Long Train of Abuses: Puerto Rico – “Take the Heat” or “Get out of the Kitchen” – Encore

Face it Puerto Rico, you have not been handling the heat!

The phrase if you can’t stand the heatget out of the kitchen means if an activity is too difficult or the pressure of a situation is too great for someone to handle, then perhaps it would be best to stop doing it and/or leave. – Source

Perhaps now this Caribbean island will be honest, with itself, and make the necessary adjustments:

Get Out!

The American eco-system is just not working for Puerto Rico (PR). They are enduring a Long Train of Abuses; they are nearly a Failed-State. They have the option to reboot; perhaps consider the actuality of statehood; becoming the 51 State of United States of America.

But PR is reluctant for that heat-pressure also! 🙁

There are so many lessons to learn and apply from other societies faced with the same dilemma. Consider Ireland and the Philippines:

  • Ireland The Irish had a Long Train of Abuses to endure in their homeland – the United Kingdom with  England, Wales and Scotland – especially during the 19th Century. Then in the 20th Century the abuse was expected to continue. After losing 49,000 citizens in World War I (1914-1918), fighting and sacrificing on behalf of a country that irrefutably did not love them back, the Republic of Ireland was formed and took their leave. During World War II, Ireland remained neutral and alienated from the conflict or loses.

  • Philippines As a Spanish colony, Universal Suffrage eluded this homeland. Voting Rights were only extended to citizens that spoke Spanish. Then in 1898, the USA defeated Spain and occupied the archipelago. Now Voting Rights were only extended to citizens that spoke English or Spanish. Universal Suffrage only came to this oppressed, repressed and suppressed land when they secured autonomy and independence … from the USA. For the majority Tagalog-speaking people, they were second-class citizens no more.

What a Long Train of Abuses these communities had to endure.

Remember the bad colonial orthodoxy that was discussed previously; we have to War Against Orthodoxy to make progress as an organized society. When defects are embedded in the law (constitution), the only remedy is to change the law, otherwise the Long Train of Abuses continues. This is the harsh reality with Puerto Rico, with these identified-qualified defects:

This subject of the Long Train of Abuses is the Teaching Series for this month of December 2020. Every month we present issues that are germane to Caribbean life and culture and how to address them. For this month, we are looking at the Long Train of Abuses that the US Territory Puerto Rico have had to endure – failingly, since they experience such an alarming abandonment rate. This is the final entry, 6-of-6. This one asserts that the foundation for Puerto Rico these past 100 years is not designed for success; the only option is failure or more failure. The dysfunction in PR’s societal will not improve under the current structure; they must make a change – they cannot take the heat, they must “get out of the kitchen”. Go Lean Commentary –  Way Forward – Puerto Rico: Learns its status with America

You love America.
But does “she” love you back?

This is the reality of unrequited love. The people of the island of Puerto Rico love America – they give blood, sweat and tears. But America does not always love the island back. This has always been evident and obvious, but now even more so after Hurricane Maria devastated the island in 2017 and the US Federal Government lackluster response. Puerto Ricans, on the island and in the Diaspora, must accept that they are treated as the “ugly step-child”.

Today, we learn that the 45th President of the United States, Donald J. Trump, is now vocalizing that there is a fast approaching limit for gratitude towards Puerto Rico. See that story here:

Puerto Rico Gov. Ricardo Rosselló is through playing nice with President Trump.

After months of soft-pedaling his criticism of the president as Puerto Rico struggles to recover from Hurricane Maria in 2017, Rosselló voiced his frustration with the White House in a Thursday interview with CNN.

    “If the bully gets close, I’ll punch the bully in the mouth,” Rosselló said when asked about a tense meeting Wednesday between members of the Trump administration and Puerto Rican officials. “It would be a mistake to confuse courtesy with [lack of] courage.”

The Washington meeting — which was attended by White House trade adviser Peter Navarro and members of Rosselló’s government — was requested after reports that Trump was considering halting further disaster relief to the beleaguered U.S. territory.

In a Wednesday meeting with Senate Republicans, Trump said the amount of aid Puerto Rico had so far received “is way out of proportion to what Texas and Florida and others have gotten,” according to Sen. Marco Rubio, R-Fla., who attended the meeting.

Though it has already slashed benefits, Puerto Rico faces a $600 million shortfall to administer food stamps. So far the U.S. government has spent more than $6 billion on disaster relief to Puerto Rico in the wake of Hurricane Maria, which was blamed for killing more than 3,000 people. In June, Texas received $5 billion in federal aid for housing and infrastructure repairs stemming from Hurricane Harvey, which left 103 people dead.

Rosselló, who avoided criticizing Trump in a 2018 interview with Yahoo News, lashed out at the president over his latest reported comments.

“He treats us as second-class citizens, that’s for sure,” Rosselló told CNN. “And my consideration is I just want the opportunity to explain to him why the data and information he’s getting is wrong. I don’t think getting into a kicking and screaming match with the president does any good. I don’t think anyone can beat the president in a kicking and screaming match. What I am aiming to do is make sure reason prevails, that empathy prevails, that equality prevails and that we can have a discussion.”

Trump, whose administration’s response to Maria was criticized as inadequate, has long been seen as reluctant to offer aid to Puerto Rico. In October the president again signaled his disapproval of giving aid that might be used to help alleviate the financial distress the island was experiencing even before Maria hit.

Never kill yourself for people who are willing to watch you die.

Way Forward
This consideration brings to mind, an overall discussion of the Way Forward for this country – Puerto Rico – and all Caribbean countries. Our current disposition is dire, a crisis, near-Failed-State status. Yet, the movement behind the Go Lean book posits that a “crisis is a terrible thing to waste”. Here for April 2019, we present a full series of commentaries related to the Way Forward for these 30 Caribbean member-states. The full series is presented as follows:

No man is an island; no island is an island.

Considering entry 1 of 3 of this series for April, what should be the Way Forward for Puerto Rico?

There are 3 options that have been detailed by this Go Lean movement. Here, again, with references to updated information:

Whatever the selection by the people of Puerto Rico – it should be their choice alone – the Go Lean movement still presents the strategies, tactics and implementations to make this island a better homeland to live, work and play. But, it is hardwork …

Actually, it is overdue work. It is the same “Growing Up“, “Managing Your Affairs“, “Taking Care of Business” that was always needed for this island nation.

Others (countries) have done “it” well – we can learn from them; i.e. consider the Iceland experience.

Some have done “it” bad – we must learn from that too; i.e. consider Republic of Venezuela.

With the proper guidance, blood, sweat and tears, it is conceivable, believable and achievable for this island to actualize and be recognized as one of the greatest addresses on the planet – not just some “ugly step-child”.  🙂

Who We Are
The movement behind the Go Lean book – a non-partisan, apolitical, religiously-neutral Community Development Foundation chartered for the purpose of empowering and re-booting economic engines – stresses that reforming and transforming the Caribbean societal engines must be a regional pursuit. This was an early motivation for the roadmap, as pronounced in the opening Declaration of Interdependence (Pages 12 – 13):

Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiv. Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

Appendix A – Florida lawmaker introduces bill to make Puerto Rico 51st State

TAMPA, Fla. (WFLA) – A Florida congressman and Puerto Rico’s non-voting representative in Congress have introduced a bill that seeks to make the U.S. territory the 51st state.

The Puerto Rico Admission Act of 2019, which is sponsored by Rep. Darren Soto, D-Florida, and Puerto Rico Resident Commissioner Jenniffer González-Colón, would give the island statehood within 90 days of passage.

Our historic legislation will finally end over 120 years of colonialism and provide full rights and representation to over 3.2 million Americans.”

The legislation is partly in response to the Trump administration’s handling of Hurricane Maria relief efforts. According to reports, President Trump complained to Senate Republicans about the amount of disaster aid designated for Puerto Rico. He also asked why the island was given more money than some states affected by hurricanes.

“We have seen time and time again that colonial status is simply not working. Look no further than the abysmal Hurricane Maria recovery efforts and the draconian PROMESA law to prove this point all too well,” Soto added. “The Puerto Rican people have spoken. It’s time for Congress to finally make Puerto Rico a state!”

“From the day I was sworn in as Puerto Rico’s sole representative in Congress, and filed the Puerto Rico Admission Act, I stated very clearly that I would work different strategies, across all platforms to achieve the full equality for Puerto Rico, which can only be achieved through statehood, For more than a century the people of Puerto Rico have been U.S. citizens, but has been denied the right to vote for the President and members of Congress, leaving us without representation in the federal government, which enact the laws that rule the land. Democracy and equality for American citizens is an issue of justice and civil rights. Us, as American citizens, want to have the same benefits and duties, as all American citizens have in the states,” she continued.

Governor Ricardo Rossello was also in attendance and called on members of Congress to support the bill and “join in our quest to achieve equal treatment for the over 3 million U.S. citizens in Puerto Rico.”

Banking on the Bank: IDB

Go Lean Commentary

All you parents of grown children already know this, right?

Your grown children – married or not – will come to you for financial help when “push comes to shove”.

This is true for families and countries.

This is especially actuated right now as the Coronavirus COVID-19 Pandemic has been devastating communities, economies and healthcare systems around the world, and even more so here in the Caribbean.

Your sons and daughters can turn to you fathers and mothers for help – if you are able.

Who do countries turn to?

For the 30 member-states of the Caribbean, the answer is:

Inter-American Development Bank (IDB)
The Inter-American Development Bank (IADB or IDB or BID) is the largest source of development financing for Latin America and the Caribbean.[1] Established in 1959, the IDB supports Latin American and Caribbean economic development, social development and regional integration by lending to governments and government agencies, including State corporations.

The IDB has four official languages: English, French, Portuguese, and Spanish.

History
At the First Pan-American Conference in 1890, the idea of a development institution for Latin America was first suggested during the earliest efforts to create an inter-American system. The IDB became a reality under an initiative proposed by President Juscelino Kubitshek of Brazil. The Bank was formally created on April 8, 1959, when the Organization of American States drafted the Articles of Agreement establishing the Inter-American Development Bank.[2]

The Bank is owned by 48 sovereign states, which are its shareholders and members. Only the 26 borrowing countries are able to receive loans.

Governance
The IDB is governed by its Board of Governors, a 48-member body who regularly meets once a year. In March 2010, reunited in Cancun, Mexico, the Board of Governors of the Bank agreed on a $70 billion capital increase, along with full debt forgiveness for Haiti, its poorest member country, devastated by an earthquake that had destroyed its capital, Port-au-Prince, two months before.

The developing countries that borrow from the IDB are the majority shareholders, and therefore control the majority of the decision-making bodies of the Bank. Each member’s voting power is determined by its shareholding: its subscription to the Bank’s ordinary capital. The United States holds 30 percent of the Bank’s shares, while the countries of Latin America and the Caribbean combined hold 50.02 percent but with another 20% from Europe the US can veto decisions.[5] This arrangement is unique in that the developing member countries, as a group, are the majority shareholders. Though this arrangement was first viewed as risky, it is believed by some that strict peer pressure prevents the borrowers from defaulting, even when under severe economic pressure.

Yes, the Caribbean is Banking on the Bank, the IDB.

The IDB doesn’t lend to anyone else other than these Latin American & Caribbean (LAC) member-states. It’s a ” personal piggy-bank”, just for its members – membership has it’s privileges.

Look here at the Bahamas; they are hurting very bad, due to the pandemic and also 2019’s Category 5 Hurricane Dorian; so all they have to do – all they are doing – is ringing up their personal banker and getting their requested money … on demand:

Posted May 27, 2020 – The Minnis administration will seek parliamentary approval to borrow $1.3B in the 2020/2021 fiscal year. In his Budget Communication today, Deputy Prime Minister and Minister of Finance Peter Turnquest said the fiscal deficit is budgeted at some $1.3B, or 11.6% of GDP.

Yes, the Bahamas is Banking on the Bank, the IDB.

Despite the tune of this writing, this easy access to cash, loans or debt is not a good thing. The money is not free and not cheap.

It must also be repaid in US Dollars – OUCH!!!

The perils of this fiscal practice is evident in this news article here, describing how the Bahamas, in an attempt to source funds cheaper than their IDB options, have issued bonds for public consumption with a return rate of 9.25 percent. (To me, this means that IDB lending must be even more expensive). See the article here:

The government of The Bahamas has issued its $600 million, 12-year unsecured foreign currency bond, with a 9.25 percent yield, telling a tale of the Moody’s June credit rating downgrade to junk bond status, and the country’s continuing dependence on a depressed tourism market.

Guardian Business caught a glimpse of the government’s offering synopsis. The offering was reportedly released on Wednesday.

The government has gone to international markets in hopes of covering half of its projected $1.3 billion fiscal deficit for 2020/2021, brought on by the devastating consequences of Hurricane Dorian and the economic stopping effects of the global COVID-19 pandemic.

The government listed its use of proceeds as “general 2020/2021 budgetary needs and the repayment of $248 million under 2020 bridge facility”.

The bond matures in 2032.

The government announced last month that it had already closed on about half a billion in financing over July and August, and revealed then that it would go to capital markets to access more financing when market conditions were right.

The government received $200 million from the Inter-American Development Bank (IDB); a $40 million facility with the Caribbean Development Bank; and in August accessed $248 million, as part of a $300 million bridge financing deal approved by Parliament for the fiscal year 2020/2021 budget.

CFAL Senior Financial Analyst Angelo Butler explained to this paper that this most recent bond’s interest rate has likely been set at a high 9.25 percent to attract sufficient investors to make the offering successful.

He added that the high coupon could compensate for a low pool of potential investors as a result of the country’s recent downgrade; uncertainty surrounding tourism and our dependence on it; a deterioration in government finances; and growing foreign debt as a percentage of total debt and gross domestic product.

“Fortunately, the rate is attractive and should attract investors,” said Butler.

“Interest rates are very low in developed markets, thus fund managers and banks are having to search for yield to meet investment targets.”

The government’s past 2029 and 2033 bonds have taken a hit this year with price declines of close to 30 percent earlier in the year. The 2033 bond is trading at about 8.7 percent.

Cruise ship companies, which have also had to go to the markets to raise money as they have been shut down most of the year, have also placed high-yield bonds.

We are not limited to the Status Quo for Debt Management in the Caribbean. The challenge is money … or capital. We can be Better. We must be Better.

The Go Lean book presents a plan to reboot the region’s fiscal and monetary landscape. The starting approach is to form a cooperative among the region’s existing Central Banks, branding the cooperative as the Caribbean Central Bank (CCB). Then facilitating and regulating the Capital Markets in the region. (The Go Lean book – on Page 200 – identifies 9 different Stock Exchanges in the region).

The example from the United States is that of Treasury Bonds and Municipal Bonds trading on Wall Street with bond rates and “coupon rates” lower than 2% – see example here; compare this 2% to the 9.25% in the foregoing news article:

10 Ways to Better Manage Debt

1 Lean-in for the treaty for the  Caribbean Union Trade Federation (CU) & the Caribbean Central Bank (CCB).

This treaty allows for the unification of the region into one market, thereby creating a single economy of 30 member-states, 42 million people and a GDP of over $800 Billion, according to 2010 figures. The CU will reboot the economic engines of the region with investments in infra-structure and business inducements. Many times these projects require up-front capital but the returns will be garnered slowly over time. These projects therefore require debt, from the capital or lending markets. The issue of debt not only concerns governments, but individuals as well. The CU will impact this dynamic by mastering credit ratings and offering to buy back foreign debt for local C$ financing and CCB controls. This tactic lets the CCB function as a local IMF, fostering a new regime for the economy.

2 M1 & The Interest Economy

The CU seeks to consolidate the currency of each member-state around the Caribbean Dollar (C$); then by inducing more electronic transactions as opposed to paper currency, there will be more lendable funds in the money supply (M1). Plus having viable capital markets will allow governments, institutions and businesses to get the capital they need, and investors/lenders can garner interest income for the use of their funds. Most Pension funds depend on this model.

3 Public Financing

Every independent country in the Caribbean is a member of the IMF, only the Overseas Territories are not engaged in this arrangement. Why not? Their host countries (US, UK, France and the Netherlands) provide the capital access that the island territories need. The CU quest is to shift this dependency to a Caribbean source, not European or American.

This CU/Go Lean roadmap has these 3 prime directives:

Who We Are
The movement behind the Go Lean book – a non-partisan, apolitical, religiously-neutral Community Development Foundation chartered for the purpose of empowering and re-booting economic engines – stresses that reforming and transforming the Caribbean societal engines must be a regional pursuit. This was an early motivation for the roadmap, as pronounced in the opening Declaration of Interdependence (Pages 12 – 13):

Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiv. Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

Toxic Environment – Make the Caribbean Great (Anew)

Make America Great Again!

When candidate Donald Trump emerged in 2015 with this campaign slogan, one question that so many observers asked was:

When was America Great the first time?

So then, perhaps the Greatness that America had – that Trump reminisced about – was only for a limited scope for people that were:

White, Male, Straight, Rich, Able-bodied

There are lessons from this fallacious historic summary that we can learn in the Caribbean.

Was there ever a time that our 30 member-states (individually or collectively) would have been considered as Great societies?

The consensus answer is No! Just the opposite, we have always suffered from Toxic Environments; from discovery to slavery to colonization to American parasite status.

So a campaign slogan for the Caribbean member-states (individually or collectively) could now be:

Make the Caribbean Great (Anew)

This is the completion of this Teaching Series from the movement behind the 2013 book Go Lean…Caribbean, related to Toxic Environments. The book asserts that with the adoption of certain community ethos and the execution of certain strategies, tactics and implementation, our communities can reach a destination of Greatness.

Every month, the Go Lean movement presents a Teaching Series to address issues germane to Caribbean life and culture. For this month of September 2020, we were looking at the actuality of persecuted minorities and stagnated economies in the homeland. Our Toxic Environment have curtailed the opportunities for many people to live, work and play at home; so they have been compelled to seek refuge abroad.  This is entry 6-of-6; it presents the thesis that “without attempts towards greatness” our neighborhoods and workplaces just become more-and-more Toxic. There is no standing still in this fast moving world. There is only one choice, do the heavy-lifting to Make the Caribbean Great or watch the eventual abandonment of our society – drip by drip.

The Go Lean book, serving as a roadmap for the introduction of the Caribbean Union Trade Federation (CU), asserts that Caribbean stakeholders must do the heavy-lifting to remediate our Toxic Environments, and them keep pushing forward to foster a Great Society. The purpose of the Go Lean roadmap is to optimize the economic, security and governing engines of society. The end result must be that we retain people in-country and maybe even entice the Diaspora to return. The purpose of these past entries in this month’s Teaching Series was to reinforce the foundation of Caribbean society. We must reform and transform. Yes, we can!

How do we Make the Caribbean Great?

No seriously!

How? Not just talking the talk – the campaign slogan – but walking the walk. Is this destination of Greatness really conceivable, believable and achievable?

There is a formula for moving from “Good to Great”.

This subject was thoroughly addressed in a previous Go Lean commentary from March 2, 2016; it analyzed the book by Jim Collins: Good to Great: Why Some Companies Make the Leap … and Others Don’t.

Go Lean Commentary Going from ‘Good to Great’

caribbean_viewThe Caribbean is arguably the greatest address on the planet.

So declares the book Go Lean…Caribbean. This not only refers to terrain, but also culture (music, food, festivals, fun, etc.) and hospitality. Despite these arguable facts, the societal engines in the Caribbean (economy, security, and governance) are NOT great; in some cases, they may not even be considered “good”, as we do feature a few Failed-States in the region.

For the sake of this commentary, we give every Caribbean member-state a scholarship and assume they are “good”. Now how do we go from “Good to Great”?

The book Go Lean…Caribbean represents a quest to make the Caribbean a Great place to live, work and play. But there is actually a formula to making a society (or company/organization) great, as opposed to just being good. Below is the book review and accompanying VIDEO of the landmark publication by writer – see Appendix – and management consultant Jim Collins:

Book Title: Good to Great: Why Some Companies Make the Leap … and Others Don’t
Executive Summary

CU Blog - Going from Good to Great - Photo 1Jim Collins, already established as one of the most influential management consultants, further established his credibility with the wildly popular Good to Great: Why Some Companies Make the Leap…and Others Don’t, originally published in 2001. The book went on to be one of the bestsellers in the genre, and it is now widely regarded as a modern classic of management theory.

Collins takes up a daunting challenge in the book: identifying and evaluating the factors and variables that allow a small fraction of companies to make the transition from merely good to truly great. ‘Great,’ an admittedly subjective term, is operationally defined according to a number of metrics, including, specifically, financial performance that exceeded the market average by several orders of magnitude over a sustained period of time. Using these criteria, Collins and his research team exhaustively catalogued the business literature, identifying a handful of companies that fulfilled their predetermined criteria for greatness. Then, the defining characteristics that differentiated these ‘great’ firms from their competitors were quantified and analyzed.

The resulting data are presented in Good to Great in compelling detail. Over the course of 9 chapters, Collins addresses a number of management, personnel, and operational practices, behaviors, and attitudes that are both conducive and antithetical to the good-to-great transition. One overarching theme that links together virtually all of Collins’ arguments is the need to define a narrowly focused objective and field of competency and then focus all of the company’s resources toward that area of strength. Repeatedly, Collins warns that straying too far from a company’s established strengths is inimical to the attainment of greatness. Finally, Collins links the findings of Good to Great to the conclusions he reached in his previous book, Built to Last, which focused on the factors that define companies that survive in the long-term, meshing both sets of results into an overarching framework for enduring success.

Chapter Summaries

Chapter 1: Good is the Enemy of Great

The first chapter of the book lays out the criteria that Collins and his research team used in selecting the companies that served as the basis of the meta-analysis that provided the findings set forth in the book. The most important factor in the selection process was a period of growth and sustained success that far outpaced the market or industry average. Based on the stated criteria, the companies that were selected for inclusion were Abbott, Fannie Mae, Circuit City, Gillette, Kimberly-Clark, Kroger, Nucor, Philip Morris, Pitney Bowes, Walgreens, and Wells Fargo.

Collins also offers a few of the most significant findings gleaned from the study. Of particular note are the many indications that factors such as CEO compensation, technology, mergers and acquisitions, and change management initiatives played relatively minor roles in fostering the Good to Great process. Instead, Collins found that successes in three main areas, which he terms disciplined people, disciplined thought, and disciplined action, were likely the most significant factors in determining a company’s ability to achieve greatness.

Chapter 2: Level 5 Leadership

In this chapter, Collins begins the process of identifying and further explicating the unique factors and variables that differentiate good and great companies. One of the most significant differences, he asserts, is the quality and nature of leadership in the firm. Collins goes on to identify “Level 5 leadership” as a common characteristic of the great companies assessed in the study. This type of leadership forms the top level of a 5-level hierarchy that ranges from merely competent supervision to strategic executive decision-making.

By further studying the behaviors and attitudes of so-called Level 5 leaders, Collins found that many of those classified in this group displayed an unusual mix of intense determination and profound humility. These leaders often have a long-term personal sense of investment in the company and its success, often cultivated through a career-spanning climb up the company’s ranks. The personal ego and individual financial gain are not as important as the long-term benefit of the team and the company to true Level 5 leaders. As such, Collins asserts that the much-touted trend of bringing in a celebrity CEO to turn around a flailing firm is usually not conducive to fostering the transition from Good to Great.

Chapter 3: First Who, Then What

The next factor that Collins identifies as part of the Good to Great process is the nature of the leadership team. Specifically, Collins advances the concept that the process of securing high-quality, high-talent individuals with Level 5 leadership abilities must be undertaken before an overarching strategy can be developed. With the right people in the right positions, Collins contends that many of the management problems that plague companies and sap valuable resources will automatically dissipate. As such, he argues, firms seeking to make the Good to Great transition may find it worthwhile to expend extra energy and time on personnel searches and decision-making.

Collins also underscores the importance of maintaining rigorousness in all personnel decisions. He recommends moving potentially failing employees and managers to new positions, but not hesitating to remove personnel who are not actively contributing. He also recommends that hiring should be delayed until an absolutely suitable candidate has been identified. Hewing to both of these guidelines, Collins claims, will likely save time, effort, and resources in the long-term.

Chapter 4: Confront the Brutal Facts (Yet Never Lose Faith)

Another key element of some companies’ unique ability to make the transition from Good to Great is the willingness to identify and assess defining facts in the company and in the larger business environment. In today’s market, trends in consumer preferences are constantly changing, and the inability to keep apace with these changes often results in company failure. Using the example of an extended comparative analysis of Kroger and A & P, Collins observes that Kroger recognized the trend towards modernization in the grocery industry and adjusted its business model accordingly, although doing so required a complete transformation of the company and its stores. A & P, on the other hand, resisted large-scale change, and thus guaranteed its own demise.

Collins outlines a four-step process to promote awareness of emerging trends and potential problems: 1) Lead with questions, not answers; 2) Engage in dialogue and debate, not coercion; 3) Conduct autopsies without blame; and 4) Build red flag mechanisms that turn information into information that cannot be ignored.

Chapter 5: The Hedgehog Concept (Simplicity Within the Three Circles)

In this chapter, Collins uses the metaphor of the hedgehog to illustrate the seemingly contradictory principle that simplicity can sometimes lead to greatness. When confronted by predators, the hedgehog’s simple but surprisingly effective response is to roll up into a ball. While other predators, such as the fox, may be impressively clever, few can devise a strategy that is effective enough to overcome the hedgehog’s simple, repetitive response.

Similarly, Collins asserts, the way to make the transformation from Good to Great is often not doing many things well, but instead, doing one thing better than anyone else in the world. It may take time to identify the single function that will be a particular firm’s “hedgehog concept,” but those who do successfully identify it are often rewarded with singular success. In order to help expedite this process, Collins suggests using the following three criteria: 1) Determine what you can be best in the world at and what you cannot be best in the world at; 2) Determine what drives your economic engine; and 3) Determine what you are deeply passionate about.

Chapter 6: A Culture of Discipline

Another defining characteristic of the companies that Collins defined as great in his study was an overarching organizational culture of discipline. He is quick to point out that a culture of discipline is not to be confused with a strict authoritarian environment; instead, Collins is referring to an organization in which each manager and staff member is driven by an unrelenting inner sense of determination. In this type of organization, each individual functions as an entrepreneur, with a deeply rooted personal investment in both their own work and the company’s success.

Although this discipline will manifest itself in a high standard of quality in the work that is produced by managers and employees alike, its most significant outcome will be an almost fanatical devotion to the objectives outlined in the “hedgehog concept” exercises. Disciplined workers will be better equipped to hew to these goals with a single-minded intensity that, according to Collins, will foster the transformation from merely Good to Great. In addition, the author asserts, it is important that within this overarching culture of discipline, every team member is afforded the degree of personal empowerment and latitude that is necessary to ensure that they will be able to go to unheard-of extremes to bring the firm’s envisioned objectives into existence.

Chapter 7: Technology Accelerators

Today, many businesses have come to depend upon technology to increase efficiency, reduce overhead, and maximize competitive advantage. However, Collins cautions that technology should not be regarded as a potential panacea for all that ails a company. The folly of this kind of thinking was revealed in the aftermath of the crash of the tech bubble in the early 2000s. The market correction threw into sharp relief the differences between sustainable uses of the Internet to extend established businesses and ill-planned, unviable online start-ups.

Collins contends that the good-to-great companies approach the prospect of new and emerging technologies with the same prudence and careful deliberation that characterizes all of their other business decisions. Further, these companies tend to apply technology in a manner that is reflective of their “hedgehog concepts” — typically by selecting and focusing solely upon the development of a few technologies that are fundamentally compatible with their established strengths and objectives. Collins characterizes the ideal approach to technology with the following cycle: “Pause — Think — Crawl — Walk — Run.”

Chapter 8: The Flywheel and the Doom Loop

In this chapter, Collins describes two cycles that demonstrate the way that business decisions tend to accumulate incrementally in either an advantageous or a disadvantageous manner. Both, the author emphasizes, accrue over time. Despite the popular misperception that business success or failure often occurs suddenly, Collins asserts that it more typically occurs over the course of years, and that both only transpire after sufficient positive or negative momentum has been accrued.

Collins describes the advantageous business cycle that, in some cases, can foster the transition from Good to Great as “the flywheel effect.” By making decisions and taking actions that reinforce and affirm the company’s “hedgehog” competencies, executives initiate positive momentum. This, in turn, results in the accumulation of tangible positive outcomes, which serve to energize and earn the investment and loyalty of the staff. This revitalization of the team serves to further build momentum. If the cycle continues to repeat in this manner, the transition from Good to Great is likely to transpire. In contrast, the doom loop is characterized by reactive decision-making, an overextension into too many diverse areas of concentration, following short-lived trends, frequent changes in leadership and personnel, loss of morale, and disappointing results.

Chapter 9: From Good to Great to Built to Last

In the concluding chapter of Good to Great, Collins makes a connection between this book and his previous work, Built to Last, which represented the findings of a six-year study into the factors that determined whether a new company would survive in the long-term. First and foremost, Collins contends that companies need a set of core values in order to achieve the kind of long-term, sustainable success that may lead to greatness. Companies need to exist for a higher purpose than mere profit generation in order to transcend the category of merely good. According to Collins, this purpose does not have to be specific — even if the shared values that compel the company toward success are as open-ended as being the best at what they do and achieving excellence consistently, that may be sufficient as long as the team members are equally dedicated to the same set of values.

Although many of the conclusions of both of the books overlap, Collins notes that Good to Great should not be seen as the follow-up to Built to Last, which focuses on sustaining success in the long-term. Instead, Good to Great actually functions as the prequel to Built to Last. First, a company should focus on developing the foundation that is necessary to work toward greatness. Then, they can begin to apply the principles of longevity that are set forth in Built to Last.

CU Blog - Going from Good to Great - Photo 2The talk of societal greatness is en vogue right now. This is election season in the United States and one candidate for President, Donald J. Trump, pledges to “Make America Great Again”; see photo here.

Greatness also aligns with other empowerment efforts, like the advocacy championed by the Great Place to Work® Institute.

The book Go Lean … Caribbean stresses the need to create a great society of all of the Caribbean. It serves as a roadmap for the introduction and implementation for the technocratic Caribbean Union Trade Federation (CU). As a federation or federal government, there will be the need to pursue greatness organizationally to benefit all stakeholders (residents, Diaspora, visitors, trading partners, etc.). There is also the need to employ and empower a Civil Service workforce; this labor pool is projected to be only 30,000 people, thusly embracing lean (or agile) delivery methodologies. So all the references in the foregoing regarding organization, enterprise, company and/or firm could apply directly and indirectly to the CU Trade Federation.

Yet, these federal civil servants are not the only focus of the Go Lean/CU roadmap. The prime directives of this roadmap covers these 3 focus areas:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines.
  • Improve Caribbean governance to support these engines.

With the success of this roadmap, the Caribbean region will be enabled to go from Good to Great! With confidence now, we can truly declare that “A Change Is Gonna Come“.

But any change must be permanent! The Go Lean book declares that for permanent change to take place, there must first be an adoption of new community ethos, the national spirit that drives the character and identity of its people. The roadmap was constructed with the following community ethos in mind, plus the execution of strategies, tactics, implementation and advocacies to move from Good to Great. The desired destination is not “good”, but rather “great”. We want to make the Caribbean a Great place to live, work and play.   🙂

Toxic Environment – Homophobia: Hate not Fear – Encore

What is a phobia?

Well, a summary of the definition is a “persistent and excessive fear”. The encyclopedic definition is as follows:

A phobia is a type of anxiety disorder defined by a persistent and excessive fear of an object or situation.[1] Phobias typically result in a rapid onset of fear and are present for more than six months.[1] Those affected will go to great lengths to avoid the situation or object, to a degree greater than the actual danger posed.[1] If the object or situation cannot be avoided, they experience significant distress.[1] Other symptoms can include fainting, which may occur in blood or injury phobia,[1] and panic attacks, which are often found in agoraphobia.[6] Around 75% of those with phobias have multiple phobias.[1] – Source: Wikipedia

There are other fears that are mistakenly called phobias that are really something else. (This is the focus on this commentary). See the continuation of the above definition:

Several terms with the suffix -phobia are used non-clinically (usually for political or deterrent purpose) to imply irrational fear or hatred. Examples include:

  • Chemophobia – Negative attitudes and mistrust towards chemistry and synthetic chemicals.
  • Homophobia – Negative attitudes and feelings toward homosexuality or people who are identified or perceived as being lesbian, gay, bisexual or transgender (LGBT).
  • Xenophobia – Fear or dislike of strangers or the unknown, sometimes used to describe nationalistic political beliefs and movements.
  • Islamophobia – Fear of anything Islamic

Usually these kinds of “phobias” are described as fear, dislike, disapproval, prejudice, hatred, discrimination or hostility towards the object of the “phobia”.[53]

Don’t get it twisted, these are not fears; these constitute hatred. Prejudice, hatred and discrimination exercised in a persistent and excessive manner is truly toxic. Imagine being on the receiving end of such treatment, such irrational fear or hatred.

How much can you tolerate? How much should you tolerate? This is like having a burning cross on your front lawn. How long before you want to leave?

The pseudo-phobias – irrational fear or hatred – all contribute to unbearable circumstances at home; thusly they contribute to the Exodus of so many Caribbean people; this exacerbates the Brain Drain and societal abandonment in the region. For this month of September 2020, we are looking at the actuality of persecuted minorities in this homeland. Unfortunately, Toxic Environments have long reaching consequences on the community quest to live, work and play. This is entry 2-of-6; it presents the thesis that the “strong in society should not be allowed to abuse the weak” just to allay some pseudo-fears. This is an important consideration, as it depicts the heavy-lifting that the Caribbean stakeholders must do.

The Go Lean book, serving as a roadmap for the introduction of the Caribbean Union Trade Federation (CU), asserts that Caribbean stakeholders must do the heavy-lifting to mitigate and remediate societal defects. While the purpose of the roadmap is to optimize the economic, security and governing engines of society, the roadmap recognizes that we must retain people in the homeland. No people = no society = no culture. Therefore, we must have a good societal foundation; respect and protection of all people and their rights for life, liberty and the pursuit of happiness. The purpose of this month’s Teaching Series is to focus on that foundation. There is a glaring need for reform, as we have a long track record of bad behavior like hate, bigotry, xenophobia and intolerance in our Caribbean communities.

As related in the previous submission in this month’s series, the Caribbean has fostered a Toxic Environment in our culture; it has been so bad that these identified bad behaviors have flourished. This is not good, as a Toxic Environment pits villains against victims and in the long run, the victims – and all those that love them – will seek refuge elsewhere. This is true with all Toxic Environments – think Asylum-seekers. Asylum-seeking is the manifesting of the Push dynamics for Caribbean abandonment:

  • “Push” refers to people who feel compelled to leave, to seek refuge in a foreign land. “Refuge” is an appropriate word; because of societal defects, many from the Caribbean must leave as refugees – think LGBTDisabilityDomestic-abuseMedically-challenged – for their life, liberty and pursuit of happiness.
  • “Pull”, on the other hand refers to the lure of a more liberal life abroad; many times our people are emigrating for societies that have better expressions of the rights for “life, liberty and the pursuit of happiness”.

The Caribbean is not the first nor the last Toxic Environment; there have been many in the past and even now in the present. Think Nazi Germany, who persecuted (i.e. Concentration Camps) many minority groups (Jews, Gypsies, homosexuals, etc.). Today, we have more bad role models of hate, bigotry, xenophobia and intolerance – like in the Muslim Word, (think ISIS), where persecuted minorities are frequently targeted. (There have been instances of public killing of convicted homosexuals).

We must look, listen and learn from these past and present Toxic Environments, then work towards making our society better – more tolerant. We cannot afford to keep losing our people; that will degrade our culture further. Using an analogy from medical trauma, our society is bleeding populations – we must stop the bleeding – otherwise the patient – our unique culture – will die.

How bad is our society? While not ISIS, we are recognized as one of the worst in our attitudes and toleration of homosexual practices.

Say it ain’t so …

This was our initial reaction in researching and writing about the Buggery Laws in the Anglo-Caribbean. Those laws seemed so barbaric for our modern times. And yet, they persists. A previous Go Lean commentary from July 2, 2015 identified this example of our severe Caribbean Toxicity. Consider this summary:

It is simple, if we want to grow our society, we must work hard to make it a better place to live, work and place for everyone, not just some people. Remember the old nursery rhyme: “rich man, poor man, beggar man, thief; doctor, lawyer, Indian Chief”.

It is Toxic to allow the “Strong to Abuse the Weak” – including LGBT – in our society.

Go Lean Commentary Buggery in Jamaica – ‘Say It Ain’t So’!

This commentary has asserted that the Caribbean region can be a better society than the United States of America. Yes, we can!

But to even start the discussion, we must first:

We have the extreme example of the Islamic State in Iraq and Syria (ISIS) beheading non-Muslims because… well, just because. And the example of the US legalizing Gay Marriage may be considered too tolerant for some people’s good taste.

Where does the Caribbean fit in this discussion?

If ISIS is one end of a scale and Gay Marriage in America is another end, then one Caribbean member-state, Jamaica, would be closer to …

ISIS!

Yes, it is that bad. Say it ain’t so.

Local gay lobby, J-FLAG, is refuting reports that it will host a road parade in August when the group plans to have a series of gay pride activities.

Social media has been abuzz since yesterday following a report that the group would host a parade, similar to what is done in the United   States and other countries.

However, executive director of J-FLAG, Dane Lewis, says the report is wrong, adding that Jamaica is not ready for such an event.

Meanwhile, he says the group is planning a week-long series of activities starting on Emancipation Day, August 1, to mark growing tolerance for members of the lesbian, gay, bisexual, and transgender (LGBT) community.

Some years ago, an attempt to host a gay parade was thwarted after anti-gay supporters reportedly planned attacks against marchers.

Jamaica is accused of being one of the most homophobic places on earth.

Last week, the US government released a report noting that anti-gay laws and the dancehall culture are responsible for perpetuating homophobia in Jamaica.

Building a diverse society is not easy. The book Go Lean … Caribbean describes the challenge as heavy-lifting. Though the US had failed at this challenge, it proudly boasts that it got better with every generation. The Caribbean on the other hand, leaves much to be desired in terms of the willingness to change and keep pace with progressive societies. (Now the US, Canada, Ireland and other countries have legalized Gay Marriage).

In a previous blog-commentaries, this defect – Homosexual Intolerance – was listed among the blatant human rights abuses in the region.

This is an important consideration for the planners of Caribbean empowerment. The Caribbean, a region where unfortunately, we have NOT … tried to be as tolerant as may be required, expected and just plain moral.

We must do better!

The book Go Lean … Caribbean asserts that Caribbean society’s prosperity has been hindered with a high abandonment rate – reported at 70% for educated classes region-wide, but an even higher 85% in Jamaica. The primary mission of the Go Lean book is to “battle” against the “push-and-pull” factors that draw so many of our Caribbean citizens away from their homelands to go to more progressive countries.

The purpose of the Go Lean book is to fix the Caribbean; to be better. The Go Lean book serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU) to pursue the quest to elevate the Caribbean region through empowerments in economics, security and governance. It is the assertion that Caribbean citizens can stay home and effect change in their homelands more effectively than going to some foreign countries to find opportunities for life, liberty and the pursuit of happiness. The book therefore asserts that the region can turn-around from failing assessments by applying best-practices, and forging new societal institutions to impact the Greater Good for all the Caribbean. This point was pronounced in the opening Declaration of Interdependence (Pages 10 – 14) with these acknowledgements and statements:

xi.   Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xii. Whereas the legacy in recent times in individual states may be that of ineffectual governance with no redress to higher authority, the accedence of this Federation will ensure accountability and escalation of the human and civil rights of the people for good governance, justice assurances, due process and the rule of law. As such, any threats of a “failed state” status for any member state must enact emergency measures on behalf of the Federation to protect the human, civil and property rights of the citizens, residents, allies, trading partners, and visitors of the affected member state and the Federation as a whole.

xxxiii. Whereas lessons can be learned and applied from the study of the recent history of other societies, the Federation must formalize statutes and organizational dimensions to avoid the pitfalls of communities like … Egypt. On the other hand, the Federation must also implement the good examples learned from developments/ communities like New York City, … Canada, … and tenants of the US Constitution.

The CU/Go Lean vision to elevate Caribbean society must also consider the issue of image. There is the need for a sentinel role for Caribbean image, as there are a lot of times that Caribbean life and people are denigrated in the media: news, film, TV, books, magazines. It’s unfortunate when we are guilty of scathing allegations. The Go Lean roadmap calls for the CU to assume a role of protecting and projecting positive Caribbean images. The plan is to use cutting edge delivery of best practices; the applicable CU agencies will employ strategies, tactics and implementations to impact the Go Lean prime directives; identified with the following 3 statements:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines and mitigate challenges/threats to public safety for all citizens… LGBT or straight.
  • Improvement of Caribbean governance to support these engines.

Jamaica has a failing economy.

Is the Caribbean ready for this economic activity? A bridge too far, too soon?

t So - Photo 4Jamaica has a long way to go; the country has been described by some Human Rights groups as the most homophobic place on Earth because of the high level of violent crime directed at LGBT people; (Padgett, Tim: “The Most Homophobic Place on Earth?”Time Magazine posted 12 April 2006). The United States Department of State said that in 2012, “homophobia was [unacceptably] widespread in the country” (2012 Country Reports on Human Rights Practices: Jamaica, Bureau of Democracy, Human Rights and Labor, U.S. Department of State, pages 20-22). As depicted in the VIDEO below, even President Obama indicted the island on a recent official State Visit.

Why is this country’s homophobia so acute compared to other countries? For one, they have held on emphatically to the British Laws on Buggery – see Appendix below – from their colonial days; even though the host country of England has already abandoned the laws (in 1967).

Jamaica is partying like it’s 1899!

This is therefore a matter of community ethos. The Go Lean book defines community ethos as the fundamental character or spirit of a culture; the underlying sentiment that informs the beliefs, customs, or practices of a group or society; the dominant assumptions of a people or period. This tropical paradise of Jamaica, as defined in the foregoing news article and VIDEO continues to spur bad attitudes, bad ideas, bad speech and bad actions towards the LGBT community. This is unbecoming of a progressive society in 2015.

Alas, this is a crisis…for victims and their loved ones. The Go Lean book posits that this crisis can be averted, that the crisis is a “terrible thing to waste”. The Go Lean roadmap seeks to optimize the eco-systems for Jamaica and the entire Caribbean. The book stresses new community ethos, strategies, tactics, implementations and advocacies necessary to transform and turn-around the eco-systems of the regional society. The Go Lean roadmap seeks to empower and elevate Caribbean societal engines to make Jamaica, and the rest of the Caribbean, better places to live, work and play … for all citizens, including the LGBT communities.

Most of the Jamaican Diaspora that has abandoned the island now lives in the US, Canada or the UK. Their new home-communities are more tolerant societies of their LGBT neighbors.

Perhaps, there is some correlation.

This commentary is not urging the abandonment of the Judeo-Christian moral code; Jesus Christ instructed to “let them be” at Luke 22:51 (The Message Translation). Rather this commentary urges tolerance and moderation: Live and let live!

Appendix – Encyclopedic Reference: Buggery in English Common Law

The British English term buggery is very close in meaning to the term sodomy, often used interchangeably in law and popular speech. It may also be a specific common law offenceencompassing both sodomy and bestiality.

In English law “buggery” was first used in the Buggery Act 1533, while Section 61 of the Offences against the Person Act 1861, entitled “Sodomy and Bestiality”, defined punishments for “the abominable Crime of Buggery, committed either with Mankind or with any Animal”. The definition of “buggery” was not specified in these or any statute, but rather established by judicial precedent.[1] Over the years the courts have defined buggery as including either [of these]:

  1. anal intercourse or oral intercourse by a man with a man or woman[2] or
  2. vaginal intercourse by either a man or a woman with an animal,[3]

But [no other] form of “unnatural intercourse”[4] [was defined], the implication being that anal sex with an animal would not constitute buggery. Such a case has not, to date, come before the courts of a common law jurisdiction in any reported decision. However, it seems highly improbable that a person would be exculpated of a crime associated with sex with animals only by reason of the fact that penetration involved the anus rather than the vagina. In the 1817 case of Rex v. Jacobs, the Crown Court ruled that oral intercourse, even with an underage and/or non-consenting person, did not constitute buggery or sodomy.[4]

At common law consent was not a defence[5] nor was the fact that the parties were married.[6] In the UK, the punishment for buggery was reduced from hanging to life imprisonment by the Offences against the Person Act 1861. As with the crime of rape, buggery required that penetration must have occurred, but ejaculation is not necessary.[7]

Most common law jurisdictions have now modified the law to permit anal sex between consenting adults.[8] Hong Kong did so retroactively in 1990, barring prosecution for “crimes against nature” committed before the Crimes (Amendment) Ordinance 1990 entered into force except those that would still have constituted a crime if they had been done thereafter. In England and Wales, homosexual buggery was decriminalised in 1967 with an age of consent at 21 years, whereas all heterosexual intercourse had an age of consent at 16 years. The Sexual Offences Act 2003 did not fully remove buggery as a concept in United Kingdom law, as the previous law is retained for complainants (consensual or “pseudo-consensual”) under the age of 16, or 18 with regards to an adult perceived to be in a “position of trust”. As the law stands, buggery is still charged, exclusively regarding “pseudo-consensual” anal intercourse with those under 16/18, because children cannot legally consent to buggery although they may appear to do so. Rape is charged when the penetration is clearly not consensual. Buggery with an animal is still unlawful under Section 69 of the Sexual Offences Act 2003.

In the Republic of Ireland, the Criminal Law (Sexual Offences) Act 1993 abolished the offence of “buggery between persons”.[9] For some years prior to 1993, criminal prosecution had not been made for buggery between consenting adults. The 1993 Act created an offence of “buggery with a person under the age of 17 years”,[10] penalised similar to statutory rape, which also had 17 years as the age of consent. The Criminal Law (Sexual Offences) Act 2006 replaced this offence with “defilement of a child”, encompassing both “sexual intercourse” and “buggery”.[11] Buggery with an animal is still unlawful under Section 69 of the Sexual Offences Act 2003. In 2012 a man was convicted of this offence for supplying a dog in 2008 to a woman who had intercourse with it and died.[12]

Etymology – The word bugger and buggery are still commonly used in modern English as a mild exclamation. “Buggery” is also synonymous with anal sex.

The word “bugger” was derived, via the French bougre, from Bulgar, that is, “Bulgarian”, meaning the medieval Bulgarian heretical sect of the Bogomils, which spread into Western Europe and was claimed by the established church to be devoted to the practice of sodomy.[13] “Buggery” first appears in English in 1330, though “bugger” in a sexual sense is not recorded until 1555.[14]

Black Image – Learning from ‘Corporate Reboots’

All lives matter …

For those of you in the Caribbean, your initial response to this statement may be “Duhh!!!” This is due to the fact that most Caribbean countries have a majority Black population.

But for those in the Diaspora who live, work and play in the US, Canada and Western Europe, you know that this “simple 3-word” statement cannot be taken for granted. This is due to the actuality of this recent movement, which has become a new Civil Rights struggle:

Black Lives Matter.

This is a timely discussion to have today. There are a number of Black Lives Matter (BLM) protests that have taken place … in the US and in other countries around the world. So this is not just an American issue. This is a global issue for Black Image. The need for this message – and movement – is that many times, Black Lives have NOT mattered. The disenfranchisement, repression, oppression and suppression cannot be ignored. Many non-Black people are engaged in this struggle.

Many companies – corporate institutions – have engaged too. There are a lot of lessons we can learn from this actuality.

Yes, Big Companies – think Corporate America – can help to impact Black Image. This process has commenced; this is just another example of corporate vigilantism, but this is a good thing. In the last few months – especially after the atrocious death of the Black Man George Floyd by the hands of a White Police Officer – corporate entities have stepped-in, stepped up and stepped forward. We have these published examples of Corporate Reboots:

  • Aunt Jemima brand to change name, remove image that Quaker says is ‘based on a racial stereotype’
    The 130-year-old brand features a Black woman named Aunt Jemima, who was originally dressed as a minstrel character.
    The picture has changed over time, and in recent years Quaker removed the “mammy” kerchief from the character to blunt growing criticism that the brand perpetuated a racist stereotype that dated to the days of slavery. Quaker, a subsidiary of PepsiCo, said removing the image and name is part of an effort by the company “to make progress toward racial equality.” …

    Designer Brands Inc. is an American company that sells designer and name brand shoes and fashion accessories. It owns the Designer Shoe Warehouse (DSW) store chain, and operates over 500 stores in the United States and an e-commerce website.[5] The company also owns private-label footwear brands including Audrey Brooke, Kelly & Katie, Lulu Townsend, and Poppie Jones.

  • Wells Fargo
    CEO Charlie Scharf announced on Tuesday (July 14, 2020) a series of commitments to ensure the company’s ongoing diversity and inclusion efforts result in meaningful change. [He stated]:
    “‘Black Lives Matter’ is a statement that the inequality and discrimination that has been so clearly exposed is terribly real, though it is not new, and must not continue,” Scharf said in a letter to employees. “The pain and frustration with the lack of progress within both our country and Wells Fargo is clear. The movement behind the 2013 book Go Lean…Caribbean produces a Teaching Series every month on issues germane to Caribbean life and prospects. The commentary this month presents this 6-part series on Black Image; considering that this is the majority demographic for 29 of the 30 countries and territories that constitute the political Caribbean. This first entry, 1 of 6 in this July 2020 series considers corporate entities that have stepped up to engage this discussion. This is vigilantism; these companies may not have currently been asked for these empowerments but they have responded to the need to elevate Black Image. All of these commentaries relate to “how” the stewards for a new Caribbean can elevate image for the people and institutions of the region. We can and must reboot. But this first entry, the foregoing, conveys an American drama, not Caribbean. Alas, this is the actuality of Black Image: success or failure of one group of Black people in one part of the world have a direct bearing on the image of Black people in other parts of the world.

This was the assertion in the Go Lean book – Page 133 – as it provides this tidbit on Black Image:

The Bottom Line on Martin, Malcolm, Mandela, Muhammad and Marley
The majority of the Caribbean population descends from an African ancestry – a legacy of slavery from previous centuries. Despite the differences in nationality, culture and language, the image of the African Diaspora is all linked hand-in-hand. And thus, when Martin Luther King, Malcolm X, Nelson Mandela, Muhammad Ali and Bob Marley impacted the world with their contributions, the reverberations were felt globally, not just in their homelands. It is hard for one segment of the black world to advance when other segments have a negative global image. This is exemplified with the election of Barack Obama as US President; his election was viewed as an ascent for the entire Black race. [205]

Over 100 years ago, the NAACP (National Association for the Advancement of Colored People) came to understand the power and influence of the then new medium of film [201] and added the mandate to their charter to confront the misuse of media to influence negative public attitudes toward race. As early as 1915, the group organized a nationwide protest against the negative portrayals of African Americans in the early film, “Birth of A Nation”. Today, the NAACP Hollywood Bureau continues to monitor the industry for offensive and defamatory images in film and television. It also sponsors the Image Awards Show to honor outstanding people of color in film, television, music, and literature, as well as those individuals or groups who promote social justice through their creative endeavors. A landmark Memorandum of Understanding was signed in 1999 between the NAACP and the major movie studios and TV networks that greatly advanced the cause of diversity in the entertainment industry and created a milestone by which to measure future progress in Hollywood.

We must be concerned about Black Image and Caribbean Image, independently and collectively. This is not new for this Caribbean effort; we had been advocating for image promotion long before the Black Man George Floyd was killed in Minnesota USA in May 2020. The timing of this death was heightened by the reflections afforded by the societal shutdowns from the Coronavirus COVID-19 crisis. But we have had this need from before this pandemic; we have the need now and we will continue to have this need after this pandemic.

There are no Ands, Ifs or Buts; we need to reboot Caribbean image, the same as those companies need to reboot their corporate image:

  • Aunt Jemima has always been a bad stereotype of Black Image (female).
  • Uncle Ben has always been a bad stereotype of Black Image (male).

Those companies did not just up and correct their bad stereotypes at the first request from the affected groups or the general public. No, it was a long-drawn struggle over many decades. In fact, “only after a long train of abuse” is usually the roadmap for minorities to get toleration, acceptance, equality and finally equity from their adjoining majority groups. So there are lessons that we can learn and apply here in the Caribbean from this historicity. Among the lessons:

the strategies, tactics and implementations that can accelerate change in society, change among the minority groups and the majority groups.

10 Ways to Better Manage Image

1 Lean-in for the Caribbean Union Trade Federation (CU).
This will allow for the unification of the region into one market of 42 million people across 30 member-states, with a GDP of $800 Billion (according to 2010 figures). In addition, the treaty calls for collective bargaining with foreign countries and industry representatives for causes of significance to the Caribbean community. There are many times when the media portray a “negative” depiction of Caribbean life, culture and people. The CU will have the scale to effectuate negotiations to better manage the region’s image, and the means by which to enforce the tenets.
2 Media Industrial Complex
The Caribbean Central Bank will settle electronic payments transactions; this will allow electronic commerce to flourish in the region. With the payment mechanisms in place, music, movies, TV shows and other media (domestic and foreign) can be paid for and downloaded legally. For a population base of 42 million, this brings a huge economic clout.
3 Respect for Intellectual Property
4 Sentinel in Hollywood
Like the NAACP, the CU will facilitate a Hollywood Bureau. It will monitor the industry for offensive and defamatory images in film, television, video games, internet content and the written word. Though the Hollywood Bureau is based in California-USA, their focus will be global, covering the media machinery of Europe, Asia (Bollywood) and elsewhere.
5 Anti-Defamation League
This Pro-Jewish organization provides a great model for marshalling against negative stereotypes that can belittle a race. [200] The CU will study, copy, and model a lot of the successes of the Anti-Defamation League. This organization can also be consulted with to coach the CU’s efforts. (Consider the example of Uptown Yardies Rasta Gang in the game Grand Theft Auto [206]).

The motivation of For-Profit companies have always been to make a profit. The foregoing corporate examples demonstrate good corporate vigilantism to change society, while not abandoning the profit goal. These companies, and the Go Lean movement, accept that both goals can be pursued simultaneously … with gusto.

Recognizing the merits of this strategy is not new; (this was conveyed in the 2013 Go Lean book); it is the universal execution that is new! Yippee! Let’s keep this going!

Who We Are

xxiv.  Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

Rise from the Ashes – Learning from the ‘Great Depression’

Go Lean Commentary 

This is Summer 2020, the whole world is reeling from the effects of the Coronavirus COVID-19 crisis. There are health and economic repercussions – systemic threats – as the world has never seen.

Or has it?

Have we been here before, where the economic systems completely imploded and there was the need to reboot, rebuild and re-start the economic engines in the global economy?

Yes, indeed. There was the Great Depression.

How bad was the Great Depression?

The Great Depression was the worst economic downturn in the history of the industrialized world, lasting from 1929 to 1939. … By 1933, when the Great Depression reached its lowest point, some 15 million Americans were unemployed and nearly half the country’s banks had failed. – Source: History.com.

Traders rush, 1929, October in Wall Street as New York Stock Exchange crashed sparking a run on banks that spread accross the country. – October 1929 was the beginning of the 1929 Stock Market Crash. Within the first few hours the stock market was open, prices fell so far as to wipe out all the gains that had been made in the previous year. The Dow Jones Industrial Index closed at 230. Since the stock market was viewed as the chief indicator of the American economy, public confidence was shattered. Between October 29 and November 13 (when stock prices hit their lowest point) over 30 billion USD disappeared from the American economy. It took nearly twenty-five years for many stocks to recover. Considering the years 1929 to 1939 means that most of us were not alive to remember this crisis. Fortunately, there are lots of media material to consume, consult and contemplate about that crisis’s origin, duration and resolution. In effect, there are lots of Lessons to learn from the Great Depression.

These desperate times calls for us to open “every cupboard” for knowledge and wisdom to survive this crisis.

There is this urgency for the Caribbean member-states to reform and transform. The 2013 book Go Lean…Caribbean had previously asserted that “a crisis is a terrible thing to waste” – referring to the 2007 – 2009 Great Recession. This urging is even more acute now, with this Coronavirus COVID-19 crisis. We must forge permanent change on our Caribbean society, if we want to survive in the near future – otherwise, our citizens will abandon us further. Despite how monumental a task this sounds, it is conceivable, believable and achievable. We can Rise from the Ashes of this crisis and build a better society from the ashes.

Lessons from the New Deal. It wasn’t one big package wrapped in political consensus. We look at the real, messy process that pulled the U.S. out of the Great Depression.

What exactly are the lessons for the Caribbean?

  • We need efficient and effective governance.
  • We need economic security provisions – “Safety Nets”.
  • We need to protect the “Weak from being Abused by the Strong”.

Economics, Security and Governance – Yep; these are the 3 societal engines that have been the focus of the movement behind the Go Lean book. As related repeatedly, we must first have a plan …

  • How to get there

Rather than a “plan” the Go Lean book call this approach a roadmap; step-by-step directions for taking the whole region – the political Caribbean of 30 member-states – to a destination: a better place to live, work and play.

This theme of organizing the region for a technocratic response – establishing New Guards – has been elaborated upon in a number of previous Go Lean commentaries, before and during this pandemic. Consider this sample list below; but first do realize that this is not just an American retrospective for “Learning from Economic Crises”. No, lessons abound from other countries as well. During the bad days of the Great Recession – at the precipice of disaster – the country deviated from other troubled regions …

“Iceland let its banks fail in 2008 because they proved too big to save.”

How does it relate to the Caribbean? The Caribbean is at the precipice … now; many of the member-states are near Failed-State status, while others are still hoping to recover from the devastating Great Recession of 2008. Turn-around should not take this long – 7 years. Strategies, tactics and implementations of best-practices to effect a turn-around must be pursued now.

Iceland has now recovered, and complaining about a 2% unemployment rate. What did they do that was so radically different than other locations? For one, they changed course regarding economics, security and governing policies. An ultra-capitalist movement had taken hold of the country and business communities; they pursued an aggressive “boom-or-bust” strategy, that ultimately “busted”, rather than continue on that road, the country – all aspects of society – altered course and returned to a path of sound fundamentals.

Greece, on the other hand, did a poor job of managing their crisis, and suffered as a result:

This is the crisis for Greece! This is the crisis for the Caribbean, as well!

This is a consistent theme in the book Go Lean…Caribbean. The book posits that the events in Greece are relevant for the Caribbean, North America and the world economy as a whole. What’s worse is that many Caribbean member-states are in the same situation.

Greece is the weak link in the Eurozone; it is inching closer to defaulting on its debt. The country has been in a long standoff with its European creditors on the terms of a multibillion-dollar bailout. If the country goes bankrupt or decides to leave the 19-nation Eurozone, the Greek debt crisis could create instability in the region and reverberate around the globe.

Yes, a New Guard, for Caribbean economic security is vital for our regional survival – we cannot survive on our beauty alone.

We must do the heavy-lifting to reform and transform. We must let the roof on our broken “House of Cards” burn down and then we must build a new stronger house from the ashes on a firmer foundation. Only then will we be able to promise (and fulfill) a viable future of progress and prosperity to our young people.

Yes, COVID-19 was not the first crisis for our region – we can learn so much from the Great Depression – and may not be the last one. So, we must have the New Guards in place to protect our people against systemic threats.

We urged all Caribbean stakeholders to lean-in to this Go Lean roadmap to elevate our regional society. This is how we will make our homeland a better place to live, work and play.  🙂

Whereas the legacy of international democracies had been imperiled due to a global financial crisis, the structure of the Federation must allow for financial stability and assurance of the Federation’s institutions. To mandate the economic vibrancy of the region, monetary and fiscal controls and policies must be incorporated as proactive and reactive measures. These measures must address threats against the financial integrity  of the Federation and of the member-states.

Rise from the Ashes – Political Revolutions: Calling ‘Balls & Strikes’

Over 100 years ago there was a Great Debate in the world:

Which form of government would be best for mankind to prosper where planted?

Capitalism or Communism?

People took sides …

Passions flared …

“They” stood their ground, on both sides; wars ensued – think the Cold War.

The debate has since ended! Most historians conclude this issue was settled in 1989 – 1991; think the Rise and Fall of the Berlin Wall as depicted in Appendix VIDEO below.

Who won?!

Truth be told, the Communists lost! The biggest proponent of Communism was the Union of Soviet Socialist Republics (USSR). Not only did the USSR lose that debate, but they do not even exist anymore. These 15 former republics that constituted the USSR are now all independent states, that now all embrace Free Market principles:

Do you see what we did there?

We just called “balls and strikes” for you. This is the only way to play and enjoy the great game of baseball. Someone has to be objective, impartial and technocratic. Depending on the strategy, “balls” could be good or bad; “strikes” could be good or bad; this is why it is important to just call/judge them correctly. Hooray for unbiased Umpires.

This commentary is not about baseball; this is about changing the Caribbean. Change comes about via two modes:

Revolutionary – sudden, immediate and forced on by a higher authority or external entities; think wars.

Evolutionary – slowly and gradually conforming to a new standard; building momentum.

These changes maybe for the good or for the bad. Sometimes, there is a Bad Orthodoxy that simply must be reformed or transformed. Sometimes there is a peaceful existence that is upended by external factors – think pandemics or natural disasters – so changes must be contended with.

For the 30 member-states that constitute the political Caribbean, all of these scenarios apply. We have participated in the Great Debates of “Capitalism versus Communism” and we have weighed-in and even voted for one course versus another. Sometimes, we may have only voted with our feet and fled the homeland to seek refuge in a society that we agreed with.

We have endured a lot of changes here in the Caribbean. We have seen the Agents of Change overcome our region: Technology, Climate Change, Globalization and an Aging Diaspora. We have also had political revolutions … over this same issue here in the region. In fact, we have the Republic of Cuba, an official Communist State and many other countries that have flirted with Pure or Extreme Socialism to the brink of favoring a Communist-style governance; consider:

Grenada flirtation with Communism led to an US Invasion in 1982

Guyana’s constitution have this country branded as the Co-operative Republic of Guyana

Jamaica’s previous Prime Minister Michael Manley overtly flirted with Communists regimes during the Cold War.

Political revolutions require a total reboot of the eco-system, normally requiring new constitutions. A new constitution is not just an amendment to the law, it is a total rebuild. A total rebuild reminds us of the Phoenix mythology; that from the “ashes of the old society, a new society can emerge”. So moving towards Communism or moving away from Communism requires revolution changes and rising from the ashes.

  • Which move would be best for the Caribbean?
  • Now is the time to call the “Balls and the Strikes”.

Those countries above that have flirted with Communism are all near Failed-State status. In addition, the professional classes in those countries all fled their homeland to evade the Pure Socialist policies; i.e. Guyana suffered a 89% brain drain rate.

This is the continuation of the June 2020 Teaching Series from the movement behind the 2013 book Go Lean…Caribbean; this is entry 4 of 6. This movement presents a Teaching Series every month on a subject that is germane to Caribbean life. Our focus this month is on Rising from the Ashes and we need to burn down the house of many Caribbean governing engines – especially those leaning towards Pure Socialism; for any hope to thrive in the future we must embrace Free Market ideals. By treaty, we can even install Self-Governing Entities (SGE) – think: industrial parks, research labs, commercial districts, shipyards, Entertainment Zones, etc. – in among Communist states. This is conceivable, believable and achievable!

There are no Ands, Ifs or Buts; Communism has not worked. Russia, the flagship country in the former USSR is much more successful now as a Free market economy that they had ever been as a Communist State. This is also true of Communist-led China, who only present “Communism” in name only; their economy had been rebooted since 1978 and they have succeed in elevating 1.3 billion out of poverty to become the 2nd largest Single Market economy in the world; (behind the USA).

The Go Lean book posits that the Caribbean member-states can reform and transform without changing the sovereignty of the countries. The book explained (Page 127) this as a product of the confederation of the Caribbean Union Trade federation (CU). See here:

Confederation Without Sovereignty
The CU is only a trade and security bloc, so the sovereignty of island nations remains with its current possessors. So Puerto Rico remains with the US; the Caymans with the UK; Curacao with the Netherlands; Guadeloupe with France, etc. Yet there are still severe consequences for violating the mandates of the CU, that of economic sanctions. When a country’s currency is maintained by the regional bloc, they are less inclined to egregiously work against their best interest. (This is the EU model). For Cuba, a Communist country, their political structure remains their choice, as the CU is only the technocratic and economic engine that does their trade bidding.

The Go Lean movement advocates that all member-states do the heavy-lifting necessary to reform and transform the economic and governing engines of the Caribbean, individually and collectively. “Reform and transform” means being better and doing better. The status quo is flawed and defective; we do not need to simply fix or repair the broken governance; rather we need to replace it.

The roof is on fire we don’t need no water; let … [it] burn.

Time to call “Balls and Strikes”. Consider these previous political revolutions that affected the Caribbean member-states; the call is they were Over-due:

  • 1804 – Haitian Revolution and Independence – Which started as a slave rebellion in 1791 ended up as sovereignty for the previous enslaved people; 3 slavery-supporting empires (France, Spain, England) fought to deter the Haitians.
  • 1807 – End of Slave Trade – The atrocity of the Slave Trade could not be justified, rationalized or minimized.
  • 1834 – End of Slavery in British Empire – The British possessed 18 of the 30 Caribbean member-states, so ending slavery for a victory for human rights, ahead of other empires (US, France, Netherlands, Denmark, Portugal & Spain).
  • 1861 – US Civil War – A Demonstration of the Resolve of the “Pro” and “Anti” Slavery Camps. The only way to end slavery in the US homeland.
  • 1898 – America’s War on the Caribbean – Spain continued atrocities in their Caribbean territories (Cuba & Puerto Rico) long after abolition was mandated elsewhere. This War gave Cuba their long-sought independence.
  • 1917 – World War I was an explosive rejection of oppression by oppressive regimes. As a result, Denmark surrendered their Virgin Islands territory to the US.
  • 1948 – United Nations Declaration of Human Rights – This was part of the post-mortem from World War II.
  • 1959 – Cuban Revolution – The Institutional Racism and Crony-Capitalism in Cuba was ripe for revolt and revolution.
  • 1962 – End of West Indies Federation – The weak foundation made this “country” unsuccessful and unsustainable.
  • 2014 – Failure of CariCom – Don’t get it twisted! This regional construct does not work. It needs to be burned down …
  • 2019 – Cuba’s New Constitution – The Communist Revolution failed. It is time to revert to a Free Market economy.

There is a lot of heavy-lifting for the Caribbean member-states to do, individually and collectively, to elevate the societal engines in the region. The absolute first thing is to be honest and call the “balls and strikes” accurately. Here is the call for the Caribbean actuality and reality:

  • The Caribbean is at the precipice.
  • The problems are too big for any one member-state alone to mitigate.
  • The whole region of 30 member-states, despite the colonial heritage, are in the same boat and need to come together – to confederate and collaborate – to effect change in the region:
    “… more integration and better governance ‘hold the key’ to greater prosperity.”

That is the call! (The issue of Communism vs Capitalism is too simplistic, as the winning societal structure is actually a hybrid).

Anything else, is just putting “band-aids” on small abrasions, patching the roofs of our society, when actually we need to “burn the house down” and build a new society from the ashes of the old. This is our quest:

Rise from the ashes …

A crisis is a terrible thing to waste!

We hereby urge everyone in the Caribbean to lean-in to this Go Lean roadmap to reboot and turn-around the Caribbean homeland. Let’s “burn down” the old bad orthodoxy and make the permanent changes for good. This is how we will make the Caribbean a better homeland to live, work and play.  🙂

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiv.  Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

Labor Realities: Essential or Sacrificial – Encore

This is the description of everyday life for nurses at local hospitals. The Coronavirus-COVID-19 is devastating communities; there is an urgent need for good First Responders. Doctors and Nurses are among those First Responders, and yet nurses seems to be under-appreciated.

For weeks, Kelly Stanton wasn’t sleeping. She lay in bed gripped with the anxiety of having to go to work at a Washington, D.C.-area hospital not knowing whether she might bring home the coronavirus to her husband and their three children.

It was inevitable, she thought. She wasn’t protected.

Stanton, a nurse for 28 years, had seen federal safety protocols for health care workers begin to crumble amid the pandemic by early March.

Guidelines from the Centers for Disease Control and Prevention regarding personal protective equipment, or PPE, changed consistently. At Stanton’s hospital, nurses were told that they would have limited access to an already low stockpile of protective equipment and were being asked to reuse single-use masks multiple times, she said.

“Never in my time as a nurse have I seen this,” she said. “It was a position I could never have imagined I’d be in, even in my wildest dreams.”

Each time a safety regulation changed, she said, she began to feel more like “a sheep sent to slaughter” than a front-line nurse, and she started agonizing between her job and her family.

By late March, the risks weighed too heavily, and Stanton submitted her resignation.

“It was an extremely difficult decision, but as a mother and wife, the health of my family will always come first,” she said. “In the end, I could not accept that I could be responsible for causing one of my family members to become severely ill or possibly die.”

As COVID-19 has infected more than 1 million Americans, nurses working on the front lines with little protective support have made the gut-wrenching decision to step away from their jobs, saying that they were ill-equipped and unable to fight the disease and that they feared for not only their own safety but also that of their families.

Many of these nurses, who have faced backlash for quitting, said new CDC protocols have made them feel expendable and have not kept their safety in mind, leaving them no choice but to walk away from a job they loved.

‘We’re not cannon fodder. We’re human beings.’

As the nation took stock of its dwindling medical supplies in the early days of the pandemic, CDC guidance regarding personal protective equipment quickly took a back seat.

Supplies of N95 masks, which had previously been the acceptable standard of protective care for both patients and medical personnel, were depleting, so commercial grade masks, surgical masks and, in the most extreme cases, homemade masks, such as scarves and bandannas, were all sanctioned by the CDC — which didn’t return a request for comment — to counter the lack of resources.

Nurses, among other health care workers, were expected to pivot and adapt with no evidence to the view that new guidelines would provide any significant protection from a novel and contagious disease.

“Things they were telling us we had to now do, you would’ve been fired if we did that three weeks before,” Stanton said. “How is this suddenly OK?”

There had been warning that a pandemic was coming, she said. “Hospital administrators, states and the federal government should have stockpiled PPEs. All three failed.”

COVID-19 patients had only slowly started trickling in, but Stanton could see where things would head. It was almost guaranteed that nurses would be at risk under those conditions, she said.

“We’re not cannon fodder. We’re human beings,” she said.

In many respects, nurses who have had to treat COVID-19 patients with little or no protection, especially in the early days of the pandemic, have become collateral damage.

Nearly 10,000 health care workers on the front lines, including nurses, have tested positive, according to a preliminary survey the CDC conducted from February to April.

Because data collection has been slow and not comprehensive and many people with COVID-19 have been asymptomatic, actual numbers are likely much higher.

At least 79 nurses have died from the coronavirus, the American Nurses Association, which has been independently tracking reports, said Thursday.

“There are huge ethical dilemmas that nurses are now facing,” said Liz Stokes, director of the American Nurses Association Center for Ethics and Human Rights.

“Just imagine having to make decisions every day on whether you’re going to fulfill your professional obligation to care for patients versus sacrificing your personal safety or even that of your family because you’re in a situation where you don’t have adequate resources.”

Nurses have a duty to their patients, but they also have a duty to themselves under the nursing code of ethics, Stokes said. Those are equal obligations, and if you feel morally torn, you have to make the decision that’s right for you, she said.

Stokes added that it’s also important to be thankful for the nurses who have decided to step away because they recognized that they weren’t in the best situation physically or mentally to provide care.

‘No, we didn’t sign up for this’

For Rebecca, a nurse in the Albuquerque, New Mexico, area who didn’t want her full name used for fear that she won’t be rehired, the writing was on the wall when she saw a member of her hospital management collect all N95 masks from her floor and lock them in a cabinet in early March, before the country went into full-blown crisis.

“It’s really demoralizing to see someone lock them up in front of you knowing that you might need one of those,” she said. “The whole scene was very symbolic of how all this was going to go down. And it was a bad sign for what’s to come.”

Rebecca, who has been a nurse for four years, said that communication and infrastructure began to break down fairly quickly and that nurses were expected to make terrible compromises.

Masks were rationed to one per week and sometimes shared. Only nurses who dealt with patients who tested positive for COVID-19 were given an extra N95 mask, even if the patient showed symptoms.

During one 16-hour shift, Rebecca was repeatedly in close contact with a patient who later tested positive — and she wasn’t wearing a mask.

“I knew it was something I could no longer handle,” she said. “I know my limitations.”

Rebecca quit in mid-April, one week after she tested negative for COVID-19 after exposure to the patient.

Since quitting, she has been sensitive to the criticism many nurses like her have faced for stepping away during a pandemic. That’s why many of them have kept their decisions private, she said.

It’s especially hurtful when she reads comments on social media that nurses shouldn’t raise complaints because they “signed up for this.”

“We didn’t sign up to be sacrificial lambs. We didn’t sign up to fight a deadly disease without adequate resources,” she said. “We’re told we’re soldiers. Well, you don’t send soldiers to war without a gun and expect them to do their job, but you are doing that to us.”

The sentiments have been shared by thousands of other nurses who feel they are also being put in dangerous environments.

Last month, the New York State Nurses Association, representing more than 3,000 nurses, filed three lawsuits against the New York State Health Department and two hospitals over the health and safety of nurses treating COVID-19 patients.

Among other things, the lawsuits call out the state for not providing appropriate protective equipment for nurses, not properly training nurses deployed from hospital units and not providing safe enough working conditions for high-risk employees.

While the Health Department declined to comment directly on the lawsuit, it did say it was “deeply grateful for the ongoing efforts of New York’s health care workers to reduce the spread of COVID-19 by testing people who may be infected and treating those who are most in need.”

Quitting has been on the minds of many nurses, said Cara Lunsford, a nurse who founded Holliblu, an online community for nurses.

According to a survey conducted by Holliblu, 62 percent of over 1,000 respondents said they are planning to quit either their jobs or the profession altogether.

“They didn’t sign up to go into work and be unprotected from an invisible enemy, and the pressure is really starting to mount for a lot of nurses,” Lunsford said.

This is an unprecedented time, and nurses weren’t trained to be soldiers or handle biological threats with little protection and resources, she said. And if they leave for their sanity or safety, they shouldn’t be treated as defectors.

Constantly being anointed a “hero” by the public also hasn’t helped the added pressure, Rebecca said. While it’s a nice gesture, it gives the connotation that you should be risking yourself without help and that if you don’t you’re a “coward.”

She added that several colleagues reached out to her about wanting to quit after she left but that many just don’t have the option.

“I’ve realized that I’m very fortunate that I had a choice,” she said. “A lot of nurses have student loans, car loans, and they are single parents. They can’t quit, and that bothers me, because they are being taken advantage of right now.”

‘It was one of the most difficult decisions of my life’

Kate, who didn’t want her full name used for privacy, quit her job at a Virginia hospital in April after she was pulled from her floor as a post-anesthesia care unit nurse and reassigned to critical care after only four hours of training.

Throughout her hospital, protective equipment was siphoned for COVID-19-positive patients, but with testing not fully widespread, she never knew whether someone was infected, and worse she, didn’t know whether she was bringing it home.

Kate would go directly to the attic and quarantine away from her husband and children after getting home from work. But the emotional toll was high, and she could no longer be away from her 1- and 3-year-old children.

She knew she had to walk away from her job.

While putting her family first has got her through the painful decision, she still feels tremendous guilt for leaving.

“It’s not just a job, it’s a calling, and to walk away from it is extremely difficult and painful.” she said. “I wish I could have stayed with my patients. It’s not like I didn’t want to be there.”

Had masks been available and pre-pandemic precautions preserved, “without a doubt I’d still be working,” Kate said.

Stokes, of the American Nurses Association, said: “One of the issues that we are trying to emphasize is that nurses must be supported in whatever decision they make, whether they take the risk or choose not to take the risk to protect families.

“It’s a heart-wrenching decision, and many nurses have expressed that they feel sadness and sorrow that they are leaving their colleagues and patients. It’s a difficult decision, and that in itself can be emotionally traumatic.”

Stokes believes the psychological consequences of putting nurses in these dilemmas will be profound and long-lasting. She predicts high levels of post-traumatic stress disorder and secondary trauma syndrome trailing the pandemic.

“Nurses were already burned out before, and this pandemic might push many of them completely out,” she said.

The mental health toll on medical workers was put into sobering perspective after New York City emergency room doctor Lorna Breen died by suicide. A hotline created by physicians to help doctors deal with the anxiety of combating the crisis said it averages up to 20 calls a day. Another hotline, For The Frontlines, has also been set up as a 24-hour resource for other health care and essential workers.

“I would anticipate increased apprehension possibly extending into anxiety or mood problems,” said Dr. Sheetal Marri, a psychiatrist, referring not only to nurses who continued to work but also to those who stepped back. “These effects will impact the way nurses and other health care professionals will deal with workplace health hazards even after this pandemic is over.”

Stanton said she would like to return to nursing but only once guidelines are restored and she can feel safe going to work again. While she is taking this time to focus on her family, she still misses her job.

“I loved being a nurse. You do it because you care, you want to help people,” she said. ” But right now, nurses don’t feel like heroes. We feel expendable.”

This commentary is manifesting a harsh reality: there are Crony-Capitalistic forces at play! Though only indirectly related, the designs of Big Pharma should not be ignored; this was conveyed in a previous commentary by the movement behind the 2013 book Go Lean…Caribbean:

Big Pharma or the Pharmaceutical industry, dictates standards of care in the field of medicine, more so than may be a best-practice. There is [the visual] of a familiar scene where pharmaceutical salesmen slip in the backdoor to visit doctors to showcase latest product lines … there are commission kick-backs [tied] in these arrangements.

As a result, treatments like Chemo-therapy cost $20,000+/month; and the War against Cancer is imperiled due to industry profit insistence.

So there are “Big Profits” in the medical industry, right?! Enough to go around so that everyone benefits, right? Nope; not at all; it becomes obvious very quickly that underlying to Crony-Capitalism is greed – more for them; less for you. The King of Pop, Michael Jackson, released a song with the title: “They don’t really care about us”; he very well could have been talking about Big Pharma. In a previous blog/commentary, the pharmaceutical industry was assailed over one cancer drug, Gleevec. The commentary clearly depicted the perils of Crony-Capitalism.

Crony-Capitalism is not for the Greater Good. It is not good economics, good security nor good governance. These activities must be monitored and mitigated. [See the Michael  Jackson VIDEO of the song “They don’t care about us” in the link here.]

Accepting the truism of Crony-Capitalism in the medical industry, is there any doubt that nurses consider themselves undervalued by their employers and the overall community?

They have been treated as sacrificial, more so than essential.

This sends a Cautionary Warning to all those medical professionals in the Caribbean that may want to emigrate to the United States.

Stay home – “they do not really care about us”.

For those already in the US, lamenting the sad state of affairs, we urge:

Time to Go! We can readily reform and transform the Caribbean homeland with the lesser Crony-Capitalistic influences.

Essential or sacrificial … is a serious consideration for emigrant (overseas ) workers.

If a country shows little – or no – regards for their own people, imagine how much less they would show towards you, the alien-foreigner-worker?!

(There is the documented “bad” track record of American Cruise Lines treating their alien-foreign-workers with little regard – “modern-day-slavery”).

This “inconvenient truth” is related to a strong point conveyed in another previous Go Lean commentary about the immigrant workers who went to England – after World War II – only to find an unwelcoming society and unappreciated employers – their paychecks were likened to poverty wages. Go Lean Commentary – British public sector workers strike over ‘poverty pay’

The grass is not greener on the other side.
Go from being a big fish in a small pond, to a small fish in a big pond.

These expressions are relevant in considering the fate of so many Caribbean Diaspora that had fled their Caribbean homelands over the past decades to take residence in Great Britain. Many of them sought refuge as career civil servants; (one reason [a] was the acute racism and intolerance encountered in private enterprises). These ones are faced with the harsh reality that pay scales in the public sector have not kept pace with inflation; they are now at poverty level. See the news article here:

British strike 1LONDON (Reuters) – Hundreds of thousands of public sector workers including teachers, council workers and firefighters staged a 24-hour pay strike on Thursday in a stoppage that has prompted Prime Minister David Cameron to pledge a crackdown on union powers.

Protesters marched through the streets of many of Britain’s main cities in one of the biggest co-ordinated labour stoppages for three years.

Denouncing what they called “poverty pay,” they demanded an end to restrictions on wage rises that have been imposed by the government over the past four years in an effort to help reduce Britain’s huge budget deficit.

In London, demonstrators marched towards Trafalgar Square at midday, chanting “Low pay, no way, no slave labour” to the beat of a drum. A giant pair of inflatable scissors, carried by members of the National Union of Teachers (NUT), read “Education cuts never heal.”

Firefighter Simon Amos, 47, marched wearing his uniform behind a flashing fire engine parading members of the Fire Brigades Union (FBU). “The government [is] making us pay more for our pension for it to be worth the same, and making us work longer,” he said.

British strike 2The biggest public sector union involved, Unison, said early reports showed the strike had led to 3,225 school closures with more than 1,000 others partially closed.

Refuse collectors, school support staff, cleaners, street sweepers, care workers, nursery assistants and social workers were joining the strike, it added.

Hot spots, it said, included the North East, Wales and East Midlands where most council offices had closed, while more than 60 picket lines have closed most services in Newcastle.

“It is a massive decision by local government and school support workers to sacrifice a day’s pay by going on strike, but today they are saying enough is enough,” said Unison General Secretary, Dave Prentis in a statement.

Britain’s coalition government has enforced a policy of pay restraint for public sector workers since coming to power in 2010, imposing a pay freeze until 2012 and then a one percent pay rise cap, resulting in a fall in income in real terms [compared to inflation].

The Cabinet Office played down the impact of the strike, saying that most schools in England and Wales were open and that fire services were operating throughout the country.

British strike 3On Wednesday, Cameron told parliament he planned to limit unions’ powers to call strikes.

“How can it possibly be right for our children’s education to be disrupted by trade unions acting in this way” he said.

Tough new laws would be proposed in the Conservative manifesto for next year’s general election, he added.

These would include the introduction of a minimum threshold in the number of union members who need to take part in a strike ballot for it to be legal.

The manifesto could also back the introduction of a time limit on how long a vote in favour of industrial action would remain valid.

The NUT mandate for Thursday’s strike, for example, came from a 2012 strike ballot based on a turnout of just 27 percent, Cameron said.

The issue of minimum voting thresholds last arose three months ago when a strike by London Underground train drivers caused huge disruption in the capital, prompting Mayor Boris Johnson to demand that at least half of a union’s members should vote in favour for a strike to go ahead.

Frankly, the Caribbean Diaspora employed in the British public sector can now do better at home … in the Caribbean.

This is the assertion of the book Go Lean…Caribbean. That once the proposed empowerments are put in place, the Caribbean Diaspora should consider repatriating to their ancestral homelands.

Unfortunately for the Caribbean, this societal abandonment has continued, since the early days of the “Windrush Generation”[a] right up to now. In a recent blog post, this commentary related analysis by the Inter-American Development Bank that the Caribbean endures a brain drain of 70% among the college educated population; (https://goleancaribbean.com/blog/?p=1433).

Change has now come to the Caribbean.

The book Go Lean…Caribbean serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU). This roadmap will spearhead the elevation of Caribbean society. The prime directives of the CU are presented as the following 3 statements:

  • Optimization of the economic engines in order to grow the regional economy & create 2.2 million new jobs at home.
  • Establishment of a security apparatus to protect the resultant economic engines.
  • Improve Caribbean governance to support these engines.

The book posits that the improved conditions projected over the 5 years of the roadmap will neutralize the impetus for Caribbean citizens to flee, identified as “push and pull” factors. This point is stressed early in the book (Page 13) in the following pronouncements in the opening Declaration of Interdependence:

xix.   Whereas our legacy in recent times is one of societal abandonment, it is imperative that incentives and encouragement be put in place to first dissuade the human flight, and then entice and welcome the return of our Diaspora back to our shores. This repatriation should be effected with the appropriate guards so as not to imperil the lives and securities of the repatriated citizens or the communities they inhabit. The right of repatriation is to be extended to any natural born citizens despite any previous naturalization to foreign sovereignties.

xx.   Whereas the results of our decades of migration created a vibrant Diaspora in foreign lands, the Federation must organize interactions with this population into structured markets. Thus allowing foreign consumption of domestic products, services and media, which is a positive trade impact. These economic activities must not be exploited by others’ profiteering but rather harnessed by Federation resources for efficient repatriations.

This foregoing article highlights other issues that have been prominently addressed in the Go Lean book, namely that of the Civil Service and Labor Relations. There is the need for a professional staff in the Federal Civil Service. They require marketable benefits and compensation. There is also a role for Labor Unions to play in the elevation of Caribbean society. The Go Lean roadmap envisions an inclusionary attitude towards unions. The Go Lean community ethos is that of being partners with unions, not competitors. The book features specific tools and techniques that can enhance management-labor relationships.

These issues constitute heavy-lifting for the regional administration of the Caribbean:

  • fostering best practices for federal civil service and labor unions,
  • minimizing the brain drain, and
  • facilitating repatriation to the homeland.

These issues cannot be glossed over or handled lightly; this is why the Go Lean book contains 370 pages of finite details for managing change in the region. The Go Lean roadmap has simple motives: fix the problems in the homeland to make the Caribbean a better place to live, work, learn and play. There should be no need to go abroad and try to foster an existence in a foreign land. So for those of Caribbean heritage working in the British Civil Service, we hear your pleas. Our response: Come home; come in from the cold.

Now is the time for all of the Caribbean, the people residing in the homeland and those of the Diaspora, to lean-in for the empowerments described in the book Go Lean … Caribbean. This Big Idea for the region is a dramatic change; one that is overdue. The policies & practices of the past have failed Caribbean society. Too many people left, yet have little to show for it.

Good Leadership: Caring builds trust; trust builds caring

Do you want greatness?

Of course, every sane person desires to be around great friends, great family and maybe even work for a great company. In fact, then Presidential Candidate Donald Trump got support in the United States in 2015/2016 with the promise of “Making America Great Again”.

One of the most important ingredients for all great entities is great leadership. (Let’s scale it down to just Good Leadership). This is more than just a fantasy; families, companies and even countries can foster Good Leadership. There is a certain quality that makes this goal possible:

Trust.

Trust is very important for forging Good Leadership. Subjects must feel that they can trust their leaders, that the leaders care and would only have their best interest at heart. So actions of caring and trust are inter-related.

In a previous blog-commentary on “Fostering A Great Place to Work”, this main point was summarized:

There is a ‘Great Place to Work’ Institute that spent 25 years researching the best companies to work for around the world; they found that high levels of trust between employees and managers is the main element found in great workplaces.

Caring builds trust; trust builds caring …

While it is near impossible to change all the citizens of a country or all the employees of a company in “one fell swoop”, it is possible to change the habits and practices of its leadership team; (or maybe change the team). Start at the top – start with the head and the body will follow – within the organization structure and all stakeholders will experience the benefits of Good Leadership in due time.

Companies and countries … there are differences; there are similarities. While a company’s prime directive make be to maximize shareholder value, the country will be more concerned with optimally executing the Social Contract between citizens and the State; (where citizens surrender some of their freedoms and submit to the authority of the State in exchange for protection of remaining natural and legal rights).

Accountability is still the same. The need for trust is still the same.

There is no doubt that the company CEO in these VIDEO’s reflect caring for his subjects; and in turn the subjects – his employees – trust him. The goal of Good Leadership is fully manifested in this case.

Don’t get it twisted, a person does not have to give up a million dollar salary to be considered a Good Leader; it was the caring for the needs of his stakeholders that made Dan Price effective. His employees had real concerns affording housing in the expensive city of Seattle, Washington – their headquarters. See the article excerpt in the Appendix below. (Such a topic is also important for Caribbean Public Servants, as they have poverty wages).

Other leaders have had to express similar concern and consideration for their subjects; think workplace safety, health insurance, disaster recovery-response, and today: pandemic threats. But this benevolence is not standard or common. For example, there are hospitals that are on the opposite end of the spectrum when it comes to Good Leadership; they have:

The presence of Good Leadership is just as obvious as the opposite extreme: the dread of Bad Leadership.

  • Who would you rather work for?
  • Or serve under?
  • Or practice good citizenship towards?

This commentary presents some strategies, tactics and implementations for pursuing the goal of reforming and transforming the Caribbean region. It starts with Good Leadership.  But the Art & Science of Leadership is not always something that is taught in school; sometimes it is taught … in Church; remember the Golden Rule … here:

In summary, there is a formula for Good Leadership; leaders should care for their subjects and the subjects will then naturally trust them. So in effect, trust can be built using this formula. We need the caring; we need the trust; especially now during this Coronavirus-COVID-19 crisis and in everyday life: before, during and after this pandemic disaster.

So Good Leadership , Good Administration and Good Governance is just the expectation of good people in society. Most people do not know how to forge Good Leadership, but they know “it” when they see it. This realization is important for the movement behind the Go Lean book and roadmap. We need to reach and reform the Caribbean leaders and the Caribbean subjects.

Yes, we can elevate Caribbean leadership. We want our leaders to care; we want to trust that they are acting with our best interest in mind.

We hereby urge all Caribbean stakeholders – leaders and followers – to lean-in to this Go Lean roadmap … and subscribe to this vision. We specifically urge all leaders to care about their subjects and we urge all subjects to trust their leaders. While this is easy to say – and hard to do – the manifestation of this vision, is how we will make our homeland a better place to live, work and play. 🙂

Who We Are
The movement behind the Go Lean book – a non-partisan, apolitical, religiously-neutral Community Development Foundation chartered for the purpose of empowering and re-booting economic engines – stresses that reforming and transforming the Caribbean societal engines must be a regional pursuit. This was an early motivation for the roadmap, as pronounced in the opening Declaration of Interdependence (Pages 11 – 13):

Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiv.  Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

Appendix – Title: Here’s What Really Happened at That Company That Set a $70,000 Minimum Wage

Dan Price decided to pay all 120 employees at least $70,000. Grown men cried. Profits soared. Then things got really crazy.

Before Dan Price caused a media firestorm by establishing a $70,000 minimum wage at his Seattle company, Gravity Payments… before Hollywood agents, reality-show producers, and book publishers began throwing elbows for a piece of the hip, 31-year-old entrepreneur with the shoulder-length hair and Brad Pitt looks… before Rush Limbaugh called him a socialist and Harvard Business School professors asked to study his radical experiment in paying workers… an entry-level Gravity employee named Jason Haley got really pissed off at him.

It was late 2011. Haley was a 32-year-old phone tech earning about $35,000 a year, and he was in a sour mood. Price had noticed it, and when he spotted Haley outside on a smoking break, he approached. “Seems like something’s bothering you,” he said. “What’s on your mind?”

Finally, he realized why: Haley was right — not only about being underpaid, but also about Price’s intentions. “I was so scarred by the recession that I was proactively, and proudly, hurting my staff,” he says. Thus began Price’s transformation from classic entrepreneur to crusader against income inequality, set on fundamentally changing the way America does business. For three years after his face-off with Haley, Price handed out 20 percent annual raises. Profit growth continued to substantially outpace wage growth. This spring, he spent two weeks running the numbers and battling insomnia before making a dramatic announcement to his 120-member staff on April 13, inviting NBC News and The New York Times to cover it: Over the next three years, he will phase in a minimum wage of $70,000 at Gravity and immediately cut his own salary from $1.1 million to $70,000 to help fund it.

The 20 percent raises Price implemented in 2012 were supposed to be a one-time deal. Then something strange happened: Profits rose just as much as the previous year, fueled by a surprising productivity jump — of 30 to 40 percent. He figured it was a fluke, but he piled on 20 percent raises again the following year. Again, profits rose by a like amount. Baffled, he did the same in 2014 and profits continued to rise, though not quite as much as before, because Gravity had to do more hiring.

“I began wondering what my friend would have to make so she wouldn’t have to worry about a $200 rent hike,” says Price. He recalled a 2010 study by Princeton behavioral economist Daniel Kahneman finding that, while people did not feel happier on a daily basis as their income rose above $75,000, they were decidedly unhappier the less they earned below $75,000. At Gravity, new hires made $35,000 a year.

By any measure, Gravity was doing relatively well. Revenue hit $150 million in 2014 and was growing 15 percent per year on $7 billion in customer transactions. Profits hit $2.2 million — actually a so-so 1.46 percent net margin, below the industry average. About 40 percent of the profits went to Dan and Lucas as dividends …

Is there a magic number that keeps workers focused while still generating a profit? Price calculated a figure but never imagined the publicity he’s gotten would boost new customer inquiries from 30 per month to 2,000 within two weeks. Customer acquisition costs are typically high, so in that sense, the strategy has paid off. And in this business, customer retention is key. Gravity’s 91 percent retention rate over the past three years — far above the industry average of about 68 percent — has been crucial to its success.

Six months after Price’s announcement, Gravity has defied doubters. Revenue is growing at double the previous rate. Profits have also doubled. Gravity did lose a few customers: Some objected to what seemed like a political statement that put pressure on them to raise their own wages; others feared price hikes or service cutbacks. But media reports suggesting that panicked customers were fleeing have proved false. In fact, Gravity’s customer retention rate rose from 91 to 95 percent in the second quarter.

Price says establishing a $70,000 minimum wage is a moral imperative, not a business strategy. And yet he must prove the business wisdom behind it, not only to keep Gravity from sinking — and going down with the ship himself–but also to achieve his long-term goal of transforming the business world. “I want the scorecard we have as business leaders to be not about money, but about purpose, impact, and service,” he says. “I want those to be the things that we judge ourselves on.”

Education in the USA is Illogical For “Us”

Imagine the negotiation with an alternate party; they declare:

Let’s make a deal …
I want to take everything and give you nothing.

How eager are you to forge a bond with this negotiating party?

Unlikely?!

Yet, for the 30 member-states of the Caribbean, this is the exact negotiating stance with the United States of America.

Their motive, in offering opportunities for your students to matriculate in their universities have ulterior motives:

They want to keep the good students, not return them.

This was conveyed in a recent news article in the US; see this excerpted key phase here about a post-matriculation On-the-Job Training program called Optional Practical Training (OPT):

Talk of suspending OPT has pitted business interests against immigration hard-liners
…the program has been rife with abuses, particularly by Chinese students whom they accuse of getting American educations and then returning to China….

Why is this a problem? The US business interests have no altruistic motives – they want the best-of-the-best students to stay.

There is Big Money involved. The US officials are NOT investing in the education of the foreign students; but rather the student’s homelands must do so – at great costs. See this further excerpt:

Our campuses and our communities benefit from the contributions international students make to education and research,” Schmid said. “This move does nothing to ensure the health of U.S. citizens during the COVID crisis. As with Trump’s Muslim ban, this is just bigotry posing as concern for national security.

There you have it; you now know what the underlying intent is of the American invitation for “our” students to matriculate in their country. This reveals the true motives of any negotiations with America.

Title: Trump admin weighs suspending foreign students program, prompting backlash from business, tech
WASHINGTON — At the direction of the White House, the Department of Homeland Security has sent recommendations for further restricting legal immigration during the COVID-19 pandemic, according to one former and two current administration officials.

Among the recommendations expected to be considered is the suspension of a program for foreign students to stay in the U.S. to get one or two years of occupational training between secondary education and full-time employment, a move many in the business and university communities are fighting.

The program, known as Optional Practical Training, or OPT, is an incentive for foreign students to come to U.S. universities, as it provides some cushion between school and employment. Talk of suspending OPT has pitted business interests against immigration hard-liners like President Donald Trump’s senior adviser Stephen Miller, the officials said.

Miller, acting DHS Secretary Chad Wolf and Sen. Tom Cotton, R-Ark., have all said the program has been rife with abuses, particularly by Chinese students whom they accuse of getting American educations and then returning to China. Data from the Congressional Research Service, however, shows otherwise.

“Suspending or ending OPT makes no practical sense — it solves no problem, it reduces the quality of America’s higher education system, and it threatens the international exchange of ideas so vital to academic freedom,” said Julie Schmid, executive director of the American Association of University Professors.

“International students contribute nearly $41 billion a year to the U.S. economy. Our campuses and our communities benefit from the contributions international students make to education and research,” Schmid said. “This move does nothing to ensure the health of U.S. citizens during the COVID crisis. As with Trump’s Muslim ban, this is just bigotry posing as concern for national security.”

The new guidelines, expected to be announced in an executive order this month, would expand curbs on legal migration announced by the White House in April. The administration is expected to frame the move as economic protection for Americans faced with staggering unemployment rates.

Representatives of the White House and DHS did not respond to requests for comment.

A U.S. official familiar with the matter said, “While we won’t comment on internal administrative policy discussions one way or the other, millions of Americans have been forced out of work by the pandemic and they ought to be first in line for jobs — not lower-paid imported labor. Polling shows Democrats, Republicans and Independents agree.”

Critics of the proposals say Miller and other immigration hawks are using the pandemic to accomplish a goal they have had since Trump took office: bringing down the overall number of legal immigrants.

When Miller served on the staff of then-Sen. Jeff Sessions, R-Ala., he helped draft a bill that would have eliminated OPT. Now, four Republican senators have asked the White House to take the issue of curbing OPT and other legal migration programs into their own hands.

“We urge you to continue to suspend new nonimmigrant guest workers for one year or until our new national unemployment figures return to normal levels whichever comes first,” Cotton and Sens. Ted Cruz of Texas, Chuck Grassley of Iowa and Josh Hawley of Missouri said in a letter to the White House on May 7. The letter said OPT, along with H-1B visas for highly skilled workers and H-2B visas for non-agricultural seasonal workers, should be suspended.

Todd Schulte, president of FWD.US, a pro-immigration reform group of business and tech leaders that counts Bill Gates and Mark Zuckerberg among its founders, said the plan is too similar to previous proposals to be framed as a legitimate response to the economic crisis caused by COVID-19.

“Three years ago, when unemployment was at 4 percent, the signatories who were in the Senate at the time tried to slash legal immigration by more than 50 percent. … Today, as unemployment has skyrocketed, these senators now say we need to slash legal immigration in response to the COVID-19 crisis,” Schulte said.

An official familiar with discussions at the White House said the influence of the business community, often communicated by the U.S. Chamber of Commerce, could sink plans to suspend OPT.

But Rosemary Jenks, executive vice president of NumbersUSA, which shares Miller’s goal of decreasing overall immigration, said it would be a mistake to keep the program open. Jenks noted that OPT is a regulatory program not protected by statute.

“At a time when millions of Americans and lawful permanent residents are graduating from college with severely limited job opportunities due to COVID-19, it makes absolutely no sense for the administration to continue a regulatory program that allows foreign graduates to take jobs Americans need,” she said.

Fake Companies Exploiting Federal Student Visa Program | NBC Nightly News

Study at home! There are many regional options. This has been the urging from the movement behind the 2013 book Go Lean…Caribbean. Otherwise, we  continue to suffer as a parasite of the American hegemony. It is undisputed that the American college education is a bad investment for our Caribbean communities.

This was the consideration in a previous blog-commentary back in April 30, 2018; it is only apropos to glean this lesson now:

Universities, even not-for-profit ones, need to preserve their economic engines. They must have an influx of new students to replace the ones that graduate every year. Where do these students come from?

The economics of universities are simple, especially state-sponsored universities:

  • In-state students pay a per-credit fee for tuition, since state taxes subsidize schools
  • Out-of-state students pay a higher per-credit fee, sometimes double the in-state rate
  • Foreign students must pay out-of-state tuition every year; there is no in-state option for them
  • More revenues – and no financial aid or discounts – are associated with foreign students.

For many American universities, the appeal to lure international students is a “hen that lays golden eggs”. It will be unbecoming to compromise this business arrangement. Enter …

The new President – Donald Trump – has made disparaging remarks about certain foreign groups, and then introduced policies that reinforce his disdain for these foreigners”.

Many financial and economic changes emerged as a result of the 1960’s counter-culture movement; subsequently a more independent spirit emerged for planning retirement, education and healthcare. Consider:

We need to do better retaining our people here in the Caribbean homeland.

Sending the best-of-the-best of our students to study abroad – in the US – would be foolish, knowing that it is their intent to keep them from returning. This is like “giving aid to the enemy during time of war” – a treasonous act.

Yes, we need to always dissuade our own people from abandoning the homeland, for whatever reasons. We hereby urge all Caribbean stakeholders to lean-in to this Go Lean roadmap.  This is will allow us to make our homeland a better place to live, work, learn and play.  🙂

Who We Are
The movement behind the Go Lean book – a non-partisan, apolitical, religiously-neutral Community Development Foundation chartered for the purpose of empowering and re-booting economic engines – stresses that reforming and transforming the Caribbean societal engines must be a regional pursuit. This was an early motivation for the roadmap, as pronounced in the opening Declaration of Interdependence (Pages 11 – 13):

x. Whereas we are surrounded and allied to nations of larger proportions in land mass, populations, and treasuries, elements in their societies may have ill-intent in their pursuits, at the expense of the safety and security of our citizens. We must therefore appoint “new guards” to ensure our public safety and threats against our society, both domestic and foreign. The Federation must employ the latest advances and best practices … to assuage continuous threats against public safety. ….

xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes … can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xxiv.  Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.
