in the food chain. And the prefect hopes the independent commission that will judge compensation claims will generally rule in favour of former farm workers who say they are victims of the pesticide.

Ambroise, who worked with chlordecone for so many years, had an operation to remove his cancer in 2015. But he still suffers from thyroid disease and other problems that may be connected to chlordecone’s known effects on the hormonal system.

Meanwhile the historian, Valy, had blood cancer when she was just 25. Her doctor does not think it was due to chlordecone. But Valy says no-one can be sure.

Worrying about the effects of the pesticide, she says, can be exhausting. “But in the end, you can’t control everything. You have to admit that to some extent, you’re poisoned, so you just deal with it.”  😐

This is not theoretical; this is the Long Train of Abuses we have had to endure here in the Caribbean.

This is the continuation of the monthly Teaching Series from the movement behind the 2013 book Go Lean…Caribbean. The book presents issues that are germane to Caribbean life and culture and how to address them: problems and solutions. For this month of December 2020, we are looking at the Long Train of Abuses that could-would-should move our people to change, to reform and transform. This is entry 2-of-6; this one asserts that a system of Overseas Masters is inherently flawed as a strategy for governance in a local community – “they” cannot see overseas.

This submission looks specifically at an example in the French Antilles. But the foregoing example of French mis-management is just another case of “For Export Only”-labeled products. For stakeholders in the host country, their overseas territory is far enough to be considered for “exports”. This is why the Caribbean region must no longer endure these Long Train of Abuses.

The Go Lean book, serving as a roadmap for the introduction and implementation of the Caribbean Union Trade Federation (CU), asserts that Caribbean stakeholders must instantiate the technocratic security and governing apparatus to deliver in the Caribbean for the people of the Caribbean; for us by us. Our motivation is economic as well. Imagine our “trade” prospects.

In the foregoing news story, the threat on locally-grown produce was exposed because of the contaminating agents still in the soil in Martinique. Imagine a neighboring Caribbean island – i.e. Dominica – consuming fresh produce from Martinique. This is why any effort for a Caribbean Single Market must be coupled with a Security-Public-Safety apparatus as well.

Enough already! We do not want to be just an Export or Foreign Market. No, we want to be considered neighbors; we must protect each other.

In general, it is no longer acceptable for “imperial countries” to still own colonies – the inherent threats were manifested in World War I and World War II. In the post WWII reconciliations, it was frown upon to perpetuate colonial ecosystems. To navigate around such a Eliminate Colonies mandate, the Republic of France simply declared their Caribbean territories as a member-sub-state of France, an Overseas Department.

These initiatives proved to just be empty gestures …

So now, while “on paper” these 4 Caribbean islands (and French Guiana too) are supposed to be part of First World France, it is irrefutable that France treats them simply as Third World territories. For example, as depicted in the foregoing news story of shipping and tolerating dangerous chemicals that had previously been banned in Metropolitan France.  🙁

This is a continuation of the Long Train of Abuses.

So this is our urging for all Caribbean member-states of French heritage; (plus British, Dutch and American):

Get out … now!

We hereby urge all stakeholders to lean-in to an alternative, a better Way Forward, this Go Lean roadmap. This is our plan to make our regional homeland a better place to live, work and play.

We must therefore appoint “new guards” to ensure our public safety and threats against our society, both domestic and foreign. The Federation must employ the latest advances and best practices … to assuage continuous threats against public safety.

Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes, including piracy and other forms of terrorism, can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiv. Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

Way Forward – For Independence: Territory Realities

Notwithstanding indigenous Amerindian cultures, the Caribbean represents the oldest civilizations in the New World. Columbus made his New World discovery here in the Caribbean:

The island of San Salvador in the Bahamas in 1492 …

… and established the first European settlement here:

Santo Domingo, in today’s Dominican Republic in 1496.

So, being the oldest civilization, the expectation should be that we would be the most matured in the hemisphere.

We would be Grown Up … by now?!

Far from it! For many of our Caribbean territories, “grown-up maturity” is far from the truth; they are still dependent colonies. In fact, there are 30 member-states – grouping the Netherland Antilles (N.A.) as 1 member-state – that identify as the political Caribbean. Of that number, 18 of them are considered Dependent Territories without full autonomy to determine their economic, security and governing deliveries for their communities; (this 18 counts each N.A. island).

It is because of this legal status for almost half of the member-states that there is definitely the need for this region to finally grow up and be mature!

The 2013 book Go Lean … Caribbean asserted that the needed maturity can still manifest without changing the legal status from Dependent to Independent territories!

For a long time, right after World War II – 1948 and later, independence was all the rage. People in many communities actually thought that independence was the panacea for their ills in Caribbean communities; (there are even some who want independence for Puerto Rico). But after 70 years and 16 individual independence movements, it is a fallacy to think the independence is the solution. No, it is our conclusion that the best practice for Caribbean prosperity, the Way Forward, is Interdependence … not Independence.

Yes, there is the need for these dependent territories to align with a “bigger organization” structure for better deliveries of the Social Contract – where citizens surrender some of their freedoms and submit to the authority of the State in exchange for protection of remaining natural and legal rights. But the Go Lean book presents the roadmap that this “bigger organization” should be tied to the geographical neighborhood, as opposed to some colonial legacy with an “overseas master” up to 8,000 miles away. The book details this (Page 96) as the Step One (Year 1) of a 5-Year Plan:

Assemble
… this roadmap pursues an assembly of these different institutions and then to supplement them with the creation of new super-national organizations. This approach allows the CU to “stand on the shoulders” of previous efforts and then reach greater heights.

This initial phase entails incorporating all the existing regional organizations – like the ACS and Caribbean Community (CariCom) into the umbrella organizations of the Caribbean Union Trade Federation (CU). These organizations include, (but are not limited to):

  • French Overseas Territory
  • CariCom Office of Trade Negotiations
  • US Overseas Territory (Puerto Rico & US Virgin Islands) – See Appendix IA (Page 278)

As related in a previous blog-commentary

… it is the assessment of this commentary that Independence is so overrated; rather than the independence, the call is for interdependence. A model of this desired interdependence is the inter-state cooperation in the European Union (EU).

Yes, the Europeans did it; they appointed “new guards“. The EU does not possess any sovereignty; that remains with the member-states. The EU is simply a confederacy; a deputized technocracy chartered for the purpose of delivering many of the Social Contract obligations better … than what used to be the norm of the individual states.

The Committee for the Nobel Prize for Peace agreed with this assessment in 2012 … and awarded the Nobel Prize to the EU for that year.

“They” did it; we can too!

For all the Overseas Territories in the Caribbean to embark on a course of action in emulation of the EU, we would be declaring that we too need to “appoint new guards” to make our homelands better places to live, work and play. The Go Lean book opens with the call for all of these 30 Caribbean member-states to make that declaration … for interdependence. This is pronounced early in the book, in the Declaration of Interdependence on Pages 10 thru 12:

Preamble: As the colonial history of our region was initiated to create economic expansion opportunities for our previous imperial masters, the structures of government instituted in their wake have not fostered the best systems for prosperity … . Despite this past, we thrust our energies only to the future, in adapting the best practices and successes of the societies of these previous imperial masters and recognizing the positive spirit of their intent and vow to learn from their past accomplishments and mistakes so as to optimize the opportunities for our own citizenry to create a more perfect bond of union.

… we hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness; that to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed. That whenever any form of government becomes destructive to these ends … it is their right, it is their duty, to throw off such government, and to provide new guards for their future security.

xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

In summary, despite all these many words, the Way Forward for stewardship for the many European-and-American Overseas Territories in the Caribbean is simple: Interdependence among the regional neighbors, despite any language or colonial legacies. (This is the same that they did in Europe … and America; we must now do “it” here).

This is easier said than done. This is why there is the need for a detailed roadmap to provide the guidance – turn-by-turn directions – for this Way Forward. The 370 pages of the book Go Lean … Caribbean present the community ethos that must first be adopted to be successful in this endeavor; plus the many strategies, tactics, implementations and advocacies that must be executed to forge collaboration and interdependence in this region. This series posits that “no man is an island” and further that “no island is an island”; this is the epitome of interdependence. The benefits of a leveraged confederacy in the Caribbean region is a win-win for the people of the Caribbean and their overseas masters burdened with their care.

The Caribbean now wants to grow up and take care of our own affairs. Besides, we can do it better with local oversight to local problems. The label of Overseas Territory is still just a different name for the old practice of:

colonialism.

That is still a flawed concept  – assuming White racial supremacy – with flawed prospects for future success; this is true if its colonialism in the Caribbean, Asia and/or Africa. Who We Are

The movement behind the Go Lean book – a non-partisan, apolitical, religiously-neutral Community Development Foundation chartered for the purpose of empowering and re-booting economic engines – stresses that reforming and transforming the Caribbean societal engines – economics, security and governance – must be a regional pursuit. This quest was also an early motivation for the roadmap, as pronounced in the opening Declaration of Interdependence (Pages 12 – 13):

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiii. Whereas many countries in our region are dependent Overseas Territories of imperial powers, the systems of governance can be instituted on a regional and local basis, rather than requiring oversight or accountability from distant masters far removed from their subjects of administration. The Federation must facilitate success in autonomous rule by sharing tools, systems and teamwork within the geographical region.

xxiv.  Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

Caribbean Unity? Need French Antilles

Bedrock, Baby!

This is the lesson being learned in San Francisco for the new Salesforce Tower: If you’re going to build a skyscraper, make sure it has a good foundation. While a building can go up with a weak foundation, there will be structural problems along the way. See Appendix VIDEO for the story of the Millennium Tower sinking, and leaning.

This is an important lesson for the Caribbean; there is a need for integration, consolidation and collaboration among the Caribbean member-states. But, we need a good foundation; we need full participation from all the neighbors (Dutch, English, French and Spanish speaking islands). Just look at this photo here, depicting that the French Antilles territories of Guadeloupe and Martinique are “next door” to English-speaking Caribbean island nation-states:

(The island of Saint Martin is shared as a French territory and Dutch territory – this is considered a legal condominium; St Bartholomew is also on the list of current French Caribbean islands; but French Guiana – on the South American mainland next to Suriname completes the list of French territories; Haiti gained independence from France in 1804).

This is the assertion of the movement behind the book Go Lean … Caribbean. This book declares that Caribbean regional governance is deficient and inadequate; there must be a regional integration that integrates the entire region. Yes, the existing Caribbean Community (CariCom) integration effort without the French territories is like building a skyscraper on a shaky foundation. What a skyscraper really needs is: Bedrock, Baby!

What Caribbean integration really needs is: Complete participation of all the neighbors in the neighborhood.

This is the purpose of this commentary, to lament the inadequacies because of Caribbean disunity. This is the continued focus of this series of commentaries on the joke (absurdity) of the premise that there is some Caribbean unity; this is a mirage. This submission is 3 of 4 from the Go Lean movement. The urging is that the full Caribbean – all 30 member-states – must confederate and consolidate; otherwise our communities will not thrive, maybe, not even survive. The assessment is that the prior attempts of nation-building – without some sort of alliance – is just a joke!

All of these commentaries relate to “how” the stewards for a new Caribbean can finally foster unity in this region. The previous formal exercises in regional integration were flawed at the foundation; this includes the current Caribbean Community or CariCom plus the previous attempt among the English-speaking islands: the disastrous West Indies Federation, and the attempt in the Dutch-speaking islands, the now-defunct Netherlands Antilles. These many iterations ignored the bedrock foundational principle of: Liberty, Equality and Fraternity.

Those 3 principles sound familiar …

Yes, they are the values of the French Revolutionary movement. This is relevant because the French are also among the World Powers that discovered, exploited and colonized the Caribbean. To this day, they claim the afore-mentioned 4 territories in the region.

This commentary is not a criticism of the French eco-system or history, except for calling out their failure to integrate with their Caribbean neighbors. The country of France was always front-and-center in the enlightenment movement as their Declaration of the Rights of the Man and of the Citizen of 1789, together with Magna Carta, the English Bill of Rights, and the United States Bill of Rights, inspired in large part the 1948 United Nations Universal Declaration of Human Rights.[4]

Human rights – or Liberty, Equality and Fraternity – does not fit the description of colonies in these French Antilles. They are being administered remotely from Metropolitan France (Paris) rather than exercising autonomy to partner with their next door neighbors. As a result of this failing, we have no Freedom of Movement between the French Antilles and their neighbors – but there is Freedom of Movement in the European Union (and the Schengen Area). Title # 1: Dominican family facing expulsion from Martinique
A Dominican family of nine have been threatened with expulsion from Martinique, one year after fleeing there in the aftermath of hurricane Maria, local news reports have said.

The family, seven children and their parents, have been asked to leave Martinique this Thursday, August 16, 2018, according to Martinique 1Ere.

The online publication said the Dominican immigrants have all been living at the home of the children’s grandmother in the community of Prêcheur.

However,  since arriving in Martinique the visitors could not obtain a residence permit and must leave Martinique for their native Dominica, Martinique 1Ere reported.

The Mayor of the area,  Marcellin Nadeau, is reportedly opposed to the expulsion and has cited the historical links of the community with Dominicans.

Hurricane Maria blasted across Dominica on the night of September 18, 2017, with torrential rain and gusts of some 160 mph.

Damage to the Island was estimated at over $EC 2 billion and some one fifth of the population is said to have sought refuge in other countries in the aftermath of the storm.

Title # 2: Martinique: Supporters mobilise against expulsion of Dominican family
Residents of the community of Prêcheur in Martinique Friday morning began mobilising to prevent the expulsion of a Dominican family, local news reports say.

The nine Dominicans had sought refuge in the French overseas territory following the passage of Hurricane Maria, which devastated Dominica last year.

According to Martinique 1 Ere, since 6:30 Friday morning, several inhabitants of Prêcheur, began mobilising to prevent the departure of Durand family.

The family, seven children and their parents, had been living with the children’s grandmother in Martinique for the past year.

They were due to leave Martinique Friday because they do not have a residence permit.

Local news reports said the family made several attempts to obtain the permit but failed to do so.

They were originally due to leave on Thursday, August 16, but the authorities gave them a few more hours to prepare for their departure, it was reported.

Residents of the community where the visitors have been staying have stated their intention to block access to the port at Fort de France to prevent the Dominicans from leaving, Martinique 1 Ere has reported.

The online publication quoted lawyer, Camille Célénice, as saying that a request for a residence permit must be filed Friday morning in the presence of the Mayor of  Prêcheur, Marcellin Nadeau.

Nadeau is reported to be opposed to the move to expel the Dominican family, citing the historical links of the town with its neighbours from Dominica.

It is apparent from this article, that refuge-seekers from hurricane-damaged areas seek refuge in their neighborhoods, first. It is only logical that displaced people will only want to move the shortest distances possible. If your island is only 40 miles away, then despite the divergent colonial heritage, that proximity overrides any cultural affinity.

Culture can move and adapt to a land; a land cannot move and adapt to a culture.

The Go Lean book serves as a roadmap for the introduction and implementation of the Caribbean Union Trade Federation (CU), an intergovernmental entity to empower all of the Caribbean member-states – the independent and dependent territories. This new regime for the Caribbean needs the islands in the French Antilles. But, the French Antilles need the CU, too. French Caribbean – Organization & Discord

The terms French Caribbean, French West Indies or French Antilles all refer to the five territories currently under French sovereignty in the Antilles islands and related areas of the Caribbean. There are two organizational types:

1. Overseas departments are constituencies of France that are outside metropolitan France. They have the same political status as metropolitan departments. As integral parts of France and the European Union, overseas departments are represented in the National Assembly, Senate, and Economic and Social Council, vote to elect European Parliament (MEP), and also use the Euro as their currency. Under the 1946 Constitution of the Fourth Republic, the French colonies were defined as overseas departments. Since 1982, following the French government’s policy of decentralization, overseas departments have elected regional councils with powers similar to those of the regions of metropolitan France. As a result of a constitutional revision that occurred in 2003, these regions are now to be called overseas regions; though there is no difference in relevance or function.

o Guadeloupe (Basse-Terre & Grande-Terre); plus dependencies: Les Saintes, Marie-Galante, La Désirade
o Martinique
o French Guiana – actually on the South America mainland

2. Overseas collectivities are first-order administrative divisions of France. These constitute some former French overseas territories and other French overseas entities with a particular status, all of which became collectivities by constitutional reform on 28 March 2003. For the Caribbean, they include:

o Saint Martin – the northern part of the island shared with a Dutch Territory
o Saint Barthélemy

There is recent history of discord in the French Caribbean. Saint Barthélemy has a more developed and prosperous economy than its previous administrative “big brother” Guadeloupe. Duty-free port attractions, retail trade, high-end tourism and its luxury hotels/villas have increased that island’s standard of living for its citizens, even exceeding metropolitan France. Plus, unlike most Caribbean islands, the population of Saint “Barths” is mostly of European ancestry. With the 2003 constitutional reforms, the populations of the French territories of Saint Barthélemy and Saint Martin were given the choice to remain within France or alter their status; they voted in favor of secession from Guadeloupe and to form separate overseas collectivities of France. In July 2007, these island communes were officially detached from Guadeloupe and became two separate French overseas collectivities with their own local administration and own deputies in the French National Assembly and Senate.

There is also discord in Guadeloupe and Martinique. The average salary in Guadeloupe is lower than in mainland France while the unemployment and poverty rates on both islands are double those found in metropolitan France; these islands suffered the 2nd and 3rd highest unemployment rates in the European Union (2007), and #1 in youth unemployment.

In January/February 2009, an umbrella group of approximately fifty labor unions and other associations called for a €200 ($260 USD) monthly pay increase for Guadeloupe and Martinique’s low income workers. The protesters had proposed that authorities “lower business taxes as a top up to company finances” to pay for the €200 pay raises. Employers and business leaders in Guadeloupe had said that they could not afford the salary increase. The strike lasted 44 days, during the high season, and escalated to “the verge of revolt”, finally ending with an accord in March 2009 in which the French government agreed to raise the salaries of the lowest paid by the requested €200 and granted the petitioners top 20 demands. Tourism suffered greatly during this time and affected the 2010 tourist season as well; the islands were believed to have lost millions of dollars in tourism revenues due to cancelled vacations and closed hotels. The strikes exposed deep ethnic, racial, and class tensions and disparities – discord – within the French Caribbean territories.

Hurricanes are a serious threat for Caribbean life. This is true for the French Caribbean as well. There is nothing that Paris can do to eliminate the threat! (Notwithstanding the COP 21 Paris Accords to mitigate Greenhouse Gases to retard the effects of Climate Change).

All the Caribbean must band together to cope. This includes all islands of all colonial heritage. This was the opening declaration in the Go Lean book (Page 5), quoting the lyrics of the popular 1970 song “Lean On Me”:

The current governance in the Caribbean is inadequate for dealing with the challenges of Climate Change; this is affecting all facets of our society: economics, security and governance. Rather than an intra-island focus, all these lands need to look to the full region and then convene, consolidate, collude, confederate and collaborate with each other to make the homelands better places to live, work and play. A regional construct is the focus of the technocratic CU; it is designed to shepherd the economic engines, while also guarding against all security challenges – including preparation and response for natural disasters.

The Go Lean/CU roadmap will employ strategies, tactics and implementations to impact its prime directives; identified with the following 3 statements:

This directive transcends national borders, languages or culture. It just delivers …

This was always the hope for the Caribbean Single Market and Economy (CSME), the initiative spurred by CariCom; but it never delivered. This new regime embraces the spirit of CariCom – the need for integration – but with an execution foundation that goes down to the bedrock.

The book Go Lean…Caribbean – available to download for free – opened with an honest assessment there must be a regional interdependence. This assessment was pronounced in the opening Declaration of Interdependence (Pages 12 – 13):

i. Whereas the earth’s climate has undeniably changed resulting in more severe tropical weather storms, it is necessary to prepare to insure the safety and security of life, property and systems of commerce in our geographical region. As nature recognizes no borders in the target of its destruction, we also must set aside border considerations in the preparation and response to these weather challenges.

xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

The CU will allow for the unification of the region into one market, thereby creating a single economy of 30 member-states for 42 million people with the scale to effect change; the CU does not involve sovereignty. The treaty includes the French Overseas Territories of Guadeloupe, Martinique, Saint Martin and Saint Barthélemy, but not French Guiana initially. Though France is one of the biggest economies, French economic prosperity has not always extended to these islands

One original motive of French colonialism was the facilitation of trade. That need is even more pronounced now. But with the changes of globalization, technology and the demographic regionalization it is more fitting to trade with neighbors, based on natural location, rather than political alignment. Mother Nature, and the reality of hurricanes, plays no favorites for one island versus another due to political alliance. The CU will better plan/prepare/respond, with a professional Emergency Management Agency and recover with elite financial products (i.e. reinsurance sidecars) powered by capital markets to restore economic engines in the islands.

The Caribbean must foster a better homeland that allows for Free Movement of People … and also better disaster preparation and response. The reasons why people abandon a beloved homeland is due to 2 reasons: “push” and “pull” factors. “Push” would refer to the resultant deficient infrastructure forcing stakeholders to abandon the community, and “pull” would refer to the perception that there are better economic opportunities elsewhere. The French Antilles have many of the same problems as the rest of the Caribbean. Societal defects abound, to the point that many of the people – and institutions – flee their homelands. This is true even more so right after a disastrous storm – a “push” factor. In the foregoing news articles, the displacement drama was associated with the aftermath of Category 5 Hurricane Maria in Dominica. Since all Caribbean member-states are “in the same boat”, all territories-countries should “pick up an oar” and collaborate on solutions.

In summary, the Go Lean roadmap seeks to reboot and relaunch the integration effort. But this time, with all Caribbean member-states (30), not just the English-speaking, but partnering with the French Antilles and Spanish-speaking states as well. Due to our Climate Change realities, our region must reform and transform the Caribbean’s societal engines so as to better allow for our tropical realities.

Let’s be better – together.

All Caribbean stakeholders – including European governments (i.e. France and The Netherlands) – are urged to lean-in to this roadmap for change … and empowerment. We need “all hands on deck” to make this region a better place to live work and play. 🙂

The French.

This does not refer to just these French Caribbean islands, but rather the whole Republic of France, in which these Caribbean member-states are considered Overseas Departments (administrative sub-sets of the national government); see census numbers here:

There is one French territory in this region that is NOT included in the roadmap for Caribbean confederation, as described in the book Go Lean … Caribbean. This refers to French Guiana, the territory on the mainland of South America, adjacent to Suriname; see photo above.

While the US is Number 1 in the world for Single Market economies, the French is shortly behind; (UK #9; France #10; The Netherlands #28). In the Caribbean, the French structure calls for the administrative designation of an overseas departments that have identical powers to those of the regions of metropolitan France. (This is different than overseas collectivities which is the particular status of Saint Barthélemy and Saint Martin). As integral parts of the French Republic, an overseas department is represented in the National AssemblySenate and Economic and Social Council, elect a Member of the European Parliament (MEP), and use the Euro as their currency.

So nowadays, Guiana is fully integrated in the French central state; they are even a part of the European Union, and its official currency is the Euro. The region is the most prosperous territory in all of South America with the highest GDP per capita.[2] A large part of Guiana’s economy derives from the presence of the Guiana Space Centre, now the European Space Agency‘s primary launch site near the equator. As elsewhere in France, the official language is French, but each ethnic community has its own language, of which Guianan Creole is the most widely spoken.

French Guiana and the European Space Agency were prominently featured in the Go Lean book – Page 105; see Appendix below – as a model for Self-Governing Entities (SGE). The hope – as expressed in the book – was that this territory would someday join the regional neighborhood.

French Guiana is complete administratively, but still features a lot of societal defects – not colonial de jure; but colonial de facto. It is the opinion of this Go Lean commentary, that this homeland needs … its neighbors: regional integration, which is the best strategy for anti-colonialism. Opinion Article – How Racism Hampers Health Care in French Guiana

Limited access to health care is exacerbated by everyday discrimination based on ethnicity and national origin.
Oft-overlooked French Guiana, one of France’s five overseas departments, has suddenly captured international media attention. And the news from this small South American territory is not good.

Crime, overcrowding in schools and hospitals, unemployment, the cost of living and slums have reached alarming levels.

Citizen discontent led to a massive demonstration this March, the most intense such strike since 2009. Demonstrators are asking for a $US2.7 billion emergency aid package from the French government to assist in the territory’s social and economical crisis.

Health care is a particular concern in the former penal colony of 276,000 people. Hospitals are under-staffed and technical facilities are lacking. In some areas, the nearest hospital is a two-day canoe trip away.

The recent deaths of five premature babies from infection at Cayenne hospital, in the capital, have heightened concerns.

But there’s one critical health care-related issue that almost no one is talking about: racism. In a diverse territory comprised of people of European, African, Asian and Indigenous descent and a growing immigrant population, limited access to health care is exacerbated by everyday discrimination based on ethnicity and national origin.

Too many foreigners?
Foreign-born residents of French Guiana are among those impacted by discrimination in the health-care system.

Though socioeconomically the territory lags severely behind the rest of France, French Guiana constitutes a regional haven of wealth whose attractiveness has grown since the 1960s. Today, more than one in three inhabitants is born abroad. People from Suriname, Brazil and Haiti represent the largest immigrant groups.

This “tidal wave” of immigration is often cited as the main cause of French Guiana’s current socioeconomic crisis, even in some French political circles. The discriminatory behaviours that sometimes result from such widespread immigrant-blaming may be only thinly veiled.

State health office assistants might apply stricter conditions than legally necessary to those seeking medical benefits. Some, for instance might ask the foreign-born applicants to give proof of longer residency than required by law, thinking that it will discourage them from settling in the territory.

The same arguments are, in fact, used to justify similar discriminatory practices against immigrants in mainland France, too. But in Guiana they are more openly displayed.

Ethnic categorizations
Immigrants are not the only group that experiences discrimination in accessing health care in French Guiana. Members of minority populations, whether they are French or not, can also be affected.

This is partly because in French Guiana, people commonly use ethnicity to identify themselves and others. Creole, Maroon, Amerindian, Hmong, Chinese or French Métropolitains (mainlanders) are frequently invoked categories.

Under French law, the government cannot collect data or use it based on ethnicity. But in Guiana such usage goes back to the territory’s early times as a slave colony.

And, of course, each grouping comes with its stock of stereotypes: “Maroons are child-like”, for instance, or “Hmongs are disciplined” and “Amerindians drink their dole money”.

But these assumptions are not set in stone. Because they serve to justify power relations between groups, they tend to change with the ethnic identity of the speaker. This social dynamic plays out in French Guiana’s health-care system.

In Saint-Laurent-du-Maroni, French Guiana’s second largest city, Maroons – the descendants of escaped former slaves – are the majority population and therefore the largest group of health-care users. Health-care professionals, on the other hand, are primarily Creoles or French mainlanders.

These professionals often point to the Maroon people’s history to explain certain patient behaviours. In the 18th and 19th centuries, slaves who escaped from plantations would hide in the forest, creating communities that remained more or less isolated from coastal Guianese society for almost 200 years.

In 1969, the large territory they still occupy – mainly tropical forests in the country’s interior – was finally integrated into the Department of Guiana. At that point, they began to gain access to French citizenship and public services such as education and health.

Doctors, nurses and other health professionals readily highlight these facts to explain Maroons’ difficulties in accessing treatment, inferring that they are not yet used to doing things “the Western way.”

‘Them’ and ‘us’
Such references to historical facts are charged with connotations. Some Creole professionals suggest that Maroon people are undeserving of care because they only had to “leave their forest” to access to such services. Contrasting that status with their own position as “Guianese taxpayers” who fund these services, some may use this as justification to refuse Maroon people help in accessing treatment.

This attitude can be better understood considering the Creole people’s own history in French Guiana. Their process of accessing civil rights was slow and gradual. Social empowerment came only at the tail end of a gradual Westernisation process that began with slavery in the 17th century.

After emancipation and the granting of French citizenship in 1848, this population slowly rose to local economic and political power, spurred along by Guiana’s transformation into a French department (1946) and a national policy of decentralisation (1982).

Now hard-won Creole dominance is threatened by Maroon people, who recently obtained the same civil rights as them, and whose numbers have surpassed their own numbers in the Western part of Guiana.

Health professionals from the French mainland, for their part, tend to emphasise the “cultural differences” of these “new citizens”. They cite, for example, the “traditional” way in which Maroons transmit information (watching without asking questions) and their way of “living in the moment” to explain their apparent inability to request health coverage prior to needing treatment.

This tendency to highlight cultural differences can also end up amounting to discrimination because it overshadows systemic failures that do impact access to health care, such as the lack of health coverage offices in the country’s rural inland regions. This tendency is more present among professionals who have been in Guiana for just a few months and who readily admit to being allured by the very different culture of this “exotic” overseas corner of France.

Discriminatory behaviours among health professionals therefore exacerbate the failures of the ailing health-care system now under protest by Guianese demonstrators. Foreigners and Maroon people are the first victims of administrative failures due to their vulnerable socioeconomic status. They are also worst hit by geographical obstacles because they represent a majority of inhabitants in the territory’s remote rural areas.

But this accumulation of racist, economic and geographical inequalities is no accident. It is the result of centuries of history of Guianese society.

This theme – “All is not well in the Caribbean” – aligns with the movement behind the book Go Lean … Caribbean, where the assertion is that the problems facing the Caribbean region are too big for any one member-state alone. There needs to be a regional solution. The book posits that shifting the help-seeking responsibility to a region-wide, professionally-managed, deputized technocracy will result in greater production and greater accountability. There might be the need to act NOW to seek refuge and relief.

Just the phraseology “Caribbean Union” assumes a collective collaboration of all the territories that identify with Caribbean culture; there is the need for better local stewardship. This Go Lean effort is a confederation of sovereign and non-sovereign territories, as is the case for French Guiana. There is no need for independence, as the authority of these territories can still be deputized into the CU as an umbrella intergovernmental organization. In total, the Go Lean/CU roadmap will employ strategies, tactics and implementations to impact its prime directives; identified with the following 3 statements:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Improvement of Caribbean governance to support these engines, including a “Separation-of-Powers between CU federal agencies and Caribbean member-state governments”; so the limitations of national laws in a member-state does not have to override the CU. A CU constitution would apply to the installation – and continuation – of Exclusive Economic Zones (EEZ) and Self-Governing Entities (SGE) that operate in controlled bordered territories like campuses, industrial parks, research labs and industrial plants.

Now the status of the French Caribbean is indistinguishable from colonial status. All authority still rest in Paris. But there is an opportunity for more (and better) autonomous governance in the region. As depicted in these previous commentaries, this opportunity is extended for the French Caribbean to align with the rest of the Caribbean region to adopt strategies, tactics and implementations to assuage the societal dysfunctions … together.

This quest of optimizing the entire Caribbean economic-security-governance eco-system is more than just a dream; this was the motivation for the origins of the Go Lean movement. This vision is defined early in the book (Pages 12 & 13) in the following pronouncements in the Declaration of Interdependence:

ix. Whereas the realities of healthcare and an aging population cannot be ignored and cannot be afforded without some advanced mitigation, the Federation must arrange for health plans to consolidate premiums of both healthy and sickly people across the wider base of the entire Caribbean population. The mitigation should extend further to disease management, wellness, mental health, obesity and smoking cessation programs. …

xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xii. Whereas the legacy in recent times in individual states may be that of ineffectual governance with no redress to higher authority, the accedence of this Federation will ensure accountability and escalation of the human and civil rights of the people for good governance, justice assurances, due process and the rule of law. As such, any threats of a “failed state” status for any member state must enact emergency measures on behalf of the Federation to protect the human, civil and property rights of the citizens, residents, allies, trading partners, and visitors of the affected member state and the Federation as a whole.

xxii. Whereas the heritage of our lands share the distinction of cultural tutelage from European and American imperialists that forged their tongues upon our consciousness, it is imperative to form a society that is neutral and tolerant of the mother tongue influences of our people to foster efficient and effective communications among our citizens.

xxiii. Whereas many countries in our region are dependent Overseas Territory of imperial powers, the systems of governance can be instituted on a regional and local basis, rather than requiring oversight or accountability from distant masters far removed from their subjects of administration. The Federation must facilitate success in autonomous rule by sharing tools, systems and teamwork within the geographical region.

xxiv. Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

The Go Lean book posits that the inefficient Caribbean communities – French Guiana included – can be reformed and transformed if they adopt the community ethos, strategies, tactics, implementations and advocacies as depicted in the Go Lean roadmap. The book provides 370-pages of turn-by-turn instructions on “how” so as to reboot, reform and transform the societal engines of Caribbean society. For one, the strategy calls for the implementation of Self-Governing Entities like the European Space Agencies and many more industrial sites – i.e. 10 Steps to Implement Self-Governing Entities on Page 105 of the book.

The effort of the Go Lean roadmap is not “stuck” on Caribbean geography; rather we are committed to Caribbean culture. As such we confederate with territories not only in the Caribbean Sea but also those in the Atlantic Ocean (Bahamas, Bermuda and the Turks & Caicos Islands), on the Central American mainland (Belize) and the South American mainland (Guyana, Suriname and now French Guiana). All of this constitutes the Caribbean homeland.

Together, Caribbean stakeholders can succeed in efforts to improve; to end the parasite status with European capitals (and Washington) and instead exert our autonomy as mature democracies. We can be protégés instead of parasites.

Yes, we can … reform and transform our homeland to make it a better place to live, work and play. 🙂

Appendix – The Bottom Line on the French Guiana Space Center

The European Space Agency (ESA) is an intergovernmental organization of 20 member states, dedicated to the exploration of space. Established in 1975 and headquartered in Paris, France, ESA has a staff of more than 2,000 with an annual budget of about US$5.51 billion (2013). ESA’s space flight program includes human spaceflight, mainly with the International Space Station program, the launch and operations of unmanned exploration missions to other planets and the Moon, Earth observation, science, telecommunication as well as maintaining a major spaceport, the Guiana Space Center (CSG) at Kourou, French Guiana, and designing launch vehicles. The main European launch vehicle, Ariane 5 is operated through Arianespace with ESA sharing in the costs and further developing this launch vehicle.

The CSG has been operational since 1968; it is particularly suitable as a location for a spaceport as it fulfills the two major geographical requirements:

• it is quite close to the equator, so that the spinning earth can impart some extra velocity to the rockets for free when launched eastward, and

• it has uninhabited territory (in this case, open sea) to the east, so that lower stages of rockets and debris from launch failures cannot fall on human habitations.

CSG is the spaceport used by the ESA to send supplies to the International Space Station using the Automated Transfer Vehicle. Commercial launches are bought also by non-European companies. ESA pays two thirds of the spaceport’s annual budget and has also financed the upgrades made during the development of the Ariane launchers.

This original Go Lean blog-commentary from April 14, 2015 is re-distributed on this occasion of the Third Annual Martinique Surf Pro, which just transpired April 1 through April 8, 2017. And the winner is:

Title: Ricardo Christie conquered the 2017 Martinique Surf Pro, at Basse-Pointe, in Martinique.

Christie proved he’s ready to return to the Dream Tour by putting out a competent performance at the righthand pointbreak. And he needed six rides to clinch the tasty trophy.

“When the waves are like that you can forget everything and just go out there and surf. I feel like I’ve improved a lot,” explained Ricardo Christie, who failed to requalify at the end of his rookie season on the Championship Tour.

“I’ve just been working really hard, and I learned a lot when I was on tour. It doesn’t feel like it’s over; it’s just the beginning of the year, so I just have to keep doing my thing.”

With this victory in Martinique, Ricardo Christie jumped 91 places to number 10 on the QS rankings.

Go Lean Commentary – Title: Is Martinique the Next Caribbean Surfing Capital?


Sports could be big business; culture is big business. Every now-and-then there is the opportunity to merge sports and culture into a single economic activity. One such expression is the sports/culture of surfing. This focus is a priority for the movement to elevate the Caribbean society, stemming from the book Go Lean…Caribbean.

The book serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU). While the CU is not intended as a sports promotion entity, it does promote the important role of sports in the quest to make the Caribbean a better place to live, work and play.

Though surfing activities originated with Polynesian culture (see Appendix below), the sport has assimilated well in other societies – the Caribbean included.

In terms of cultural expressions of surfing in the United States, the most iconic portrayal is the Rock-n-Roll group the Beach Boys; see VIDEO in the Appendix below of a milestone performance in Tokyo, Japan.

Yes surfing is global in its participation and appreciation.

Now a Caribbean community, the French-domain of Martinique is exploring the surfing sub-culture for sport, tourism and sports-tourism.

Long an under-the-radar surfing spot, the French Caribbean island will get its place in the spotlight when the surfing world gathers on the island later this month for the first-ever Martinique Surf Pro.

From April 21-26, the Caribbean’s only World Surf League Qualification Series event this year will take place along the shores of Basse-Pointe in Martinique.

The event, which is being organized by Martinique Surfing in partnership with the World Surf League, will bring together 100 world-class surfers from the United States, Japan, Europe, Brazil and the Caribbean.

“Martinique has been among the best-kept secrets in Caribbean surfing for some time now,” said Muriel Wiltord, director of the Americas for the Martinique Promotion Bureau. “Such a high-profile event as this cements the island’s position as a prime surfing destination. As one the top watersports competitions being held in the Caribbean in 2015, Martinique Surf Pro also shines a spotlight on the wide range of additional watersports options that Martinique has to offer.”

Martinique’s surfing season typically lasts between November and May along its northern and northeastern Atlantic coasts.

Not every coastline is ideal for surfing; thusly many Caribbean residents do not surf; it is not an indigenous activity to this region. But the past-time – and culture for that matter – is adaptable. Why is this? While the Caribbean has been blessed with many natural gifts, the physical conditions for surfing are not everywhere; (based on factual information retrieved from Wikipedia).

There must be a consistent swell. A swell is generated when wind blows consistently over a large area of open water, called the wind’s fetch. The size of a swell is determined by the strength of the wind and the length of its fetch and duration. Because of this, surf tends to be larger and more prevalent on coastlines exposed to large expanses of ocean traversed by intense low pressure systems.

Local wind conditions affect wave quality, since the surface of a wave can become choppy in blustery conditions. Ideal conditions include a light to moderate “offshore” wind, because it blows into the front of the wave, making it a “barrel” or “tube” wave. Waves are Left handed and Right Handed depending upon the breaking formation of the wave.

Waves are generally recognized by the surfaces over which they break.[7] For example, there are Beach breaks, Reef breaks and Point breaks.

The most important influence on wave shape is the topography of the seabed directly behind and immediately beneath the breaking wave. The contours of the reef or bar front becomes stretched by diffraction. Each break is different, since each location’s underwater topography is unique. At beach breaks, sandbanks change shape from week to week. Surf forecasting is aided by advances in information technology. Mathematical modeling graphically depicts the size and direction of swells around the globe.

So mastering the sport of surfing is now an art and a science.

Despite the fun and joy of surfing, there are a lot of dangers with this activity:

This activity is not for the faint of heart.

Not every market, especially in the Caribbean, can support the demands of surfing as a sport and as a cultural event. As depicted in the foregoing article, Martinique uniquely qualifies. This year’s professional tournament is the inaugural event. This Caribbean island makes a very short-list of all locations where this activity is practical. The following is a sample of the competitive/major surfing locations (Surf Cities) around the globe:

The Martinique effort and initiative to satiate the thirst … and fascination of surfing aligns with the objects of the CU/Go Lean roadmap; especially the mission “to forge industries and economic drivers around the individual and group activities of sports and culture” (Page 81).

The Go Lean vision is a confederation of the 30 member-states of the Caribbean forming the CU as a proxy organization to do the heavy-lighting of building, funding, maintaining and promoting sports venues. The strategy is for the CU to be the landlord, and super-regional regulatory agency, for sports leagues, federations and associations (amateur, collegiate, and professional). The embrace and promotion of the sport and culture of surfing can contribute to the Greater Good for the Caribbean. This aligns with the prime directives of the CU/Go Lean roadmap; summarized in the book with these 3 statements:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines and the participants in activities like surfing.
  • Improvement of Caribbean governance to support these engines.

This roadmap commences with the recognition that genius qualifiers can be found in many fields of endeavor, including sports. The roadmap pronounces the need for the region to confederate in order to invest in elevation of the Caribbean eco-systems in which such athletic geniuses can soar. These pronouncements are made in the opening Declaration of Interdependence, (Pages 13 & 14) as follows:

xxi. Whereas the preparation of our labor force can foster opportunities and dictate economic progress for current and future generations, the Federation must ensure that educational and job training opportunities are fully optimized for all residents of all member-states, with no partiality towards any gender or ethnic group. The Federation must recognize and facilitate excellence in many different fields of endeavor, including sciences, languages, arts, music and sports. This responsibility should be executed without incurring the risks of further human flight, as has been the past history.

xxii. Whereas sports have been a source of great pride for the Caribbean region, the economic returns from these ventures have not been evenly distributed as in other societies. The Federation must therefore facilitate the eco-systems and vertical industries of sports as a business, recreation, national pastime and even sports tourism – modeling the Olympics.

What could be the end result for the Go Lean roadmap’s venture into the sport of surfing and the business of sports? Economic growth and “jobs”. The Go Lean roadmap anticipates 21,000 direct jobs at sports enterprises throughout the region.

But surfing is also a leisure amenity, a “play” activity within the Go Lean roadmap. Many participate in this activity with no competitive motives. So the promotion of surfing in the Caribbean region can appeal to many enthusiasts far-and-wide to come visit and enjoy our Caribbean hospitality. This subject therefore relates back to the primary regional economic activity of tourism. This fits into the appeal of the Caribbean sun, sand and surf.

Overall, with these executions, the Caribbean region can be a better place to live, work and play. There is a lot of economic activity in the “play” aspects of society. Everyone, surfers, athletes and spectators alike, are hereby urged to lean-in to this Go Lean roadmap.

Appendix – Encyclopedia of Surfing:

For centuries, surfing was a central part of ancient Polynesian culture. This activity was first observed by Europeans at Tahiti in 1767 by Samuel Wallis and the crew members of the Dolphin; they were the first Europeans to visit the island in June of that year.

Surfing is a surface water sport in which the wave rider, referred to as a surfer, rides on the forward or deep face of a moving wave, which is usually carrying the surfer toward the shore. Waves suitable for surfing are primarily found in the ocean, but can also be found in lakes or in rivers in the form of a standing wave or tidal bore. However, surfers can also utilize artificial waves such as those from boat wakes and the waves created in artificial wave pools.

The term surfing refers to the act of riding a wave, regardless of whether the wave is ridden with a board or without a board, and regardless of the stance used. The native peoples of the Pacific, for instance, surfed waves on alaia, paipo, and other such craft, and did so on their belly and knees. The modern-day definition of surfing, however, most often refers to a surfer riding a wave standing up on a surfboard; this is also referred to as stand-up surfing.

George Freeth (8 November 1883 – 7 April 1919) is often credited as being the “Father of Modern Surfing”.

In 1907, the eclectic interests of the land baron Henry Huntington (of whom the City of Huntington Beach is named after) brought the ancient art of surfing to the California coast. While on vacation, Huntington had seen Hawaiian boys surfing the island waves. Looking for a way to entice visitors to the area of Redondo Beach, where he had heavily invested in real estate, he hired the young Hawaiian George Freeth to come to California and ride surfboards to the delight of visitors; Mr. Freeth exhibited his surfing skills twice a day in front of the Hotel Redondo.

In 1975, professional contests started.[6]

Today, the Surfing Hall of Fame is located in the city of Huntington Beach, California. The city brands itself as Surf City USA.

Welcoming the French

Go Lean Commentary

CU Blog - Art and Science of Collaboration - Photo 3Truth be told, the French-speaking Caribbean wants to do more with their tropical neighbors; they want to confederate, collaborate and convene on different issues related to community development and nation-building.

On behalf of planners for a new Caribbean, we welcome them, and their INTERREG efforts.

What is INTERREG?

Literally, InterRegional. See the VIDEO in the Appendix below.

This is not so new a commitment. In a previous blog-commentary, the movement behind the book Go Lean … Caribbean heralded the addition of Martinique, Guadeloupe and Saint Martin to the Association of Caribbean States. More so, in the prior year to this effort, the same countries urged more economic integration with their territorial neighbors, the Organization of Eastern Caribbean States:

This is the similar siren call from the movement behind the Go Lean … Caribbean book. The book serves as a roadmap to navigate the integration and consolidation of all 30 member-states into a technocratic Caribbean Union Trade Federation (CU). Those 30 member-states include:

  • Martinique
  • Guadeloupe
  • Saint Martin
  • Saint Barthélemy (Subordinate of St. Martin)

The INTERREG targets European territories, so the Dutch Caribbean can also solicit grants. In addition, French Guiana is included. Yippee! This territory was always on the CU‘s radar screen, but because of it’s lack of autonomous administration, the perception was that French Guiana would have to be confederated in regional governance at a later time.

We will take any integration with French Guiana now, especially with funding attached.

The CU will equally incorporate participation from other Caribbean member-states, including the Dutch, English and Spanish-speaking counterparts. Our quest is simple, as envisioned by the demonstrative expression: to “raise the tide for all boats in the harbor”. The Go Lean roadmap posits that the region is failing, ill-prepared to compete on the world’s stage, but the solution is too big for any one Caribbean member-state alone; we need “all hands on deck”, to engage the full participation of the whole neighborhood. Just look at the map here depicting the neighborhood of islands:

The Go Lean/CU roadmap seeks to integrate the entire region’s economic, security and governing engines; to employ best practices to impact our prime directives; identified with the following 3 statements:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines.
  • Improvement of Caribbean governance to support these engines.

The Go Lean book always anticipated the French territories INTERREG efforts. Page 96 describes the initial assembling of all the existing regional organizations into the new umbrella, the Caribbean Union Trade Federation (CU). These initial organizations include, among others:

  • CariCom Secretariat – 22 Agencies
  • CariCom Office of Trade Negotiations
  • British Commonwealth / Overseas Territory
  • French Overseas Territory
  • US Overseas Territory
  • Kingdom of the Netherlands – Overseas Territory
  • Association of Caribbean States (ACS)
  • Organization of Eastern Caribbean States (OECS)

INTERREG is key for this integration effort of the European-dependent territories (French & Dutch) here in the Caribbean. The actual definition follows:

European Territorial Cooperation (ETC), better known as INTERREG,  is one of the two goals of cohesion policy and provides a framework for the implementation of joint actions and policy exchanges between national, regional and local actors from different Member States. The overarching objective of European Territorial Cooperation (ETC) is to promote a harmonious economic, social and territorial development of the Union as a whole. Interreg is built around three strands of cooperation: cross-border (Interreg A), transnational (Interreg B) and interregional (Interreg C).

Five programming periods of INTERREG have succeeded each other:

  • INTERREG I (1990-1993)
  • INTERREG II (1994-1999)
  • INTERREG III (2000-2006)
  • INTERREG IV (2007-2013)
  • INTERREG V (2014-2020)

INTERREG is a series of five programmes to stimulate cooperation between regions in the European Union, funded by the European Regional Development Fund. The first Interreg started in 1989. Interreg IV covered the period 2007–2013. Interreg V (2014-2020) covers all 28 EU Member States, 3 participating EFTA countries (Norway, Switzerland, Lichtenstein), 6 accession countries and 18 neighbouring countries. According to the foregoing “prime directives“, the Go Lean/CU effort leads first with an emphasis on regional economics. Follow the money! This INTERREG V has a budget of of €10.1 billion (Euros); this is money that we cannot afford to ignore in our Caribbean region, especially since the purpose is cross-border development activity of the island-nations. Press Release: December 22, 2016 – The new INTERREG Caribbean programme was officially launched last Wednesday, 14th December 2016, in St. Lucia by representatives and officials of the French Overseas Departments and Collectivities of Guadeloupe, Martinique, French Guyana & Saint Martin, the Organisation of Eastern Caribbean States (OECS), and the European Union (EU), with support from the Honourable Mr. Allen Chastanet, Prime Minister of St. Lucia.

By launching the INTERREG V Caribbean programme in St. Lucia, the organizers made a statement of their commitment to consolidate regional partnerships (between the French Caribbean and the English-, Spanish- and Dutch- speaking countries and territories of the region), by strengthening the involvement of regional organisations, and to achieve a better co-ordination and distribution of the European Regional Development Funds to the benefit of the greater Caribbean.

The work carried out in consultation with all partners focused on the evaluation and selection of a large number of projects that have been submitted, which testifies to the growing success of the INTERREG Caribbean programme, opening up real prospects for strengthening Caribbean partnerships, and allowing all regional stakeholders to be a part of the effort to put transnational co-operation at the heart of the sustainable development of the region.

The preparation and realisation of the three-day conference constituted important moments of sharing, exchanging and building a true policy of regional co-operation and on Wednesday, 14th December, the new INTERREG Caribbean program was officially launched in the presence of many regional partners and stakeholders.

At the public meeting, Mrs. Marie-Luce Penchard, 2nd Vice-President of the Guadeloupe Region, in charge of regional co-operation, European affairs & Universities, took the opportunity to urge “project developers, who play a most vital role in the programme development, to get even more involved in order to build together a real partnership for the benefit of our [Caribbean countries and] territories”. She also expressed the strong will of the Region of Guadeloupe to support the development of their activities in the greater Caribbean, in a genuine sustainable and co-operative way.

“While the previous programmes have brought closer together project developers and regional stakeholders [to our territories]”, she continued, “the new INTERREG Caribbean programme intends to go even further by supporting projects in terms of economic competitiveness, natural risks and joint natural and cultural heritage.”

The programme also seeks to provide concrete answers to common issues and challenges shared by Caribbean countries and territories, which pertain to public health, renewable energy development and skills development.

There was a previous effort to integrate the region’s economic apparatus, the Caribbean Single Market Economy (CSME). It faltered! It was limited to the CariCom (Caribbean Community) countries – mostly English-speaking Caribbean sovereign territories (15 member-states).

The Go Lean/CU is a second – better – attempt of those same hopes and dreams behind CSME. For starters, this CU effort engages all 30 Caribbean member-states. So we can truly say: “Last time, we knocked on the door; this time we kick it in”.

Why will we succeed this time?

The Go Lean book addresses this exact issue; Page 132 of the book details the following reasons; (notice #7 specifically; this applies to INTERREG):

  3. Declaration of Interdependence

  5. Alternative to North America, and European Colonial Legacies

    Many other economic blocs and some countries (i.e. Canada) will only deal with developing nations in a regionalized effort, rather than individual foreign aid. We are still Third World, and we want/need international grants – free money.
  8. Direct Foreign Investment: Risk and Reward
  9. Diversity – 4 languages; 5 colonial legacies – is the Spice of Life
  10. Reverse Migration / Repatriation

There are so many benefits that stem from a larger “economies of scale”, a Caribbean Single Market unites 42 million people for the potential of an $800 Billion GDP market. This end-result furnishes an improved environment for commerce, security and governance. This is how the Go Lean book explains that we can make our homeland a better place to live, work and play.

The Go Lean/CU roadmap is also a better plan than the previous CSME because it encompasses more aspects of Caribbean life, not just economics; it includes security mitigations and government empowerments. This total focus allows CU stakeholders to impact the existing societal defects and to incentivize the adoption of new community ethos.

Community ethos refers to the underlying attitude/spirit/sentiment that informs the beliefs, customs, or practices of society. One ethos recommended in the Go Lean book – Page 35 – for the region to adopt is “Sharing”; see this quotation:

“Sharing is promoted as a community ethos; not in the form of a re-distribution of existing wealth, but rather the sharing of the tools to create new wealth for all to benefit from. The treaty also enables a collective security pact to assuage against systemic threats, including emergency management and responses to natural disasters.”

All of the Caribbean, despite the languages, have had societal failures. Large swaths of the population has fled to foreign shores for refuge. In the French (and Dutch) Caribbean, it is not uncommon for high school graduates to leave soon after graduation. No society can thrive with this disposition. Communities need its people, young and old. But the people need opportunities for prosperity.

The Go Lean roadmap stresses the need for a fully integrated Caribbean Single Market with the French, Dutch, English and Spanish territories, all 30 member-states.  The foregoing “News Release” urges the Eastern Caribbean states specifically and the whole Caribbean generally to “double-down” on the integration movement. There are benefits galore … and money too.

ENCORE: French Caribbean ready for the Martinique Surf Pro

After a successful first edition in 2015, the Martinique Surf Pro, a men’s QS3,000 event, will return this season to the idyllic French West Indies island of Martinique from April 17-24, 2016.

The epic first installment unfolded last year in quality surf and brought surfers from all corners of the world. Ultimately, Hawaiian up-and-comer Joshua Moniz (HAW), 19, won the event.

Go Lean Commentary
Sports could be big business; culture is big business. Every now-and-then there is the opportunity to merge sports and culture into a single economic activity. One such expression is the sports/culture of surfing. This focus is a priority for the movement to elevate the Caribbean society, stemming from the book Go Lean…Caribbean.

The book serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU). While the CU is not intended as a sports promotion entity, it does promote the important role of sports in the quest to make the Caribbean a better place to live, work and play.

Though surfing activities originated with Polynesian culture (see Appendix below), the sport has assimilated well in other societies – the Caribbean included.

In terms of cultural expressions of surfing in the United States, the most iconic portrayal is the Rock-n-Roll group the Beach Boys; see VIDEO in the Appendix below of a milestone performance in Tokyo, Japan.

Yes surfing is global in it participation and appreciation.

Now a Caribbean community, the French-domain of Martinique is exploring the surfing sub-culture for sport, tourism and sports-tourism.

Long an under-the-radar surfing spot, the French Caribbean island will get its place in the spotlight when the surfing world gathers on the island later this month for the first-ever Martinique Surf Pro.

From April 21-26, the Caribbean’s only World Surf League Qualification Series event this year will take place along the shores of Basse-Pointe in Martinique.

The event, which is being organized by Martinique Surfing in partnership with the World Surf League, will bring together 100 world-class surfers from the United States, Japan, Europe, Brazil and the Caribbean.

“Martinique has been among the best-kept secrets in Caribbean surfing for some time now,” said Muriel Wiltord, director of the Americas for the Martinique Promotion Bureau. “Such a high-profile event as this cements the island’s position as a prime surfing destination. As one the top watersports competitions being held in the Caribbean in 2015, Martinique Surf Pro also shines a spotlight on the wide range of additional watersports options that Martinique has to offer.”

Martinique’s surfing season typically lasts between November and May along its northern and northeastern Atlantic coasts.

Not every coastline is ideal for surfing; thusly many Caribbean residents do not surf; it is not an indigenous activity to this region. But the past-time – and culture for that matter – is adaptable. Why is this? While the Caribbean has been blessed with many natural gifts, the physical conditions for surfing are not everywhere; (based on factual information retrieved from Wikipedia).

There must be a consistent swell. A swell is generated when wind blows consistently over a large area of open water, called the wind’s fetch. The size of a swell is determined by the strength of the wind and the length of its fetch and duration. Because of this, surf tends to be larger and more prevalent on coastlines exposed to large expanses of ocean traversed by intense low pressure systems.

Local wind conditions affect wave quality, since the surface of a wave can become choppy in blustery conditions. Ideal conditions include a light to moderate “offshore” wind, because it blows into the front of the wave, making it a “barrel” or “tube” wave. Waves are Left handed and Right Handed depending upon the breaking formation of the wave.

Waves are generally recognized by the surfaces over which they break.[7] For example, there are Beach breaks, Reef breaks and Point breaks.

The most important influence on wave shape is the topography of the seabed directly behind and immediately beneath the breaking wave. The contours of the reef or bar front becomes stretched by diffraction. Each break is different, since each location’s underwater topography is unique. At beach breaks, sandbanks change shape from week to week. Surf forecasting is aided by advances in information technology. Mathematical modeling graphically depicts the size and direction of swells around the globe.

So mastering the sport of surfing is now an art and a science.

Despite the fun and joy of surfing, there are a lot of dangers with this activity:

This activity is not for the faint of heart.

Not every market, especially in the Caribbean, can support the demands of surfing as a sport and as a cultural event. As depicted in the foregoing article, Martinique uniquely qualifies. This year’s professional tournament is the inaugural event. This Caribbean island makes a very short-list of all locations where this activity is practical. The following is a sample of the competitive/major surfing locations (Surf Cities) around the globe:

The Martinique effort and initiative to satiate the thirst … and fascination of surfing aligns with the objects of the CU/Go Lean roadmap; especially the mission “to forge industries and economic drivers around the individual and group activities of sports and culture” (Page 81).

The Go Lean vision is a confederation of the 30 member-states of the Caribbean forming the CU as a proxy organization to do the heavy-lighting of building, funding, maintaining and promoting sports venues. The strategy is for the CU to be the landlord, and super-regional regulatory agency, for sports leagues, federations and associations (amateur, collegiate, and professional). The embrace and promotion of the sport and culture of surfing can contribute to the Greater Good for the Caribbean. This aligns with the prime directives of the CU/Go Lean roadmap; summarized in the book with these 3 statements:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines and the participants in activities like surfing.
  • Improvement of Caribbean governance to support these engines.

This roadmap commences with the recognition that genius qualifiers can be found in many fields of endeavor, including sports. The roadmap pronounces the need for the region to confederate in order to invest in elevation of the Caribbean eco-systems in which such athletic geniuses can soar. These pronouncements are made in the opening Declaration of Interdependence, (Pages 13 & 14) as follows:

xxi. Whereas the preparation of our labor force can foster opportunities and dictate economic progress for current and future generations, the Federation must ensure that educational and job training opportunities are fully optimized for all residents of all member-states, with no partiality towards any gender or ethnic group. The Federation must recognize and facilitate excellence in many different fields of endeavor, including sciences, languages, arts, music and sports. This responsibility should be executed without incurring the risks of further human flight, as has been the past history.

xxii. Whereas sports have been a source of great pride for the Caribbean region, the economic returns from these ventures have not been evenly distributed as in other societies. The Federation must therefore facilitate the eco-systems and vertical industries of sports as a business, recreation, national pastime and even sports tourism – modeling the Olympics.

What could be the end result for the Go Lean roadmap’s venture into the sport of surfing and the business of sports? Economic growth and “jobs”. The Go Lean roadmap anticipates 21,000 direct jobs at sports enterprises throughout the region.

But surfing is also a leisure amenity, a “play” activity within the Go Lean roadmap. Many participate in this activity with no competitive motives. So the promotion of surfing in the Caribbean region can appeal to many enthusiasts far-and-wide to come visit and enjoy our Caribbean hospitality. This subject therefore relates back to the primary regional economic activity of tourism. This fits into the appeal of the Caribbean sun, sand and surf.

Overall, with these executions, the Caribbean region can be a better place to live, work and play. There is a lot of economic activity in the “play” aspects of society. Everyone, surfers, athletes and spectators alike, are hereby urged to lean-in to this Go Lean roadmap.

For centuries, surfing was a central part of ancient Polynesian culture. This activity was first observed by Europeans at Tahiti in 1767 by Samuel Wallis and the crew members of the Dolphin; they were the first Europeans to visit the island in June of that year.

Surfing is a surface water sport in which the wave rider, referred to as a surfer, rides on the forward or deep face of a moving wave, which is usually carrying the surfer toward the shore. Waves suitable for surfing are primarily found in the ocean, but can also be found in lakes or in rivers in the form of a standing wave or tidal bore. However, surfers can also utilize artificial waves such as those from boat wakes and the waves created in artificial wave pools.

The term surfing refers to the act of riding a wave, regardless of whether the wave is ridden with a board or without a board, and regardless of the stance used. The native peoples of the Pacific, for instance, surfed waves on alaia, paipo, and other such craft, and did so on their belly and knees. The modern-day definition of surfing, however, most often refers to a surfer riding a wave standing up on a surfboard; this is also referred to as stand-up surfing.

George Freeth (8 November 1883 – 7 April 1919) is often credited as being the “Father of Modern Surfing”.

In 1907, the eclectic interests of the land baron Henry Huntington (of whom the City of Huntington Beach is named after) brought the ancient art of surfing to the California coast. While on vacation, Huntington had seen Hawaiian boys surfing the island waves. Looking for a way to entice visitors to the area of Redondo Beach, where he had heavily invested in real estate, he hired the young Hawaiian George Freeth to come to California and ride surfboards to the delight of visitors; Mr. Freeth exhibited his surfing skills twice a day in front of the Hotel Redondo.

In 1975, professional contests started.[6]

Today, the Surfing Hall of Fame is located in the city of Huntington Beach, California. The city brands itself as Surf City USA.

Is Martinique the Next Caribbean Surfing Capital?

Sports could be big business; culture is big business. Every now-and-then there is the opportunity to merge sports and culture into a single economic activity. One such expression is the sports/culture of surfing. This focus is a priority for the movement to elevate the Caribbean society, stemming from the book Go Lean…Caribbean.

The book serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU). While the CU is not intended as a sports promotion entity, it does promote the important role of sports in the quest to make the Caribbean a better place to live, work and play.

Though surfing activities originated with Polynesian culture (see Appendix below), the sport has assimilated well in other societies – the Caribbean included.

In terms of cultural expressions of surfing in the United States, the most iconic portrayal is the Rock-n-Roll group the Beach Boys; see VIDEO in the Appendix below of a milestone performance in Tokyo, Japan.

Yes surfing is global in its participation and appreciation.

Now a Caribbean community, the French-domain of Martinique is exploring the surfing sub-culture for sport, tourism and sports-tourism.

Long an under-the-radar surfing spot, the French Caribbean island will get its place in the spotlight when the surfing world gathers on the island later this month for the first-ever Martinique Surf Pro.

From April 21-26, the Caribbean’s only World Surf League Qualification Series event this year will take place along the shores of Basse-Pointe in Martinique.

The event, which is being organized by Martinique Surfing in partnership with the World Surf League, will bring together 100 world-class surfers from the United States, Japan, Europe, Brazil and the Caribbean.

“Martinique has been among the best-kept secrets in Caribbean surfing for some time now,” said Muriel Wiltord, director of the Americas for the Martinique Promotion Bureau. “Such a high-profile event as this cements the island’s position as a prime surfing destination. As one the top watersports competitions being held in the Caribbean in 2015, Martinique Surf Pro also shines a spotlight on the wide range of additional watersports options that Martinique has to offer.”

Martinique’s surfing season typically lasts between November and May along its northern and northeastern Atlantic coasts.

Not every coastline is ideal for surfing; thusly many Caribbean residents do not surf; it is not an indigenous activity to this region. But the past-time – and culture for that matter – is adaptable. Why is this? While the Caribbean has been blessed with many natural gifts, the physical conditions for surfing are not everywhere; (based on factual information retrieved from Wikipedia).

There must be a consistent swell. A swell is generated when wind blows consistently over a large area of open water, called the wind’s fetch. The size of a swell is determined by the strength of the wind and the length of its fetch and duration. Because of this, surf tends to be larger and more prevalent on coastlines exposed to large expanses of ocean traversed by intense low pressure systems.

Local wind conditions affect wave quality, since the surface of a wave can become choppy in blustery conditions. Ideal conditions include a light to moderate “offshore” wind, because it blows into the front of the wave, making it a “barrel” or “tube” wave. Waves are Left handed and Right Handed depending upon the breaking formation of the wave.

Waves are generally recognized by the surfaces over which they break.[7] For example, there are Beach breaks, Reef breaks and Point breaks.

The most important influence on wave shape is the topography of the seabed directly behind and immediately beneath the breaking wave. The contours of the reef or bar front becomes stretched by diffraction. Each break is different, since each location’s underwater topography is unique. At beach breaks, sandbanks change shape from week to week. Surf forecasting is aided by advances in information technology. Mathematical modeling graphically depicts the size and direction of swells around the globe.

So mastering the sport of surfing is now an art and a science.

Despite the fun and joy of surfing, there are a lot of dangers with this activity:

This activity is not for the faint of heart.

Not every market, especially in the Caribbean, can support the demands of surfing as a sport and as a cultural event. As depicted in the foregoing article, Martinique uniquely qualifies. This year’s professional tournament is the inaugural event. This Caribbean island makes a very short-list of all locations where this activity is practical. The following is a sample of the competitive/major surfing locations (Surf Cities) around the globe:

The Martinique effort and initiative to satiate the thirst … and fascination of surfing aligns with the objects of the CU/Go Lean roadmap; especially the mission “to forge industries and economic drivers around the individual and group activities of sports and culture” (Page 81).

The Go Lean vision is a confederation of the 30 member-states of the Caribbean forming the CU as a proxy organization to do the heavy-lighting of building, funding, maintaining and promoting sports venues. The strategy is for the CU to be the landlord, and super-regional regulatory agency, for sports leagues, federations and associations (amateur, collegiate, and professional). The embrace and promotion of the sport and culture of surfing can contribute to the Greater Good for the Caribbean. This aligns with the prime directives of the CU/Go Lean roadmap; summarized in the book with these 3 statements:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines and the participants in activities like surfing.
  • Improvement of Caribbean governance to support these engines.

This roadmap commences with the recognition that genius qualifiers can be found in many fields of endeavor, including sports. The roadmap pronounces the need for the region to confederate in order to invest in elevation of the Caribbean eco-systems in which such athletic geniuses can soar. These pronouncements are made in the opening Declaration of Interdependence, (Pages 13 & 14) as follows:

xxi. Whereas the preparation of our labor force can foster opportunities and dictate economic progress for current and future generations, the Federation must ensure that educational and job training opportunities are fully optimized for all residents of all member-states, with no partiality towards any gender or ethnic group. The Federation must recognize and facilitate excellence in many different fields of endeavor, including sciences, languages, arts, music and sports. This responsibility should be executed without incurring the risks of further human flight, as has been the past history.

xxii. Whereas sports have been a source of great pride for the Caribbean region, the economic returns from these ventures have not been evenly distributed as in other societies. The Federation must therefore facilitate the eco-systems and vertical industries of sports as a business, recreation, national pastime and even sports tourism – modeling the Olympics.

Guadeloupe, Martinique, St Maarten Join the ACS

French Caribbean MapThe SFE Foundation, publishers of the book Go Lean … Caribbean welcomes these French Caribbean states into this brotherhood of Caribbean states. We embrace the idea of regional integration, as described in the below article, and push for an even “deeper dive into waters” of confederation, collaboration and convention.

The book Go Lean … Caribbean serves as a roadmap to navigate the integration and consolidation of all 30 member-states into the Caribbean Union Trade Federation (CU). The CU will equally represent these French-speaking Caribbean member-states along with their Dutch, English and Spanish counterparts. The Go Lean roadmap posits that the region is ill-prepared to compete on the world’s stage without this proposed integration. The book declares interdependence among these member-states to form a single market & economy of 42 million people and the potential for an $800 Billion GDP. The end-result will furnish a Caribbean Union that our young people can saddle their dreams to for a consequential future.

Guadeloupe, Martinique and St Maarten have all joined the Association of Caribbean States (ACS) as associate members.

The three Caribbean territories acceded to the ACS during the regional group’s Ministerial Council meeting in Trinidad last week.

“It is important that we remain a player in the region and that we strengthen the bonds between us and the Nations of the Caribbean,” St Maarten Prime Minister Sarah Wescot-Wiliams said following the move. “One of the things I have been stressing is regarding our responsibilities and roles that we have to take on as a country. One of those is participation in regional and international organizations. Now we have the capacity to meet with the ACS which [gives] us a voice in the region.”

Serge Letchimy, President of Martinique’s Regional Council, said regional integration had been a priority of his tenure, with a view toward “anchoring Martinique in its geographical environment.”

The territories’ accession to the ACS was first announced [at the outset of this 19th Ordinary Meeting of the Ministerial Council].

Martinique and Guadeloupe’s relationship with the sovereign territories of the Caribbean, and how it should develop, continues to be a question for the region.

Last year, a report recommended that Martinique and Guadeloupe integrate economically with the Organization of Eastern Caribbean States – (www.caribjournal.com/2013/04/08/report-urges-oecs-economic-integration-for-martinique-guadeloupe/).

The Caribbean needs all hands on deck for the region’s societal elevation goals. Consider these organizational dynamics of the ACS and the OECS:

ACS

The Association of Caribbean States (ACS) is a union of nations centered on the Caribbean Basin. It was formed with the aim of promoting consultation, cooperation, and concerted action among all the countries of the Caribbean. The primary purpose of the ACS is to develop greater trade between the nations, enhance transportation, develop sustainable tourism, and facilitate greater and more effective responses to local natural disasters – Wikipedia.com.

It comprises twenty-five member states and four associate members. The convention establishing the ACS was signed on July 24, 1994 in Cartagena de Indias, Colombia. The secretariat of the organization is located in Port of Spain, Trinidad and Tobago.

Caribbean Sea Agenda
One agenda adopted by the ACS has been an attempt to secure the designation of the Caribbean Sea as a special zone in the context of sustainable development; it is pushing for the UN to consider the Caribbean Sea as an invaluable asset that is worth protecting and treasuring. The organization has sought to form a coalition among member states to devise a United Nations General Assembly resolution to ban the transshipment of nuclear materials through the Caribbean Sea and the Panama Canal.

OECS

The Organization of Eastern Caribbean States (OECS), created in 1981, is an inter-governmental organization dedicated to economic harmonization and integration, protection of human and legal rights, and the encouragement of good governance between the countries/dependencies of the Eastern Caribbean states of Antigua & Barbuda, Dominica, Grenada, Montserrat, St. Kitts & Nevis, St. Lucia and St. Vincent & Grenadines. Anguilla and the British Virgin Islands are associate member states.

The Go Lean roadmap aligns with the ACS and OECS agenda – all hands on deck – with the implementation plan of an Exclusive Economic Zone for the Caribbean Sea. This plan is therefore conceivable,believable and achievable. 🙂
