ENCORE: How Sidney Poitier changed cinema by demanding and deserving a difference

Its time for the Oscars (Academy Awards) … again.

… and again, no Black (or Brown) nominees for any of the major awards. This is exactly what this commentary related last year. We can just publish an ENCORE of the same blog-commentary: Sir Sidney Poitier – ‘Breaking New Ground’. So here we go … again.

But last year’s blog was not just a commentary on the Oscars, but also a tribute to movie icon and Caribbean role model, Sidney Poitier. His accomplishments were remembered in contrast to the White-Out at the Oscars last year. His tribute is also appropriate for an ENCORE, especially as it was just announced that Sir Sidney Poitier is now being honored by the British Academy of Film and Television Arts (BAFTA) Fellowship Award, a sort of a Lifetime Achievement Award. This too is richly deserved.

In 1964, Sidney Poitier won an Oscar for his performance in Lillies of the Field. Ann Bancroft, presenting him the award, gave him a peck on the cheek. Racial conservatives were outraged. Interracial marriage was still widely outlawed and civil rights workers were being killed. Poitier’s Oscar was a symbol that things were changing. Even now, a lot remains the same.

Last week, the British Academy of Film and Television Arts granted Sidney Poitier its highest honour, the BAFTA Fellowship. It’s richly deserved — for many years, Poitier was black cinema. Yet his story began a long way from Hollywood. …

CU Blog - Downtime with Sir Sidney Poitier - Photo 1Movies are an amazing business model. People give money to spend a couple of hours watching someone else’s creation and then leave the theater with nothing to show for the investment; except perhaps a different perspective. That is all!

But no one wants to live in a world without this art-form, without movies. Those few hours can entertain, engage and transform; sometimes even “break new ground” and change the world. So movies and movie stars can be extremely influential in modern society. This is the power of the arts, and this art-form in particular.

The book Go Lean…Caribbean stresses the arts as equally as it does the sciences, for empowering and transforming Caribbean society. While the Caribbean may not have any Nobel Prize winning scientist, we do have an Academy Award winning artist/actor, Sidney Poitier from the Bahamas. He has been able to capitalize on the influence of this art-form for over 65 years and pursued the Greater Good. So his accomplishments transcend the movie screen and impacts real-life.

CU Blog - Downtime with Sir Sidney Poitier - Photo 3For this accomplishment, he has been honored and knighted by British Monarch Queen Elizabeth II as a “Commander of the Order of the British Empire (KBE)”. We thusly refer to him now as Sir Sidney Poitier.

He has also received a similar accolade from the US President, the highest civilian honor: the Presidential Medal of Freedom*.

He has received many more honors and awards; see Appendix A for a sample list of Top Honors.

In focus for this commentary is his 1964 Oscar win for the 1963 movie Lilies of the Field. This was a big deal for Sir Sidney and the entire African Diaspora – people of color. Or as the BBC reported then: “he broke new ground”.

No new ground is being broken in Hollywood this year. The biggest stunner of the 2015 Academy Award nominations for films released in 2014 was that not a single actor of color or female director was included, sparking immediate criticism about Hollywood’s failure to include minorities in its most elite ranks. While this is a valid criticism, Hollywood may actually mirror society in general, where minority participation may be lacking in so many attendant functions – senior positions – of this business eco-system.

While there may be some catch-up that this industry must still make, there are times when the movie-business will “boldly go where no one has gone before”. The Sir Sidney 1964 break-through was one such moment.

With a date-of-birth of February 20, 1927 (age 88 on his next birthday), what does this screen legend do on his downtime? In addition to serving as patriarch of his family of 6 daughters and 6 granddaughters, he summons world leaders to him for consultation. Published on Jan 21, 2015 – In a special interview with ZNS News, legendary actor Sir Sidney Poitier challenged Bahamian political leaders to take the country to the next level.

The publishers of the book Go Lean…Caribbean recognizes the life contributions of Sir Sidney as an role model for excellence in the arts and also as an advocate of civil rights and social justice. He definitely demonstrates a love for his Caribbean (Bahamas) homeland and seeks to impact its development on the world scene. Though not a direct quotation, he has called for the elevation of Caribbean life and culture. This book serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU) to help the region become a better place to live, work and play. There is a role for the arts (including film-making) in this empowerment roadmap.

Unlike the current dread of “Black and Brown” among the Oscar nominees, the Go Lean roadmap seeks to put Caribbean people in a place of better command-and-control of their circumstances, to develop the community ethos of assisting each other to advance in our own lives, in our individual communities and in the Caribbean as a whole. The book posits that a unified Caribbean Single Market of 42 million people and a GDP of $800 Billion can foster a “domestic” film industry, much like the formations of Bollywood in India (Page 346) and Nollywood in Nigeria. Deeper exploration of this amazing business model (movies/show-business) can create jobs and garner local returns from the necessary investments.

The quest is to elevate Caribbean society with many industrial developments, including the arts. This was stressed in the opening Declaration of Interdependence (Page 13) with this statement:

xxi. Whereas the preparation of our labor force can foster opportunities and dictate economic progress for current and future generations, the Federation must ensure that educational and job training opportunities are fully optimized for all residents of all member-states, with no partiality towards any gender or ethnic group. The Federation must recognize and facilitate excellence in many different fields of endeavor, including sciences, languages, arts, music and sports. This responsibility should be executed without incurring the risks of further human flight, as has been the past history.

This impact and overall benefit of this roadmap is pronounced in the CU‘s prime directives, identified with these 3 statements:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines.
  • Improvement of Caribbean governance to support these engines.

The roadmap specifically encourages the region, to lean-in and foster the next generation of Sidney Poitier’s with these specific community ethos, strategies, tactics, implementations and advocacies:

The Go Lean posits that the CU should foster the genius potential in Caribbean artists and incubate the related industries of show-business. The roadmap pronounces that with the participation of many advocates on many different paths for progress, the Caribbean can truly become a better place to live, work and play. We, along with the whole world, owe a debt to Sir Sidney for leading us along this path.

Yes, Hollywood must change and acknowledge more diversity; but this is out-of-scope for this roadmap. The Caribbean must change … to adapt to a changing world. This is within our scope. While no Caribbean member-state may be able to compete and excel alone, together and collaboratively, we can stand up proud and present the world the beautiful contributions of Caribbean people and art. 🙂

Blog # 400 – A Vision of Freeport as a Self-Governing Entity

This commentary addresses the needs and vision for just one city in the Caribbean, the Bahamian city of Freeport/Lucaya. But this commentary is also a milestone for the movement associated with the book Go Lean … Caribbean; this is Blog # 400.

400 is a lot of insight, analysis and wisdom. Yet, these all focused on the same goal: to make all of the Caribbean – the 30 member-states consisting of all islands and the coastal countries of Belize, Guyana and Suriname – a better place to live, work and play … by elevating the societal engines of economics, security and governance.  This is easier said than done, yet still conceivable, believable and achievable. The book serves as a roadmap for the introduction and implementation of the Caribbean Union Trade Federation (CU), a technocratic federal government to optimize the societal engines of the 30 Caribbean member-states. The book asserts that many of the member-states are failing … their citizens, and as a result many have fled their homelands in pursuit of refuge in foreign lands. The Caribbean population is 42 million, with a large Diaspora (estimated from 10 to 25 million); many who have pledged not to return (for permanent residency) until their homeland breaks from their ineffectual governing systems, failing economic engines and inadequate security provisions.

While the previous 399 blog-commentaries are promoting the Go Lean book, this one – # 400 – is different. This commentary is promoting the other blogs!

CU Blog - A Vision of Freeport as a SGE - Photo 2While the Go Lean book focuses primarily on the member-states, the only actual city with special mention – an actual advocacy; see photo – was Freeport/Lucaya, the 2nd City in the Bahamas.

Freeport is beautiful! “It has great potential” …

… unfortunately, this has been the descriptor for over 60 years: “Great Potential”. In actuality, this town is the epitome of a failing community as it has been “rocked” by one crisis after another: hurricanes, financial crisis, abandonment by Direct Foreign Investors, abandonment by residents, and the eventual manifestation of deficient planning; bringing the age-old lesson to the fore: “when you fail to plan, you plan to fail”.

The complaint there of the everyday man, everyday, is that the oversight of the city’s affairs by the central government in Nassau is deficient, flawed and shortsighted for Freeport. The critics are demanding a referendum to consider different secession options from Nassau. But the options being considered are not “all of nothing from Nassau”, but rather, Freeport is seeking some degree of autonomy and then becoming a Self-Governing Entity (SGE) of the CU.

There is a lot of history associated with the issues of SGE’s and Freeport.

The closest, most successful SGE is in the Orlando, Florida area: Walt Disney World Resort. This resort is administered as a SGE, empowered by the Reedy Creek Improvement District, a special government district created in 1965 that essentially gave the Walt Disney Company the standard powers and autonomy of an incorporated city. Today, the resort hosts 52.5 million visitors as the most popular vacation destination in the world. But early in the site selection process (1959), Walt Disney’s team toured Freeport for consideration for his planned resort[a]. Today tourism is the primary economic driver for Freeport, but declining, with only less than 280,000[b] annual visitors. (Freeport’s economic history has been likened to the Concorde Supersonic jet airplane; considered advanced for a time and then … the cutting-edge had an expiration date, so it became stagnant and stale in its appeal).

See VIDEO in the Appendix below from a visitor that first came to Freeport in 1971, then again in 2009; though not his intention, he chronicled the “delta”.

There are lessons for Freeport – and the whole Caribbean – to consider in this history and to learn from this SGE experience. Primary lesson: Things that are alive should grow!

CU Blog - Caribbean Ghost Towns - It Could Happen - Photo 11Freeport was planned as a Free Trade Zone, under the Hawksbill Creek Agreement – a “Free Port” – in 1955. This is one of the categories described in the Go Lean book as “Self Governing Entities”. (Other forms of SGE’s include: industrial parks, technology labs, medical campuses, industrial sites, research facilities, etc.). Orlando’s Reedy Creek Improvement District emerged 10 years later, it was a matruation of the SGE concept.

This commentary is advocating for Freeport to return to its root design – the city had envisioned a population of 250,000 people, but never exceeded 70,000 at its peak decades ago – and pursue some form of autonomous rule (not necessarily independence) that was always envisioned, and is so badly needed now. This has been a familiar call for decades. The options now are ideal for a public referendum by the people of Freeport/Lucaya, with the following choices:

Special Taxing District Allow for additional tax revenue, like a surcharge to VAT, for the autonomous administration.
Municipality Full autonomy as a city with Strong Mayor and/or separate Parliament with Prime Minister.
Semi-Autonomous Separation-of-Powers between central government and Freeport allowing some limited control.
Autonomous Expanded Separation-of-Powers between Nassau and Freeport allowing even more control.
Independence Create a separate country.

Freeport is not the only community contemplating these choices. Consider:

There are a lot of lessons – from the worldwide struggle – in this issue for the Caribbean in general and Freeport in particular. Despite Freeport’s demand for autonomous rule, the plan is not to “go at it alone, rather immediately confederate with the CU. This makes any referendum a demand for interdependence with the rest of the Caribbean. The people of Freeport should feel that aligning with the CU and submitting to the technocratic solutions (Security initiatives, Job creations, Caribbean Central Bank) would be preferred to the failed economic and monetary policies from Nassau. The underlying spirit behind this Freeport Re-boot movement would be a quest to learn lessons and “appoint new guards” to make their homeland a better place to live, work and play. This spirit was pronounced in the opening Declaration of Interdependence at the outset of the Go Lean book (Page 12 & 14); consider these statements:

xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xxxiii. Whereas lessons can be learned and applied from the study of the recent history of other societies, the Federation must formalize statutes and organizational dimensions to avoid the pitfalls of communities like East Germany, Detroit

The Go Lean roadmap posits that the Climate Change crisis (with the accompanying hurricanes) continues, and that the global financial crisis lingers … to this day. But the roadmap trumpets that “a crisis is a terrible thing to waste”. The best hope to reform and transform Freeport in particular – and the Caribbean in general – is to confederate the CU. Then, real solutions can be forged: growing the regional economy to $800 Billion GDP and creating 2.2 million jobs … leveraging the region’s 42 million people.

How would this vision of Freeport, as a more autonomous city, affect the everyday man, everyday?

This transformational change comes with burdens and responsibilities; the people must therefore be cautious and reserved. There must be a comprehensive plan that considers all the advantages and disadvantages of an autonomous move. Some of the reservations would be:

Debt – The City of Freeport would have to assume all outstanding National Government debt that have been incurred specifically for Freeport’s consumption. Think schools, hospitals, public safety facilities. It would curtail negotiations with Nassau if the expectation is for Nassau to pay for Freeport’s debt.

Rent – Any status, short of independence, would require some separation-of-powers with Nassau. Therefore some degree of government revenue – rent – would have to be remitted to Nassau. It could easily be envisioned for Freeport to make “lease” payments to Nassau equal to, or in excess, annual Freeport contributions to the National Treasury, plus inflation.

How would such an autonomous move make Freeport a better place to live, work and play? How would this roadmap elevate the societal engines of economics, security and governance in this city? Consider here:

Live
  1. Open Borders: The city currently have open borders with the rest of the island. This change now would require for people the way bonded vehicles are managed. This operation – with transponder IDs – can be modeled after the NEXUS program between Detroit and Windsor, as demonstrated in this blog.
  2. Empowering Families: Unity of purpose from a handful of families can facilitate this vision for Freeport; these ones do not have to be rich, just united. This was demonstrated in this blog.
  3. The City should institute a National Service for its youth, and invest further in their future.
  4. Freeport’s flavor of Philadelphia Freedom; revolutionary spirit and freedom to soar …
  5. Intuitive transportation solution: Light Rail and Electric Cars. Fully embracing green energy options so as to use 100% renewables.
  6. Disaster Relief funding …
  7. Better human rights and civil rights compliance.
Work
  1. Empowering Immigration: The investment in time, talent and treasuries to facilitate Freeport’s future must embrace globalization. This was detailed in this blog. Under any plan, Freeport’s immigration policy would be autonomous.
  2. Inviting structure for Direct Foreign Investors; no submission to Nassau.
  3. Waterways ideal for Ship-building/breaking
Play
  1. Re-invest in its musical past and people.
  2. Embrace the business of sports.
Economics
  1. Robust middle-class job creation.
  2. Tertiary Education re-bootLocal supply, not just foreign consumption; thereby creating new jobs.
  3. Fertile ground for Research & Development in all STEM endeavors.
  4. Inviting alternative medical research and practices.
  5. Build-up of current Oil Refinery infrastructure.

  2. On guard against local and regional threats to protect economic engines.
  3. Overbuilding prisons and detention centers to embrace a Prison Industrial Complex and … new jobs.
  4. Community Ethos:  Priority on life, then property and privacy.
Governance
  1. A separation-of-powers and technocratic management of Common Pool Resources.
  2. VAT and Property Taxes for government income.
  3. Invite responsible and accountable NGO’s.

Freeport was envisioned for a population of 250,000; that can still happen. Positive steps in that direction would only grow the economy. It is an economic fact that more people = economic growth; less people = economic abatement.

Freeport can and must do better … than its status quo or its historical past.

This movement behind this Go Lean roadmap just wants to make our Caribbean homeland – and Freeport – a better place to live, work and play. 🙂

Uploaded on Sep 12, 2009 – Freeport is a city and free trade zone on the island of Grand Bahama, located approximately 100 mi (160 km) east-northeast of Fort Lauderdale, South Florida and gives its name to a district of the Bahamas. Freeport proper has 26,910 people. The city of Freeport has grown to be the second most populated city in The Bahamas (26,910 in 2000) after the capital, Nassau. The Grand Bahama Port Authority (GBPA) operates the free trade zone, under the Hawksbill Creek Agreement signed in August of 1955 whereby the Bahamian Government agreed that businesses in the Freeport area will pay no taxes before 2054. The area of the land grants has been increased to 138,000 acres (558 km²). Freeport Harbour is accessible by even the largest vessels, and has a cruise terminal, a container port, and both a private yacht and ship maintenance facility. Grand Bahama International Airport (IATA airport code: FPO, ICAO airport code: MYGF) [at one time] handled nearly 50,000 flights each year. Tourism complements trade as a revenue earner in Freeport, [at one time] with over a million visitors each year. Much of the tourist industry is displaced to the seaside suburb of Lucaya, owing its name (but little else) to the pre-Columbian Lucayan inhabitants of the island. Crime Specialist Urging: ‘Change Leaders in Crime Fight’

While we all want to live in a society free of crime, we all recognize that this goal is easier said than done!

Since remediating and mitigating crime is both an “Art” and a “Science”, we have to rely on professionals and Subject Matter Experts (SME) – Police – to do this job. And when these SME’s succeed in their “art and science”, we hardly notice; but when they fail we cannot ignore the failures, as we are all impacted.

Right now, there is no way to ignore what is going on in the Caribbean member-state of the Bahamas; they have an alarming crime problem, one that has the attention of local, regional and international stakeholders. According to the below news article, these numbers highlight the problem:

In 2010, there were 94 murders recorded in the country, a record at the time. The next year there were 127 murders and in 2012 there were 111. There were 120 murders in 2013, 123 in 2014 and a record 149 last year [2015].

For a country of 320,000 people, these numbers are alarmingly high. (This blogger is Bahamas-bred).

The book Go Lean … Caribbean asserts that to elevate Caribbean society there must be a focus on elevating the region’s economic, security and governing engines. While the book primarily targets economic empowerments (jobs, investments, education, entrepreneurship, etc.), it posits that security concerns must be front-and-center along with these economic efforts.

The book directly relates (Page 23) that with the emergence of new economic drivers that “bad actors” will also emerge thereafter to exploit the opportunities, with good, bad and evil intent. This is a historical fact, and is bound to be repeated again and again. The following news article and related VIDEO convey this point:

January 04, 2016 – Former Deputy Commissioner of Police Quinn McCartney is renewing his call for a change in leadership in the crime fight following the setting of a new murder record in The Bahamas in 2015, and several serious crimes already recorded for 2016, including two murders and multiple shootings. While McCartney did not identify anyone in his post, his comments are widely viewed as a critique of Commissioner of Police Ellison Greenslade.

“I promised not to say too much this year, but looks like 2016 is starting off much like 2015 ended, and therefore I feel compelled to say something brief right now,” McCartney wrote on his Facebook page on Sunday night.

“Obviously what we are doing right now is not working. There is, in my humble opinion, a need for drastic changes to be made. Perhaps we should take our cues from sports teams. I am not a sports fanatic, but I do know that when a team continues to lose, sooner or later there is a leadership change [and] the manager/coach is fired.

“Most of the team members stay but new leadership is brought in to hopefully chart a new course for what should be a talented team. With six successive years of unprecedented records, are we at the point where we need to honestly look at a change of the leadership for the team?”

McCartney’s call for new leadership comes exactly six years after Greenslade assumed command of the Royal Bahamas Police Force and one year after he, McCartney, retired as deputy.

In 2010, there were 94 murders recorded in the country, a record at the time. The next year there were 127 murders and in 2012 there were 111. There were 120 murders in 2013, 123 in 2014 and a record 149 last year.

McCartney’s post attracted widespread attention and in response to a comment under his post, McCartney promised to expand on his thoughts later in the week.

“We can only be manipulated to the extent that we allow persons to manipulate us,” he wrote. “The political directorate can only get us to do what they want if we allow them to. We need to de-politicize our institutions or at least the perception that they are politicized. Unfortunately we have allowed them in when it has been expedient for our professional success or advancement. We are to blame.”

Fresh off a record-setting year, a man was shot and killed outside a bar at the intersection of Kemp Road and Wulff Road early Saturday morning, police said. Hours later, Michael Deangelo Bethel, a well-known businessman, was shot and killed after he was ambushed at the traffic light near Montagu Beach early Sunday morning. His wife and two others were injured in the shooting, police said.

This is not first time McCartney has been critical of the leadership in the crime fight. Last November, he said if those charged with addressing the problem are failing to do their jobs, they should be removed.

McCartney left the force after more than 30 years of service. His relationship with the commissioner was reportedly strained in the time leading to his exit. McCartney holds a first degree in chemistry and a master’s degree in forensics from the University of Scotland. He has had extensive professional training since then.

As deputy commissioner, he was responsible for complaints and discipline, fire services and the force’s inspection and review branch, which was reportedly dismantled in 2012.

The foregoing news resources relate the dire status quo in the Bahamas. A similar review in other Caribbean member-states shows similar challenges. So crime is a regional problem. The Go Lean book therefore presents a regional solution. The book features details of mitigations designed from world-class best-practices to remediate crime in the Caribbean region. All of which the current regimes of the 30 separate member-states would be unable to pursue on their own. As the commentator relates in the foregoing article, there is a need for a new regime, as the current structures are failing. The Go Lean book therefore relates “the new Sheriff in Town” – a regional one – with these strategies:

  • Enhanced Witness Protection Solutions
  • Regionally-regulated Private/Commercial First Responders
  • Youth Crime Awareness and Prevention
  • Prison Industrial Complex

This last entry – Prison Industrial Complex – is the focus of this commentary. There is much to learn from the “art and science” of penology and criminology in implementing change in the new Caribbean.

The Go Lean book posits that the Caribbean is in dire straits – society-wise and crime-wise – due fundamentally to one factor: societal abandonment. Evidence is provided when the best-of-the-best flees a community, the consequence is more-and-more turmoil among the remnant.

Consider this: What happens in prisons where/when felons and “bad actors” are all warehoused together?

The fields of penology and criminology are all consistent in their conclusions: Criminals, felons and “bad actors” all learn to become better criminals, felons and “bad actors” in prison. This is why recidivism – the propensity to return to the bad practice – is so high.

Per Psychiatry: Recidivism = the chronic tendency toward repetition of criminal or antisocial behavior patterns.

This commentary – in support of the book Go Lean…Caribbean – has previously established that the societal abandonment rate among the educated classes of the Caribbean average 70%, with some communities experiencing even higher rates; (Jamaica at 85% and Guyana at 89%). This consideration details the “push and pull” reasons why Caribbean citizens flee.

The Go Lean book and this entire movement hereby asserts that the problem of crime in the Bahamas – as related in the foregoing news article, though not exclusive there – is a vicious cycle of cause-and effect that is common and tragic throughout the entire Caribbean region. Imagine this cycle:

  • The Caribbean Remnant – lower skilled and more prone to violence – learn more effective lawlessness
  • Innocent people leave the Caribbean region for refuge abroad
  • The Caribbean Remnant – lower skilled and more prone to violence – learn more effective lawlessness
  • Innocent people leave the Caribbean region for refuge abroad
  • pattern continues

This presumed pattern is based on the premise that foreign governments disallow immigrants with criminal records. So these ones – bad actors – are comprised in the remnant population left behind in the Caribbean. This means that every iteration of the above pattern changes the statistics of felons/non-felons in society; more and more felons, percentage-wise.

So then, what hope is there for the future?

“Do what you’ve always done, get what you’ve always got” – Old Adage.

The declaration of the policing SME in the foregoing article is to “change the leadership in the crime fight”. (Though the quoted article appears to be more political in its indictment).

This is the quest of the Go Lean movement, to change the leadership, stewardship and oversight of the Caribbean eco-system. (This commentary makes no judgments on the actual Commissioner of Police of the Royal Bahamas Police Force; this public servant seems to be an honorable man with only good intentions for his homeland). The Go Lean book serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU) to elevate the region’s economic, security and governing engines beyond their status quo. The roadmap has these 3 prime directives:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to provide public safety and protect the resultant economic engines from economic crimes and cross-border threats.
  • Improvement of Caribbean governance to support these engines.

The goal of this roadmap is to confederate all of the Caribbean – all 30 member-states – under a unified entity to provide these societal solutions for the region. But ‘Security’ for the Caribbean has a different meaning than for many of the countries the Caribbean Diaspora flee to, like North America and Europe. The CU security goal is for public safety! The goal of the CU is set to optimize Caribbean society through economic empowerment, and also the security dynamics of the region, since these are inextricably linked to this same endeavor.

The end result of the successful execution of the Go Lean/CU roadmap is improvement of Caribbean society, minimizing the “push-pull” factors that led to more emigration, and incentivizing the return of many Diaspora that have left over the years and decades.

The cause-and-effect of failing economics lead to increasing criminality. The cause-and-effect of improved economics lead to lesser criminal activities. The motivation of this Go Lean/CU roadmap is the basic economic principle, described in the Go Lean book (Page 21), that “Economic Systems Influence Individual Choices and Incentives”. So the advanced field of economics hereby posits that Economic Systems, more so than political systems influence people’s choices and incentives. So the Go Lean/CU seeks to optimize the region’s economic systems to better deliver on the prime directives of the Go Lean roadmap.

This roadmap fully envisions the integration of shepherding – leadership – for the Caribbean region’s economic and security initiatives under the same governance: The Caribbean Union Trade Federation. This point is pronounced early in the Go Lean book with the Declaration of Interdependence (Page 12) that claims:

x.   Whereas we are surrounded and allied to nations of larger proportions in land mass, populations, and treasuries, elements in their societies may have ill-intent in their pursuits, at the expense of the safety and security of our citizens. We must therefore appoint “new guards” to ensure our public safety and threats against our society, both domestic and foreign. The Federation must employ the latest advances and best practices … to assuage continuous threats against public safety.

xi.   Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xii.  Whereas the legacy in recent times in individual states may be that of ineffectual governance with no redress to higher authority, the accedence of this Federation will ensure accountability and escalation of the human and civil rights of the people for good governance, justice assurances, due process and the rule of law. As such, any threats of a “failed state” status for any member state must enact emergency measures on behalf of the Federation to protect the human, civil and property rights of the citizens, residents, allies, trading partners, and visitors of the affected member state and the Federation as a whole.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes, including piracy and other forms of terrorism, can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

The Caribbean appointing “new guards”, or a security  apparatus to ensure justice and public safety will include many strategies, tactics and implementations deemed “best-practice” over the years, including an advanced Intelligence Gathering & Analysis effort to mitigate and remediate crime in the region, and also to optimize the “art and science” of crime, including prison reform; (see Page 211 of the Go Lean book). This represents “top-down” and “bottom up” optimization of the security process to better protect the homeland. This comprehensive Homeland Security focus is “Step One, Day One” in the Go Lean roadmap, covering the approach for adequate funding, accountability and control. The Go Lean book details the series of community ethos, strategies, tactics, implementations and advocacies to provide increased public safety & security in the Caribbean region:

The vision of the Go Lean roadmap is to make the Caribbean homeland, a better place to live, work and play. This means measurable reduction (mitigation and remediation) of crime in the region.

The premise is that “bad actors” will always emerge, from internal and external origins. We must be prepared and on-guard to defend our homeland against all threats, foreign and domestic, including crime. Plus, we must accomplish this goal with maximum transparency, accountability, and commitment to due-process and the rule-of-law.

An additional mission is to lower the “push” factors (from “push-and-pull” reference) so that our citizens are not led to flee their homeland for foreign (North American and European) shores. Among the many reasons people emigrate, is victimization or fear of crime. There is “good, bad and ugly” in every society. We must not allow all our “good” citizens to leave and the only remaining – the remnant – would be the “bad and the ugly”.

So all stakeholders in the Caribbean – people and institutions – are urged to lean-in to this Go Lean roadmap for the elevation of the Caribbean’s societal engine: economy, security and governance. The roadmap calls for the heavy-lifting so as to impact the Greater Good.   🙂

Hotter than July – Still ‘Third World’

In the Caribbean, this time of the year, it is “hot, hot, hot”.

While that is a hit song by “The Merrymen” of Barbados (see Appendix below), unfortunately, it is also the weather report.

“I just flew back from the Caribbean and boy are my arms tired…from fanning … for relief from the heat” – Old joke-new twist

This is not good! In fact, the hot weather, and the lack of infrastructure to mitigate and remediate the discomfort, is identified as one of the reasons for the brain drain/societal abandonment. (This commentary is an appeal for cooperative refrigeration).

The issue of Caribbean citizens abandoning their homelands is one of the more dire threats to societal life in the region. Why do they do it?

“Push and Pull” reasons!

Push
Conditions at home drive Caribbean citizens to take flight and find refuge elsewhere. Many times these conditions are economic (jobs and entrepreneurial opportunities), security and governance related, but there are other reasons too; consider discriminations due to ethnic diversity or other lifestyle choices.

Lastly, there is the new threat of Climate Change. While this is a threat for the whole world, the Caribbean is on the frontline. Though there is some debate as to the causes of climate change, there is no question as to its outcome: temperatures are rising, droughts prevail, and most devastating, hurricanes are now more threatening. A Caribbean elevation plan must address the causes of climate change and most assuredly its consequences.

Early in the book Go Lean…Caribbean, a roadmap to elevate the Caribbean region, the pressing need to be “on guard” of climate change is pronounced in the Declaration of Interdependence (Page 11), with these words, (the first of many “causes of complaints”):

i.  Whereas the earth’s climate has undeniably changed resulting in more severe tropical weather storms, it is necessary to prepare to insure the safety and security of life, property and systems of commerce in our geographical region. As nature recognizes no borders in the target of its destruction, we also must set aside border considerations in the preparation and response to these weather challenges.

The Go Lean…Caribbean book serves as a roadmap for the introduction and implementation of the Caribbean Union Trade Federation (CU). The CU must advocate for systems and schemes for a lower carbon footprint so as not to contribute further to green-house gases. Plus, the CU must implement recovery measures to respond, and react to the ever-threatening climatic conditions. While this means hurricanes at the extreme, it also includes daily factors that must be dealt with, like excessive heat and frequent power black-outs … during summer months. (The elderly are more susceptible to heat stroke and other ailments).

Now, the anecdotal experience is that there is a need to mitigate excessive heat in the region for an even longer season. How do we mitigate excessive heat?

Air conditioning!

But this cure may at times be worse than the disease.

Air conditioning requires even greater energy consumption, (the Caribbean has among the highest energy costs in the Western Hemisphere); the Go Lean book posits that the average costs of energy can be decreased from an average of US$0.35/kWh to US$0.088/kWh in the course of the 5-year term of this roadmap; (Page 100).

In addition, the release of Chlorofluorocarbons (CFC’s) in the air-conditioning process is a contributor of greenhouse gases into the atmosphere.

The status quo needs remediation!

In addition to these climatic “push” factors, there are also climatic pull considerations.

These factors, as related in the Go Lean roadmap, posit that North American and European destinations have been more inviting to Caribbean citizens. Weather-wise, everywhere has “mean seasons”, but it is easier to stay warm during a wintry “mean season” in the North, than it is to stay cool in the “mean season” in the South. Plus with pronounced Climate Change effects on northern communities, the “mean seasons” in the north have been shorter and easier to endure.

This issue refers to an environment – the weather – that maybe outside of human control. But when humans do grab some control – climate control – the northern communities (US, Canada and Europe) do a better job of mitigating and remediating the new acute effects of climate change.

Consider again, the location for the composition for the Go Lean book, Omaha, Nebraska. That community in the American Midwest is notorious as a “land of 4 seasons” and all of them extreme. In May 2013, it snowed on May 1st then the temperature hit 100 degrees (Fahrenheit) on May 15th. Omaha is provided in the Go Lean book (Page 138) as a model for Caribbean communities to emulate. How does Omaha mitigate the extreme climate conditions they have to contend with?

  • Infrastructure
  • Economies-of-Scale

Consider this one example of how a cooling/heating scheme provides the needed air-conditioning for the entire Downtown District:

Consider the photos above; (the building with the mural is a refrigerated warehouse). Imagine this Omaha Downtown model deployed in Caribbean communities. This “District Heating and Cooling” scheme provides economies-of-scale, efficiency and lower costs. The design is a “plant” to produce steam, hot water and/or chilled water at a central location and then pipe the steam and water underground to individual buildings within a specific district. This process is energy efficient and reliable, typically requiring less capital investment, risk and operational costs than systems where each building must maintain its own boiler or air conditioner. The destinations/buildings only need air handlers – much cheaper than full air-conditioning – to blow and control preferred temperature settings.

This is a model of a technocracy. Without these types of infrastructure the Caribbean is just … ‘Third World’.

The Go Lean/CU roadmap recognizes that modern life has expanded the definition of basic needs to now include food, clothing, shelter and energy. And thusly the book proposes many solutions for the region to optimize energy generation, distribution and consumption. There are many lessons to learn from other more-efficient communities. This is the prime directive of the Go Lean roadmap, to apply these lessons and best-practices so as to impact the Caribbean in these 3 ways:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion GDP and create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines.
  • Improvement of Caribbean governance, including Self-Governing Entities, to support these engines.

As for energy, the Go Lean book posits that the average costs of energy can be decreased from an average of US$0.35/kWh to US$0.088/kWh in the course of the 5-year term of this roadmap. (Page 100). This is a 75% savings!  Cooperative refrigeration allows for even more savings!

These initiatives will take some effort on the part of the community and governmental institutions. This is heavy-lifting! The Go Lean roadmap details a series of community ethos, strategies, tactics, implementations and advocacies to foster the progress in the wide fields of energy optimization and cooperative refrigeration. The phrase “Hotter than July” should only be a song, not a way of life in the Caribbean.

Energy needs are undeniable. Air-conditioning needs to be readily available and affordable during the “mean season”. This should not be open to any compromise.

Fulfilling these needs is a great target for lean, agile operations, perfect for the CU technocracy. Any failure in this regards results in heightened abandonment.

Role Model Iris Adderley – Disability Advocate: Reasonable Accommodations

Go Lean Commentary/Interview

Travel away from your children for an extended time period and you would notice something amazing: Change.

It turns out that change is constant; children grow. But you have to take a step back to notice the difference.

She is a proud Bahamian – oldest child with 10 siblings who mostly all still live in the Bahamas – who served her country well; especially during the early days of nation-building (independence status was obtained in 1973). In a job assignment with the Bahamas Ministry of Tourism, Ms. Adderley spent many years abroad (Coral Gables, FL and Dallas, TX) promoting the Bahamas around the world as a tourist and convention destination. She was continuously called upon to sell a vision of the Bahamas that she discovered later to be out-dated, and irrelevant. The country had changed … and even declined, it seemed, in her absence.

Ms. Adderley returned to the Bahamas in the year 2000, but not to the homeland she had left behind, rather to this newly changed community. The changes were not all good. To complicate matters, she was now returning as a quadriplegic, a permanent disability.

Ms. Adderley endured a life-threatening car accident in Metropolitan Dallas in 1982, where she lived and worked for her Ministry of Tourism assignment. But she does not consider her injury as a national sacrifice. It was just “time and unforeseen occurrence” befalling her; (see Bible reference of Ecclesiastes 9:11 in the Appendix below). This taught her a very important lesson that everybody is  vulnerable to injury and illness and can be rendered disabled. This new reality became her new advocacy, a quest to make sure people with disabilities have equal rights and opportunities to contribute to society. (This quest also applies as a population ages, the prevalence of disabilities increases proportionally; think Diabetes amputations, Hip replacements, etc.).

This conclusion aligns with the book Go Lean…Caribbean, that with just a reasonable accommodation, persons with disabilities can live a full and engaging life … and help to elevate their communities and make “home” better places to live, work and play.

What reasonable accommodations?

For starters, Ms. Adderley expressed that if her injury had occurred in her Caribbean homeland that she would now be dead!

The world is better … that she has survived.

The Go Lean book serves as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU). The CU is designed to elevate the region’s economic, security and governing societal engines. This includes healthcare. The CU roadmap calls for improvements to the region’s emergency management apparatus. There is a plan to deploy a network of 6 cutting-edge Trauma Centers throughout the Caribbean. With this mitigation and remediation, the region can more competently respond to trauma emergencies, like life-threatening auto accidents.

It is only reasonable to expect that Caribbean society would have caught up to finally being able this deliver on the social contract at this level, considering that Ms. Adderley trauma transpired 33 years ago.

Unfortunately, the experiences of so many in the Bahamas, specifically and the Caribbean as a whole, is that these countries are structured only for the lowest common denominator (LCD); anyone one with needs above-and-beyond this LCD level is just “out-of-luck”.

This is unacceptable … and unreasonable for Caribbean contributors like Iris Adderley. This is also unacceptable … and unreasonable for the planners of the new Caribbean. We must deliver better on the social contract, the implied covenant where citizens surrender some of their freedoms and submit to the authority of the State in exchange for protection of remaining natural and legal rights. Blatant failures on the delivery of this social contract lead to an undesirable destination: abandonment!

Ms. Adderley lived in the most advanced country in the world, in the US State of Texas. She would have been excused if she wanted to remain there for her sustained existence, considering her health disposition. But she showed a national sacrifice ethos and repatriated back to her Caribbean homeland. This is heroic!

In a structured interview, Iris Adderley made the following contributions to this discussion of the roadmap to elevate her community:

What are the details of your advocacy?

There should be a stronger manifestation of “Human” and “Woman’s” rights in the Bahamas. It is deplorable that the country is so deficient in these offerings. Earlier in my career, I took the assignment in Dallas so as to leave the Coral Gables Office of the Ministry of Tourism because the spirit of gender discrimination was just so acute. I felt I could make a bigger impact in a more reasonable environment. I was proven correct and did indeed have a greater impact professionally there. Returning to the Bahamas in 2000 I wanted to nurture that same advocacy at home, but this time with a supplemental agenda for persons with disabilities.

What are your responsibilities now?

I serve as a Consultant at the Disability Affairs Division of the Ministry of Social Services and Community Development. I help to guide public policy to benefit those with disabilities in the country, even blending my prior role as a Tourism promoter by trying to create a great environment for persons with disabilities to come visit our shores and enjoy our hospitality.

What would you do if your project had 50% more funding?

Create rehabilitation centers, if not throughout the whole country, then at least in the capital city of Nassau. Persons with disabilities need help and support to get back to the point where they can contribute to society. Increased funding would allow more cultural education to message that persons with disabilities have the same rights in any society, to be more inclusive of the day-to-day affairs.

What do you want to see in The Bahamas in … 5 years?

More fulfilment of Sir Lynden’s Vision; (the first and longest-serving Prime Minister after majority rule, Sir Lynden O. Pindling). The young people need to know who we are as a people, where we came from and that we were a nation of beautiful, strong black people.

I want to see Bahamians own more of the Bahamas. This means diversifying from the main industries of tourism and financial services; all we’re doing there is servicing other people’s assets; we are not really owning or creating anything.

What do you want to see in The Bahamas in … 20 years?

The Bahamas needs a National Strategic Plan. This needs to reflect the values and best-practices that have been honed from experiences from around the world. The Bahamas has a global Diaspora – mostly of an elderly disposition now – their participation should be invited.

What features of North America/Europe would you like to see here?

The social safety nets (health, schools, food for the poor) are to be admired, especially in many European countries. Those communities extend themselves to care for their elderly, poor, sick and disabled citizens.

How would you feel if your children emigrate?

Though I don’t have any children directly, I’m blessed with many nieces, nephews and loving family members. So many of them are bright young all-stars and go-getters, studying abroad in colleges and universities. Unfortunately, far too often, these ones are not setting their sight on a return home to the Bahamas. Some would even rather go to a Latin American country than to come back here to the Bahamas. This is sad, as it does not reflect the great sacrifices that so many in the previous generations made to forge opportunities for this next generation.

Where do you consider to be the best place to live?

At one point, my answer would have been the Bahamas; but I’ve gotten to see the real country as it exists today; this is not what we sold to tourists in promotions and advertisements. The country has changed … downward. Instead of our next generation offering reassurance and hope, I am more troubled at their lack of proper training. We cannot expect greatness from the status quo of most of this generation today..

What areas are you most disappointed in when considering the last 20 years?

The lack of discernment is especially disappointing. Many times the wise course is presented to Bahamians, but they seem to like to ignore wisdom and instead proceed down a destructive path. I guess the proverb is true: “A prophet is not accepted at home”.

The points from this Disability Advocate align with the CU/Go Lean roadmap. Our directive is similar: to elevate Caribbean society, including those persons with physical disabilities. The declarative statements of the prime directive are as follows:

  • Optimization of the economic engines in order to grow the regional economy.
  • Establishment of a security apparatus to prepare and protect stakeholders for natural, man-made and incidental emergencies.
  • Improvement of Caribbean governance to support these engines.

The book posits that one person, despite their field of endeavor, can make a difference in the Caribbean, and its impact on the world; that there are many opportunities where one champion, one advocate, can elevate society. In this light, the book features 144 different advocacies, one specifically for Persons with Disabilities (Page 228). We need advocates, vanguards and sentinels like Iris Adderley to ensure equal opportunities for all these relevant stakeholders.

The Go Lean roadmap specifically encourages the region, to lean-in to elevate society with these specific community ethos, strategies, tactics, implementations and advocacies:

The Caribbean region wants a more optimized society … for all citizens. We want to mitigate human rights and civil rights abuses, and empower all for a better life, liberty and the pursuit of happiness.

The Go Lean book posits that economic measures and security measures must be in tandem for any societal empowerment effort. According to the foregoing interview/profile, after 30 years, our region is still behind with regards to servicing the needs of one specific minority group: persons with disabilities. We must do better!

Early in the book, the pressing need to optimize facilitations for this population group was pronounced in the Declaration of Interdependence (Pages 11 – 13), with these opening statements:

ix. Whereas the realities of healthcare and an aging population cannot be ignored and cannot be afforded without some advanced mitigation, the Federation must arrange for health plans

xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance.  the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

xviii. Whereas all citizens in the Federation member-states may not have the same physical abilities, reasonable accommodations must be made so that individuals with physical and mental disabilities can still access public and governmental services so as to foster a satisfactory pursuit of life’s liberties and opportunities for happiness.

The Go Lean book explicitly acknowledges that optimizing the needs of persons with disabilities is not easy; this requires strenuous effort, heavy-lifting. These persons with disabilities normally are not able to contribute as much to Caribbean society as they draw on the public resources. This is unfortunate! Other societies have provided great models and amenities for facilitating fuller lives for those with disabilities: motorized wheelchairs, cars equipped with hand controls, Braille and TeleType (TTY and/or TDD) devices. This is the quest of the CU/Go Lean roadmap to engage more people – even those persons with disabilities – into this effort to optimize Caribbean society. More innovations are forthcoming; see VIDEOs in the Appendix. This vision is only reasonable, but prudent, as this population can generate a positive Return on Investment (ROI); as demonstrated by Iris Adderley in the foregoing interview.

The CU/Go Lean roadmap is designed to empower and enhance the economic engines for the full participation and benefit of all Caribbean people. This includes the number of citizens that may have some physical challenges (deaf, blind, lame/mobility, etc.) or mental challenges. The CU’s vision is that this population group represents a critical talent pool that is under-served and underutilized; they are therefore included in the Go Lean roadmap. Tactically there is the call for a Caribbean [Persons] with Disabilities (CDA) provision to be embedded in the Caribbean Union confederation treaty; the request is to have the edict of reasonable accommodations legally embedded in statures.

In addition to the economic missions, the CU treaty would also address security needs, with the mission to fortify homeland security and to mitigate societal threats and risks, including a solution for emergency management and medical trauma arts and sciences.

Lastly, the CU treaty addresses remediation for regional governance. The local governments are thusly spurred to adapt and enforce access standards for all public edifices and private structures providing commerce to the general public. This reasonable accommodations mandate is modeled after the Americans with Disabilities Act (ADA) feature in US federal law.

This roadmap is a fully comprehensive plan with consideration to all aspects of Caribbean life. All stakeholders – citizens, businesses, and institutions – are hereby urged to lean-in to this roadmap.

Yes, with all “hands on deck”, persons with disabilities as well, the Caribbean can truly become a better place to live, work and play. 🙂

While this may be the future for the Caribbean, frankly it is already the reality for North America and Western Europe!

In the Caribbean, we are behind the times; we party like its 1969!

Electronic Payments schemes are no longer optional. These must be deployed, as soon as possible, to forge the change necessary to elevate Caribbean society. The trend has started; see the news article here of a card payment scheme deployed recently in the Bahamas:

MORE than 4,000 residents of New Providence are now part of the Department of Social Services’ modernised food assistance programme.

Officials announced yesterday the approval of an extra 1,501 clients from the Horseshoe Drive Centre to the programme, joining 780 clients registered at the Wulff Road Centre, 874 at the Fox Hill Centre and 1,660 at the Robinson Road Centre, bringing the total to 4,365 in possession of the new pre-paid debit card.

Social Services Minister Melanie Griffin said that although the new pre-paid cards do not resolve all of the issues and problems that exist in the department’s food programme, they allow “clients that are truly in need the ability to shop and purchase needed food items with ease and comfort”.

Mrs Griffin explained that the cards provide users with the ability to not only to limit their contact with centres, but gives them more freedom by allowing them to determine how much they spend in one location and the ability to shop at different establishments in one payment period.

According to the Yamacraw representative, all three are features not allowed by the previous voucher system operated by the department.

“It was a long, hard road getting to this point but with the addition of each centre, we gained more experience and improved the processes involved,” said Mrs Griffin.

She added: “We now turn our efforts to the introduction of the card in Grand Bahama and the FamilyIslands as we intend for this payment method to be utilised throughout the Bahamas.”

Officials from the department indicated that the implementation process is already under way in Grand Bahama with people registered for assistance now being reassessed.

The department suggested that the new cards would first be issued at the Eight Mile Rock Centre and then throughout Freeport.

In November, officials introduced the new debit card in conjunction with Bank of The Bahamas (BOB).

It is designed to curb abuse of the food coupon system, and is seen as a key reform to how the government distributes aid to poor Bahamians.

CU Blog - Move over Mastercard-Visa - Photo 2Mrs Griffin said last year that the card was one feature of wide-ranging upgrades to the Bahamas’ social safety net, a programme being financed with $7.5m from the Inter-American Development Bank (IDB).

In January, the government had approved a five per cent increase in the Department of Social Services’ food assistance budget to counteract the impact of VAT on the poor.

Last June, the Department of Statistics said that since 2001, poverty levels in The Bahamas have risen by 3.5 per cent, while more than 40,000 people in the country live below the poverty line – defined as an annual income of less than $5,000 a year.

Other examples abound. The Go Lean book (Page 353) identifies the system deployed in American states and territories (including Puerto Rico and the US Virgin Islands) branded EBT (Electronic Benefits Technology).

We must therefore examine models used around the world to facilitate these payment systems. The Go Lean book specifically draws attention to the model of the Mastercard/Visa Interchange and Clearinghouse; (Page 172). The book serves as a roadmap for the introduction and implementation of the Caribbean Union Trade Federation (CU) and the Caribbean Central Bank (CCB). This Go Lean roadmap has 3 prime directives:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines.
  • Improvement of Caribbean governance to support these engines.

This Go Lean/CU/CCB roadmap defines that despite coins and notes, the regional currency, the Caribbean Dollar (C$), will be heavily-targeted as a cashless currency. So the CCB will settle all C$ electronic transactions in the style of the MasterCard-Visa Interchange & Clearinghouse. See the definition in the Appendix below. The book relates (Page 172) how this activity would be a fundamental revenue source for Caribbean governance; as the Mastercard/Visa model now enjoys interchange and clearance fees in excess of 1% – 2% of transaction amounts; (pricing is based on different transaction/industry/card types + flat fees).  The Appendix summarizes total revenue for a recent year at $30 Billion for US operations alone. Yes, the pennies add up!

According to the foregoing news article, why would the Bahamas government pay interchange fees to the American entity that is the Mastercard/Visa clearinghouse. The money on deposit originates in the Bahamas, the currency is Bahamian Dollars and the merchants are Bahamian. Why is there a need to share the transaction revenue outside the border with an American entity?

This reeks of Crony-Capitalism!

This subject and application vividly depicts the need for a local Caribbean solution of the technology and processing for card transaction interchange. This is the quest of the Go Lean…Caribbean roadmap.

However, this issue is about more than just technology, it relates to economics as well. A previous blog/commentary related how electronic payments provide the impetus for M1, the economic measurement of currency/money in circulation (M0) plus overnight bank deposits. A mission of Go Lean is to increase M1 values, thereby facilitating the dynamic called the “money multiplier” – creating money “from thin-air”. This is a BIG deal!

The Go Lean/CU/CCB movement declares: “Move Over Mastercard/Visa!”

We must model the Mastercard/Visa clearinghouse and learn lessons from their good, bad and ugly history.

It is argued that this interchange is classic Crony-Capitalism, the use of the public trust for the pursuit of private profits. This is evident with their monopolistic integration of bankcard processing despite being two separate for-profit entities (association/ cooperative of banks). This is a familiar charge against this clearinghouse; they have been constantly accused of these abusive practices:

Price-fixing
Regulators in several countries have questioned the collective determination of interchange rates and fees as potential examples of price-fixing. Merchant groups in particular, including the U.S.-based Merchants Payments Coalition and Merchant Bill of Rights, also claim that interchange fees are much higher than necessary,[14] pointing to the fact that even though technology and efficiency have improved, interchange fees have more than doubled in the last 10 years. Issuing banks argue that reduced interchange fees would result in increased costs for cardholders, and reduce their ability to satisfy rewards on cards already issued.

Consumer welfare
A 2010 public policy study conducted by the Federal Reserve concluded the reward program aspect of interchange fees results in a non-trivial monetary transfer from low-income to high-income households. Reducing merchant fees and card rewards would likely increase consumer welfare.[15]
The Merchants Payments Coalition is fighting for a more competitive and transparent card fee system that better serves American consumers and merchants alike. Because swipe fees are hidden, consumers are unable to weigh the benefits and costs associated with choosing a particular form of payment. Eliminating hidden swipe fees is advocated as a means to realize an open market system for electronic payments.[16]

Creating the optimized CU/CCB governance is “Step One, Day One” in the Go Lean roadmap. The strategy is to implement the CCB and C$ currency with a regulatory framework fortified by best-practices, technology and infrastructure, to facilitate the electronic payments needs of the Caribbean community.

The roadmap posits that to adapt and thrive in the new global marketplace there must be more strenuous management, technocratic optimizations, of the region’s governance … and payment systems. This is the charge of Go Lean roadmap, opening with the Declaration of Interdependence (Page 12 – 13) and these pronouncements:

xi. Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xii.  Whereas the legacy in recent times in individual states may be that of ineffectual governance with no redress to higher authority, the accedence of this Federation will ensure accountability and escalation of the human and civil rights of the people for good governance, justice assurances, due process and the rule of law…

xxiv.   Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

xxv.   Whereas the legacy of international democracies had been imperiled due to a global financial crisis, the structure of the Federation must allow for financial stability and assurance of the Federation’s institutions. To mandate the economic vibrancy of the region, monetary and fiscal controls and policies must be incorporated as proactive and reactive measures. These measures must address threats against the financial integrity of the Federation and of the member-states.

Appendix – Mastercard/Visa Interchange Fees

Interchange fee is a term used in the payment card industry to describe a fee paid between banks for the acceptance of card based transactions. Usually it is a fee that a merchant’s bank (the “acquiring bank”) pays a customer’s bank (the “issuing bank”) however there are instances where the interchange fee is paid from the issuer to acquirer, often called reverse interchange.

In a credit card or debit card transaction, [(like Mastercard and Visa)], the card-issuing bank in a payment transaction deducts the interchange fee from the amount it pays the acquiring bank that handles a credit or debit card transaction for a merchant. The acquiring bank then pays the merchant the amount of the transaction minus both the interchange fee and an additional, usually smaller, fee for the acquiring bank or independent sales organization (ISO), which is often referred to as a discount rate, an add-on rate, or passthru. For cash withdrawal transactions at ATMs, however, the fees are paid by the card-issuing bank to the acquiring bank (for the maintenance of the machine).

These fees are set by the credit card networks,[1] and are the largest component of the various fees that most merchants pay for the privilege of accepting credit cards, representing 70% to 90% of these fees by some estimates, although larger merchants typically pay less as a percentage. Interchange fees have a complex pricing structure, which is based on the card brand, regions or jurisdictions, the type of credit or debit card, the type and size of the accepting merchant, and the type of transaction (e.g. online, in-store, phone order, whether the card is present for the transaction, etc.). Further complicating the rate schedules, interchange fees are typically a flat fee plus a percentage of the total purchase price (including taxes). In the United States, the fee averages approximately 2% of transaction value.[2]

Many large merchants such as Wal-Mart have the ability to negotiate fee prices,[3] and while some merchants prefer cash or PIN-based debit cards, most believe they cannot realistically refuse to accept the major card network-branded cards. This holds true even when their interchange-driven fees exceed their profit margins.[4] Some countries, such as Australia, have established significantly lower interchange fees, although according to a U.S. Government Accountability study, the savings enjoyed by merchants were not passed along to consumers.[5] The fees are also the subject of several ongoing lawsuits in the United States.

Interchange fees are set by the payment networks such as Visa and MasterCard.

In the US Card issuers now make over $30 billion annually from interchange fees. Interchange fees collected by Visa[6] and MasterCard[7] totaled $26 billion in 2004. In 2005 the number was $30.7 billion, and the increase totals 85 percent compared to 2001.

8th Violent Crime Warning to Bahamas Tourists

… half full.
… half empty.

It all depends on the perspective.

For an ambulance-chasing lawyer, that perspective needs to be “half empty”.

The foregoing article, a blog submission by Miami-based Maritime Lawyer Jim Walker – see Appendix – is not chasing ambulances, but rather cruise ships. So any assessment from him should be taken with a “grain of salt”. He has an agenda! He attempts to drum up business from cruise ship passengers that may have been hurt or abused in their experience venturing into the cruise industry – on the ship and/or on shore in the port cities.

Yet, in the middle of his “cry wolf” scenarios, there might just be some truth in his advocacy against the cruise lines.

For the stewards of new Caribbean economic eco-systems, we need to pay more than the usual attention to this “town crier”. His claims in this article here, must be fully vetted:

“There have been incidents of violent crime including robbery, which is often armed and sometimes fatal, in residential and tourist areas of New Providence, Grand Bahama and Freeport. The number of break-ins and robbery incidents reported to the High Commission has increased. There are police patrols in the main tourist areas.

Be vigilant at all times and don’t walk alone away from the main hotels, tourist areas, beaches and downtown Nassau, particularly after dark. Take care if travelling on local bus services after dusk on routes away from the main tourist areas. Do not carry large amounts of cash or jewellery. Robbers may be armed.”

I first learned of the crime warning from Travel Weekly.

Incredibly, this is the eighth crime warning for the Bahamas in the last 16 months.

In 2014, Bahamas was the subject of four critical crime warnings to U.S. citizens (one from the U.S. State Department and three from the U.S. Embassy) and one warning from Canada. There have been 2 prior crime warnings from the U.S. for the Bahamas this year. With this latest U.K. warning, that’s a total of 8 warnings.

I have never heard any country being the recipient of 8 crime warnings in such a short time period. The U.S. warnings are much more specific, mentioning that U.S. tourists have been raped and robbed at gunpoint.

We last wrote about the sorry state of affairs in the Bahamas earlier this month. We received a number of interesting comments to the article which you can read here. Many people avoid a cruise itinerary which includes the Bahamas, or they stay on the cruise ship when it reaches Nassau.

I picked Nassau as the most dangerous cruise destination in the world last year.

According to the foregoing article, one Caribbean member-state, the Bahamas, needs to mitigate and remediate its crime activity.

The Go Lean book and movement serves as a roadmap for the introduction of the technocratic Caribbean Union Trade Federation (CU). With the word ‘Trade‘ in the CU‘s branding, obviously the CU is set to optimize Caribbean society through economic empowerment; but the truth of the matter is that the security dynamics of the region are inextricably linked to this economic endeavor. Therefore the Go Lean roadmap has 3 prime directives:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines.
  • Improve Caribbean governance to support these engines.

The Go Lean roadmap posits that the Caribbean region must prepare its own security apparatus for its own security needs. So the request is that all Caribbean member-states form and empower a security force to execute a limited scope on their sovereign territories.  The goal is to confederate under a unified entity made up of the Caribbean to provide homeland security to the Caribbean. Homeland Security for the Caribbean has a different meaning than for our American counterparts. Though we must be on defense against military intrusions like terrorism & piracy, we mostly have to contend with threats that may imperil the region’s economic engines, and crime remediation and mitigation. Yes, The CU security goal is for public safety!

So in particular cruise passengers will benefit from new layers of security measures (Page 193) that are both up-front and also behind-the scenes. These will be administered by CU security agencies, and not limited to the authority of the member-states.

The book contends that bad actors will emerge just as a result of economic successes in the region. This point is pronounced early in the book with the Declaration of Interdependence (Page 12) that claims:

x.   Whereas we are surrounded and allied to nations of larger proportions in land mass, populations, and treasuries, elements in their societies may have ill-intent in their pursuits, at the expense of the safety and security of our citizens. We must therefore appoint “new guards” to ensure our public safety and threats against our society, both domestic and foreign. The Federation must employ the latest advances and best practices … to assuage continuous threats against public safety.

xvi. Whereas security of our homeland is inextricably linked to prosperity of the homeland, the economic and security interest of the region needs to be aligned under the same governance. Since economic crimes, including piracy and other forms of terrorism, can imperil the functioning of the wheels of commerce for all the citizenry, the accedence of this Federation must equip the security apparatus with the tools and techniques for predictive and proactive interdictions.

The Caribbean appointing “new guards”, or a security pact to ensure public safety is comprehensive endeavor, encapsulating the needs of all Caribbean stakeholders: residents and visitors alike.

We would like to direct Esquire Walker to a new line of work; or perhaps just a new target for his legal practice.

The Go Lean roadmap calls for a permanent professional force with naval forces, plus an Intelligence agency. The CU Trade Federation will lead, fund and facilitate the security force, encapsulating all the existing armed forces in the region plus exercising some regional oversight over law enforcement. This CU Homeland Security Force would get its legal authorization from a legal Status of Forces Agreement plus an Interstate Compact for US Territories signed at the CU treaty initiation; this means “Step One, Day One” in the Go Lean roadmap.

Covering all the complaints in the foregoing article about government corruption, the Go Lean roadmap “polices the Police” to ensure the optimization of justice institutions.

We are heeding your warnings Esquire Walker!

Underlying to the prime directive of elevating the economics, security and governing engines of the Caribbean, is the desire to make the Caribbean homeland, a better place to live, work and play for visitors and residents alike. We know “bad actors” will emerge – they always do! But we do not need these “bad actors” disrupting the peace of all Caribbean residents (42 million people), or the 10 million Diaspora as they frequent their tropical homeland or especially not the 80 million tourists that visit the region annually (including the 10 million cruise passengers).

The Go Lean roadmap was composed with the community ethos of the Greater Good foremost. The related quotation applies: “the needs of the many outweigh the needs of the few” (Page 37). All of the Caribbean are hereby urged to lean-in to this roadmap.

Ok so you say we have been cited 8 times for most dangerous. Well, the last time I checked the United States the land of the so called free… yet Americans have no privacy and the IRS continues to rob the hard working class of people.

Oh and what do you, Jim Walker have to say about the police continually killing black people, calling it self defense? oh and what about all these shootings in killings in schools and universities.

Let me remind you that when a country rapes and steals another countries resources in the name of bringing PEACE BY MEANS OF WARS, there are repercussions. How many families have been destroyed or ripped a part because the U.S.A. doesn’t care how many men/soldiers lives are sacrificed. These persons are someone’s father, husband, wife, son or daughter.

While there are murders and violence in Nassau, we don’t live in fear and don’t go out at night.. if this paranoia exist, then they are a small minority. These types of crimes are basically revenge, or domestic related. So you say, the USA does not have these types of crime? Really????? I don’t think so!

You need to get a life and leave us alone!

To this day Car Rentals are targeted and many Bahamians have been victim to this type of crime in your country.

My family and I are that the Atlantis hotel right now, I’m writing this comment with my IPhone as I speak. This morning at around 3-4 I believe we were awaken to gun fire in the distance, it sounded like a war. We just found out from the hotel’s lobby desk police had a confrontation with a group of gang members in the street. It’s still unclear if anyone was killed, but you should have heard the sounds, WOW! We are seriously thinking of leaving earlier than we hoped for, my kids are scared to death in leaving our room; this is nuts!

You make several good points.

Our U.S. Federal government over-reaches all of the time. The IRS, Homeland Security & FBI regularly violate the rights of U.S. citizens.

Our police (white and black) execute black men in the streets. It angers me greatly. It is a national disgrace. Travon Martin, Michael Brown and Freddy Grey are the martyrs of our going civil rights movement.

You’re wrong about the men and women in our military. They don’t “rape and steal” as you claim. The Bahamas would be under the thumb of the Nazi’s but for the U.S. military. We have protected the world for decades. I see you could care less aboout that and are filled with hate. But the Bahamas couldn’t protect itself much less other countries if a troop of girl scouts attacked.

The fact remains that Nassau is out-of-control dangerous. Your crime is widespread and increasing. Your government is corrupt. Your legal system is a joke. Your police are ineffective and corrupt. The Bahamas is dependant on tourism, primarily from the U.S., but you can’t stop from selling drugs to the cruise passengers or preying on them.

My blog is read by mostly cruise passengers and crew members. It is intended to warn them of the danger on cruises ships and ports of call that they may not be aware of. Over a million people read over 6 millions pages a year.

Most U.S. citizens think stepping off a cruise ship from Miami to the Bahamas is safe. It’s not. We report issues about the Bahamas which you and other delusioanal Bahamains try and keep secret. We have sent the messahge wide and far.

If you want to warn people about dangers in the U.S., by all means do so. We wish you the same success in warning travelers that we have achieved.

The reason quite simple: The Bahamians are deathly afraid of the Government, so they take out their frustrations of feeling like they are on a tight leash with the tourist.I have many Bahamian friends who are quite friendly and hard working Bahamians and church goers. Its a small group who honestly believe by staying together, between the drug lords and cons they will become rich in a short period of time. 50% go fishing.. and never return!!! Wake up !!!

A new witness emerges, Jurrien de Jong, a citizen of the Netherlands who lives in Amsterdam, says he was one of the last people to see Natalee alive. Officials yesterday said it was too early to say exactly how many attended or participated in the event or to assess its overall economic impact.

However, it’s estimated that at the event’s peak, more than 15,000 attended Friday’s Music Masters concert – the “largest gathering of people” ever in The Bahamas, some said.

Last week, Mr Major estimated that 50,000 to 100,000 people would attend Junkanoo Carnival adding that the festival could bring in $50m to $60m.

The event – filled with food and arts and crafts – was bolstered by a well-received mixture of Bahamian and Soca music.

There were “no major (disruptive or criminal) incidents” and “no complaints” about security, Police Assistant Commissioner (ACP) Leon Bethel told The Tribune.

The event, which had faced months of criticism, “proved naysayers wrong,” Tourism Minister Obie Wilchcombe told this newspaper.

He noted that the government, the National Festival Commission and workers in the Tourism and Youth, Sports and Culture Ministries have now put on two major, successful events within the span of a week, proving that the country must add a “label of excellence” to its brand.

“Certainly by all that developed,” he said, “it proved that carnival does have a place in the Bahamas and it can be a unique festival celebrated in a traditional Bahamian way with the inclusion of Junkanoo, highlighting the many talented Bahamians, whether it’s the entertainers, the artisans who produced costumes, the vendors out there with their fine cuisine or the Royal Bahamas Police Force and the entire national security team that worked to turn the place into a spectacular village.”

“While there were those who prayed for rain, the place poured and rained with people,” Mr Wilchcombe added. “We must appreciate that for all the naysayers and those who opposed to the event, the Bahamian people spoke. No one stopped anyone from saying what they wanted to say or from criticising the event, but we stayed focused.”

“Each success, be it the IAAF World Relays or be it carnival, it tells you that collectively we know who we are as a people and what we are capable of.

“We did not let the invited guests dominate the occasion,” he said, reflecting on a prior concern that the event would not be Bahamian-centric.

Mr Wilchcombe added that he wished Bahamian singers ‘KB’, who has flip-flopped on his support for the festival, and ‘Geno D’ had been involved.

“They are two of the best musicians in the country, but in the future I think we are going to see more and more Bahamian artists coming out. What you are now going to see is that Abaco, Eleuthera, Bimini all will want to be a part of this fantastic event.”

In an interview with The Tribune, Festival Commission Chairman Paul Major also said the event exceeded his expectations.

“The spirit of the event, the number of spectators, the number of participants, it was awesome,” he said. “I think we are witnessing a cultural revolution. It’s an economic stimulus.”

Nonetheless, some critics said that while the event seemed to be a big hit among Bahamians, it did not attract the number of tourists needed to provide a major economic boost to the economy as hoped.

Mr Wilchcombe, however, disputed this and said the event will only grow following its successful launch.

Asked about this, Mr Major said: “(That claim) is not true. We were busing tourists from east and west of this venue and continued doing so throughout the event.”

Still, he conceded that the event could have been promoted more internationally. He said the fact that a headliner was not finalised until weeks before the Music Masters concert affected promotional work.

“We will start marketing for the next event as early as September of this year. We may have to look for another venue. This venue may not be big enough to host next year’s event,” Mr Major added.

As for the security of the event, ACP Bethel said the conduct of those attending was “top notch.”

“We had no resistance in terms of security measures. The security was elaborate with many layers in and around the event and we worked hand in hand with the organisers, private security, (and) the Defence Force.”

Published on May 10, 2015 – After three days of excitement the inaugural Bahamas Junkanoo Carnival came to an end with many already looking forward to next year. News coverage by local network ZNS TV.

It time now for a post-mortem analysis; borrowing this practice from medical science.

Medical science can teach us a lot. The purpose of the practice of medicine is to protect and promote health and wellness. But when there is a failure in this quest; when someone actually dies, another resource (medical doctor called a pathologist) adds value with a post-mortem examination (autopsy) — a highly specialized surgical procedure that consists of a thorough examination of a corpse to determine the cause and manner of death, evaluating any disease or injury.

This medical practice aligns with the process to forge change, as described in the book Go Lean … Caribbean (Page 9). The book performs a careful post-mortem analysis of the Caribbean’s eco-systems. The conclusion of that analysis was that the region is in crisis. But alas the book, serving as a roadmap for the introduction and implementation of the technocratic Caribbean Union Trade Federation (CU), declares that a crisis is a terrible thing to waste. The roadmap then provides for a turn-around, with turn-by-turn directions on how to elevate the economic, security and governing engines to make the homeland better to live, work and play.

One mission is to optimize events. The Bahamas Junkanoo Carnival is typical of the type of events that the roadmap projects to elevate the region’s societal engines. As detailed plans of this inaugural Carnival were published, this commentary applied analysis comparing the Go Lean baseline. Now that the event has transpired and Go Lean promoters were there to “observe and report”, these are now the lessons-learned; the post-mortem analysis:

  • Regionalism embraced … at lastCarnival is an international brand. One cannot expect to shove a Bahamian-first ethos into the Carnival brand; see Appendix B below. Many people in-country complained that international artists had to be brought in, and “cuddled”: Big Paychecks, amenities, etc; see Photo here of Trinidadian Soca Music Artist Marchel Montano. The Go Lean book/blogs calls for the embrace of the regional Single Market for all of the Caribbean.

  • Fostering genius … at last – The Bahamas has been notorious for their policies advocating egalitarianism. The concept of Carnival requiring artists to compete for top prizes is 100% divergent from that ideal. Yet, this approach of fostering the musical genius in the country is essential for growing the regional/national economy. We must “hitch our wagons” to the strong, talented and gifted “horses”, as was the case for Bob Marley. See Photos here of the Bahamian Headliner and also of one of the Junkanoo Carnival “Music Masters” event finalist; see Appendix A – VIDEO below. Go Lean calls for formal institutions to develop and monetize musical genius in the region.

  • Carnival is a Stimulus (GDP) not an investment (no ROI)Gross Domestic Product is calculated as C + I + G + (X – M) or private consumption + gross investment + government spending + (exports − imports). So the Bahamas government spending $9 million to facilitate the inaugural Carnival did stimulate additional economic activity; (actual results still spending). The foregoing article quotes a $50 to $60 million impact on GDP. This is highly possible based on this formula. Go Lean plans many economic stimuli from Events.
  • Mass attendance is assured – but monetizing is the challenge – Other news reports reflect that vendors and merchants did not get the final returns they had hoped. The Go Lean roadmap calls for the embrace of fairgrounds so as to better monetize event revenues; think parking, hospitality tents, campgrounds (RV’s).
  • Main Street not fully engaged – Bigger Carnival events (Rio de Janeiro, New Orleans, etc.) are successful for their inclusion of floats and trinkets thrown to spectators. The embrace of this strategy would allow Main Street businesses or NGO’s direct participation with sponsorship, advertising and float construction. The Go Lean roadmap seeks to create 2.2 million new jobs in the region by embedding large, medium, small businesses and NGO’s in the development of trade and commerce.

  • Carnival and religion do not make good dance partners – Carnival, by its very nature and history is not a religious event. It does not attempt to honor or worship the Christian God; therefore there should be no attempt to reconcile the two; see Photo here. The Bahamas event avoided planning Sunday activities as an acquiescence to religious leaders; thus missing out on prime weekend availability for visitors and locals alike. The Go Lean roadmap promotes a religiously neutral technocracy – better!

  • Need an earlier date for Snow-birds and Spring-breakers – A typical Carnival pre-Ash Wednesday date would have been February, ideal for extensive outdoor activities in the Bahamian Heat. On the other hand, the 2nd weekend in May is virtually summer and therefore disinviting for northern visitors – the classic tourist market. The previous commentary had identified that the Bahamas does not have a Lenten ethos, so a March date would be better all-around for better weather, plus an appeal to Snow-birds and Spring-breakers. The Go Lean roadmap focuses on technocracy not religion.

The Go Lean book prescribes events/festivals as paramount in the roadmap to elevate the regional economy (Page 191). There are many ways for the lessons learned in this year’s inaugural Junkanoo Carnival to be better applied in the execution of the roadmap for the Bahamas and the rest of the Caribbean. There are dimensions of these type of events that hadn’t even been experienced by the region … as of yet, namely security. No “bad actors” have emerged to exploit the event for terroristic activities. Yet the Go Lean roadmap fully anticipates this reality. Welcoming WTO? Say Goodbye to Nationalism

The catch-phrase “Think Global, Act Local” does not only apply to “green” conservational objectives, it also applies to trade promotion. Though not officially adopted as a mantra for the World Trade Organization (WTO), this catch-phrase is the ethos by which they administer their policies.

CU Blog - Welcoming WTO - Say Goodbye to Nationalism - Photo 2The words “World” and “Trade”, combined together should signal the spirit of doing commerce as global citizens, not reserving a market for some special interest group, even if the special qualifier is just citizenship.

World Trade coordination is a new creation, a product of 20th century post-WW II reconstruction. The prevailing ethos beforehand was that “all men were created equal, but some were more equal than others”. This status quo, with features like colonialism, was fraught with societal defects that would just continue to spurn uprisings. A better eco-system was needed. From this planning – Photo here – came the structure for the World Bank, International Monetary Fund (IMF) and the International Trade Organization (ITO). The ITO was proposed in 1948, but never fully ratified. In its place, a weaker framework was enacted branded GATT for General Agreement on Tariffs and Trade. The goal was to tear down all the inequities with inter-country interactions that caused so much dissension. (The planet could not risk another global war). GATT remained the standard for almost 50 years, until finally the formation of the newly-branded WTO, which ascended on January 1, 1995.

The goal of the ITO/WTO was to be a United Nations’ specialized agency that would address not only trade barriers but other issues indirectly related to trade, including employment, investment, restrictive business practices, and commodity agreements. But the original ITO treaty was not approved by the U.S. and a few other signatories and never went into effect.[17][18][19] The WTO has all of these countries’ full participation and all these attributes. It’s a New World Order.

The WTO is not mandatory; it’s a club and membership has its privileges…and responsibilities. The book Go Lean…Caribbean had always encouraged participation in this club (Page 119); urging joining and conforming to the international standards. Why? The region depends on the global market – imports of all commodities and exports of services like tourism. So we are already participating in these “club activities” whether we want to or not. We had better get the full benefits. For starters we would get voting rights par-for-par with the big trading countries like the US and Canada, and EU member-states. We would get a voice and a vote; something missing in our current US interaction, where foreign, trade and security policies often times do not align with the priorities of the Caribbean. Even more, no Caribbean member-states, even US Territories, have voting powers in the US Capitol where those policies are codified. It is what it is!

Title: WTO To End Property Tax Advantages For Bahamians

NASSAU, Bahamas — The Bahamas will have to eliminate its nationality-based real property tax exemptions that discriminate in favour of locals before it becomes a full World Trade Organisation (WTO) member, a report warning the current system is “not in accordance with international practice”.

The ‘Conditions for improving real property tax in the Bahamas’ report, never before revealed to the Bahamian people, thus warns that the exemptions enjoyed by Bahamian ‘vacant land’ owners in New Providence, and in every Family Island [(Bahamas Out Islands)], will either have to be completely changed or abandoned.

The report’s authors, Dr Roy Kelly, Dr Graham Glenday and Wayne Forde, said: “Exempting property based on the nationality of the property tax owner is not in accordance with international practice.

“This nationality-based exemption will need to be changed when the Bahamas joins the WTO, since the Bahamas will not be allowed to differentially tax based on nationality.”

The Government, via the Ministry of Financial Services, has already given notice of its intention to continue with the WTO accession process, with new minister, Hope Strachan, effectively saying she has picked up where her predecessor, Ryan Pinder, left off.

Messrs Kelly, Glenday and Forde thus called for the Government to review all property tax exemptions extended to Bahamians only, reiterating that these would need to be eliminated upon WTO accession.

“This means that the current exemption on unimproved land owned by Bahamians on New Providence will need to be adjusted. In addition, the current exemptions given to Bahamians on all property on the Family Islands will need to be restructured,” they warned bluntly.

This provides further evidence of how the ‘rules of the game’ for the conduct of business in the Bahamas will change suddenly, and dramatically, once this nation accedes to full WTO membership.

It is unclear how many in the private sector, and wider Bahamian society, have been paying attention to this, given that Value-Added Tax (VAT) and possibly now National Health Insurance (NHI), have dominated the policy agenda.

The ‘Conditions for improving real property tax in the Bahamas’ report, meanwhile, went further in calling for the Government to review what it described as “several unique and generous tax exemptions and relief schemes” when it came to real property tax.

In particular, it called for the $250,000 ‘exemption threshold’ for owner-occupied real property tax to be reduced back to $100,000.

Explaining the rationale for this recommendation, it said: “First, the current owner-occupied exemption of $250,000 is substantially higher than those in the neighbouring United States.

“Second, the exemption is not means-tested, meaning that the exemption is given to rich and poor alike, perpetuating inequity. Third, the level of exemption was increased without a systematic updating of property tax roll values. Fourth, the exemption is difficult to administer to ensure that second homes are not also receiving a second exemption.”

Messrs Kelly, Glenday and Forde said the $250,000 Bahamian exemption was more than 2.5 times’ higher than the largest equivalent in the US, where exemptions ranged from $7,500 to $100,000.

“Increasing the exemption levels, while not systematically adjusting the property assessed values to be closer to market values, means that many properties drop off the property tax roll through reverse ‘bracket creep’,” the report said,

“It is reported that the increase in the exemption level from $100,000 to $250,000 reduced the number of taxpayers substantially, eliminating many properties from the tax roll. Due to the lack of an effective reassessment process, many of the owner-occupied houses have not been revalued in many years. “Thus, increasing the exemption by 150 per cent, while not reassessing the properties to keep up with real market value, meant that many houses fell below the valuation threshold.”

Messrs Kelly, Glenday and Forde also described the exemption Bahamians enjoy from paying real property tax on any Family Island as “overly generous”, because it made no distinction between rich and poor persons, plus high value and low value properties.

“Both rich and low income Bahamians are tax exempt from the property tax, thus not directly contributing to the payment for government services on the Family Islands,” the report said.

“There is no good reason why richer Bahamians (owning expensive properties) on the Family Islands should not be contributing to the payment for government services.”

And, significantly in the current context, Messrs Kelly, Glenday and Forde recommended that real property tax be imposed in Freeport from August 2015 onwards.

“As with the exemption granted to hotels, the Hawksbill Creek Agreement provisions on property taxation should also be reviewed, with property brought into the tax net upon expiration of the current agreement,” they argued.

Many Bahamas-based resorts are exempt from paying real property tax for up to 20 years under their Hotels Encouragement Act agreements, thus ensuring they enjoy a substantial concession, while the Government suffers “quite large” revenue losses.

“The property tax exemption for hotels, rental pooling, and time shares should be reviewed and reduced,” the report recommended.

“Although perhaps well intentioned, the generous property tax exemption on hotels and other tourist-related investments may be extravagant and unwarranted, potentially allowing hotel investments to be property tax exempt for up to 20 years.

“This exemption provides a major subsidy to the hotel investors, and to users of those hotels who receive government services without paying the property tax and the true costs of government-funded services.”

Calling for the Government to conduct cost/benefit analysis of all its tax exemptions, the report said: “Countries do provide a number of tax exemptions to stimulate economic development.

“These tax exemptions should be costed and monitored to evaluate the impact from the exemption, and to ensure that the property is brought on to the tax roll at the conclusion of the exemption. In accordance with international best practice, all property tax exemptions should be included in the property tax act to encourage greater transparency.”

Messrs Kelly, Glenday and Forde concluded: “To mobilise increased property taxes in an equitable and efficient manner, the Government must review existing tax base exemptions, potentially leading to a broadening of the tax base.

“As identified above, the tax base currently has very generous and perhaps unnecessarily generous exemptions, which dramatically reduces the potential property tax revenues and introduces possible, un-intentional impacts on the equity and efficiency of the tax system.”

No property tax advantage for Bahamians over foreigners?!?! That is a big change for the Bahamas. They have a Bahamian-ization policy that prioritizes citizens over foreigners in so many societal endeavors. See VIDEO in the Appendix below.

The whole policy is flawed. (Bahamian-ization calls for all Bahamian businesses to at least be owned 51% by a Bahamian citizen).

This policy was communicated previously in a blog/commentary where the business community there was complaining about the lack of skilled labor in the marketplace and the impediment that the Bahamian-ization policy has forced on the local market. Job creation is affected.

There are also similar complaints related to investments, property ownership, gambling, immigration-citizenship, education and other facets of society.

“All animals are equal, but some animals are more equal than others”. – Book: Animal Farm by George Orwell (1945)

The tongue-in-check allusion in this expression is more apropos, (and stands in contrast):

The Golden Rule: He who has the gold makes the rules.

The motivation of Bahamian-ization was always to neutralize corporate abuses.

The book Go Lean… Caribbean posits that the Bahamas cannot succeed in a world of globalization leading with this Bahamian-ization policy. Foreign Direct Investors will be less inclined to “plant” in a country with little chance of prospering. They will be inviting a second class existence for themselves, spouses and children. That policy “acts locally” with no consideration for global ramifications. (Mostly, the only qualifying Bahamian for new business endeavors is the government). On the other hand, the book urges regional federalism, asserting that the best solution is a regional integration with all Caribbean member-states, despite the colonial or language legacies. The book therefore serves as a roadmap for the introduction and implementation of the Caribbean Union Trade Federation (CU). This represents a confederation, a brotherhood, of the 30 member-states of the Caribbean region, including the US Territories (2): Puerto Rico and the US Virgin Islands); the French Territories (5); 6 Dutch Territories constituted as 1 member; British Overseas Territories (5) and independent states and Republics (17).

This would mirror the European Union (EU) participation in the WTO where there is a dual membership. The  Caribbean Union Trade Federation is modeled after the EU, with the regional focus on Trade for the Caribbean.

The words “Caribbean” and “Trade”, combined together should signal the spirit of doing commerce as regional citizens. This CU/Go Lean roadmap therefore extolls the priority of trade, not nationalism, in the execution of its prime directives; defined by these 3 statements:

  • Optimize the economic engines of the region to grow the GDP of the economy to $800 billion and create 2.2 million new jobs.
  • Establish a security apparatus to protect the resultant economic engines.
  • Improve Caribbean governance – including tax collection and Self-Governing Entities – to support these engines.

The Go Lean roadmap opens with the call for the consolidation of trade negotiation for the Bahamas, and the rest of the Caribbean – treating everyone as equals. This point is echoed early, and often, in the book, commencing with these opening pronouncements in the Declaration of Interdependence (Pages 11 – 14), as follows:

viii.  Whereas the population size is too small to foster good negotiations for products and commodities from international vendors, the Federation must allow the unification of the region as one purchasing agent, thereby garnering better terms and discounts.

xi.   Whereas all men are entitled to the benefits of good governance in a free society, “new guards” must be enacted to dissuade the emergence of incompetence, corruption, nepotism and cronyism at the peril of the people’s best interest. The Federation must guarantee the executions of a social contract between government and the governed.

xiv.  Whereas government services cannot be delivered without the appropriate funding mechanisms, “new guards” must be incorporated to assess, accrue, calculate and collect revenues, fees and other income sources for the Federation and member-states. The Federation can spur government revenues directly through cross-border services and indirectly by fostering industries and economic activities not possible without this Union.

xxiv. Whereas a free market economy can be induced and spurred for continuous progress, the Federation must install the controls to better manage aspects of the economy: jobs, inflation, savings rate, investments and other economic principles. Thereby attracting direct foreign investment because of the stability and vibrancy of our economy.

xxx. Whereas the effects of globalization can be felt in every aspect of Caribbean life, from the acquisition of food and clothing, to the ubiquity of ICT, the region cannot only consume, it is imperative that our lands also produce and add to the international community, even if doing so requires some sacrifice and subsidy.

The Go Lean roadmap specifically details steps to optimize property taxes for the region’s member-states. The plan is to deploy advanced government systems for property assessments, registration and tax collections. The CU will deploy these systems and share the utilization with the member-states. This is classic e-Government in-sourcing and out sourcing. The financial eco-system will even provide predictive funding for the member-states based on these new efficiencies.

The Bahamas needs help with their “property tax” eco-system.

The Bahamas is currently operating only at 40 per cent of its tax capacity, according to a Government-engaged consultancy. They have warned the country, ranking this nation at near-bottom of a list of 98 countries… “The IMF has estimated that The Bahamas collects only 40 per cent of its maximum attainable tax-to-GDP ratio as determined by the economic structure of the country, a metric on which it ranks 92nd out of 98 nations,” [Consultancy] Compass Lexecon said. “In comparison, Sweden and Denmark collect 98 percent of their tax capacity.”

The Bahamas, and other Caribbean member-states for that matter, can do better.

For example, if the Bahamas Ministry of Finance should be collecting $160 million in property taxes for 1 year, then the CU (Union Revenue Administration) can issue a discounted check – or a warrant – for $140 million and engage the collections directly, to recoup $160 million. This is classic Agent-Principal servicing, with the exception of no profit motives for the agents. The CU is the agent! (This example relates only to property taxes, not the newly enacted VAT regime launched in country on January 1).

This is the hallmark of a technocracy.

Go Lean … Caribbean therefore constitutes a change for the Caribbean. This is roadmap provides the tools/techniques (but without sovereignty) to bring immediate elevation to the region to benefit one and all member-states.

The issues in this commentary are important for the development of the Bahamas and the rest of the Caribbean. There is the need to fully participate in the WTO; it is the only way to fully compete in a globalized marketplace. This is the new regulatory regime for the free market. Free market dynamics are normally based on supply-and-demand. The Caribbean, with its small population and market-size cannot compete with the voluminous demand nor voluminous supply of some of the bigger countries (i.e. China, India, EU, the US, etc). With the one-man-one-vote (one-state-one-vote) structure of the WTO, we will truly be able to compete with the bigger states.

WTO calls for level playing fields. A member-state cannot give preferential treatment to one group within the population over another group within the population. For the WTO, “all men are treated equal, period!”

There is no place for Bahamian-ization; no place for nationalism from any Caribbean country. Say Goodbye to the past. Say Hello to the future, the new landscape for world trade.

The Go Lean book is a detailed turn-by-turn step-by-step roadmap for how to lean-in for this new regime, and how to pay for it. We now urged everyone in the region, all stakeholders (citizens, Foreign Direct Investors, trading-partners, business establishments) to lean-in to this roadmap. The book Go Lean … Caribbean seeks to elevate society in the Caribbean homeland. The book is a 370-page roadmap with turn-by-turn directions on how to transform – remediate and mitigate – the engines of regional commerce, security and governance. While this type of advocacy is the normal sphere of Chambers of Commerce in their pledge to support the business communities, the Go Lean effort is different; it is not motivated by normal profit incentives, but rather the Greater Good for the Caribbean people.

Here’s a question for the Caribbean in general, and considering the subsequent news article, the Bahamas in particular:

What do you want from the world?

Do you want to have an advanced-modern society with all the latest “bells-and-whistles” of science, technology, engineering and medicine (STEM)? Or do you want a closed society, designated for reaping by your native people only?

“Oh island in the sun, willed to me by my father’s hand” – Classic Caribbean/Calypso folk song.

There is truly a choice to make. There are closed societies in the world, think North Korea. Even here in the Caribbean, there is Cuba, which was cut-off from US trade for 55 years. The end result, their society “stood still in time” in terms of technological developments; (1950-era American automobiles proliferate in Cuba even today).

The disposition of these aforementioned societies may not be too appealing for the rest of the Caribbean. So the answer being given is one of global citizenship. The Caribbean member-states have expressed, explicitly and implicitly, that they want to be an advanced-modern society. This means one thing:

Give-and-take with the rest of the world.

So there must be some give-and-take with immigration policy. We must “give” some allowances to immigrants to take the returns of their talents.

Look at the Caribbean’s biggest neighbor (to the north), the United States of America. Immigration is what made the US a great nation; let’s consider just one example. Much of America’s leadership in the Space Race during the Cold War years of 1950 to 1991 was due to the contributions of one empowering immigrant: Rocket Scientist Wernher von Braun; see summary VIDEO here and more details in the Appendix below.

This discussion aligns with the book Go Lean … Caribbean. This book serves as a roadmap for the introduction and implementation of the Caribbean Union Trade Federation (CU); the purpose of which is to elevate Caribbean society, for all 30 member-states. The book stresses the need for empowering immigration (Page 174), recognizing that some of the skill-sets necessary to elevate our society may not currently exist in the homeland, so we may actually need to import the talent.

This is also the strong point being enunciated by the Bahamas Chamber of Commerce and Employers Confederation in the following news article:

The Immigration Department’s “closed door” work permit policies are exacerbating the Bahamas’ productivity crisis, a top private sector executive yesterday warning they were making it impossible for companies to hire the “unemployable”.

CU Blog - Immigration Policy Exacerbates Worker Productivity Crisis - Photo 2Robert Myers, the immediate past Bahamas Chamber of Commerce and Employers Confederation (BCCEC) chairman, told Tribune Business that restrictive Immigration policies were preventing businesses from recruiting middle management and skilled line staff essential to their smooth operation.

Apart from hindering the ability of local companies to expand, Mr Myers said they were also prevented from improving staff productivity and efficiency, as they could not “hire the educated to train the uneducated”.

Jerome Fitzgerald, minister of education, admitted last week that 40 per cent of the workforce lacked “a basic education”, with at least 35-38 per cent having failed to graduate from high school.

Mr Myers, though, pegged the number of high school leavers who were functionally illiterate and numerate [only] at 55 percent – a statistic that continues to limit business and GDP growth, and hinder government tax revenues.

“There’s a problem because the Immigration policies are only enabling these problems,” he told Tribune Business. “We have the wrong Immigration policies.

“There’s a desperate need to hire the educated to educate the uneducated and undereducated. We need to relax the Immigration policies, and do it with educated, not uneducated, people.

“The only way you can go out and hire this massive chunk in the economy is to bring in educated people capable of training those uneducated.”

Mr Myers said the Bahamas should tailor its work permit policies to reward, and incentivise, those companies who brought in expatriates to help train Bahamian staff.

“People like myself who could grow their businesses can’t, because it is cost prohibitive to bring in quality managers and line staff,” he told Tribune Business.

“It’s a layering effect. In order for me to grow and get uneducated people working, you need to bring in educated people.

“But you’ve made it so cost prohibitive to bring in line staff and middle managers, you’ve made it so expensive, that if I try to do that I become uncompetitive. So I can’t bring them in, and can’t hire uneducated people.”

Mr Myers said the Christie administration needed to “understand the connectivity of all this”, describing it as “reasonably complex but not rocket science”.

Arguing that the issue went to the heart of the Bahamas’ social fabric, he added: “If you have the wrong Immigration policies, you can’t improve education, the transfer of knowledge, employment and GDP growth. Crime goes up, and the uneducated are left to their own devices.”

Numerous Bahamian businesses have in the past complained to Tribune Business about what they have labelled “a dearth” of middle management talent in this nation, leaving them unable to fill positions essential to their smooth functioning with the right people.

However, in a bid to create employment for Bahamians, in a society struggling with a high 15.7 per cent jobless rate, the Immigration Department has tightened its work permit policies despite fears in some quarters it is trying to force ‘square pegs into round holes’ – forcing companies to take on unsuitable persons.

And several in the private sector have also suggested that it sometimes requires the hiring of one expatriate worker to create jobs for 10 or more Bahamians.

Mr Myers yesterday told Tribune Business that it was “so frustrating” that persons like himself and Mr Fitzgerald understood the problems, yet the Immigration Department was operating policies that were “completely contradictory” to the necessary solutions.

“When you have these problems lined up, teed up in education, crime and growth, stop making it more expensive for the educated to come in and teach the uneducated,” he added.

“Why does the Government not step in, and make it more competitive for businesses, increase the ease of doing business, increase GDP growth.

“I understand you’re trying to shut down Immigration to create employment, but these people are unemployable unless you open Immigration.”

Suggesting that Mr Fitzgerald’s comments, and Immigration policies, showed the Government’s ‘left hand and right hand’ did not know what each was doing, Mr Myers said the Bahamas’ “lack of governance is causing us to sink further”.

In a position paper he shared with Tribune Business yesterday, Mr Myers admitted that some businesses had resorted to hiring illegal Haitians in a bid to find productive workers for low income jobs.

“The Haitian workforce has also had a negative affect on businesses, as the Haitian workers are not always English literate, thus creating the same training and mobility problems for growth and development of businesses,” the ex-BCCEC chairman wrote.

“The Department of Immigration’s policies have caused further burden to businesses as they attempt to create more employment for Bahamians. While this may seem like a positive policy, it in fact negatively impacts Bahamian businesses for all the above said reasons and decreases productivity, making the Bahamas a more expensive and a less competitive nation.

“National security is at risk as we see direct correlations between the failing educational system and increases in violent crimes and drugs. The uneducated will fall victim to illegal activity if they have no hope or ability to become productive members of our society. People with no hope turn to drugs, in many cases for temporary relief. Our choices become one of two: Provide better education or build more courts, police stations and jails.”

So let’s repeat that question to the Caribbean: what kind of society do you want?

Do you want cutting-edge technology?

If so, then you must be prepared to welcome empowering immigrants!

There is no better alternative approach/strategy!

There are however many tactics that can align with this empowering immigration approach/strategy. The Go Lean book promotes a tactic of Separation-of-Powers between CU federal agencies and Caribbean member-state governments; offering the installation of Exclusive Economic Zones (EEZ) and Self-Governing Entities (SGE) to operate in controlled bordered territories like campuses, industrial parks, research laboratories, industrial plants and even aero-space launch facilities – much like advocate Wernher Von Braun campaigned and successfully implementated in the US in the 1950’s and 1960’s. Look today at all the economic spin-off benefits that the US has enjoyed because of the contributions of this one empowering immigrant: satellite communications, GPS, aero-space industrial developments, space exploration, etc.

(There is a Caribbean expression of aero-space initiatives in the European Space Agency in the Caribbean-leaning territory of French Guiana; this Agency would be a SGE under the CU/Go Lean scheme).

Under the EEZ/SGE scheme, the CU maintains exclusive jurisdiction and regulatory oversight for the employment of immigrants. This separation-of-powers will mitigate all the threats of negative immigration policies, as related in the foregoing article. This is technocratic: Just get it done! Just do it!

The CU – applying best-practices for agile deliveries – would facilitate the required elevation of society with these 3 prime directives:

  • Optimization of the economic engines in order to grow the regional economy to $800 Billion & create 2.2 million new jobs.
  • Establishment of a security apparatus to protect the resultant economic engines, specifically in EEZ’s and SGE’s.
  • Improvement of Caribbean governance, with the appropriate separation-of-powers, to support these engines.

The book Go Lean … Caribbean asserts that EEZ’s and SGE’s can be strategic, tactical and operationally efficient for elevating Caribbean society. These points are pronounced early in the book with this Declaration of Interdependence (Pages 11 and 14), with these statements:

v.        Whereas the natural formation of our landmass and coastlines entail a large portion of waterscapes, the reality of management of our interior calls for extended oversight of the waterways between the islands. The internationally accepted 12-mile limits for national borders must be extended by International Tribunals to encompass the areas in between islands. The individual states must maintain their 12-mile borders while the sovereignty of this expanded area, the Exclusive Economic Zone, must be vested in the accedence of this Federation.

xxvi.   Whereas the Caribbean region must have new jobs to empower the engines of the economy and create the income sources for prosperity, and encourage the next generation to forge their dreams right at home, the Federation must therefore foster the development of new industries… In addition, the Federation must invigorate the enterprises related to existing industries like tourism … impacting the region with more jobs.

There is a role for the contributions of many impactful and empowering immigrants in this vision for the elevation of the Caribbean homeland. Since the skills needed for today’s global economy are not plentiful in the Caribbean today, we must invite others to join us. These ones will only come initially for profit, not love of community, not the Greater Good. This Greater Good preferred community ethos only comes after some sacrifice; after these ones assimilate their Caribbean homelands and want to protect it as their home … and for their offspring and next generations.

This is why  empowering immigrants should give more than they take; they should not be looking for jobs, rather they should create jobs. In the case of the foregoing news article, the Chamber of Commerce estimates 1 empowering immigrant creates 10 jobs. This job multiplier reality should not be ignored. Especially in this era of empowering STEM careers. We need to build and retain that talent in the Caribbean homeland now.

The Caribbean, including the Bahamas, need to send this message:

  • Scientists – Welcome!
  • Technologists – Welcome!
  • Engineers – Welcome!
  • Medical Practitioners – Welcome!
  • Job Creators – Welcome!
  • Foreign Direct Investors – Welcome!

The Go Lean … Caribbean roadmap invites the contributions of empowering immigrants, especially under the guise of SGE’s. With the right applications from people, tools and techniques many SGE initiatives can have a positive impact in changing society, with minimal risks and threats of negative consequences – the roadmap mitigates the threats of corporate abuse of plutocracies. There are many examples and models to apply from other societies (i.e. Werner von Braun in the US Space program despite his Nazi past – see Appendix below).

Change has come to the Caribbean. Everyone is hereby urged to lean-in to this roadmap to make the Caribbean a better place to live, work and play. If Caribbean people want change, progress, empowerment, growth, jobs (STEM and otherwise), justice and security, then the move to welcome empowering immigrants must be normalized. These ones must be welcomed. 🙂

Appendix: America’s most empowering immigrant: Wernher von Braun

CU Blog - Immigration Policy Exacerbates Worker Productivity Crisis - Photo 1Wernher Magnus Maximilian, Freiherr von Braun (March 23, 1912 – June 16, 1977) was a German and later American aerospace engineer and space architect. He was one of the leading figures in the development of rocket technology in Germany and the United States and is considered one of the “Fathers of Rocket Science”. He was also a member of the Nazi party and the Schutzstaffel (SS), and was suspected of perpetrating war crimes during World War II.

In his twenties and early thirties, Braun was already the central figure in the Nazis’ rocket development program, responsible for the design and realization of the V-2 rocket during World War II. After the war, he and selected members of his rocket team were taken to the United States as part of the secret Operation Paperclip. Braun worked on the United States Army’s intermediate range ballistic missile (IRBM) program before his group was assimilated by NASA. Under NASA, he served as director of the newly formed Marshall Space Flight Center and as the chief architect of the Saturn V launch vehicle, the super-booster that propelled the Apollo spacecraft to the Moon.[1] According to one NASA source, he is “without doubt, the greatest rocket scientist in history”.[2] In 1975 he received the National Medal of Science.
