Toxic Environment – Make the Caribbean Great (Anew)

Make America Great Again!

When candidate Donald Trump emerged in 2015 with this campaign slogan, one question that so many observers asked was:

When was America Great the first time?

So then, perhaps the Greatness that America had – that Trump reminisced about – was only for a limited scope for people that were:

White, Male, Straight, Rich, Able-bodied

There are lessons from this fallacious historic summary that we can learn in the Caribbean.

Was there ever a time that our 30 member-states (individually or collectively) would have been considered as Great societies?

The consensus answer is No! Just the opposite, we have always suffered from Toxic Environments; from discovery to slavery to colonization to American parasite status.

So a campaign slogan for the Caribbean member-states (individually or collectively) could now be:

Make the Caribbean Great (Anew)

This is the completion of this Teaching Series from the movement behind the 2013 book Go Lean…Caribbean, related to Toxic Environments. The book asserts that with the adoption of certain community ethos and the execution of certain strategies, tactics and implementation, our communities can reach a destination of Greatness.

Every month, the Go Lean movement presents a Teaching Series to address issues germane to Caribbean life and culture. For this month of September 2020, we were looking at the actuality of persecuted minorities and stagnated economies in the homeland. Our Toxic Environment have curtailed the opportunities for many people to live, work and play at home; so they have been compelled to seek refuge abroad.  This is entry 6-of-6; it presents the thesis that “without attempts towards greatness” our neighborhoods and workplaces just become more-and-more Toxic. There is no standing still in this fast moving world. There is only one choice, do the heavy-lifting to Make the Caribbean Great or watch the eventual abandonment of our society – drip by drip.

The Go Lean book, serving as a roadmap for the introduction of the Caribbean Union Trade Federation (CU), asserts that Caribbean stakeholders must do the heavy-lifting to remediate our Toxic Environments, and them keep pushing forward to foster a Great Society. The purpose of the Go Lean roadmap is to optimize the economic, security and governing engines of society. The end result must be that we retain people in-country and maybe even entice the Diaspora to return. The purpose of these past entries in this month’s Teaching Series was to reinforce the foundation of Caribbean society. We must reform and transform. Yes, we can!

How do we Make the Caribbean Great?

No seriously!

How? Not just talking the talk – the campaign slogan – but walking the walk. Is this destination of Greatness really conceivable, believable and achievable?

We have addressed this question before and answered it accordingly.

There is a formula for moving from “Good to Great”.

This subject was thoroughly addressed in a previous Go Lean commentary from March 2, 2016; it analyzed the book by Jim Collins: Good to Great: Why Some Companies Make the Leap … and Others Don’t.

Go Lean Commentary Going from ‘Good to Great’

caribbean_viewThe Caribbean is arguably the greatest address on the planet.

So declares the book Go Lean…Caribbean. This not only refers to terrain, but also culture (music, food, festivals, fun, etc.) and hospitality. Despite these arguable facts, the societal engines in the Caribbean (economy, security, and governance) are NOT great; in some cases, they may not even be considered “good”, as we do feature a few Failed-States in the region.

For the sake of this commentary, we give every Caribbean member-state a scholarship and assume they are “good”. Now how do we go from “Good to Great”?

The book Go Lean…Caribbean represents a quest to make the Caribbean a Great place to live, work and play. But there is actually a formula to making a society (or company/organization) great, as opposed to just being good. Below is the book review and accompanying VIDEO of the landmark publication by writer – see Appendix – and management consultant Jim Collins:

Book Title: Good to Great: Why Some Companies Make the Leap … and Others Don’t
Executive Summary

CU Blog - Going from Good to Great - Photo 1Jim Collins, already established as one of the most influential management consultants, further established his credibility with the wildly popular Good to Great: Why Some Companies Make the Leap…and Others Don’t, originally published in 2001. The book went on to be one of the bestsellers in the genre, and it is now widely regarded as a modern classic of management theory.

Collins takes up a daunting challenge in the book: identifying and evaluating the factors and variables that allow a small fraction of companies to make the transition from merely good to truly great. ‘Great,’ an admittedly subjective term, is operationally defined according to a number of metrics, including, specifically, financial performance that exceeded the market average by several orders of magnitude over a sustained period of time. Using these criteria, Collins and his research team exhaustively catalogued the business literature, identifying a handful of companies that fulfilled their predetermined criteria for greatness. Then, the defining characteristics that differentiated these ‘great’ firms from their competitors were quantified and analyzed.

The resulting data are presented in Good to Great in compelling detail. Over the course of 9 chapters, Collins addresses a number of management, personnel, and operational practices, behaviors, and attitudes that are both conducive and antithetical to the good-to-great transition. One overarching theme that links together virtually all of Collins’ arguments is the need to define a narrowly focused objective and field of competency and then focus all of the company’s resources toward that area of strength. Repeatedly, Collins warns that straying too far from a company’s established strengths is inimical to the attainment of greatness. Finally, Collins links the findings of Good to Great to the conclusions he reached in his previous book, Built to Last, which focused on the factors that define companies that survive in the long-term, meshing both sets of results into an overarching framework for enduring success.

Chapter Summaries

Chapter 1: Good is the Enemy of Great

The first chapter of the book lays out the criteria that Collins and his research team used in selecting the companies that served as the basis of the meta-analysis that provided the findings set forth in the book. The most important factor in the selection process was a period of growth and sustained success that far outpaced the market or industry average. Based on the stated criteria, the companies that were selected for inclusion were Abbott, Fannie Mae, Circuit City, Gillette, Kimberly-Clark, Kroger, Nucor, Philip Morris, Pitney Bowes, Walgreens, and Wells Fargo.

Collins also offers a few of the most significant findings gleaned from the study. Of particular note are the many indications that factors such as CEO compensation, technology, mergers and acquisitions, and change management initiatives played relatively minor roles in fostering the Good to Great process. Instead, Collins found that successes in three main areas, which he terms disciplined people, disciplined thought, and disciplined action, were likely the most significant factors in determining a company’s ability to achieve greatness.

Chapter 2: Level 5 Leadership

In this chapter, Collins begins the process of identifying and further explicating the unique factors and variables that differentiate good and great companies. One of the most significant differences, he asserts, is the quality and nature of leadership in the firm. Collins goes on to identify “Level 5 leadership” as a common characteristic of the great companies assessed in the study. This type of leadership forms the top level of a 5-level hierarchy that ranges from merely competent supervision to strategic executive decision-making.

By further studying the behaviors and attitudes of so-called Level 5 leaders, Collins found that many of those classified in this group displayed an unusual mix of intense determination and profound humility. These leaders often have a long-term personal sense of investment in the company and its success, often cultivated through a career-spanning climb up the company’s ranks. The personal ego and individual financial gain are not as important as the long-term benefit of the team and the company to true Level 5 leaders. As such, Collins asserts that the much-touted trend of bringing in a celebrity CEO to turn around a flailing firm is usually not conducive to fostering the transition from Good to Great.

Chapter 3: First Who, Then What

The next factor that Collins identifies as part of the Good to Great process is the nature of the leadership team. Specifically, Collins advances the concept that the process of securing high-quality, high-talent individuals with Level 5 leadership abilities must be undertaken before an overarching strategy can be developed. With the right people in the right positions, Collins contends that many of the management problems that plague companies and sap valuable resources will automatically dissipate. As such, he argues, firms seeking to make the Good to Great transition may find it worthwhile to expend extra energy and time on personnel searches and decision-making.

Collins also underscores the importance of maintaining rigorousness in all personnel decisions. He recommends moving potentially failing employees and managers to new positions, but not hesitating to remove personnel who are not actively contributing. He also recommends that hiring should be delayed until an absolutely suitable candidate has been identified. Hewing to both of these guidelines, Collins claims, will likely save time, effort, and resources in the long-term.

Chapter 4: Confront the Brutal Facts (Yet Never Lose Faith)

Another key element of some companies’ unique ability to make the transition from Good to Great is the willingness to identify and assess defining facts in the company and in the larger business environment. In today’s market, trends in consumer preferences are constantly changing, and the inability to keep apace with these changes often results in company failure. Using the example of an extended comparative analysis of Kroger and A & P, Collins observes that Kroger recognized the trend towards modernization in the grocery industry and adjusted its business model accordingly, although doing so required a complete transformation of the company and its stores. A & P, on the other hand, resisted large-scale change, and thus guaranteed its own demise.

Collins outlines a four-step process to promote awareness of emerging trends and potential problems: 1) Lead with questions, not answers; 2) Engage in dialogue and debate, not coercion; 3) Conduct autopsies without blame; and 4) Build red flag mechanisms that turn information into information that cannot be ignored.

Chapter 5: The Hedgehog Concept (Simplicity Within the Three Circles)

In this chapter, Collins uses the metaphor of the hedgehog to illustrate the seemingly contradictory principle that simplicity can sometimes lead to greatness. When confronted by predators, the hedgehog’s simple but surprisingly effective response is to roll up into a ball. While other predators, such as the fox, may be impressively clever, few can devise a strategy that is effective enough to overcome the hedgehog’s simple, repetitive response.

Similarly, Collins asserts, the way to make the transformation from Good to Great is often not doing many things well, but instead, doing one thing better than anyone else in the world. It may take time to identify the single function that will be a particular firm’s “hedgehog concept,” but those who do successfully identify it are often rewarded with singular success. In order to help expedite this process, Collins suggests using the following three criteria: 1) Determine what you can be best in the world at and what you cannot be best in the world at; 2) Determine what drives your economic engine; and 3) Determine what you are deeply passionate about.

Chapter 6: A Culture of Discipline

Another defining characteristic of the companies that Collins defined as great in his study was an overarching organizational culture of discipline. He is quick to point out that a culture of discipline is not to be confused with a strict authoritarian environment; instead, Collins is referring to an organization in which each manager and staff member is driven by an unrelenting inner sense of determination. In this type of organization, each individual functions as an entrepreneur, with a deeply rooted personal investment in both their own work and the company’s success.

Although this discipline will manifest itself in a high standard of quality in the work that is produced by managers and employees alike, its most significant outcome will be an almost fanatical devotion to the objectives outlined in the “hedgehog concept” exercises. Disciplined workers will be better equipped to hew to these goals with a single-minded intensity that, according to Collins, will foster the transformation from merely Good to Great. In addition, the author asserts, it is important that within this overarching culture of discipline, every team member is afforded the degree of personal empowerment and latitude that is necessary to ensure that they will be able to go to unheard-of extremes to bring the firm’s envisioned objectives into existence.

Chapter 7: Technology Accelerators

Today, many businesses have come to depend upon technology to increase efficiency, reduce overhead, and maximize competitive advantage. However, Collins cautions that technology should not be regarded as a potential panacea for all that ails a company. The folly of this kind of thinking was revealed in the aftermath of the crash of the tech bubble in the early 2000s. The market correction threw into sharp relief the differences between sustainable uses of the Internet to extend established businesses and ill-planned, unviable online start-ups.

Collins contends that the good-to-great companies approach the prospect of new and emerging technologies with the same prudence and careful deliberation that characterizes all of their other business decisions. Further, these companies tend to apply technology in a manner that is reflective of their “hedgehog concepts” — typically by selecting and focusing solely upon the development of a few technologies that are fundamentally compatible with their established strengths and objectives. Collins characterizes the ideal approach to technology with the following cycle: “Pause — Think — Crawl — Walk — Run.”

Chapter 8: The Flywheel and the Doom Loop

In this chapter, Collins describes two cycles that demonstrate the way that business decisions tend to accumulate incrementally in either an advantageous or a disadvantageous manner. Both, the author emphasizes, accrue over time. Despite the popular misperception that business success or failure often occurs suddenly, Collins asserts that it more typically occurs over the course of years, and that both only transpire after sufficient positive or negative momentum has been accrued.

Collins describes the advantageous business cycle that, in some cases, can foster the transition from Good to Great as “the flywheel effect.” By making decisions and taking actions that reinforce and affirm the company’s “hedgehog” competencies, executives initiate positive momentum. This, in turn, results in the accumulation of tangible positive outcomes, which serve to energize and earn the investment and loyalty of the staff. This revitalization of the team serves to further build momentum. If the cycle continues to repeat in this manner, the transition from Good to Great is likely to transpire. In contrast, the doom loop is characterized by reactive decision-making, an overextension into too many diverse areas of concentration, following short-lived trends, frequent changes in leadership and personnel, loss of morale, and disappointing results.

Chapter 9: From Good to Great to Built to Last

In the concluding chapter of Good to Great, Collins makes a connection between this book and his previous work, Built to Last, which represented the findings of a six-year study into the factors that determined whether a new company would survive in the long-term. First and foremost, Collins contends that companies need a set of core values in order to achieve the kind of long-term, sustainable success that may lead to greatness. Companies need to exist for a higher purpose than mere profit generation in order to transcend the category of merely good. According to Collins, this purpose does not have to be specific — even if the shared values that compel the company toward success are as open-ended as being the best at what they do and achieving excellence consistently, that may be sufficient as long as the team members are equally dedicated to the same set of values.

Although many of the conclusions of both of the books overlap, Collins notes that Good to Great should not be seen as the follow-up to Built to Last, which focuses on sustaining success in the long-term. Instead, Good to Great actually functions as the prequel to Built to Last. First, a company should focus on developing the foundation that is necessary to work toward greatness. Then, they can begin to apply the principles of longevity that are set forth in Built to Last.

CU Blog - Going from Good to Great - Photo 2The talk of societal greatness is en vogue right now. This is election season in the United States and one candidate for President, Donald J. Trump, pledges to “Make America Great Again”; see photo here.

Greatness also aligns with other empowerment efforts, like the advocacy championed by the Great Place to Work® Institute.

The book Go Lean … Caribbean stresses the need to create a great society of all of the Caribbean. It serves as a roadmap for the introduction and implementation for the technocratic Caribbean Union Trade Federation (CU). As a federation or federal government, there will be the need to pursue greatness organizationally to benefit all stakeholders (residents, Diaspora, visitors, trading partners, etc.). There is also the need to employ and empower a Civil Service workforce; this labor pool is projected to be only 30,000 people, thusly embracing lean (or agile) delivery methodologies. So all the references in the foregoing regarding organization, enterprise, company and/or firm could apply directly and indirectly to the CU Trade Federation.

Yet, these federal civil servants are not the only focus of the Go Lean/CU roadmap. The prime directives of this roadmap covers these 3 focus areas:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines.
  • Improve Caribbean governance to support these engines.

With the success of this roadmap, the Caribbean region will be enabled to go from Good to Great! With confidence now, we can truly declare that “A Change Is Gonna Come“.

But any change must be permanent! The Go Lean book declares that for permanent change to take place, there must first be an adoption of new community ethos, the national spirit that drives the character and identity of its people. The roadmap was constructed with the following community ethos in mind, plus the execution of strategies, tactics, implementation and advocacies to move from Good to Great. While a good homeland may seem satisfactory, we now see that satisfactory is not good enough – we lose too many of our citizens as they flee to foreign shores for refuge.

The desired destination is not “good”, but rather “great”. We want to make the Caribbean a Great place to live, work and play.   🙂

Welcome to Yugoslavia … one of the most classic Toxic Environments in the history of civilization.

Wait, what?!

That country does not exist anymore. (See the encyclopedic reference in the Appendix A below). The land is still there; the people are still there … mostly, but the culture and national identity is gone.

The only things that remain are lessons … for other communities – like us in the Caribbean – to learn the consequences of an unchecked, un-remediated Toxic Environment. We need to look, listen and learn the lessons. But first consider the historic references in the VIDEO here:

No doubt, the Balkan region was Toxic in the distant past and the recent past. This is the same region that ignited World War I, back in 1914. We had addressed this history before, in a previous Go Lean commentary; see highlights in Appendix B below.

What are the lessons that we glean from this history, then and now?

  • The one country of Yugoslavia was an integrated and consolidated federation that combined these 6 neighboring member-states in a Single Market:
    Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, Serbia, and Slovenia
  • The 6 member-states were not homogenous; there were many differences in their populations, i.e Official languages: Serbo-Croatian, Macedonian and Slovene.
  • Religiosity do not contribute to peace; in fact, religious intolerance can lead to Civil War. Yugoslavia featured 3 major faiths: Western Catholicism, Eastern Orthodox and Islam.
  • Historical disputes and grievances do not just dissipate – they must be reconciled – or future generation will still contest the issue.
  • Minorities will always be persecuted by majorities in Toxic Environments.

The lessons from World War I cannot be ignored.

The lessons from the recent Yugoslavia conflicts cannot be ignored.

This discussion on Yugoslavia underpins a consideration of the Toxic Environment that we suffer here in the Caribbean. The 2013 book Go Lean…Caribbean, serving as a roadmap for the introduction of the Caribbean Union Trade Federation (CU), asserts that Caribbean economic, security (Public Safety) and governing stakeholders must all work together to abate our Toxic Environment.

This commentary is a continuation on the Teaching Series related to Toxic Environments where we addressed the pseudo-phobias – irrational fear or hatred – and how these bring on the “fight or flight” psycho-drama in everyone’s response. In Yugoslavia, “fight” was frequently the selected option. Every month, the movement behind the Go Lean book presents a Teaching Series to address issues germane to Caribbean life and culture. For this month of September 2020, this is entry 3-of-6, we are looking at the history of persecuted minorities in this Eastern Europe country-culture – that is now extinct.

After 100 years, according to the foregoing VIDEO, the member-states that constituted Yugoslavia have now reconciled their Toxic Environments from the past – they gave up on integration. They gave up on diversity and just decided to continue as independent homogeneous nations – no leverage, no economies-of-scale, no “whole is more than the sum of its parts”. Sad!

The Go Lean roadmap urges the Caribbean region to confederate, asserting that we double-down on Diversity & Inclusion among the 30 different member-states. We need the inherent benefits; we need the leverage; we need the economies-of-scale; we need the “whole to be more than the sum of its parts”. Yugoslavia was a unified country across a large geographic area. They were among the most successful communities; they even hosted the Olympics – Sarajevo 1984. They could have been in the G20 and be one of the “best addresses on the planet”, if only they had learned “how to get along” with each other, despite ethnic differences.

We must do better …

We must consider Yugoslavia as a cautionary tale for us in the Caribbean. We want Diversity & Inclusion; we want every distinct group in our society to have a “seat at the table, with no one being on the menu”.

  • Different races, no problem.
  • Different languages, no problem.
  • Different religions, no problem.
  • Different colonial heritage, no problem.

Yes, we can …

Who We Are

Whereas we are surrounded and allied to nations of larger proportions in land mass, populations, and treasuries, elements in their societies may have ill-intent in their pursuits, at the expense of the safety and security of our citizens. We must therefore appoint “new guards” to ensure our public safety and threats against our society, both domestic and foreign. The Federation must employ the latest advances and best practices … to assuage continuous threats against public safety.

xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xiv. Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accidence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

Appendix A – Yugoslavia

Yugoslavia (literally. ‘South Slavic Land’) was a country in Southeast Europe and Central Europe for most of the 20th century. It came into existence after World War I in 1918[B] under the name of the Kingdom of Serbs, Croats and Slovenes by the merger of the provisional State of Slovenes, Croats and Serbs (it was formed from territories of the former Austro-Hungarian Empire) with the Kingdom of Serbia, and constituted the first union of the South Slavic people as a sovereign state, following centuries in which the region had been part of the Ottoman Empire and Austria-Hungary. Peter I of Serbia was its first sovereign. The kingdom gained international recognition on 13 July 1922 at the Conference of Ambassadors in Paris.[2] The official name of the state was changed to Kingdom of Yugoslavia on 3 October 1929.

Yugoslavia was invaded by the Axis powers on 6 April 1941. In 1943, a Democratic Federal Yugoslavia was proclaimed by the Partisan resistance. In 1944 King Peter II, then living in exile, recognised it as the legitimate government. The monarchy was subsequently abolished in November 1945. Yugoslavia was renamed the Federal People’s Republic of Yugoslavia in 1946, when a communist government was established. It acquired the territories of Istria, Rijeka, and Zadar from Italy. Partisan leader Josip Broz Tito ruled the country as president until his death in 1980. In 1963, the country was renamed again, as the Socialist Federal Republic of Yugoslavia (SFRY).

The six constituent republics that made up the SFRY were the SR Bosnia and Herzegovina, SR Croatia, SR Macedonia, SR Montenegro, SR Serbia, and SR Slovenia. Serbia contained two Socialist Autonomous Provinces, Vojvodina and Kosovo, which after 1974 were largely equal to the other members of the federation.[3][4] After an economic and political crisis in the 1980s and the rise of nationalism, Yugoslavia broke up along its republics’ borders, at first into five countries, leading to the Yugoslav Wars. From 1993 to 2017, the International Criminal Tribunal for the former Yugoslavia tried political and military leaders from the former Yugoslavia for war crimes, genocide, and other crimes committed during those wars.

After the breakup, the republics of Montenegro and Serbia formed a reduced federative state, Serbia and Montenegro, known officially until 2003 as the Federal Republic of Yugoslavia (FRY). This state aspired to the status of sole legal successor to the SFRY, but those claims were opposed by the other former republics. Eventually, it accepted the opinion of the Badinter Arbitration Committee about shared succession[5] and in 2003 its official name was changed to Serbia and Montenegro. This state dissolved when Montenegro and Serbia each became independent states in 2006, while Kosovo proclaimed its independence from Serbia in 2008.

A Lesson in History – 100 Years Ago Today – World War I
On this date 100 years ago, Archduke Franz Ferdinand of Austria, heir presumptive to the Austro-Hungarian throne, and his wife, Sophie, Duchess of Hohenberg, were shot dead in Sarajevo by Serbian assassins. The political objective of the assassination was to break off Austria-Hungary’s south-Slavic provinces so they could be combined into a Yugoslavia. The assassination led directly to the First World War when Austria-Hungary subsequently issued an ultimatum against Serbia, which was partially rejected. Austria-Hungary then declared war, marking the outbreak of the war. [a]

Multilateral military alliances abounded in that day among the Great Powers: Austria-Hungary with Germany (Triple Alliance of 1882) and Serbia with Russia and France (Triple Entente of 1907) and Britain. When war ensued later in August 1914, these were the sides. Many other military treaties were triggered thereby engaging empires/countries like Ottoman-Turks, Portugal, Japan and Italy, (The United States joined in 1917 allied with Britain). The resulting conflict was dubbed the Great War until subsequently rebranded World War I.

The people of the Caribbean understand societal decline and dysfunction all too well.

What have we learned in the 100 years since the events of June 28, 1914? How will these lessons help us today?

  • Minority Equalization – Bullying and terrorism must be mitigated at the earliest possible opportunity – the foregoing photo depicts the oppression the minority Balkan communities perceived in the Austria-Hungarian Empire. As a minority group they felt bullied in their own country; their Slavic culture and language set them apart, and their religious adherence led to even more dissension (Austria-Hungary: Catholic/Lutheran; Serbia: Eastern Orthodox and Bosnia- Herzegovina: Muslim) There were terrorist activities for decades before in the quest for independence. In the past 100 years, this same modus operandi has been repeated in countless locales around the world. The CU security pact must defend against regional threats, including domestic terrorism. This includes gangs and their junior counterparts, bullies. The CU plans for community messaging in the campaign to mitigate bullying.
  • Reconciliation of issues are not optional, more conflict will emerge otherwise – The issues that wedged the people of the Balkans were not resolved in World War I. More dissensions continued leading to World War II, and continued during the Cold War while most of the Balkans were under Soviets control. When the Soviet Union collapsed in 1991, civil war and ethnic cleansings proceeded in the Balkans. Their issues/differences had not been reconciled. A common practice after WW I & WW II was the prosecution of war crimes. But in South Africa an alternative justice approach was adopted, that of Truth & Reconciliation Commissions (TRC). These have become more successful as the emphasis is less on revenge and more on justice normalization. Many other countries have instituted similar TRC models. The CU plans for the TRC model for dealing with a lot of latent issues in the last Caribbean century (i.e. Cuba, Haiti, Dominican Republic, etc).
  • Self-determination of local currencies – in planning for postwar reconstruction, U.S. representatives with their British counterparts studied what had been lacking between the two world wars: a system of international payments that would allow trade to be conducted without fear of sudden currency depreciation or wild fluctuations in exchange rates—ailments that had nearly paralyzed world capitalism during the Great Depression. There is a multiplier associated with the currency in the money supply. Therefore the communities of the Caribbean must embrace its own currency, the Caribbean Dollar (managed by a technocratic Caribbean Central Bank), thereby bringing local benefits from local multipliers.
  • Security assurances must be enabled to complement economics objectives – A lot of dissension has resulted when economic engines become imperiled due to security conflicts. The instability then causes more economic dysfunction, which results in even more security threats – a downward spiral. The CU/Go Lean posits that security apparatus must be aligned with all economic empowerments. This is weaved throughout the roadmap.
  • Negotiate as partners not competitors – The end of World War I immediately set-up ripe conditions for WW II, because of the harsh terms in the Peace Treaties. The CU maintains that, negotiation is an art and a science. More can be accomplished by treating a negotiating counterpart as a partner, rather than not an adversary. (See VIDEO below).
  • Cooperatives and sharing schemes lighten burdens among neighbors – The Balkan conflict of 1914 resulted in a World War because of cooperative treaties with aligning nations. Despite this bad outcome, the practice of cooperatives and sharing still has more upside than downside. The CU will employ cooperatives and sharing schemes for limited scopes within the prime directives of optimizing the economic, security and governing engines.
  • Promote opportunities for the Pursuit of Happiness – A lot of terrorist activities are executed by “suicide” agents (i.e. suicide bombers). The Go Lean roadmap posits the when the following three fundamentals are in place, the risks of suicide is minimal: 1. something to do, 2. someone to love, 3. something to hope for. These are the things a man (or woman) needs to be happy. 
  • Consider the Greater Good – Complying with this principle would have prevented a lot of conflict in the past century. The philosophy is directly quoted as: “It is the greatest good to the greatest number of people which is the measure of right and wrong”. The CU/Go Lean roadmap calls for a number of measures that strike directly at the Greater Good mandate: accountable justice institutions, economic empowerment for rich and poor, strategic education initiatives, proactive health/wellness, etc.institutions, economic empowerment for rich and poor, strategic education initiatives, proactive health/wellness, etc.

Abaco, Bahamas – Losing the Battles on Two Fronts

Go Lean Commentary

At the beginning of World War II, it became obvious, very early, that Germany was going to lose. Why?

Because they had to fight battles … alone … on two fronts:

That was a strategic and tactical disadvantage for Nazi Germany! Time was to catch up with them eventually.

There is a parallel situation today in the Caribbean, in the Northern Bahamas community of Abaco in particular. They have battles on two fronts: A hurricane and a pandemic.

  • Climate Change – infused storms like Hurricane Dorian in September 2019
    At 16:40 UTC on September 1, Dorian made landfall on Great Abaco Island in the Bahamas, with one-minute sustained winds of 185 mph (298 km/h), wind gusts over 220 mph (355 km/h), and a central barometric pressure of 910 millibars (27 inHg),[26][27] as Dorian reached its peak intensity during landfall.[28] Storm chaser Josh Morgerman observed a pressure of 913.4 mbar (26.97 inHg) in Marsh Harbour.[29] Dorian’s forward speed decreased around this time, slowing to a westward crawl of 5 mph (8.0 km/h).[28] At 02:00 UTC on September 2, Dorian made landfall on Grand Bahama near the same intensity, with the same sustained wind speed.[30] Afterward, Dorian’s forward speed slowed to just 1 knot (1.2 mph; 1.9 km/h), as the Bermuda High that was steering the storm westward weakened. Later that day, the storm began to undergo an eyewall replacement cycle to the north of Grand Bahama; the Bermuda High to the northeast of Dorian also collapsed, causing Dorian to stall just north of Grand Bahama.[31][32] Around the same time, the combination of the eyewall replacement cycle and upwelling of cold water caused Dorian to begin weakening, with Dorian dropping to Category 4 status at 15:00 UTC.[33] Due to the absence of steering currents, Dorian stalled north of Grand Bahama for about a day.[34][35] – Wikipedia

  • Pandemic – Coronavirus COVID-19
    Consider the actuality of life in the Bahamas during this crisis as related in a previous blog-commentary; (this reporting describes the situation on the ground in the Bahamas as miserable):

    • Jobs are affected – most private businesses, including tourist resorts, are closed or curtailed.
    • Retail food prices increase because of higher inventory-carrying costs.
    • Hospitals and public safety institutions are overwhelmed with COVID cases: testing, tracing, therapeutics and terminal patients.
    • Government Shutdown – No administrative processing, at all; no passport processing, no business registrations, etc.

Abaco is failing miserably on both fronts. It is not wise to bet that they will win, overcome, survive or thrive. 🙁

For those who don’t regularly deal with natural disasters like hurricanes, earthquakes, wildfires or tornadoes, it’s easy to think of these violent events as one-offs, cosmic flukes, and after a year or so passes, old news. When in reality, the devastating effects from these catastrophes can last many, many years after the initial deathblow, and casualties continue to stack.

It’s been a little over a year since the prolonged and record-breaking Category 5 Hurricane Dorian blasted the Bahamas with 185mph maximum sustained winds — effectively become the most intense tropical cyclone to ever strike the islands, the costliest event in Bahamian history with $3.4 billion in damage, and the worst natural disaster in the country’s history — leaving at least 70,000 people homeless and 74 dead (although the exact death toll is unknown, as 245 people were still missing as of April 2020).

But there is compassion, especially from Floridian surfers who’ve been island-hopping this area for generations. And with compassion comes aid, and with aid comes relief, and with relief comes recovery. At least that’s what we hope.

“There are very few moments in life when we as individuals have the opportunity to do something larger than ourselves and help,” explains acclaimed filmmaker Wesley Dunham-Brown, who co-created the surfing documentary films Peel: The Peru Project and Chasing Dora before starting his own production company, Arora Entertainment. “I believe this is what we were ultimately put on this planet to do. When Hurricane Dorian decimated the Bahamas, and more specifically the area of Hope Town, it gave us the opportunity to do just that. Our small group of passionate filmmakers at Arora Entertainment went down to help these people, tell their incredible stories of loss, grief, love and compassion and share their unrelenting faith, will and perseverance to see the Bahamas rebuilt.”

Respected for their storytelling techniques, industry contacts, and ability to spread awareness, Brown and his directorial partner Bobby Pura were hired by Hope Town Rising — a grassroots initiative of the Community Assistance Foundation focused on supporting and rebuilding Elbow Cay — to focus their lenses on this devastated area in the way of a full-length documentary, “This is Hope Town.” The film shadows a close-knit community of Bahamians as they join together to work around-the-clock in terrible conditions to rebuild their lives, while recounting the damage, emotional toll and physical wreckage in heart-wrenching interviews. Brown and Pura immediately tapped longtime Bahamas traveler and professional surfer Cory Lopez to serve as ambassador for the mission.

“I spent a lot of time in the Bahamas over the years,” says Cory. “I started going there when I was a kid, and one year Andy [Irons] and I spent six weeks there. So I have a lot of great memories from the place. Looking at how big that storm was, I expected it to be bad. And of course I heard stories and saw pictures of how bad it ended up being. But once you get down there and actually see the severity of it, a year later… it’s catastrophic, man. It’s been such a slow process of removing debris off the island while getting supplies that are needed — and food — on to the island. And unfortunately with COVID-19, it’s just been a double-whammy for those people. At this rate it’ll take two to three years to rebuild, five years to bring this place back.”

“With disasters like this, it’s like a lot of people will donate right away, but then three months later there’s another disaster somewhere else in the world,” Cory adds. “So hopefully this film will bring another boost of money to the Bahamian people. And they were very grateful that we went down there to give them a voice and bring attention to the problems they’re facing.”

“This is not simply a documentarian journey, it’s a human journey,” Brown continues. “One that demonstrates to the world that we all possess the power to affect change, and a human responsibility to assist those in need wherever they may be. This is our time and opportunity to change things for the people of Hope Town, and to show the world what the people of the Abacos, and those who are doing everything in their power to help them, are truly made of.”

Title # 2: Abaco in “precarious situation” with COVID, ongoing reconstruction — says MP
NASSAU, BAHAMAS — Central and South Abaco MP James Albury said because the construction industry represents a major hotspot for COVID-19, Abaco is in a “precarious situation” as reconstruction forges on.
Infections on the island continue to rise, albeit more slowly in recent weeks.“It’s something that is on everyone’s mind, including my own,” Albury told Eyewitness News.
“We’re in a very precarious situation and trying to handle that as well as handle reconstruction of course, is a double whammy that is really keeping us on the back foot. We’re pushing forward as much as possible, but there is always a danger there in terms of a resurgence.Abaco has the third-highest number of infections in The Bahamas with 104 infections as of yesterday, trailing Grand Bahama (607) and New Providence (2,186).
The island remains in recovery mode more than a year after deadly Hurricane Dorian decimated many of its once-thriving communities.
Amid the height of lockdown and curfew measures nationwide, exemptions were made for reconstruction of the island, a major undertaking, to continue.
The MP said while it is hoped a rapid increase is avoided, “realistically, if it does happen it will require a lot more effort on behalf of the health team”.
He said an increase in cases and exposures also challenges residents, many of whom remain in alternative housing and tents.
“Even quarantining is difficult for lack of available housing, so it is a big concern and it is certainly nothing to take lightly,” Albury said.
“It is certainly nothing that we can afford to sleep on.” Albury said while new infections per appear to have somewhat slowed “things can change tomorrow”.

“We’re at [over] 100 cases spread out through several areas — Moore’s Island, Sandy Point, and some of the cays as well — so we have a bit of a spread of cases, and we’re dealing with a disaster already within a disaster,” he said.“It’s a very challenging position for the health team on the ground, so I do give them kudos.

“I think they have been working very hard to make sure that testing and monitoring is going on.”

Asked about compliance with emergency protocols on the recovering island, Albury said: “There are always going to be people who try and skirt around the law or skirt around the laid out protocols, but it’s something that Abaconians are taking very seriously.

“…Those members of society who are not really complying of course are going to face the end of the law on that.

Of the total cases on Abaco, 25 were recorded in the last two weeks.

In the two weeks prior, 35 cases were recorded.

This means in the last month, Abaco has more than doubled its cases — from 44 on August 20 to 104 yesterday.

During the first wave, which spanned mid-March through the end of June, Abaco recorded zero cases.

Moore’s Island in the Abacos recorded its first few cases on July 23.

Two days later, a case was recorded on Great Guana Cay in the Abacos.

And on July 28, mainland Abaco recorded its first case.

The Abaco chain of islands are a beautiful part of the Bahamas archipelago – the natural beauty flourishes. The Bahamas has been rocked by the pandemic but the country was in crisis even before COVID-19; this was due to structural deficiencies that were exacerbated by Agents of Change like Climate Change, globalization, technology and an Aging Diaspora. So the cupboards are now bare; this makes relief and refuge from these recent crises (COVID-19 and Dorian) untenable. Crisis within a crisis; failure on top of failure.

But we are here to explain, not just complain.

So the problems in Abaco are bigger than just COVID, bigger than just Dorian. The systematic defects are still present and still impacting the viability of this community for the future. There is the need to reboot the Abaco eco-system.

How?

The 2013 book Go Lean … Caribbean identified the root causes of Caribbean communities’ dysfunctions and presented viable solutions: strategies, tactics and implementations. But it cautioned that the remediation work is not easy; it takes heavy-lifting. The book decomposed the societal engines to these sub-categories: economics, security and governance. Then it proposed confederating the 30 member-states of the Caribbean region so as to better leverage the solutions across a wider base – 42 million people – as opposed to just the small populations of many of the Small Island Development States. This is true for sparsely populated Abaco – 10,000-ish population; before Dorian; well before some documented defection-abandonment. Abaco is just a skinny string in the fabric of the regional society.

This is the urging right now; we need more than a string; we need to make the “rope” of our society stronger and better. We must … confederate, collaborate, collude, consolidate and convene:

Many strains of strings in a rope make it stronger. – The Bible Ecclesiastes 4:12

The mono-industrial engine of tourism-alone must be retired. This community – Abaco – must diversify, whatever it takes.

So the certainty of Abaco’s failure, does not have to be so certain; it can be averted. Learning the lessons from ill-fated Nazi Germany, Abaco, the Bahamas and the entire Caribbean need a more structure alliance (allied nations) fighting along-side them for victory.

Yes, we can! Confederation – this is how … we can make our homeland a better place to live, work and play.  🙂

As nature recognizes no borders in the target of its destruction, we also must set aside border considerations in the preparation and response to these weather challenges.

Naomi Osaka – Shining Bright in the Darkness of 2020 – Encore

2020 has been a Bad Year; it has been filled with darkness and death, due to the raging Coronavirus COVID-19 pandemic plus the resultant global recession. In addition, in the United States and other countries, there has been reflection and a demand for reconciliation over racial injustice and police brutality.

For the Caribbean, there has been little for us to smile about. Unless, we look at the Wide World of Sports. Here is this example in this summary of a big Sports News story:

Japan’s Naomi Osaka came from a set down to beat Victoria Azarenka of Belarus to win the US Open on Saturday and clinch her third Grand Slam title. Osaka, the fourth seed, overcame her unseeded opponent 1-6, 6-3, 6-3 in 1hr 53min inside a near-empty Arthur Ashe Stadium at Flushing Meadows. It brought 22-year-old Osaka’s haul of tennis major trophies to three after her victories at the 2018 US Open and 2019 Australian Open. – Source.

2020 has been a devastating year due to events “above and beyond” sports. But this is what has been comforting and inspiring about Naomi Osaka; she has been comforting and inspiring above and beyond sports. See the continuation-conclusion of the foregoing news story:

… Osaka had walked onto the court wearing a mask bearing the name of Tamir Rice, a 12-year-old African-American boy who was shot dead by a white police officer in Cleveland, Ohio in 2014.

Osaka, of Japanese and Haitian heritage, wore different masks honoring victims of racial injustice and police brutality in each round of the tournament.

The 2019 Australian Open champion also donned face coverings bearing the names of Breonna Taylor, Elijah McClain, Ahmaud Arbery, Trayvon Martin, George Floyd and Philando Castile.

Naomi Osaka is a role model for all of the Caribbean to emulate. She represents the greatness that Caribbean people and culture can produce … and export to the world.

There is actually a recipe for success on the world stage, one that has just been applied by tennis superstar Naomi Osaka in winning the 2018 US Open over fan-favorite Serena Williams. The recipe:

Meld Caribbean distinctiveness with that of other cultures.

Wait what?!

This sounds so familiar, even fictionalized! Those who are fans of the science fiction franchise Star Trek will remember the mantra of the cybernetic life form “The Borg”. Their announcement when attacking potential victims were as follows:

”We are the Borg. Lower your shields and surrender your ships. We will add your biological and technological distinctiveness to our own. Your culture will adapt to service us. Resistance is futile.” – Source

This is “Art imitating Life”! We see this recipe at work with this new sports champion and beneficiary of this international melding: Naomi Osaka.

She is a professional tennis player who represents Japan internationally. She is the first Japanese citizen to winGrand Slam singles tournament, defeating Serena Williams in the final of the 2018 US Open.[6] Osaka has reached a career-high world ranking of No. 7.[4] She was born to a Haitian father, Leonard “San” François, and a Japanese mother, Tamaki Osaka .[7]

This story, beyond its relevance to sports, has a Caribbean relevance because of Osaka’s parentage. The meld – noun/verb: blend – had produced an end-product that has accomplished more than any one component has accomplished on its own. Osaka is the first Japanese citizen to win a Grand Slam event, and needless-to-say, the first Haitian.  It has not been easy:

In racially homogeneous Japan, Osaka is considered hāfu, which is Japanese for biracial.[10] Her Japanese grandfather was furious when he found out that her mother was romantically involved with a black man. As a result of the interracial relationship, her mother did not have contact with her family for over ten years.[8] In a 2016 interview, Osaka said: “When I go to Japan, people are confused. From my name, they don’t expect to see a black girl.”[11]Wikipedia

This biography provides a lesson-learned for the rest of the Caribbean, and the world for that matter:

  • To our Caribbean brothers and sisters, we entreat you to embrace pluralism; good things come from the embrace of our differences.
  • To the rest of world, we declare that the Caribbean identity is not “Less Than”. We bring a strength of character and ethos that adds value and elevates any community where we meld.

If we can successfully meld and conquer a challenge on the world stage, how much more so can we meld our distinctiveness here at home or in our regional neighborhood to accomplish greater feats. This is the message of the movement behind the book Go Lean…Caribbean, which asserts that great Caribbean progress is in store when we meld – integrate, collaborate and confederate. The book – available to download for free – serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU), for the elevation of Caribbean society – for all member-states.

This CU/Go Lean roadmap has these 3 prime directives:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion and create 2.2 million new jobs. There are many industrial expressions that we will have to make in order to reach these goals, including the facilitation of the Art & Science of Sports.
  • Establishment of a security apparatus to ensure public safety and protect the resultant economic engines.
  • Improve Caribbean governance to support these engines, including a separation-of-powers between the member-states and CU federal agencies.

The book stresses that reforming and transforming the Caribbean societal engines must be a regional pursuit. This was an early motivation for the roadmap, as pronounced in the opening Declaration of Interdependence (Pages 12 – 14):

The story of Naomi Osaka is about more than just her heritage. She is an excellent athlete of her own making. It takes blood, sweat and tears to excel at the highest level of her sport. For Osaka to beat Serena Williams – earning $3.8 million – that was no fluke; that was the full measure of her athletic prowess; that was heavy-lifting. So how can we foster more people in our Caribbean region to be like Naomi Osaka, people who can help to elevate our society and the global image of Caribbean contributions to the world? This will allow for the unification of the region of 30 member-states into a single market of 42 million people and a GDP exceeding $800 Billion (per 2010). While the CARIFTA Games are for track-and-field events only, the CU Games will resemble a mini-Olympics with multi-sports (boxing, football/soccer, tennis, volleyball, sailing, baseball/softball, etc.)
3 Fairgrounds as Sport Venues
The CU Fairgrounds (managed by the Interior Department) will have the infrastructure to fund, build and maintain sports arenas and “stadiums” (stadia) in local markets. The mantra is “build it and they will come”, so the CU building and managing world-class sport facilities will result in a more organized industry and the emergence of vertical markets.

Appendix – It’s shameful what US Open did to Naomi Osaka

Naomi Osaka, 20 years old, just became the first player from Japan to win a Grand Slam.

Yet rather than cheer Osaka, the crowd, the commentators and US Open officials all expressed shock and grief that Serena Williams lost.

Osaka spent what should have been her victory lap in tears. It had been her childhood dream to make it to the US Open and possibly play against Williams, her idol, in the final.

It’s hard to recall a more unsportsmanlike event.

Here was a young girl who pulled off one of the greatest upsets ever, who fought for every point she earned, ashamed.

At the awards ceremony, Osaka covered her face with her black visor and cried. The crowd booed her. Katrina Adams, chairman and president of the USTA, opened the awards ceremony by denigrating the winner and lionizing Williams — whose ego, if anything, needs piercing.

“Perhaps it’s not the finish we were looking for today,” Adams said, “but Serena, you are a champion of all champions.” Addressing the crowd, Adams added, “This mama is a role model and respected by all.”

That’s not likely the case now, not after the world watched as Serena Williams had a series of epic meltdowns on the court, all sparked when the umpire warned her: No coaching from the side. Her coach was making visible hand signals.

“I don’t cheat to win,” Williams told him. “I’d rather lose.”

She couldn’t let it go, going back multiple times to berate the umpire. At one point she called him a thief.

“You stole a point from me!” she yelled.

After her loss, Williams’s coach admitted to ESPN that he had, in fact, been coaching from the stands, a code violation. The warning was fair.

Everything that followed is on Williams, who is no stranger to tantrums. Most famously, she was tossed from the US Open in 2009 after telling the line judge, “I swear to God I’ll take the f—king ball and shove it down your f—king throat.” John McEnroe was taken aback. Even Williams’s mother, Oracene Price, couldn’t defend her daughter’s outburst.

“She could have kept her cool,” Price said.

On Saturday, she also could have tried to be gracious in defeat. No matter how her fans try to spin this, Williams was anything but. Upon accepting her finalist award, she gave parsimonious praise to her competitor while telling the crowd she felt their pain.

“Let’s try to make this the best moment we can,” she said in part, “and we’ll get through it . . . let’s not boo anymore. We’re gonna get through this and let’s be positive, so congratulations, Naomi.”

Osaka accepted her trophy while choking back tears. She never smiled. When asked if her childhood dream of playing against Williams matched the reality, she politely sidestepped the question.

“I’m sorry,” Osaka said. “I know that everyone was cheering for her and I’m sorry it had to end like this.”

She turned to Williams. “I’m really grateful I was able to play with you,” Osaka said. “Thank you.” She bowed her head to Williams, and Williams just took it — no reciprocation, no emotion.

Osaka, a young player at the beginning of her career, showed grit, determination and maturity on that court and off.

She earned that trophy. Let’s recall that this wasn’t Osaka’s first victory over Williams — she beat Williams back in March, causing a hiccup in that great comeback narrative.

Osaka earned her moment as victor at the US Open, one that should have been pure joy. If anything was stolen during this match, it was that.

Coronavirus Deaths: Debunking a Conspiracy Theory

A Gun Shot Wound (GSW) victim contracts Coronavirus while in the hospital and dies. What is the Cause of Death? The GSW?! Coronavirus?! Both?!

Unfortunately, the management of the Coronavirus COVID-19 pandemic has become politicized … especially in the US. There are two sides on the issue: Liberals vs Conservatives.

Conservatives tend to be less cooperative with Science; (also opposing Climate Change); and prone to support conspiracy theories, i.e. 5G cause for COVID-19.

This is the issue again now. The Conservatives have downplayed the seriousness of the Coronavirus; first labeling it a hoax, then assigning it as “just the common flu”, and now conspiring that less people have actually died compared to the official scientific tally. (The Liberals only want to count the dead).

Earlier this week, Iowa Republican Sen. Joni Ernst became the first member of “the world’s greatest deliberative body” to embrace a false online conspiracy theory that seeks to minimize the danger of COVID-19 by claiming only a few thousand Americans have died from the virus — not the 185,000 reported by state and local health agencies and hospitals.

Ernst, who described herself as “so skeptical” of the official death toll, even went so far as to echo the nonsense argument spread by QAnon and other right-wing conspiracy-mongers that medical providers who have risked their own lives and health to treat COVID-19 patients have been attributing non-COVID deaths to the virus to rake in extra cash from the federal government.

“These health-care providers and others are reimbursed at a higher rate if COVID is tied to it, so what do you think they’re doing?” Ernst, who is facing a tight reelection race, said Monday at a campaign stop near Waterloo, Iowa, according to a report by the Waterloo-Cedar Falls Courier.

“They’re thinking there may be 10,000 or less deaths that were actually singularly COVID-19,” Ernst added in an interview with the paper. “I’m just really curious. It would be interesting to know that.”

Since Ernst is “really curious,” here are the facts.

Yes, Medicare pays hospitals more for treating COVID-19 patients — 20 percent more than its designated rate, to be exact. Incidentally, this additional payment was approved 96-0 in the U.S. Senate — including by Joni Ernst. The reason Ernst (and all of her Senate colleagues) voted for it is simple: It helped keep U.S. hospitals open and operating during a worldwide emergency.

“This is no scandal,” Joseph Antos, a scholar in health care at the conservative American Enterprise Institute, explained in a recent PolitiFact fact-check. “The 20 percent was added by Congress because hospitals have lost revenue from routine care and elective surgeries that they can’t provide during this crisis, and because the cost of providing even routine services to COVID patients has jumped.”

In other words, no one is getting rich by misclassifying COVID-19 deaths.

It’s also fair to say that fewer than 185,000 Americans have died “singularly,” as Ernst put it, from COVID-19. According to a recent update by the Centers for Disease Control and Prevention, 94 percent of patients whose primary cause of death was listed as COVID-19 were also judged to have comorbidities — secondary conditions like diabetes that often exacerbate the virus’s effects. For the remaining 6 percent, COVID-19 was the only cause listed in conjunction with their deaths.

On Sunday, President Trump retweeted a QAnon backer who falsely claimed this meant that only 6 percent of reported COVID-19 deaths — that is, 10,000 or so — were actually caused by the virus. Perhaps this “report” is what Ernst was referring to when she agreed Monday with an audience member who theorized that COVID-19 deaths had been overcounted. “I heard the same thing on the news,” she said.

Yet Twitter quickly removed the tweet for spreading false information, and for good reason.

Despite all the innuendo, there’s nothing unusual about the way the government is counting coronavirus deaths, as we have previously explained. In any crisis — whether it’s a pandemic or a hurricane — people with preexisting conditions will die. The standard for attributing such deaths to the pandemic is to determine whether those people would have died when they did if the current crisis had never happened.

When it comes to the coronavirus, the data is clear: COVID-19 is much more likely to kill you if your system has already been compromised by some other ailment, such as asthma, HIV, diabetes mellitus, chronic lung disease or cardiovascular disease. But that doesn’t mean patients with those health problems would have died this week (or last week, or next month) no matter what. The vast majority of them probably wouldn’t have. COVID-19 was the cause of death — the disease that killed them now, and not later.

A closer look at the CDC data, meanwhile, reveals that many of the comorbidities listed by medical providers are complications caused by COVID-19 rather than chronic conditions that predated infection: heart failure, renal failure, respiratory failure, sepsis and so on.

Feverishly creating a baseless fiction from two threads of unrelated information — the additional Medicare payments and the CDC update about comorbidities — is a classic conspiracy-theorist move. But that doesn’t make it true.

“Let there not be any confusion,” Dr. Anthony Fauci, the nation’s top infectious disease expert, said Tuesday. “It’s not 9,000 deaths from COVID-19. It’s 180,000-plus deaths.”

“The point that the CDC was trying to make was that a certain percentage of [deaths] had nothing else but COVID,” Fauci continued. “That does not mean that someone who has hypertension or diabetes who dies of COVID didn’t die of COVID-19. They did.”

In reality, it’s more likely that the U.S. is undercounting rather than overcounting COVID-19 deaths. According to a recent New York Times analysis of CDC estimates, at least 200,000 more people than usual died in the U.S. between March and early August — meaning that the official COVID-19 death count, which hit 140,000 over the same period, is probably too low.

In the Hawkeye State, COVID-19 had killed at least 1,125 as of Wednesday afternoon. Over the past week, the state has reported an average of 1,177 cases per day, an increase of 124 percent from the average two weeks earlier. Its positive testing rate has risen from 10 percent to 18.5 percent since then.

So while Republican lawmakers such as Ernst seek to downplay the lethality of the virus, Theresa Greenfield, Iowa’s Democratic Senate candidate, seized on her opponent’s baseless claim to underscore the gravity of the situation in one of the only states in America where the pandemic is getting worse.

“It’s appalling for you to say you’re ‘so skeptical’ of the toll this pandemic has on our families and communities across Iowa,” Greenfield tweeted Tuesday, addressing the senator. “We need leaders who will take this seriously.”

Let’s recap: Some people have downplayed the COVID-19 deaths and suffering of people to promote a political story-line. Ouch! But, this sounds so familiar. We have been there; done that. Remember Puerto Rico?!

In a previous blog-commentary from the movement behind the 2013 book Go Lean…Caribbean, it related how Puerto Rico’s death toll from devastating Category 5 Hurricane Maria in 2017 was downplayed (under-counted) to project a fallacy that the response by the Federal Government under the “Conservative” President, Donald Trump, was adequate or benevolent. It was neither! See this except here:

We learn now that even the resultant deaths from Hurricane Maria had been under counted.

What? How? Why?

The act of counting deaths is more straight-forward than the Washington and San Juan officials would have you believe. Simply count the number of mortalities (death certificates issued) for the 4th Quarter of the last few years. The PR government try to assert that the number of deaths were 64 people; and yet demographers and other social scientists counted the mortality rate for 4th Quarter 2017 and the 4th Quarters in previous years and the real count is more like:

Wait, wait … don’t tell me! According to this story here, “researchers concluded the final death count could [actually] be as high as 8,500”.

There is no valid dissent: 185,000 people have died … as of September 3, 2020. Period!

A desire to downplay this actuality is reflective of a malevolent spirit. This is America today – not the ideal “city on the hill” that they want to project. This is the same country – and administration – that undervalued the lost lives in the US Territory of Puerto Rico. This is mindful of the expression:

Never kill yourself for someone who would rather watch you die.

This is not just theoretical!

In an interview, in response to the request for sorrow on the large number of dead, President Trump callously declared:

It is what it is.

The Go Lean book presented a roadmap to introduce and implement the Caribbean Union Trade Federation (CU) as a technocracy to act on behalf of Caribbean member-states so that we will not be parasites of the American hegemony but rather protégés. The vision is for the CU to do its own heavy-lifting for health-wellness and Homeland Security. This would remediate and mitigate all domestic threats, natural or pandemic. So the regional Security Apparatus would include Disease Control and Management. The functionalities of this technocracy are described as follows:

The CU plans calls for some health care reform, under the guise of homeland and economic security, emergency management and cross border initiatives (disease management and organ transplantation).

Due to the systemic threat, epidemic response and disease control will be coordinated at the CU level. This agency will manage the detailed inventory needs of pharmaceuticals (vaccinations, etc.) so that the Group Purchasing Organization can negotiate for volume-wholesale pricing/discounts and delivery schedules on the regional level.

The data associated with Flu Shots, Vaccinations, STDs should be mined and published by the CU.

This agency will also sponsor Disease Management schemes to identify, educate, treat patients with chronic diseases like diabetes, asthma, heart, COPD, and other ailments that tend to have no cure, but the affected could prosper with proper management.

Due to the systemic threat, epidemic response and disease control will be coordinated at the federal level. Also, the acquisition of public-bound pharmaceuticals (vaccinations, etc.) can be negotiated at the regional level, using the Group Purchasing Organizations (GPO) envisioned in this roadmap. This will lead to a better supply and pricing dynamics. …

Advocacy – 10 Ways to Impact Cancer – Public Health Administration (Page 157)
Not all [disease] cancer is hereditary or tied to lifestyle (smoking, obesity, diet), sometimes there are environmental agents. The CU treaty grants jurisdiction for systemic threats, epidemic response and/or disease control. Despite the pro-business ethos, the CU will assuage any threat of new/existing industrial endeavors with thorough environmental impact studies.

The purpose of this commentary was to stress the fact we need to count the dead … accurately. Our Pandemic Playbook must include the act of counting.

The Go Lean movement (book and subsequent blog-commentaries) stresses that reforming and transforming the Caribbean societal engines must be a regional pursuit; no one member-states has the prowess, resources and experience to implement a Pandemic Playbook alone.

Prowess, resources and experience, yes? But genius skills are not necessarily the requirement for just counting the dead. While the Pandemic Playbook must reflect an “Art and a Science”, counting the dead is all about “arithmetic”. “They” say many fields of endeavors require “Art and Science” in order to master. But counting the dead is no “Art”; this is STEM 101 -(Science, Technology, Engineering and Mathematics).

Its ironic that the political faction, Conservatives, that opposes most scientific scrutiny – like Climate Change – seems to be the same people that are refusing the proper count. Their “science” comprehension and competence always seem to fall short; yet, they are quick to embrace conspiracy theories … Arrrgggghhh!!!

We urge all Caribbean stakeholders – governments and citizens – to lean-in to the science, not the conspiracies … and lean-in to this roadmap for an effective and efficient Pandemic Playbook for our region; this reflects the Best Practices of medical science.

We need scientific accomplishments to make progress. This is how we make our homeland a better place to live, work, heal and play. 🙂

Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiv.  Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

To be or not to be; that is the question – Shakespeare’s Hamlet

Is it worth it to “hang in there”? This is a question for us in the Caribbean as well. The world is enduring the Coronavirus COVID-19 pandemic crisis; it is wreaking havoc on the world’s economic engines – $250 Billion a day in losses – and Public Health deliveries. The only hope is a vaccine, of which there are a number of them in development (Phase I – Test Tubes, Phase II – Lab Mice, Phase III – Human Trials). Around $10bn is being spent on finding a vaccine for this Coronavirus.

Will you consume or ingest the eventual vaccine?

Will you allow your children to ingest? What percentage of people in the community will refuse to ingest?

What if consumption is a prerequisite for work, school, church, travel, etc.?

To be or not to be; that is the question
To be or not to be’ is a soliloquy of Hamlet’s – meaning that although he is speaking aloud to the audience none of the other characters can hear him. Soliloquies were a convention of Elizabethan plays where characters spoke their thoughts to the audience. Hamlet says ‘To be or not to be’ because he is questioning the value of life and asking himself whether it’s worthwhile hanging in there. He is extremely depressed at this point and fed up with everything in the world around him, and he is contemplating putting an end to himself. – Source

This commentary addresses the Pandemic Playbook for the Caribbean region – asserting that it should include vaccines. This continues the Teaching Series for the month of August 2020 on the subject of Pandemic Playbooks – the need for them and the deficiency there of in the Caribbean. This is entry 5-of-6 from the movement behind the 2013 book Go Lean…Caribbean. The other commentaries in the series are cataloged as follows:

A big area of consideration must be past history:

  • COVID-19 is not the first pandemic
  • COVID-19 immunization would not be the first vaccine

What lessons can we learn from past considerations of this “To Be or Not To Be” vaccine drama?

Let’s consider the historicity (good, bad and ugly) of the Polio vaccine and the Lead Researcher Dr. Jonas Salk; see here:

Title 1: Polio Vaccine

During the early 1950s, polio rates in the U.S. were above 25,000 annually; in 1952 and 1953, the U.S. experienced an outbreak of 58,000 and 35,000 polio cases, respectively, up from a typical number of some 20,000 a year, with deaths in those years numbering 3,200 and 1,400.[62] Amid this U.S. polio epidemic, millions of dollars were invested in finding and marketing a polio vaccine by commercial interests, including Lederle Laboratories in New York under the direction of H. R. Cox. Also working at Lederle was Polish-born virologist and immunologist Hilary Koprowski of the Wistar Institute in Philadelphia, who tested the first successful polio vaccine, in 1950.[8][41] His vaccine, however, being a live attenuated virus taken orally, was still in the research stage and would not be ready for use until five years after Jonas Salk’s polio vaccine (a dead-virus injectable vaccine) had reached the market. Koprowski’s attenuated vaccine was prepared by successive passages through the brains of Swiss albino mice. By the seventh passage, the vaccine strains could no longer infect nervous tissue or cause paralysis. After one to three further passages on rats, the vaccine was deemed safe for human use.[39][63] On 27 February 1950, Koprowski’s live, attenuated vaccine was tested for the first time on an 8-year-old boy living at Letchworth Village, an institution for the physically and mentally disabled located in New York. After the child suffered no side effects, Koprowski enlarged his experiment to include 19 other children.[39][64]

Jonas Salk
The first effective polio vaccine was developed in 1952 by Jonas Salk and a team at the University of Pittsburgh that included Julius Youngner, Byron Bennett, L. James Lewis, and Lorraine Friedman, which required years of subsequent testing. Salk went on CBS radio to report a successful test on a small group of adults and children on 26 March 1953; two days later, the results were published in JAMA.[57] Leone N. Farrell invented a key laboratory technique that enabled the mass production of the vaccine by a team she led in Toronto.[65][66] Beginning 23 February 1954, the vaccine was tested at Arsenal Elementary School and the Watson Home for Children in Pittsburgh, Pennsylvania.[67]

Salk’s vaccine was then used in a test called the Francis Field Trial, led by Thomas Francis, the largest medical experiment in history at that time. The test began with about 4,000 children at Franklin Sherman Elementary School in McLean, Virginia,[68][69] and eventually involved 1.8 million children, in 44 states from Maine to California.[70] By the conclusion of the study, roughly 440,000 received one or more injections of the vaccine, about 210,000 children received a placebo, consisting of harmless culture media, and 1.2 million children received no vaccination and served as a control group, who would then be observed to see if any contracted polio.[39] The results of the field trial were announced 12 April 1955 (the tenth anniversary of the death of President Franklin D. Roosevelt, whose paralytic illness was generally believed to have been caused by polio). The Salk vaccine had been 60–70% effective against PV1 (poliovirus type 1), over 90% effective against PV2 and PV3, and 94% effective against the development of bulbar polio.[71] Soon after Salk’s vaccine was licensed in 1955, children’s vaccination campaigns were launched. In the U.S, following a mass immunization campaign promoted by the March of Dimes, the annual number of polio cases fell from 35,000 in 1953 to 5,600 by 1957.[72] By 1961 only 161 cases were recorded in the United States.[73]

Safety incidents

In April 1955, soon after mass polio vaccination began in the US, the Surgeon General began to receive reports of patients who contracted paralytic polio about a week after being vaccinated with Salk polio vaccine from Cutter pharmaceutical company, with the paralysis limited to the limb the vaccine was injected into. In response the Surgeon General pulled all polio vaccine made by Cutter Laboratories from the market, but not before 250 cases of paralytic illness had occurred. Wyeth polio vaccine was also reported to have paralyzed and killed several children. It was soon discovered that some lots of Salk polio vaccine made by Cutter and Wyeth had not been properly inactivated, allowing live poliovirus into more than 100,000 doses of vaccine. In May 1955, the National Institutes of Health and Public Health Services established a Technical Committee on Poliomyelitis Vaccine to test and review all polio vaccine lots and advise the Public Health Service as to which lots should be released for public use. These incidents reduced public confidence in polio vaccine leading to a drop in vaccination rates.[76]

Is there an alternative to taking a vaccine?

Yes, there is herd or community immunity – where if enough people are vaccinated, like 70 percent – then the rest will automatically benefit from the protections.

But don’t get it twisted! The Caribbean member-states boast a Service industrial economy – tourism. To participate in this industry space will require compliance. Tourists – by air for resort-based stay-overs or cruise line passengers – will not want to expose themselves to possible infections.

Lastly, individuals can simply chose to exit societal functioning – a self-imposed quarantine; think: Leper Colony. These ones will have to take a seat – with a view – and watch life pass them by.

Is this what you want for yourself, your family and your community? If you chose NO VACCINE, you have that right. But your children may choose differently. Especially those children that you invested so selflessly to get advanced education – college graduates. Already, this population have a higher than normal abandonment rate in the region.

One report estimates 70 percent of college educated Caribbean citizens have fled and live abroad in the Diaspora:

According to the analysis by the Inter-American Development Bank, the people in the “Caribbean 6” countries, including the Bahamas, Barbados, Guyana, Jamaica, Suriname, and Trinidad & Tobago have wasted money on educating their populations, especially tertiary (college) education. …

The Go Lean book posits that the Caribbean is the greatest address in the world. So why would people want to leave? The book answers by relating “push” and “pull” factors. Push, in that the dire economic conditions in the Caribbean homeland, plus governmental failures in response, caused responsible people to look elsewhere to fulfill their responsibilities and aspirations. On the other hand, pull factors came from the geo-political circumstances in the world. … Many West Indians were attracted by these better prospects in what was often referred to as the mother country. …

The Caribbean region features the world’s best address. The world should be beating down the doors to come to the Caribbean, not the Caribbean people beating down doors to get out.

“To be or not to be? That is the question” …

There must be a Pandemic Playbook for inclusion and participation in the COVID-19 vaccine race.

We must have a seat at the table or we will be “on the menu“.

The Go Lean roadmap promotes, plans and prepares for that inclusion and participation.

We want to start early in the participation cycle; the Go Lean roadmap calls for the full strategies, tactics and implementations for Research & Development. We also want full participation with Disaster (as in pandemic) Preparation & Response. These participations had already been embedded in this roadmap for reforming and transforming the Caribbean. These prime drivers are part of the vision for a Pandemic Playbook. These participations were presented as part of the New Guards for Homeland Security and Public Safety in the Caribbean region.

The Coronavirus COVID-19 virus is the master; we are all just slaves, doing the master’s bidding.

Wanna take back control?
Vaccine or bust!

We have no other choice but to contend with these challenges that come with participating in a vaccine program.

We need this strategy in our Pandemic Playbook. A requirement for Good Governance mandates that we capitulate with one or many of these vaccines that have been researched and developed; lives and livelihoods are stake. Next time – and there will be a next time – we need our own people doing the research & the development.

We urge all Caribbean stakeholders – governments, citizens, doctors and patients – to participate in the global quest to eradicate this pandemic. This is the roadmap for making the Caribbean homeland a better place to live, work, heal and play. Jonas Salk did it with Polio … eventually; we can too. So our vision, this quest is conceivable, believable and achievable. 🙂

Pandemic Playbook – Caribbean Inadequacies – Bahamas Example: ‘Too Little Too Late’

My thimble runneth over! – Derisive Pun based on the Biblical expression “My cup runneth over”.

Considering the reality of the Coronavirus COVID-19 pandemic on our economic engines and Public Health deliveries, how do you answer:

Is your cup running over?

My cup runneth over” is a quotation from the Hebrew Bible (Psalm 23:5) and means “I have more than enough for my needs”, though interpretations and usage vary. In desert cultures one is required by laws of hospitality to provide a drink to strangers. – Source: Wikipedia.

For many the answer can only be: My thimble runneth over!

Consider the actuality of life in the Bahamas during this crisis; (this writer is a descendant of Freeport, Bahamas and observed-reported on the pandemic from Nassau):

  • Jobs are affected – most private businesses, including tourist resorts, are closed or curtailed.
  • Retail food prices increase because of higher inventory-carrying costs
  • Hospitals and public safety institutions are overwhelmed with COVID cases: testing, tracing, therapeutics and terminal patients.
  • Government Shutdown – No administrative processing, at all; no passport processing, no business registrations, etc.

This reporting describes the situation on the ground in the Bahamas as miserable. In fact, a Misery Index (inflation, unemployment and crime rate) would not do justice in depicting the despair in-country. Title: PM: Food assistance costs soar to $1 mil., more than 110k in need

NASSAU, BAHAMAS — Prime Minister Dr Hubert Minnis yesterday revealed the government is supporting the National Food Distribution Task Force with $1 million per week to assist more than 110,000 people.

Now entering its 11th week, Minnis advised the task force will move to erestructure aid into three categories: most, moderately and least vulnerable; with assistance to be distributed weekly, bi-weekly, and once a month, respectively.

The prime minister said 27,705 households have registered for assistance, to date.

“Access to food is a basic human right,” Minnis said during his national address on Sunday.

“Around the world, and here at home, people who have been self-sufficient their entire lives are now struggling to feed themselves and their families.

“Ensuring that our people in need are being helped is one of our leading priorities. We are investing heavily in food assistance.”

He continued: “I understand the unique situation so many of you find yourselves in, never imagining that you would ever have to seek assistance to have enough to eat.

“It is important, at this point in the program, to emphasize that first and foremost the Task Force is implementing a needs-based program.

“We have set out to help those in our communities who are the most vulnerable.”

Minnis said he asked the task force to reach out to smaller grocery stores so that arrangements can be made for food vouchers to be purchased from stores throughout the country.

“We would like neighborhood “Mom and Pop Shops” to participate in, and benefit from, this exercise with us,” he said.

During his address, Minnis noted the budget allocation of $16 million dollars for food assistance.

“Your government is delivering on this commitment,” he said.

“We are now providing $1 million dollars per week to the National Food Distribution Task Force for food assistance, to ensure those who are truly in need of food are being helped.

“Our Food Task Force is making every effort to preserve safety and dignity.”

Minnis noted an interaction with an individual who registered for assistance but later advised they were no longer in need.

“We are so grateful to people like Mr. Knowles, who I am told registered for food assistance but recently wrote back to the Task Force saying, “I am well and God has provided me with more than enough, so I don’t need any further assistance. Please provide it to those in need”.”

“Mr. Knowles’ noble action enables the Task Force to stretch the budget and help those who really need it most.”

Minnis added: “We thank Mr. Knowles and others like him, who understand that even in these difficult times, there are those who are in deep, deep need while others are not struggling as much.”

The Bahamas has a population of 340,000 (circa 2010) and yet 110,000 are being fed by the government.

Sad! $1 million per week for 110,000 people means $10 each … per week. Wow, the thimble runneth over!

One cannot wait until it rains to get an umbrella.

Lesson Learned – Mitigating SARS in Hong  Kong – March 24, 2015
The people, institutions and governance of the Caribbean need to pay more than the usual attention to the lessons of SARS in Hong Kong [(2003], not just from the medical perspective, but also from an economic viewpoint.

During the “heyday” of the SARS crisis, travel and transport to Hong Kong virtually came to a grinding halt! Hong Kong had previously enjoyed up to 14 million visitors annually; they were a gateway to the world. The SARS epidemic became a pandemic because of this status. Within weeks of the outbreak, SARS had spread from Hong Kong to infect individuals in 37 countries in early 2003.[3]

Can we afford this disposition in any Caribbean community?

Are we assigning blame to the Government of the Bahamas for being ill-prepared for the eventuality of this COVID-19 crisis?

Yes – Too Little; Too Late.

In fact, we assigned the same blame to all the member-states of the entire Caribbean. This is because governments have a certain expectation, responsibility and job description. This is referred in the Go Lean book – and in standard Good Governance – as the implied Social Contract; defined as follows:

“citizens surrender some of their freedoms and submit to the authority of the State in exchange for protection of remaining natural and legal rights”.

No Food Security on an island or within a chain of islands?

Wait! Why not just Go Fish?

  • All foreign boats shall remain in place. There shall be no boating, cruising, fishing, day trips or other movement of any kind.
  • Boats belonging to Bahamians or Bahamian residents whose boats have a regular berth or place in The Bahamas shall comply with the following restrictions:
    • On no account shall Bahamian boats travel from one island of The Bahamas to another …
    • In order to minimize interpersonal contact and to respect the lockdown and curfew requirements, Bahamian boats shall not engage in boating, cruising, day trips or other movement. However, Bahamian boats may engage in subsistence fishing and local fishing for sustenance only (no sports fishing) at allowable times only and with all possible precautions (including Pars. (10) to (13) hereof), and only with the boat departing from and returning to the same location.

So unless you own your own boat – rare in the community  – no subsistence fishing (for personal consumption) is allowed.

How about the land? Can Bahamians feed themselves “of the land”, as in subsistence farming?

Nope! Despite our foregoing assertion that “one cannot wait until it rains to get an umbrella”, the Bahamas Ministry of Agriculture is doubling-down in its desire to encourage Backyard Farming and Community Gardens; only now. See the full story here:

Title: Michael Pintard – Agriculture Minister – Relaunches Backyard Farming Programme

AGRICULTURE and Marine Resources Minister Michael Pintard relaunched the Backyard Farming Programme on Friday, distributing 1,500 backyard kits here on Grand Bahama.

This comes a day after the announcement of an extension of the lockdown for another two weeks to August 19, to control the spread of the coronavirus infections on Grand Bahama.

Additionally, Mr Pintard revealed plans to launch community gardens throughout the island, in partnership with the five GB MPs. Land will be identified and cleared in each of the five constituencies to grow community gardens.

Mr Pintard said these programme initiatives are part of the food security programme, which is important, especially due to the global coronavirus pandemic.

“Again, we are in a difficult period and we believe that the potential for disruption in the food supply is real, given COVID-19,…” he said.

According to Minister Pintard, of the 1,500 kits assembled at the Department of Agriculture in Freeport, 100 will be distributed to each of the five MPs, and the remainder to churches, NGOs, and others.

He believes that “the revitalized” backyard farming programme will not only help the country in terms of its expenditure on food imports, but will also benefit residents.

“We believe it will enhance our ability to save money on our food bill, but also assist a number of persons in growing their farming operation as well. This is going to be accompanied by two other programmes: the distribution of a variety of seeds also on the island as a separate part of our backyard and community farming programmes. We have many more seeds that supply a minimum of 1,000 households,” Mr Pintard said.

The minister was pleased that all five MPs have agreed to support and participate, including Minister of State for Disaster Preparedness Iram Lewis, MP for Central Grand Bahama, Pakesia Parker-Edgecombe of West Grand Bahama and Bimini, Deputy Prime Minister Peter Turnquest of East Grand Bahama, and Frederick McAlpine, MP for Pineridge.

“We don’t believe that MPs are the only conduits by which kits should be distributed, and we want to make sure we have 1,000 kits, plus 1,000 additional seed packages distributed, through partnership with churches, NGOs, and others,” he said.

In terms of the community gardens, Mr Pintard noted that they will be clearing properties for community gardening in every constituency, and will also be partnering with local government on that initiative.

MP Pakesia Parker Edgecombe said she is very appreciative for the kits, which will be distributed in her constituency. “It is important for us to promote food sustainability. I know with the crisis we are going through many are asking about food security. What Mr Pintard and his ministry have been able to do with this initiative and this programme, is to (encourage people) to grow your own food and not spend so much at the supermarket,” she said.

MP Iram Lewis said he has been a strong advocate for backyard farming. “I was happy when the Minister decided to partner with us to take backyard farming to the next level where we form cooperatives in the community by having community gardens. All MPs have identified an area in their constituencies for these community gardens.”

Mr Lewis said a major anchor garden has been identified on South Mall Drive where there will be a seedling nursery and a production area, and weekly Farmers’ Market.

“We really appreciate this gesture,” he said. We are happy it is officially launched and will go a long way, with respect to food security and putting healthy produce that we grow ourselves on our table,” he said.

Here’s the major problem: the whole Caribbean – not just the Bahamas – is in competition with the rest of the world, whether we want to be or not. In fact, the original motivation of the 2013 book Go Lean…Caribbean was to execute a Regional Battle Plan to dissuade emigration – to lower the Push-Pull factors that lead to the Brain Drain.

We are losing that Battle.

Some countries – that we compete against – are stepping up and filling the “cups of sustenance” for their citizens and residents, while here in the Caribbean, we are falling short. This is evident in the Bahamas, as related in the foregoing, as they are only able to provide some basic food support for some citizens, as a rate of $10 per person per week. Yes, the competition is doing so much more; see here:

  • Canada is providing families $950 every 2 weeks for the duration of the pandemic, plus freezing rents & mortgages.

  • The US provided a one-time $1,200 Stimulus Check to all their tax-payers – plus $500 per child.
  • The UK government’s emergency fiscal measures – including paying 80% of the salaries of furloughed workers, higher welfare spending, tax cuts and grants for small companies – will cost around 104 billion pounds. The government has also announced 330 billion pounds in state-guaranteed loans.
  • As of May 2020, the Euro Zone’s (which includes the Caribbean stakeholders of France and The Netherlands) total fiscal response to the epidemic is tallied at 3.2 trillion Euros. Of that total some 2.7 trillion Euros comes from national fiscal stimulus and government guarantees for companies to keep them in business. On top of that, 100 billion Euros of money jointly borrowed by the EU is to go to a scheme to subsidize wages so firms can cut working hours, not jobs.

Brain Drain – Where the Brains Are – February 25, 2020
For us in the Caribbean, it is important for us to understand the full width-and-breadth of Brain Drains. Every month, the movement behind the Go Lean book present a Teaching Series on a subject germane to Caribbean life. For this February 2020, our focus is on the machinations that lead to Brain Drain. This is entry 1 of 5 for this series, which details that every community everywhere has people with brains – or those with genius qualifiers – it is just the opportunities that is missing in many communities. So there is the need to analyze the “Push and Pull“ factors that causes our genius-qualified-people to abandon this homeland and then identify the strategies, tactics and implementations that we must consider in order to abate this bad trend.

Firstly, the “Push and Pull” reasons are identified in the Go Lean book as follows:

  • Push” refers to people who feel compelled to leave, to seek refuge in a foreign land. “Refuge” is an appropriate word; because of societal defects, many from the Caribbean must leave as refugees – think LGBTDisabilityDomestic-abuseMedically-challenged– for their life, liberty and pursuit of happiness. 
  • Pull”, on the other hand refers to the lure of a more prosperous life abroad; many times our people are emigrating based on a mirage of “greener pastures”; but many times, the “better prospect” is elusive for the first generation.

The Coronavirus COVID-19 pandemic is a real threat and crisis for our Caribbean region; we have no choice but to contend with it. Our competition, with the rest of the world is also real; we have to contend with that as well.

We need a better Pandemic Playbook; we need Good Governance. We need to do more! Individually, our member-states are crippled – we cannot fill a cup; only drip into a thimble. We must leverage the full region; we need a Single Market for the Caribbean now more than ever. This crisis would be a terrible thing to waste

We urge all Caribbean stakeholders – governments, citizens, institutions, trading partners and Diaspora – to come together, to convene, collaborate and confederate to forge a better response to this global pandemic crisis.  This is how we can make the homeland a better place to live, work and play. Our people have choices and options; they can, and have abandoned us and fled to more prosperous (resilient) lands abroad. Let’s wake up, fight back and compete for our people.

Despite the challenges, if we unify, we can compete – Yes, we can – it is conceivable, believable and achievable.  🙂

Who We Are

Whereas we are surrounded and allied to nations of larger proportions in land mass, populations, and treasuries, elements in their societies may have ill-intent in their pursuits, at the expense of the safety and security of our citizens. We must therefore appoint “new guards” to ensure our public safety and threats against our society, both domestic and foreign. …

xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xii. Whereas the legacy in recent times in individual states may be that of ineffectual governance with no redress to higher authority, the accedence of this Federation will ensure accountability and escalation of the human and civil rights of the people for good governance, justice assurances, due process and the rule of law. As such, any threats of a “failed state” status for any member state must enact emergency measures on behalf of the Federation to protect the human, civil and property rights of the citizens, residents, allies, trading partners, and visitors of the affected member state and the Federation as a whole.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxxiii. Whereas lessons can be learned and applied from the study of the recent history of other societies, the Federation must formalize statutes and organizational dimensions to avoid the pitfalls of communities like … . On the other hand, the Federation must also implement the good examples learned from developments/communities like … .

Good Leadership: Example – Mitigating Crime

Why is leadership so important?

Think of society as a vessel or a vehicle; only one person “steers the ship” or drives the bus. The direction and speed of the vessel-vehicle is determined by the leadership; so too its safety. This is the actuality of the “Ship of State”. Yes, we put a lot of responsibilities and privileges in the hands of our societal leaders, so we had better choose well. We had better select those with Good Leadership skills, practices and intentions as our lives may depend on it.

In fact, this is the origins of civilization and society. City-States built walls to protect their occupants; kings were the warriors or commanders-in-chief protecting their people. Security was the only consideration for Good Leadership at that time; economic stewardship and efficient governance are all more-modern evolutions.

As related in a previous blog-commentary, the emergence of the implied Social Contract codified the expectations of all parties involved in society. Despite the forms of government or versions of constitutions, the principles are all similar in the expectation of citizens versus their governments. That Social Contract is summarized as follows:

Citizens surrender some of their freedoms and submit to the authority of the State in exchange for protection of remaining natural and legal rights.

This is a matter of public safety and security. Good Leadership ensures that the mutual deliveries of the Social Contract are fulfilled. Good Leadership, therefore, should mitigate crime in the jurisdictions of their homeland. (See the feature article from the Caribbean member-state of the Turks and Caicos Islands in the Appendix below). While citizens may love their homeland, there must be the assurance that the homeland loves (and protects) their citizens back.

“Love their citizens back …”

This has long been a problem in many countries. There is blatant discrimination and unequal justice in many communities that have yet to reconcile their dysfunctional racial realities – think the United States of America. The primary responsibility for delivering public safety – for mitigating crime – is the local police, but for many American communities, the police do not “serve and protect”; they are the threat to peace and security. This commentary have long reported on “Cop on Black” atrocities in America; but this is also a problem in other countries like Canada, UK, France and the Netherlands.

Do you see that pattern?

Those countries are the exact destinations for many of the Caribbean Diaspora. The Black-and-Brown of the Caribbean had fled their homeland in search of refuge but instead have found a more threatening climate in their new homes. See the VIDEO in the Appendix below where the Black populations – and those that love them – are protesting. If only, these ones were able to prosper where planted in their ancestral homelands and did not have to leave in the first place.

This is the quest of the new Caribbean governance as presented in the 2013 book Go Lean…Caribbean; the book posits that an embrace of Good Leadership can allow for these communities to reform and transform, allowing more success in the mitigation and remediation of crime.

This submission asserts that Good Leadership in the administration of a Caribbean regional security force and police force can have immediate effect on public safety and justice institutions – we can mitigate crime. The 30 member-states of the Caribbean need to reform and transform the Homeland Security deliveries in the region to better fulfill the Social Contract. We do not want our good citizens forced to leave to find refuge abroad. That refuge is elusive there in those foreign abodes, so the “best bet” is to do the work here to elevate society. What exactly can be done to mitigate crime in the Caribbean region?

To elevate Caribbean society there must be a focus on the region’s security and governing engines to provide justice assurances. Street violence stems from 3 considerations: 1. Need, 2. Greed, and 3. Lastly, the last factor “justice” addresses street riots, civil unrest and other outbursts against perceived injustices. So the “Justice Institutions” – in the new Caribbean – must be optimized to ensure accountability, fairness, equality, law-and-order for all.

Crime has proceeded to cast such a “dark cloud” on Jamaica that the country is near the assessment of a “Failed-State”. The World Bank funded grants to help Jamaica in 3 ways: 1. Improved services, 2. Basic infrastructure and 3. Targeted crime & violence interventions.

The focus is for Homeland Security, not just for mitigating crime. All threats (foreign and domestic) against Caribbean society must be addressed. This includes elevating the effectiveness and efficiency of First Responders for all of these Bad Actors:

That last one – pandemics – is all the rage right now. There are no Ands, Ifs or Buts, with the current Coronavirus-COVID-19 crisis, Good Leadership would do a better job of managing such a crisis. We also have to contend with policing the Police.

Also notice too that the Go Lean roadmap calls for the mitigating the eventual ‘Abuse of Power’. Since “power corrupts and absolute power corrupts absolutely”, there is the need to monitor, mitigate and manage the risks of bad behavior among law enforcement, security personnel and elected leaders – this is the cause for complaint in the US right now (Appendix below).

This is an important consideration for us in the Caribbean considering our prior history with the Pirates of the Caribbean. That was an example of a prevalence of a lawless society and a blatant abuse of power. This was detailed in the previous entry of this series – 4 of 6 – for May 2020 – Good Leadership #4: Hypocrisy cancels out Law-and-Order – it stressed how important optimizing justice institutions to ensure law-and-order for all. For Good Leadership, those at the top must avoid hypocrisy, or hypocritical standards.

This is right, no one should be “above the law”; when there is the manifestation of Bad Actors that operate “above the law” or “without law”, then chaos ensues in society. This is an issue of justice, fairness, mercy and law-and-order. This is the historicity of our regional homeland; remember the Pirates of the Caribbean.

No doubt, the Caribbean region needs Good Leadership to mitigate crime in the homeland. We must appoint leaders to “serve and protect” our residents and trading partners – think tourists and Direct Foreign Investors. We need to do better at this. We need to dissuade our own people from fleeing to find refuge and we need to invite others to come from afar to enjoy our hospitality. This will make our homeland a better place to live, work and play. We hereby urge all Caribbean stakeholders to lean-in to this Go Lean roadmap to forge and benefit from Good Leadership.  🙂

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiv.  Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

Let me start, as the Governor, by welcoming you. For those listening to us on the radio we are in the Premier’s Office and I’m joined by the Premier and the recently appointed Commissioner of Police. We also have with us the Deputy Governor, Deputy Premier, and the Executive Leadership team of the Police Force.

We are here to describe and take questions about the recent spike in the murder rate on the islands.

Let me first start with the most important group we want to acknowledge; the victims. Their lives taken, their futures stolen. Their families, their friends hurt beyond imagination. Those who were their parents, their partners, their sweethearts, their brothers, their sisters, their children. Those who were once at their school or who shared a work place or who just thoroughly enjoyed their company or their humour. Those that loved them intensely in life and those who had no idea how much they thought of them until they were gone.

I’m very aware that a life taken away – suddenly, unexpectedly and violently – is a blow very hard to deal with. There’s an immediate overwhelming heart-stopping shock to be replaced over time by a feeling of sadness that remains and returns when least expected. No opportunity for a final goodbye, no opportunity to perhaps put something right or say something that needed to be said.

The cold statistic of 10 murders doesn’t start to explain the impact this has on those very close to the person who has lost their life, but also on a community. And on an island, which is one extended community, a violent attack on one member feels like an attack on us all. I speak therefore for all of us when I say we want to bring those who did this, to your loved ones, and to our community, to justice.

Beyond gaining justice for those we have lost, you quite rightly want to know what we are going to do about this to prevent further loss, and that’s the purpose of this press conference.

I promised when I was sworn in that I was going to be clear, and in being ‘clear’ I was going to be ‘straight’. So what we are not going to do is down-play the seriousness nor are we going to offer you the illusion of a quick fix.

Anyone suggesting there is one, hasn’t looked at a whole range of comparative scenarios from around the region or from around the world as to how serious crime has to be tackled across government and society.

I said when appointing the new local Deputy Commissioner, last month, that when we come to talking about ‘the police and crime’ we have reached the end of a conversation rather than having a much needed conversation about its causes. It’s going to take time, and it’s going to take far more than just ‘the police’ to develop a society that’s at ease with itself and where serious crime is a genuine aberration.

The important march on Sunday, led by our church leaders, supported by the Honourable Premier and Honourable Leader of the Opposition, which placed an emphasis on society and community, was an excellent example that these leaders, religious and secular, understand that.

In being clear and in being straight we are also not going to engage in hyperbole or stoke emotions. What our collective intention is, in a leadership role, is to inform you with facts. What’s the issue? What’s being done?

I’m first going to say something about the leadership, not only of this issue, but our general approach to leading the country at times such as this, and then something about what the facts are telling us. The Commissioner is then going to talk about the immediate policing response that he and his Executive Team have led. Most importantly the Premier is going to talk to the wider societal issues and her government´s continued support to the police as we move forward. We will then take questions.

Let’s start at the top. The most important thing we, as a national leadership team can do, at this time, is lead. The symbolism of the three of us presenting together should not be lost on you, nor on the criminals. We have been working on this, in the background, as part of the National Security Strategy since I arrived and we had expected to explain this change of approach, when we rolled that out. But today we have the opportunity to give you a glimpse of how we are going to lead national and internal security going forward.

The world is now too complex for there to be institutional stovepipes and we intend to lead in a joined up way in the expectation that others will match our behaviours and work across institutional boundaries to deliver results.

Beyond that simple thought: those on the front line delivering operational impact; those paying for it; those who are held responsible to the electorate; those who can propose policy and deliver legislation, and; those who hold the Constitutional lead, including in extremis the power to call on emergency powers, or on international support, have to be working in sympathy.

Being blunt, if we can’t get it together at the top, what hope below. Some have called this a crisis (given what I’ve seen in my life this isn’t, I assure you, a crisis). But if it is, it’s also an opportunity to make this three way relationship meaningful. The three of us have seized that opportunity. It’s now the new normal. Key point: every resource and power available to us can, as we wish, now be focused rapidly when and where we want it to be because we are joined up.

So what’s the problem we are seeking to solve? I’ve already described 10 murders. That’s 10 too many; justice needs to be done and will be done. Beyond that, what else are the facts telling us.

The first is, is that the emotions the public are feeling, are grounded in truth. I’m going to give you the facts as to why we should as a society be concerned and focused. What we should not be, as a society is panicked or afraid. In this regard what is not helpful are misleading accounts on social media of phantom shootings and non-existent attacks that distract police from dealing with issues where there is genuinely life at risk.

If you are spreading a story on social media about an attack that’s supposedly occurring but that you’ve not witnessed, please pause and think. Are you helping make society better and safer. Gossip and rumour are toxic at the best of times but when they promote unnecessary fear, when what we need is strength and resilience, they become part of the problem. Please be part of the solution. Please deal in known facts.

I want to first of all explain one fact that I know you are less interested in but one that is none-the-less accurate and important. Year-on-year the overall (and I stress the word here overall) crime statistics have been falling. Over five years overall crime is down 30%. I’ve been with our police more since my arrival than I have been with my own team. We have an increasingly good force. The statistics tell us that away from the most serious crime where there are really deep non-policing factors at play, our police have been getting better at doing their job and part of this is down to investments made in them.

But I also know that, at this moment, this is not the figure that you are interested in. What you are interested in are the levels of serious crime. On this issue the figures tell us an interesting story. Over the last five years they initially rose to peak in 2016/17 at 426 serious crimes that year to then fall back, in line with other falls in crime rate, to 314 last year.

So what’s happened this year. If we look at the April to August figures and compare them to last year, there is a sharp increase in serious crime. If you break this down further it’s not ‘murder’ (the very visible and appalling tip of the ice-burg) that shows a significant increase but instead that which is less easy for the press or public to see: ‘firearms offences’.

Murder, itself, shows a relatively small rise but the more general firearms offences have increased from 26 last year to 62 this year. That’s very significant.

Some of these firearms offences are linked to robbery, it’s those that we know are causing widespread public concern, but a significant number are indeed ‘retaliation’, not so much linked to gangs or turf, but to perceived arguments and disrespect amongst groups. It’s an uncomfortable truth, but it’s a truth the three of us need to share with you, that much of this problem is not imported, it’s home grown. Its not ‘the other’, it’s ‘us’.

It’s also worth saying that we believe we are dealing with a very small number of criminals – who are increasingly becoming known to us – and when arrested and charged – because there is evidence that can be put before the court – will reduce, possibly seriously reduce, the problem we have right now.

Having explained the local picture I now want to say something about how this impacts on our tourist industry as it’s not just local but international commentators that are following this. The way murder rates are calculated globally is by death per 100,000. In a country as small as ours just one murder starts to impact on this ratio. Just one bad individual can start to change the way our Islands are presented globally.

The facts are that in 5 years we have lost only two tourists to murder. One at a resort, one in a private residence. That is two too many. Everything I said at the start of this conference about the devastating shock to family and friends I want to reemphasize, again. The shock is exacerbated because these were our guests in our country, away from their family and their friends and they came because they knew they were coming to a world class, amazingly relaxed and tranquil destination, that have people returning year-on-year, who in many cases see it as their second spiritual home, because they love these islands and her people. It is, and it remains, one of the most perfect destinations in the world.

The facts regarding tourist safety are we have 1.8 million tourists arriving with us by air or sea every year. A tourist is statistically extraordinarily safe; almost certainly safer than in their home country. It’s important, as we face down the problem we have, we don’t unintentionally signal that this island is anything other than amazingly safe for our visitors and what a superb job our tourist industry do in ensuring their guests have an extraordinary time with them and with us.

Finally TCI: we are bigger, we are better and we are stronger than allowing a small number of bad men, to bring fear into our amazing country. The stoicism we show in times of natural disaster is admirable; let’s show it now. As you hear the Commissioner and Premier speak let’s all of us assume ‘agency’, not just in observing the problem, but being a part of the wider societal solution.

As I hand over to our Commissioner, I end where I began, we are determined to bring those who are working so hard to undermine our society to justice. Our thoughts – indeed our motivation – come from us understanding the deep hurt that these men did to the victims and those close to their victims – and if this ever was to your mind a crisis, it’s now become a realised opportunity. You have an unshakable national team that intends to impose itself on this and any future national security problem. This is therefore an important moment for the country in more than one sense. Commissioner, over to you.

Good Leadership: Example – “Leader of the Free World”?

Is this standard still valid (as reported in a previous commentary)?

The United States of America presents itself as the “City on the Hill“, the richest, most powerful model democracy in the history of the world. But this country has some societal defects – i.e. Institutional Racism & Crony-Capitalism – that are so acute that they distort the American reality as a Great Society. …

In addition to the country presenting itself as a model democracy, the Chief Government official in the US, the President of the United States (POTUS) is considered the “Leader of the Free World” – this has been the association ever since the start of the Cold War (early 1950’s)..

This is a commentary about Leadership; and the urgent need for it during this Coronavirus-COVID-19 crisis. So can we look to American entities as good examples of Good Leadership?

Yes and No … and Yes.

Yes

The good example of America is its “kinetics in evolution”, not the snapshot it presents to the world. The country is always trying to get better, always evolving. This used to be the defined characteristic of America:

  • White
  • Rich
  • Straight and able-bodied.

… but now today, so many other definitions of Americans have emerged and have been empowered. Think: minorities, women, LGBT, disability-challenged, etc..

The current POTUS – Donald Trump – is not to be credited as the “Leader of the Free World”. He has not provided a good example of Good Leadership. He is not ready, willing nor able. This is not our opinion alone; see this portrayal here:

On Aug. 8, 1990, President George H.W. Bush gave a rare Oval Office address announcing America’s response to Iraq’s invasion of Kuwait just days earlier. In the days leading up to the speech, Bush had worked tirelessly with his national security team to build a coalition of nearly 40 leading nations to condemn Iraq’s illegal invasion and to build support behind the critical UN Security Council Resolutions that fall.

In the speech, President Bush made special mention of his administration’s work to rally the world, “We are working around the clock to deter Iraqi aggression and to enforce U.N. sanctions. I’m continuing my conversations with world leaders. Secretary of Defense Cheney has just returned from valuable consultations with President Mubarak of Egypt and King Hassan of Morocco. Secretary of State Baker has consulted with his counterparts in many nations, including the Soviet Union, and today he heads for Europe to consult with President Ozal of Turkey, a staunch friend of the United States.”

Nearly 40 countries would contribute troops, weapons, and resources to the effort that would become Operation Desert Storm. In one of the shortest wars of the 20th Century, coalition forces overwhelmed Iraq’s military, and — just one hundred hours after the ground campaign started — President Bush declared a ceasefire to active hostilities.

This is a global crisis that will have generational ramifications.

Unlike his predecessors, who united the countries of the world against a common enemy, President Donald Trump has taken an inward, nativist approach in his speeches and actions. Writing in Foreign Affairs, former Under Secretary of State Nicholas Burns noted Trump’s lack of international outreach. “Beyond individual phone calls with world leaders, he has made just one attempt to organize countries to band together — a single conference call with European, Canadian, and Japanese leaders in the G-7 forum he currently chairs.”

Whether President Trump likes it — or even comprehends our role in the world — the United States is the last and only indispensable nation when it comes to a global response to a global problem.

Before the COVID-19 pandemic, China was on a course for rising economic parity with the United States on the world stage, but not now — at least in the short term. We have no idea how this pandemic will reshape the international economic order in the coming months and years, but China’s rise will likely continue. Right now, however, the United States enjoys a singular, unique and leading role in international affairs, and Trump is actively redefining and expanding the notion of “leading from behind.”

Perhaps the clearest recent example of a similar global economic calamity occurred during the 2008/2009 financial crisis, bridging both the end of the Bush Presidency and the start of the Obama Presidency. Both leaders and administrations recognized the need for American leadership on the world’s stage to reassure international markets and stem financial loses. As former Under Secretary Burns noted, “Both Bush and Obama understood that the United States, with all its power and immense credibility, had to lead if the world was going to prevent the Great Recession from becoming a Great Depression.”

During this COVID-19 pandemic, America’s credibility is being tested as never before. In direct contradiction to the very tone and message of President Bush’s speech 30 years ago addressing the invasion of Kuwait, President Trump spoke from the same Oval Office on March 11. Rather than speaking as the leader of the world’s only indispensable nation, Trump’s nativist tone called the European Union’s response to the pandemic a “failure” and sought to boast about America having “the greatest economy anywhere in the world by far.”

Historians differ on the origins of the phrase “Leader of the Free World,” but it is widely accepted that its use as a colloquialism for the president first started during the early years of the Cold War. Since the end of the Second World War, presidents of both parties have assumed the tremendous domestic and international mantle of leadership, with varying degrees of success, but always united in the primacy of the United States on the world’s stage.

The “free world” is desperate for American leadership during this global pandemic, but unfortunately for them — and us — that position is vacant.

In 1979, in the throes of the U.S. energy crisis, then President Jimmy Carter addressed the nation as he installed 32 solar panels designed to use the Sun’s energy to heat water. He told the country, “A generation from now, this solar heater can either be a curiosity, a museum piece, an example of a road not taken, or it can be just a small part of one of the greatest and most exciting adventures ever undertaken by the American people.”

Former President Carter’s vision for clean, renewable energy proved to be far ahead of his time.

While his successor, former President Ronald Reagan, had the panels removed, Carter and his family have continued their work toward ensuring that those 32 panels became a part of a much bigger story.

Carter leased 10 acres of land in his hometown of Plains, Georgia, to be used as a solar farm. This February, the solar development firm SolAmerica finally completed the project, which will have the capacity to meet more than half of the town’s energy needs.

This is, in essence, one action taken by one man…and it is powering half a town.

Then, in June of this year, the Carter family had 324 solar panels installed on the Jimmy Carter Presidential Library, which will provide about seven percent of the library’s power.

The Power Of People
“Distributed, clean energy generation is critical to meeting growing energy needs around the world while fighting the effects of climate change,” Carter said in a SolAmerica press release. “I am encouraged by the tremendous progress that solar and other clean energy solutions have made in recent years and expect those trends to continue.”

Carter’s continued activism in support of renewables showcases the importance of local and individual efforts to reduce humanity’s reliance on fossil fuels, even in the absence of strong national initiatives.

We, the people, have power.

The solar farm in Plains is expected to generate 1.3 MW of power per year, which is equal to burning about 3,600 tons of coal. Over time, that will prevent a sizable amount of greenhouse gases from being emitted into our atmosphere.

Many individuals, communities, and even states are joining with Carter in working toward shifting to clean energy sources. Elon Musk, CEO of Tesla, has invested in developing technology and products that are making solar energy cheaper than ever before. The U.S. states of New York, California, and Washington have banded together to form the “United States Climate Alliance” after President Donald Trump announced the country would pull out of the Paris Climate Accord.

These are just a few examples of people and communities who are working towards a sustainable future. And their work is bearing fruit — the construction of coal power plants is declining worldwide, and a new report projects that the U.S. will exceed its Paris Accord goals despite the recent withdraw. Regardless of the opposition, people around the world are choosing to embark on exciting adventure to a bright, renewable (and clean) tomorrow.

The future is looking bright.

We saw it before – GW Bush with SARS in 2003, GW Bush & Barack Obama with H1N1 in 2008/2009 and Obama with Ebola in 2014.

The historicity of this crisis is that Donald Trump came along, threw out the Pandemic Playbook (that was developed by Bush & Obama) and then didn’t have a plan at all. As related in the first entry in this 6-part series, his inaction caused thousands of deaths.

In a previous entry of this series – 2 of 6 – for May 2020 – Good Leadership #2: Caring builds trust; trust builds caring – it was stressed how important “Trust” is:

Trust is very important for forging Good Leadership. Subjects must feel that they can trust their leaders, that the leaders care and would only have their best interest at heart. So actions of caring and trust are inter-related.

So the actual subjects and citizens of American leadership feel dismay emanating from the Office of the POTUS; they cannot Trust the current occupant – how much more for us in the Caribbean. Surely, you accept that “blood is thicker than water”.

This sad reality was actualized in April 2020 when this POTUS blocked the shipment of necessary PPE (Personal Protection Equipment) to Caribbean nations that had been bought and paid for them, to ensure all domestic needs were fulfilled before accommodating foreign requests – as a candidate in 2015/2016, Donald Trump did advocate for “America First”.

A previous POTUS – Harry Truman (1945 to 1957) – lived by the rule that the “buck stops here”.

Buck passing, or passing the buck, or sometimes the blame game, is the act of attributing to another person or group one’s own responsibility. It is often used to refer to a strategy in power politics whereby a state tries to get another state to deter or fight an aggressor state while it remains on the sidelines. Wikipedia

The Antipathy of Trump.

Truman recognized, acknowledged and accepted that the responsibility to protect the American people – and other allied nations – rests with him. How we miss that kind of Good Leadership!

No doubt, our Caribbean region needs our own Good Leadership. We cannot trust any POTUS, benevolent or malevolent, to look after us – we must Grow-up already!

In summary, Good Leadership is an Art and a Science. At a bare minimum, we must pursue the associated best practices ourselves rather than looking for someone else to pursue our best interest for us. Freedom is not free! We must pay the price ourselves to live, work and play in this “Free World”.

We want to be a protégé, not a parasite of the United States of America. The “buck stops here” – Grow Up Already!

We hereby urge all Caribbean stakeholders – even the ones in the Caribbean American territories – to lean-in to this Go Lean roadmap. We must make the efforts ourselves to make our homeland a better place to live, work and play.  🙂

Who We Are
The movement behind the Go Lean book – a non-partisan, apolitical, religiously-neutral Community Development Foundation chartered for the purpose of empowering and re-booting economic engines – stresses that reforming and transforming the Caribbean societal engines must be a regional pursuit. This was an early motivation for the roadmap, as pronounced in the opening Declaration of Interdependence (Pages 11 – 13):

xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiv.  Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

‘All Take and No Give’ ==> No Loyalty; No Patriotism – Encore

The Bahamas Prime Minister, Dr. Hubert Minnis, is asking the citizens in his country to sacrifice for the good of the country so that the whole community can endure the Coronavirus-COVID-19 panndemic:

the process will require sacrifices from all Bahamians.

This seems so wrong!

This is the same country that systemically suppresses, represses and oppresses one minority group after another. (When you add up all the minority groups, they form the majority).

If you kick your guard dog and abuse him all the time, he will probably not try to defend your house. You would have broken his spirit.

This should be a familiar refrain by now. In September 2019 when Category 5 Hurricane Dorian devastated the Northern Bahamas, some regional stakeholders complained then that they were dis-inclined to help because of the Bahamian track record of abuse.

We learned nothing! The Bahamas has still not developed any “Give and Take”, no symbiosis, no mutualism. Even the Bible presents the Golden Rule as:

Do unto others as you would have them do unto you.

This is just how life works. In nature, it’s called a symbiotic relationship. The encyclopedic definition is as follows:

Symbiosis (from Greek “living together”, from Sym meaning”together” and biosis meaning “living”)[2] is any type of a close and long-term biological interaction between two different biological organisms, be it mutualisticcommensalistic, or parasitic. The organisms, each term a symbiont, may be of the same or of different species. …

Symbiosis can be obligatory, which means that one or more of the symbionts entirely depend on each other for survival, or facultative (optional) when they can generally live independently.

Mutualism; describes the ecological interaction between two or more species where each species has a net benefit.[1]

In a previous Go Lean commentary this argument was presented, against the backdrop of the quotation from Alexandre Dumas’s story of the Three Musketeers. “All for One and One for All” was elaborated upon in that previous blog-commentary.

One for All” must equally accompany a quest where there is “All for One“. This aligns with the implied Social Contract, defined as:

Citizens surrender some of their freedoms and submit to the authority of the State in exchange for protection of remaining natural and legal rights.

Go Lean CommentaryRespect for Minorities: ‘All For One’

This subject of “Respect for Minorities” is dominant in the news right now. This commentary is 1 of 3 in this series on lamentations for defective Caribbean social values. The complete series is as follows:

There is this impactful quotation from the Bible:

“What do you think? If a man owns a hundred sheep, and one of them wanders away, will he not leave the ninety-nine on the hills and go to look for the one that wandered off? – The Bible; Matthew 18:12 – New International Version.

But someone might argue: “the needs of the many out-weight the needs of the few”. This is the principle of the Greater Good. Yes, this is true! This principle is very familiar to the publishers of the book Go Lean … Caribbean; the principle is foremost in the book (Page 37) as a community ethos, the underlying sentiment that informs the beliefs, customs, or practices of a society. The region needs to adopt this ethos to forge change in the Caribbean. But it turns out that the Greater Good is not just a priority on the majority, it is very much reflective of minorities.

All For One … and … One For All!

This expression is from literature, the book: The Three Musketeers, by the nineteenth-century French author Alexandre Dumas – it represents “art imitating life” in it’s meaning:

Since everyone is unique, we may all be minorities in some respects. Consider (these previous blogs):

There is the need for the majority to protect the basic rights of minority groups; this is in effect protecting the rights for life, liberty and pursuit of happiness … for all.

What’s more, the minorities should not have to beg the majority for these rights; the rights should be an automatic entitlement.

Let’s consider the example here of the “peanut“.

It’s a great little snack; a lot of people enjoy them. But, for some – a small but growing minority in any society; see VIDEO below – the peanut is deadly, due to their allergic reactions. Should a majority of people be inconvenient due to allergies of just a few people, or sometimes, just one. Consider this model here:

- Photo 3Because it is nearly impossible for persons who have an allergy to peanut dust to avoid triggering a reaction if peanut dust is in the air, Southwest Airlines is unable to guarantee a peanut-free or allergen-free flight. We have procedures in place to assist our Customers with severe allergies to peanut dust and will make every attempt not to serve packaged peanuts on the aircraft when our Customers alert us of their allergy to peanut dust.

We ask Customers with peanut dust allergies making reservations over the phone to advise our Customer Representatives of the allergy at the time the reservation is made. If the reservation is made via a travel agent, the Customer should telephone 1-800-I-FLY-SWA (1-800-435-9792) afterward to speak with a Customer Representative. If the reservation is made via southwest.com, the Customer may advise us of the allergy on the “Southwest Airlines Payment and Passenger Information” screen by clicking on the link to “Add/Edit Disability Assistance Options.”

We suggest that Customers with peanut dust allergies book travel on early morning flights as our aircraft undergo a thorough cleaning only at the end of the day.

We ask the Customer with the allergy (or someone speaking on the Customer’s behalf) to check in at the departure gate one hour prior to departure and speak with the Customer Service Agent (CSA) regarding the Customer’s allergy. Please allow enough time to park, check luggage and/or receive your boarding pass, and to pass through the security checkpoint. Our CSA will provide the Customer with a Peanut Dust Allergy Document and ask him/her to present the document to the Flight Attendant upon boarding. If the Customer has a connection, the CSA will provide the Customer with two documents, one of which should be retained to present to the Flight Attendant on the connecting flight.

Our CSA will advise the Operations (Boarding) Agent so that service of packaged peanuts can be suspended for that flight. Our Operations Agent will notify the Provisioning and/or Ramp Supervisor to stock the aircraft with a sufficient supply of pretzels or alternate snacks. The Operations Agent will also notify the Flight Attendants of the Customer’s final destination and advise them that we cannot serve packaged peanuts until the Customer deplanes.

As some of our other snack items may contain peanut particles, peanut oil, or have been packaged in a peanut facility, Customers who have allergic reactions to eating/ingesting peanuts should read the ingredients on any packaged snack before consumption. Of course, all Customers are welcome to bring their own snacks with them.

Southwest cannot prevent other Customers from bringing peanuts or products containing peanuts onboard our flights. In addition, Southwest cannot give assurances that remnants of peanuts and/or peanut dust/oil will not remain on the aircraft floor, seats, or tray tables from the flights earlier in the aircraft’s routing.

In addition, Southwest Airlines cannot guarantee that a flight will be free of other allergens such as perfumes, lotions, cleaning solutions, etc.

The publishers of the book Go Lean…Caribbean wants to forge change in the Caribbean; we want to change the attitudes for an entire community, country and region. As depicted in the foregoing article, but on a larger scale, we want to ensure that one peanut allergy sufferer can be assured of best efforts to not deprive them of life and health. But this quest is more than just peanuts; it is the attitudes of the people. We need majority populations to sacrifice, however small or large, to allow minority populations every opportunity to participate fully in society.

Besides, how much of a sacrifice is it truly to forego peanuts … for a short period. There are other alternative snacks. This is the full definition of a reasonable accommodation.

The “peanut” is this case is truly a metaphor. The seriousness of the allergy – life-and-death – is representative of the seriousness for the rights of minorities in a community. But at the same time, peanut allergies have increased in western societies. Why? See VIDEO in the Appendix below.  So for peanuts and other aspects of societal life, what may only be an inconvenience for the majority may actually be “life-and-death” for the affected minority. This is why the requirements for someone’s quality of life, should never be subject to a popularity contest. This is the Greater Good.

So the community ethos of the Greater Good must be tempered with the ethos of National Sacrifice. The Go Lean movement (book and blog-commentaries) posits that these new community ethos must be adopted by the Caribbean; they are undoubtedly missing. This is evidenced by the fact that every Caribbean member-state suffers from alarming rates of societal abandonment: on average 70% of college educated ones in the population have fled in a brain drain, while the US territories have lost more than 50% of their general populations). Why do people flee?

“Push and pull” reasons! “Push”, as in people fleeing to find refuge from abuses tied to their minority status, and “pull”, as in the perception (though many times false) that life is better on foreign shores.

The term National Sacrifice is defined here as the willingness to sacrifice for a greater cause; think “patriotism or love of country”. This spirit is currently missing, in that many in the community refuse to extend some reasonable accommodations so that others who may be minorities or differently-abled can participate in the out-workings of their community. As it turns out, “All For One and One For All” is also a recipe for forging successful communities.

The book Go Lean…Caribbean serves as a roadmap for the introduction and implementation of the Caribbean Union Trade Federation (CU); a confederation of the 30 member-states to bring change, empowerment, to the Caribbean region; to make the region a better place to live, work and play for all stakeholders (residents, tourists, visiting Diaspora and trading partners). This Go Lean roadmap also has initiatives (strategies) to foster solutions for the Caribbean youth. Any attempts to change Caribbean society’s community ethos (Greater Good and National Sacrifice) must start with the youth in order for the changes to be permanent. We are embarking on the effort to fix our Caribbean culture:

What is it that young people want in their society, so as to map a future for themselves at home: opportunity!

More specifically, equal access to opportunities – despite any minority status – to pursue their passions in life; whichever fields of endeavor they might pursue. This includes the strategies of education, jobs, entrepreneurial options, sports, and aspects of culture (art and music). Young people who cry, sweat, and bleed for their communities – embedding a desire to sacrifice for the Greater Good – are less inclined to flee. While these strategies are important, there is something else even more vital: a culture of inclusiveness; as follows:

Our community’s values, how we treat each other, our citizens, and stakeholders, and a healthy inclusive culture are more important than the elevation strategies executed.

Yes, when we make reasonable accommodations to be a more inclusive society, we invite “more people to the party” and elevate our society.

An African proverb brings a lot of solace to this discussion:

“If you want to go fast, go alone. If you want to go far, go together.”

This also corresponds with the next verse in the above Bible scripture:

“And if he finds it [the one errand sheep], truly I tell you, he rejoices more over that one sheep than over the ninety-nine that did not go astray.” – Matthew 18:12 – New International Version.

The purpose of the Go Lean book/roadmap is more than just the embedding of these new community ethos, but rather the elevation of Caribbean society. In total, the Caribbean elevation roadmap has these 3 prime directives:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to ensure protection to the economic engines, public safety and justice for all.
  • Improve Caribbean governance to support these societal engines.

All in all, there are certain successful traits (community ethos) associated with populations that have endured change, like the Greater Good and National Sacrifice. These are focused more on deferred gratification; on the future more so than immediate impact.

No sacrifice; no victory.

Now is the time for all stakeholders – majority and minority – to lean-in to this roadmap for Caribbean elevation, as depicted in the book Go Lean…Caribbean. “We need all hands on deck” to make our homelands better places to live, work and play. 🙂
